The Union Cabinet, on Wednesday, cleared the 'PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM e-DRIVE) Scheme,' with a total outlay of Rs 10,900 crore over two years. It includes Rs 3,679 crore in subsidies and demand incentives for e-2Ws, e-3Ws, e-ambulances, e-trucks, and other emerging electric vehicles. It is expected to support the deployment of 24.79 lakh e-2Ws, 3.16 lakh e-3Ws, and 14,028 e-buses, providing a significant push to India's EV ecosystem. A critical aspect of the scheme is the introduction of e-vouchers for EV buyers. At the time of purchase, an Aadhaar-authenticated e-voucher will be generated, which will enable buyers to avail of demand incentives. Additionally, the scheme allocates Rs 500 crore for the deployment of e-ambulances, marking a new initiative to integrate electric vehicles into essential public services. Another Rs 4,391 crore has been earmarked for the procurement of 14,028 e-buses, with a demand aggregation process led by CESL in nine major cities, including Delhi, Mumbai, and Bangalore. Intercity and interstate e-buses will also be supported in consultation with states. Furthermore, Rs 500 crore has been set aside to incentivize the adoption of e-trucks, a critical move given that trucks are one of the largest contributors to air pollution. The scheme encourages those with a scrapping certificate from <keyword id="19897457" type="General" weightage="20" keywordseo="ministry-of-road-transport" source="keywords">Ministry of Road Transport</keyword> and Highways-approved (MoRTH) vehicle scrapping centres to participate in this transition. With an allocation of Rs 2,000 crore, the scheme will support the installation of 22,100 fast chargers for four-wheelers, 1,800 fast chargers for e-buses, and 48,400 fast chargers for two- and three-wheelers. These chargers will be installed in cities with high EV penetration and along selected highways, making long-distance EV travel more viable.

Automobile industry hails PM e-DRIVE scheme to promote EVs

<ul class="summary-list"><li>The roads are perilous for NYC's app-based delivery drivers on e-bikes and other micro-mobility vehicles.</li><li>NYC infrastructure lags, with few protected bike lanes or designated moped and e-bike lanes.</li></ul>If you've ordered takeout recently in New York City, chances are your food was whisked to your front door by a delivery driver on an electric bicycle or moped.But what you likely didn't consider when you made your order was that the person hand-delivering your dinner may have risked their life to get it to you.New York City delivery workers who don't use cars have one of the deadliest jobs in the city. There are now more than 65,000 app-based restaurant delivery workers in the city, and <a target="_blank" href="https://www.cnn.com/2023/05/05/business/delivery-workers-new-york-bathrooms-ebikes/index.html">about 80%</a> of them use e-bikes and motorbikes.The fatality rate for these workers was at least 36 per 100,000 between January 2021 and June 2022, the city Department of Consumer and Worker Protection <a target="_blank" href="https://www.nyc.gov/assets/dca/downloads/pdf/workers/Delivery-Worker-Study-November-2022.pdf">reported</a>. That's more than 5 times the fatality rate for construction workers in New York City, which was seven per 100,000 in 2020, <a target="_blank" href="https://www.bls.gov/iif/state-data/fatal-occupational-injuries-in-new-york-city-2020.htm">according to</a> the US Bureau of Labor Statistics. Most driver deaths are a result of traffic crashes, though workers are also subject to a high rate of <a target="_blank" href="https://www.nytimes.com/2021/03/09/nyregion/delivery-workers-robberies-nyc.html">violent robbery</a>.App-based delivery drivers are also being severely injured at extremely high rates. The city report found that 28.7% of e-bike or moped delivery workers experienced injuries that forced them to miss work, lose consciousness, or seek medical care. Complicating matters, delivery drivers are <a target="_blank" href="https://www.nyc.gov/assets/dca/downloads/pdf/workers/Delivery-Worker-Public-Hearing-Written-Testimony-061522.pdf">disproportionately immigrants,</a> and many are living in the country illegally, so they avoid reporting these crimes to the police or seeking medical care for fear of deportation.According to the Bureau of Labor Statistics, transportation and material-moving jobs have the second-highest fatality rates nationwide after farming, fishing, and forestry.