E-cigarettes are a 'style statement' A large number of e-cigarette models are available in the market today. However, none of them are produced in India. The government believes that are currently over 400 brands of e-cigarettes in the country available in over 150 flavours. The varieties on offer tend to make people try them due to the 'cool' factor, rather than the devices being used for their original purpose, which is to help people quit smoking. "In India, ground reports say that e-cigs are being used as a 'style statement'," said Sitharaman. "Reports say many people are not using it to quit smoking but actually smoking cigarettes as well as e-cigarettes, if they're already smokers. Some are getting into the habit because it seems cool," she explained. Passive smoking E-cigarettes were banned as they are not only harmful to the user and those around them. The fact that're odourless makes even more dangerous, according to Sitharaman. "The smoke exhaled by a user of e-cigarettes, contains a high level of residual nicotine, which for people around standing as passive smokers — it will affect them too," she said. While the cabinet approved the ban, it is subject to approval from the government. The ordinance advises the government to analyse the impact of e-cigarettes on people and their health. The cabinet will take the matter forward during the next session of parliament.

The government reports Recently, two government reports have cast more light on the effects of e-cigarettes on human health. Especially a lung specialist at Hendry Ford Hospital Geneva Tatem, M.D., has given more information on e-cigarettes and how they impact human health in order to help the patients make a better choice with regard to their smoking habits and health. Dr Tatem remarked, “We need to balance the current science and evidence we have with the advocacy, to figure out the right way we should proceed in counselling our patients.” E-cigarettes could be lesser harmful In 2018, the National Academies of Sciences, Engineering and Medicine (NASEM) published the findings of what was called a highly comprehensive analysis of the present studies in the field of e-cigarettes. The report said, “E-cigarettes are not without health risks, they are likely to be far less harmful than conventional cigarettes.” The study also observed that the use of e-cigarettes could eventually move users to smoke conventional cigarettes. The available knowledge on e-cigarettes is inadequate In the year 2016, the U.S. Surgeon General observed, “The use of e-cigarette is a “public health concern that warrants immediate and coordinated action. Many questions remain about e-cigarettes and their long-term impact, even as evidence on patterns of use and risks to health continue to emerge.” Overview of e-cigarettes and how they harm human health An e-cigarette can be understood as an electronic apparatus that works by heating a liquid. The heated liquid becomes vapour and is then inhaled by the person using it. The e-liquid used for vaping burns at a lower temperature than the conventional cigarette. Unlike the traditional cigarette, an e-cigarette does not contain tar. However, it does produce a list of other chemicals. Commenting on the harmful releases they make, Dr Tatem says, “What we do know is that e-cigarettes contain some products that are harmful, particularly hard or heavy metals. Things like cadmium and other metals.” Doctors advise not to get fooled The most common name of e-cigarettes is vape pens. E-cigarettes make use of vaping liquids or e-liquids that come in different flavors. There are a large number of flavors we come across in the world of e-liquids. This fact must not fool the user encouraging the notion that their health is not at risk. Dr Tatem says, “The products that are produced by an e-cigarette are much different than the products produced by a traditional tobacco cigarette. So, using it may still be harmful to the lungs. We don’t have enough research yet that tells us how much less harmful it is using an e-cigarette versus a traditional tobacco cigarette.” Concluding remarks Though e-cigarettes are in no way safe for human use, they only mark a technological shift in the way people consume tobacco and other drugs. While some states have taken the route of banning ENDS under the Drugs and Cosmetics Act, others have placed it in the Poisons Act of 1919. While the generally accepted notion is that electronic cigarettes are less harmful than normal cigarettes, the Indian government has taken a stand that these devices could potentially spark a new generation of smokers. Their take is that children and non-smokers are using these devices and could switch to smoking actual cigarettes once they’re addicted to nicotine. India has one of the highest populations of smokers in the world. According to the World Health Organisation, there are nearly 106 million adult smokers in the country which makes India second only to China. While the non cancer-causing tobacco smoke is cut from the equation with e-cigarettes, the National Academies of Sciences, Engineering and Medicine <a href="http://nationalacademies.org/hmd/Reports/2018/public-health-consequences-of-e-cigarettes.aspx">claim</a>, that’s about all they’re good for. The incidence of smoking may have dropped but vaping has increased and the crux of the issue lies in the many unknowns associated with the phenomenon. When cigarettes first made an appearance, their adverse effects, which are rather obvious now, took a few years to come into the light. And even though e-cigarettes don’t burn tobacco, they still <a href="https://www.nap.edu/read/24952/chapter/2">contain and emit</a> potentially toxic substances. On the other hand, experts argue that while nicotine in itself is undoubtedly addictive, its actual effects could be as harmless as <keyword id="23086" type="CITY" weightage="20" keywordseo="Caffeine">caffeine</keyword>. Mike Russel, a British psychiatrist, very aptly said, ‘Smoke for the nicotine but die from the tar.’ India’s rules and regulations are already so lax that underage individuals have no problems obtaining normal cigarettes, making access to e-cigarettes even easier. The US is already engaged in its own battle against the Juul, an e-cigarette that looks like a USB drive and contains nicotine equivalent to one pack of cigarettes. With its soaring popularity and easy access to underage kids, the brand is used a verb as ‘juuling’ instead of ‘vaping’. The announcement comes at a time when <keyword id="152138" type="COMPANY" weightage="20" keywordseo="Philip-Morris-International">Philip Morris International</keyword>, known for their Marlboro cigarettes, was going to launch their iQOS smoking devices in the country. The iQOS devices produce a nicotine-containing vapour rather than actually burning tobacco, pegging them as a ‘reduced risk’ product.

