New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

After a detailed meeting on the rescheduling of the poll date, the Commission changed the poll schedule as announced by it on January 8. According to the new schedule for Punjab assembly polls, now the date of notification will be January 25 (Tuesday), 2022, last date of nomination will be January 22, 2022 (Tuesday), date of scrutiny - February 2, 2022 (Wednesday), date of withdrawal would be February 4 (Friday) and date of polling will be February 20, 2022 (Sunday). Counting of Votes will be taken up on March 10, 2022 (Thursday). The Election Commission received several representations from State Government, Political Parties and other organizations drawing attention regarding movement of a large number of devotees from Punjab to Varanasi for participation in Sri Guru Ravidas Ji Jayanti celebrations, which is observed on February 16, 2022, the EC said in a statement. It was brought to the notice of the Commission that a large number of devotees start moving for Varanasi around a week before the day of celebration and keeping the poll day on February 14, 2022 will deprive a large number of electors from voting. In view of this, they had requested to shift the poll date a few days after February 16, 2022, the EC officials said. "Commission has also taken inputs from State Government and Chief Electoral Officer of Punjab in this regard and after considering these new facts emerging out of these representations, inputs from the State Government and Chief Electoral Officer, past precedence and all facts and circumstances in the matter, now Commission has d<keyword id="65910" type="General" weightage="20" keywordseo="ECI" source="Orion">eci</keyword>ded to reschedule the General Elections to Legislative Assembly of Punjab," the ECI said in a statement. Earlier, the ruling Congress party, the BJP and the Aam Aadmi Party had requested the Commission to defer the polling on February 14 as it is close to the Sri Guru Ravidas Jayanti on February 16. Submitting a written request by the Congress Party on January 13, it said that over 20 lakh of Schedule Caste voters go to the religious visit to the places related to Sant Ravidas ji. The Party further said that a sizable number of SC voters visit Varanasi from February 10 to 16 every year, therefore, the scheduled date for the poll in Punjab should be postponed till Ravidas Jayanti. Later the BJP and Aam Aadmi party also made a similar request to the EC, reiterating the same reason stating that many of the voters will either miss their religious trip or skip voting on February 14. He is alleging that the promotional trailer of the movie has ‘hurt’ his sentiments. That includes the lead actor of "Accidental Prime Minister" Anupam Kher, Akshaye Khanna playing the former prime minister’s media advisor, Suzanne Bernert playing Sonia Gandhi and Aahana Kumra playing Priyanka Gandhi among others. The PIL filed in local courts also claims that the movie projects India and its political leaders unfavourably to the rest of the world. It’s not only about India’s former prime minister, but also other noted Indian politicians like Lalu Prasad, Mayawati and another former prime minister, Atal Bihari Vajpayee. The petition has been filed under the sections of Indian Penal Code that relate to promoting enmity between different groups, sale of obscene objects, insult with intent to provoke breach of peace and criminal conspiracy. NEW DELHI: The <keyword id="40807" type="ORGANIZATION" weightage="40" keywordseo="Election-Commission">Election Commission</keyword> on Wednesday sounded the poll bugle, announcing a nine-phase election to the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> and state assemblies of <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Odisha and <keyword id="48118" type="CITY" weightage="40" keywordseo="Sikkim">Sikkim</keyword> between April 7 and May 12. With polling to be stretched over nine rounds lasting 34 days, as against five phases spread over 28 days in 2009, this general election will be the most protracted so far. 
 <keyword id="50926" type="POSITION" weightage="40" keywordseo="Chief-election-commissioner">Chief election commissioner</keyword> V S Sampath, who was flanked by election commissioners H S <keyword id="153539" type="PERSON" weightage="60" keywordseo="Brahma">Brahma</keyword> and S N A Zaidi at the EC press conference here to announce the poll schedule, said polling would be conducted on April 7, 9, 10, 12, 17, 24 and 30 and May 7 and 12. Andhra Pradesh will have simultaneous Lok Sabha and assembly elections in two phases on April 30 and May 7, Odisha in two phases on April 10 and 17, while Sikkim will have a single day poll on April 12.

Counting for both Lok Sabha and assembly polls has been scheduled for May 16. This will give the parties almost a fortnight for government formation, as the term of the current Lok Sabha expires only on May 31. 
 
"The model code has come into immediate effect with announcement of the dates," declared Sampath. 
 Among the states, UP and <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> will vote over six phases; <keyword id="6357783" type="CITY" weightage="40" keywordseo="West-Bengal">West Bengal</keyword> and Jammu &amp; Kashmir over five phases; <keyword id="6354915" type="CITY" weightage="40" keywordseo="Assam">Assam</keyword>, <keyword id="43945" type="COMPANY" weightage="40" keywordseo="Chhattisgarh">Chhattisgarh</keyword>, <keyword id="6360371" type="COMPANY" weightage="40" keywordseo="Jharkhand">Jharkhand</keyword>, <keyword id="6355554" type="COMPANY" weightage="40" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> and Maharashtra over three phases; and Andhra Pradesh, Manipur, Odisha, Rajasthan and Tripura over two phases. There will be a single-day poll in Gujarat, Haryana, Punjab, <keyword id="6358126" type="CITY" weightage="40" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Karnataka, Kerala, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Uttarkhand and Goa, a majority of north-eastern states and Union territories including Delhi. 
 Accepting the Union home ministry's suggestion to hold polls to Naxal-hit and disturbance-prone areas of northeast in the first phase, the EC has scheduled polling in 13 Lok Sabha constituencies across Assam, Tripura, Mizoram, <keyword id="50015" type="COMPANY" weightage="40" keywordseo="nagaland">Nagaland</keyword> and Odisha in the initial two phases on April 7 and 9, followed by voting across Naxal-hit areas of Chhattisgarh, Jharkhand, Bihar and Maharashtra and Odisha over the next two phases on April 10 and 12. 
 
An 81.4 crore-strong electorate will elect the 16th Lok Sabha by voting across 9.3 lakh polling stations in the country. This is in contrast with 71.6 crore electorate and 8.3 lakh polling stations in the last Lok Sabha poll. Around 1.15 lakh Central paramilitary personnel will be deployed for poll duty. 
 Sampath said while the electoral rolls had been updated with January 1, 2014, as the reference date and published across all the states, the voters could enrol themselves up to the date of notification of poll. In fact, the EC will be holding special camps on March 9 across all the 9.3 lakh polling stations to enable eligible voters to verify their names in the electoral rolls and apply for registration if not enrolled already. The <keyword id="295526" type="POSITION" weightage="40" keywordseo="booth-level-officer">booth level officer</keyword> will be present at these camps to facilitate the voter to fill up Form 6 for enrolment. "We assure the voters that these applications will be disposed well in time to enable them to vote in the coming poll," said the CEC. 
 These polls are expected to be one of the most fiercely contested, with the BJP looking to wrest power from the <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword> beleaguered with strong anti-incumbency. The EC on Wednesday appealed to all political parties and candidates to "uphold the peerless democratic traditions by maintaining high standards of political discourse and fair play in the course of their election campaigns". "We appeal to the leaders of all political parties, especially their star campaigners, to refrain from using language that is against decorum and decency," said <keyword id="6358437" type="POSITION" weightage="40" keywordseo="Election-Commissioner">election commissioner</keyword> Brahma.