<h2 id="61e96346-a699-43db-ba1b-0176a2336762">Inadequate infrastructure</h2>The increase in bicycles and electric-powered non-car vehicles on the streets is a huge win for the climate and for street safety in general — more efficient, greener transportation and fewer cars and delivery trucks on the roads is a good thing.But New York City's infrastructure is way behind. The roads are designed to move cars and trucks as quickly as possible, with little accountability for dangerous driving and very little protected space for anyone getting around by bike or scooter. Just 3% of the city's roads have protected bike lanes, and just 1% of intersections have red light cameras, Bloomberg recently <a target="_blank" href="https://www.bloomberg.com/news/features/2024-03-11/new-york-city-s-decade-long-battle-for-pedestrian-safety">reported</a>.Delivery drivers aren't the only New Yorkers at high risk of being killed in a traffic accident. Bicycle deaths, overall, hit a 24-year high in 2023. Most of the 30 cyclists who were killed in crashes last year died in collisions with automobiles — mostly trucks or SUVs — on streets without bike lanes, according to <a target="_blank" href="https://www.nytimes.com/2024/03/05/nyregion/nyc-cyclist-deaths-ebike.html">a New York Times analysis</a>.Without sufficient safe infrastructure, cyclists — and all kinds of non-car drivers — opt for sidewalks, where they can disrupt pedestrians, or dangerous roads where they're <a target="_blank" href="https://abc7ny.com/food-deliveryman-killed-cyclist-sunset-park-new-york-city/5001979/">no match for cars</a> and trucks.The surge in delivery drivers on e-bikes, scooters, mopeds, and motorbikes has created some safety and quality-of-life issues for everyone else on the street as well.In January, New York Mayor Eric Adams <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-01-24/nyc-launches-city-office-to-regulate-e-bike-delivery-boom">announced the creation</a> of a new department of sustainable delivery tasked with regulating commercial delivery services that use bikes and other micro-mobility vehicles.The city's Department of Transportation insists it's taking seriously street safety for delivery workers and others using multi-modal transportation. A spokesperson for the department told Business Insider that it built more protected bike lanes last year — 32 miles of them — than all other major US cities combined.But that falls far short of the <a target="_blank" href="https://projects.transalt.org/bikelanes">50 miles of protected lanes</a> it aimed to build last year. They're asking for wider protected bike lanes, or even separate lanes for e-bikes and mopeds, and charging facilities for e-bikes."The City is going backwards on street safety. The number of fatalities and injuries will only continue to rise unless the City matches the huge surge in e-bikes and mopeds with infrastructure improvements, dedicated e-bike lanes, investments in slow and shared streets, and accountability from food delivery companies," New York City Comptroller Brad Lander said in a statement to Business Insider.<h2 id="de5185f6-21dd-4bd9-a400-d90aff2f80bd">Little accountability</h2>App-based delivery workers' status as gig workers — contractors rather than employees — is central to their plight. Food delivery companies — including giants like Uber Eats, Grubhub, and DoorDash — don't have to provide them with benefits, including health insurance.And they didn't have to provide them with minimum pay until last year when the city implemented <a target="_blank" href="https://apnews.com/article/nyc-delivery-workers-minimum-wage-app-45d1fe3a184bc1a49acef647d6cb5758">a minimum wage</a> for app-based restaurant delivery drivers. In April, the mayor announced the hourly wage would be bumped to $19.56 per hour, before tips — a big improvement on the average of $5.39 per hour that workers made before the law went into effect.Ligia Guallpa, executive director of the worker advocacy group the Workers Justice Project, blames food delivery companies for creating unsafe working conditions by incentivizing workers to deliver as many orders as they can as quickly as possible, and to work late at night, during storms, and in other risky conditions. Advocates for delivery workers hope minimum pay will lessen these incentives."The number one reason we have been advocating for fair pay in the app delivery industry is because having dignified pay actually translates into safety on the streets," Guallpa, who was <a target="_blank" href="https://nymag.com/intelligencer/article/new-york-inside-power-list.html">a driving force</a> behind the creation of minimum pay for app workers, told Business Insider. "Minimum pay really means that