Having faced the threat of losing a lot of its population to <keyword id="6355291" type="ORGANIZATION" weightage="40" keywordseo="Cancer">cancer</keyword> and other related fatal health conditions, India had just begun to ‘breathe easy’ when the news struck. According to a study by national representative case control in 2010, over 1 million deaths happened due to <keyword id="6357278" type="PERSON" weightage="40" keywordseo="Smoking">smoking</keyword> in India. 
 
A country that has been proactive in implementing the ban on smoking in public, is now facing a new intruder. The dreaded e-cigarette, which is currently threatening to undo all the good work that a solid legislation against tobacco had achieved, has already entered the country and may soon have a solid footing here in India. 
 
But where are these e-cigarettes coming from? The neighbouring China, of course! 
 These attractive-looking long sticks, resembling some kind of shamanistic tools, are probably the worst news India is facing now. Electrical cigarettes are increasingly used by youngsters as a ‘safer’ alternative to regular cigarettes. This product, which does not adhere to any safety standard set by the <keyword id="109212" type="ORGANIZATION" weightage="40" keywordseo="Food-Safety">Food Safety</keyword> Standard Act of India (2006), has been banned in only two states. But other states are yet to wake up to its dangers as these are over-the-counter products and are freely available at all malls that sell imported stuff. 
 
What’s more, it is rumoured that even Bollywood starlet Sonam Kapoor did an ad for this product, which was scrapped later. 
 
This small gadget, which looks innocent and even fairly harmless with its shimmering red tip, contains liquid nicotine and may easily cause serious health hazards. The device mimics the real act of smoking by producing hot vapour with the flavour of smoke. A circuit to produce heat is embedded within an e-cigarette, which vaporises the glycerine-based liquid solution upon inhaling. This ‘alternative’ to cigarettes is primarily meant to deliver pure nicotine, which is present in tobacco-based cigarettes, too, but in camouflaged form. 
 
The west is already battling the e-cigarette mania and the number of people being poisoned by e-cigarettes has gone up considerably in the recent years. In fact, the number of calls to emergency services reporting e-cigarette poisoning in the US went up from 1 per month in September 2010 to 215 per month in February 2014. 
 
And it is just a matter of time before India catches up with the US in this respect. Currently, the market for e-cigarettes seems to be piping hot. As far as the numbers go, more people smoke in India today as against five years ago. Around 110 million Indians are confirmed smokers although the number of male smokers had gone down to 2.8% from 3.2% in the past. However, more women are smoking nowadays and the situation is becoming increasingly alarming. India had around 12.1 million smokers in 2012, compared to 5.3 million in 1980s. 
 
Indian women are only second to the US in reaching out to the cancer stick. Now, with e-cigarettes entering the Indian market, this convenience product not only eases the nicotine craving, it also does not leave a trace in the air and it isn’t difficult to dispose like the conventional cigarettes. 
 Looking at the numbers, you will find that the IT superpower, which provides top-notch technical services to big corporate houses all over the globe, is also home to 12% of the world’s smokers. For a country that takes pride in its youth and the vibrancy they bring to its democracy and <keyword id="34412" type="ORGANIZATION" weightage="40" keywordseo="economy">economy</keyword>, it is, indeed, a disturbing phenomenon. Nearly 275 million of India’s 1.2 billion-strong population are at high risk due to the consumption of nicotine and tobacco-related products that often result into killer diseases like cancer. The country banned the use of tobacco products, with a strong legislation against smoking in public places in 2008. 
 
But the attempts to save the country’s youth from falling prey to this deadly habit, can be easily undone by a convenient gadget called e-cigarette. Incidentally, smokers have easy access to these gadgets and need not rush out to buy them every time the craving sets in. 
 
Efforts to curb smoking have just started to pay off with reduced tobacco consumption, fewer licences to tobacco growers and ban on smoking in public to restrain those who simply lit up in anyone’s face, unmindful of the discomfort and health hazards. But it may still take a long time to wean them off the nicotine sticks. 
 While the government is yet to take effective steps, India's national carrier, Air India, had been selling e-cigarettes on-board and that too, at ‘reduced’ prices. It is bound to create an embarrassing situation and the <keyword id="2192267" type="ORGANIZATION" weightage="40" keywordseo="Indian-Health-Ministry">Indian Health Ministry</keyword> has already complained to the Civil Aviation Ministry. 
 