you can actually drive safely when you're riding to make that delivery."A spokesperson for DoorDash said the company offers all drivers occupational accident insurance, and has a trust and safety team available to support drivers around the clock. Uber similarly insisted the company is "deeply committed to building innovative features, promoting safe behavior on the road, and working with safety experts to raise the bar on safety," according to a spokesperson.Guallpa's group wants to see a slew of other changes to improve worker safety, including boosting worker protections and investments in infrastructure like bike lanes and bike parking, better education for workers and connections to city resources, and stronger enforcement of the employers' obligations.Lander and Guallpa also want the companies to help their joint effort to create "Deliverista hubs" — storefronts and converted newsstands where workers can take breaks, charge their bikes, get training, and be connected with city resources like health insurance. Three hubs are in the works — one near City Hall in lower Manhattan, one on the Upper West Side of Manhattan, and one in Williamsburg, Brooklyn, Guallpa said.Keeping delivery workers safe should be a public priority, Guallpa said. The number of <keyword id="22853778" type="General" weightage="20" keywordseo="bicycle-trips" source="keywords">bicycle trips</keyword> in Paris <a target="_blank" class="" href="https://www.lemonde.fr/les-decodeurs/article/2023/11/11/a-paris-la-frequentation-des-pistes-cyclables-a-double-en-un-an_6199510_4355770.html">doubled</a> between 2022 and 2023, thanks to a <a target="_blank" class="" href="https://www.bloomberg.com/news/articles/2021-10-22/how-paris-will-become-100-cyclable">massive expansion</a> of the French capital's bike lane network. Tourists in town for the Olympics <a target="_blank" class="" href="https://slate.com/culture/2024/08/olympics-paris-games-bike-infrastructure-cycling-streets-safety-transportation.html?via=rss">are encouraged to cycle</a> to the Games. <keyword id="19901403" type="General" weightage="20" keywordseo="New-York-City" source="keywords">New York City</keyword> has also seen <a target="_blank" class="" href="https://momentummag.com/new-york-city-leads-the-way-as-new-report-shows-surge-in-cycling-across-the-u-s/">a surge in bicycling</a> since the pandemic caused many to avoid mass transit and ride shares. The success of the Citibike bike share program is <a target="_blank" class="" href="https://www.curbed.com/2023/05/citi-bike-nyc-ridership-10-years.html">a huge part of that change</a>. But anyone who hops on two wheels in New York is facing more dangerous and congested roads than in other leading global cities. The city Department of Transportation — which controls the streets, but not trains and buses — is behind on its longer-term plan to boost pedestrian and bike infrastructure. The city's five-year NYC Streets Plan, which became law in 2019, requires the city to build 250 miles of <keyword id="22853779" type="General" weightage="20" keywordseo="protected-bike-lanes" source="keywords">protected bike lanes</keyword> by 2026, among other safe streets priorities. So far this year, the city has completed just 2.3 miles of protected lanes, <a target="_blank" class="" href="https://projects.transalt.org/bikelanes">according to the advocacy group Transportation Alternatives</a>. Last year, it built 38.6 miles of 50 required miles of protected <keyword id="22853777" type="General" weightage="20" keywordseo="bike-lanes" source="keywords">bike lanes</keyword> and in 2022 it built 19.9 miles of the 30 miles it was required to build. At this time last year, it had built <a target="_blank" class="" href="https://www.instagram.com/p/CvH-_LFOkMP/?igsh=MWc3b244NDJxejk5MA%3D%3D">9.7 miles of lanes</a>. The city DOT told Business Insider that most bike lane construction happens in the second half of the year because of weather issues, and it disputed the 2.3-mile figure. But the department didn't provide an estimated number of bike lane miles it expects to complete this year. DOT noted that it built more protected lanes last year "than every major American city combined." Adams isn't just required by law to build bike lanes. He <a target="_blank" class="" href="https://www.amny.com/news/eric-adams-seeks-the-cycling-vote-with-a-promise-for-300-miles-of-bike-lanes/">campaigned for mayor on a promise</a> to build 300 miles of protected lanes in his first four-year term. And the funding for the Streets Plan — more than $900 million — has already been allocated to DOT. The Adams administration has also <a target="_blank" class="" href="https://www.nyc.gov/html/dot/downloads/pdf/nyc-streets-plan-update-2024.pdf">fallen behind</a> on other priorities in the Streets Plan, including building dedicated bus lanes and upgrading bus stops. Advocates say the slow pace of progress comes down to politics. "The money is there, the law is there, but the mayor doesn't seem to be there," said Elizabeth Adams, interim director of Transportation Alternatives. "And that's really what's holding this up." The city has made progress in some areas. A DOT spokesperson noted to Business Insider that the city has built "over a million square feet of pedestrian space over two years, exceeding the target in the Streets Plan." New York's plan to impose a new toll — known as congestion pricing — on vehicles that drive in Manhattan's central business district would have been a boon for more sustainable modes of transport. Fewer cars and trucks on the street means more space for bikers and pedestrians. Since London implemented congestion pricing 20 years ago, daily car trips have fallen while <a target="_blank" class="" href="https://www.bloomberg.com/news/articles/2024-02-23/london-bike-boom-risks-becoming-a-victim-of-its-own-success">bicycling trips have quadrupled</a>. But since New York Gov. Kathy Hochul abruptly <a target="_blank" class="" href="https://www.nytimes.com/2024/06/05/nyregion/congestion-pricing-pause-hochul.html">suspended</a> the congestion pricing plan she had <a target="_blank" class="" href="https://www.youtube.com/watch?v=sYQSH5E5p5Y">long celebrated</a>, a less congested future — not to mention at least <a target="_blank" class="" href="https://www.nytimes.com/2024/08/08/nyregion/subway-mta-finances-congestion-pricing.html">$15 billion</a> for the city's subways and buses — is on hold. In May, weeks before the city was set to implement congestion pricing, the DOT unveiled <a target="_blank" class="" href="https://www.nyc.gov/html/dot/html/pr2024/connect-core-access-business-district.shtml#:~:text=A%20report%20detailing%20this%20work,%2C%20safer%2C%20and%20more%20convenient.">a plan</a> to improve pedestrian and bike infrastructure to give New Yorkers better access to Manhattan below 60th street. The city insists it's moving forward with its plans despite the governor's about-face, and Adams said <a target="_blank" class="" href="https://ny1.com/nyc/all-boroughs/politics/2024/06/11/mayor-adams-congestion-pricing-hochul">he supported</a> Hochul's reversal on congestion pricing. "We are continuing to develop these projects regardless of the pause. Many are either in construction, or will start construction soon," a spokesperson for DOT told Business Insider in a statement. Advocates for mass transit and pedestrian and bicycle infrastructure say the safety and environmental impact of traffic is a crisis. New York was the most congested city in the world for the second year in a row, according to <a target="_blank" class="" href="https://inrix.com/scorecard/">one major study</a>. Congestion and crowding in the city "is very much at a breaking point," said Adams, of Transportation Alternatives. "We should be doing everything we can to make it easier to get around outside of a car," she added. <h2>Traffic deaths overtake gun deaths in NYC</h2>These days, biking doesn't feel like a viable option for many New Yorkers worried about safety. The city streets were <a target="_blank" class="" href="https://ny.pbslearningmedia.org/resource/cars-and-robert-moses-transform-nyc-video/new-york-documentary-film/">designed to maximize vehicle speed</a> rather than to get as many New Yorkers around as efficiently and safely as possible. Bikers have to contend with <a target="_blank" class="" href="https://transalt.org/press-releases/new-data-shines-light-on-the-growing-dangers-and-growing-ownership-of-suvs-in-new-york-city#:~:text=In%202016%2C%20SUVs%20were%20slightly,consequences%20for%20vulnerable%20road%20users.">larger cars</a>, <a target="_blank" class="" href="https://www.bloomberg.com/news/features/2023-01-06/welcome-to-the-age-of-extreme-acceleration?srnd=citylab">more speeding</a>, a surge in <a target="_blank" class="" href="https://nyc.streetsblog.org/2024/04/25/dot-will-spend-11m-to-boost-off-hour-deliveries">delivery trucks</a>, and a rash of speeding <a target="_blank" class="" href="https://www.nytimes.com/2024/05/27/nyregion/street-wars-e-bikes.html">mopeds and e-bikes</a>. While New York City streets have generally gotten safer since the city adopted its 'Vision Zero' plan in 2014 to eliminate traffic deaths and serious injuries in 