With no laws regulating sales of e-cigarettes, the central government now plans to come out with a legislation that will prohibit sales of these electronic inhalers, which are freely available online, apart from being sold at shops in big cities. Although e-cigarettes were originally developed as smoking-cessation devices, they turned into consumer commodities with no health regulations attached to them. Currently, India allows sale of 2 mg and 4 mg nicotine patches, which are sold legally to those who want to kick the butt. 
 
The government is well aware of the fact that these products are being pushed by tobacco companies that have suffered due to smoking and tobacco ban across the country. But suitable legislation could well complete the picture of saving the youth from the claws of death.

E-cigarettes Create Jitters Among
Health Watchers, Policy Makers

There are few more reliable routes to an early grave than cigarette smoking. But despite the dangers, nicotine addicts find it almost impossible to kick the habit. 
Half of those who try to stop "cold turkey" will fail within a week. Fewer than 5% manage to stay clean for a year or more. Crutches such as nicotine patches or gum, which provide the drug without the cigarettes, can help--but only a little.
One reason is that addiction is about more than mere chemistry. The rituals involved, such as holding a cigarette between the fingers or taking a long, luxuriant puff, can be as habit-forming as nicotine itself.
So a better way to stop smoking might be a drug-delivery system that mimicked an ordinary cigarette as closely as possible, but had none of the pesky carcinogens and other poisons which come from burning a rolled-up mix of paper, tobacco leaves and additives.
Electronic cigarettes would seem to fit that bill. They use a small electric heater to vaporise a mix of glycerine and propylene glycol (two fairly inoffensive chemicals) in which nicotine has been dissolved, turning it into a breathable mist that can be savoured much as cigarette smoke is.
And because some of these devices are designed to resemble traditional cigarettes, they can be held between the fingers and jabbed in the air for emphasis, just like the real thing.
However, the novelty of e-cigarettes (the first of which hit the market in 2006) means there is only a smattering of evidence addressing the question of whether they actually do help smokers ditch the real thing. On December 17th, though, more evidence arrived--in the form of a review published by the Cochrane Collaboration, an international medical research organisation.
The review's authors, led by Peter Hajek of Queen Mary, a college of the University of London, examined results from 13 trials of e-cigarettes. The results, though a long way from being definitive, are encouraging.
Two of the studies the team looked at were randomised control trials. These are the highest form of medical evidence, in which doctors assign volunteers at random to the treatment being studied or to something else, and compare the results. In the cases examined, the something else was a placebo e-cigarette.
This resembled the real thing, but delivered no nicotine. About 9% of people using electronic cigarettes in these studies managed to abstain from smoking for six months, as against 4% of those using the placebos. One of the studies also found that e-cigarettes were at least as useful as nicotine patches in encouraging abstinence (the other did not examine this question).
Giving up smoking is the ideal outcome, but puffing less is good for you as well. Both studies suggested that e-cigarettes help those who cannot face giving up completely to cut their consumption significantly. Some 27% of smokers using placebo e-cigarettes, and 36% of those using the genuine electronic article, were able to do so by half or more. One of the trials also compared e-cigarettes with nicotine patches.
In that study, 61% of e-cigarette users were able to cut their consumption by half, compared with only 44% of those using patches. These general conclusions were supported by the 11 remaining investigations, known as cohort studies, in which doctors merely monitored people for a time, without attempting to influence their behaviour.

<h3>And now for the health warnings</h3>
There are, inevitably, caveats. Dr Hajek's review includes only a small number of studies, each of which involved what was, by the standards of such trials, a small number of people. (Because successfully quitting smoking is a rare event, statisticians need to follow a lot of people to extract a clear signal.)
People claiming to have quit were given biochemical tests to make sure they were telling the truth, but those who claimed merely to have cut back on their intake had to be taken at their word. In general, Dr Hajek and his team rated the quality of the evidence as either "low" or "very low". And the two clinical trials used now-obsolete forms of e-cigarette that do not pack as much of a nicotinic punch as that delivered by more modern varieties.
Moreover, unlike conventional cigarettes, which are made by the zillion by big tobacco companies, using standardised industrial processes, e-cigarettes are manufactured by hundreds of firms of varying sizes, most of which are located in China.
Their quality is therefore variable. Some have been found to have heavy metals from the heating element in the supposedly clean nicotine mist. Others have fibres of silica, which could irritate users' lungs, in the vapour.
Such things will, no doubt, change as more reputable firms displace the less reputable. And more data on the effectiveness of e-cigarettes are now being collected. The study's authors have identified nine trials now under way. If these, too, come back positive, then grounds for scepticism will be much diminished.

The US Food and Drug Administration approved propylene glycol for use in food. When you buy an e-cig cartridge, you can get differing amounts of nicotine (or none at all). You can also buy the tobacco sticks (called "heets") separately - which cost £8 for a pack of 20. In the US, e-cigarette prices range from $20 to $60 for a basic "starter kit," which includes the e-cigarette, along with several cartridges and a charger for the device.