2014, progress hasn't been consistent. Pedestrian deaths are <a href="https://www.nytimes.com/2024/07/30/nyregion/traffic-deaths-vision-zero.html" target="_blank">way up so far in 2024</a>. This year, New Yorkers were <a target="_blank" class="" href="https://gothamist.com/news/cars-prove-far-deadlier-than-guns-in-nyc-so-far-this-year">more likely to be killed in a traffic crash</a> than by gun violence. While pedestrian deaths fell <a target="_blank" class="" href="https://www.bloomberg.com/news/features/2024-03-11/new-york-city-s-decade-long-battle-for-pedestrian-safety">last year</a>, <a target="_blank" class="" href="https://www.nytimes.com/2024/03/05/nyregion/nyc-cyclist-deaths-ebike.html">more bicyclists died</a> on New York City's streets in 2023 than in any year since 1999, although a DOT spokesperson noted that cyclist deaths are "down nearly 37% so far this year." Cities like Paris, London, Tokyo, and Bogotá have proven how essential — and beneficial — pedestrian and <a target="_blank" class="" href="https://www.wired.com/story/most-bike-friendly-cities-2019-copenhagenize-design-index/">multi-modal infrastructure</a> is to a healthy city. Better bike and pedestrian infrastructure doesn't just mean safer streets and cleaner air — they're also <a target="_blank" class="" href="https://www.businessinsider.com/bike-lanes-good-for-business-studies-better-streets-2024-3">good for business</a>. Advocates say New Yorkers should follow their lead. "What New York City can learn is that when you commit to comprehensive bike infrastructure, it works," Elizabeth Adams said. "People are happier and it boosts the economy, and the streets are safer, and the air is cleaner, and people shift modes very quickly." It came up with an electric pedal-less bike for 4 to 8-year-olds called the "K1D."It can go up to 15 miles an hour on any terrain, comes in four colors – and costs $1,295.E-bikes have risen in popularity, but so have <a href="https://www.insider.com/lisa-banes-actor-dead-nyc-scooter-hit-and-run-2021-6">accidents</a> and <a href="https://www.businessinsider.com/how-e-bike-startups-are-working-delivery-drivers-safer-2023-7">battery fires</a>. The number of fires caused by e-bike and e-scooter batteries grew from 44 to 220 from 2020 to 2022 in New York City alone, Insider previously reported. And there's concern over a lack of regulation given e-bikes are <a href="https://www.insider.com/most-dangerous-cities-to-ride-a-bike-in-2019-7">more like vehicles</a>, yet without needing a license or registration.So why would any parent fork out $1,300 for a K1D? Super73 cofounder and CEO LeGrand Crewse thinks that putting kids on e-bikes at a young age could create more responsible riders down the line. "For a huge part of our customer base buying our core e-bike products, this is the very first time that they are on a two-wheeled vehicle that can operate under its own power," he tells Insider. "So our desire is to be able to teach at a very young age what that feels like and ultimately create safer riders as the kids age, and are using more of these products — which are now everywhere."And <a href="https://www.businessinsider.com/electric-bikes-popularity-sustainability-evs-2023-4">e-bikes really are everywhere now</a>. According to an industry trade group, about 1.1 million e-bikes were imported last year, up from from 880,000 in 2021, Insider previously reported.The K1D is aimed at 4 to 8-year-olds – the same age range when many children learn how to <a href="https://www.insider.com/guides/health/fitness/best-kids-bike">ride a bike</a>. Crewse says that without the battery, the K1D is just a regular <a href="https://www.businessinsider.com/this-dad-built-a-10-million-business-by-reinventing-the-bicycle-2014-5">balance bike</a>, which many parents now opt for rather than training wheels. "We're just taking that formula and adding some power to it," he says. "It's that training tool that any child who wants to learn how to ride can learn how to ride a K1D, just as you would any other balance bike. But then you have that other layer where now you can add that power to it, and it's so much more than just a training aid."Crewse also says safety was a major concern in the design process. "I don't want to add to the unfairness of the current system where electric cars are free riders and don't pay to help maintain our roads and bridges through a gas tax or any kind of surcharge." Sen. In the meantime, a third, unlikely electric vehicle is joining the Hummer family: an e-bike. The <a href="https://www.reconpowerbikes.com/hummer-ev-bike/">GMC Hummer EV All-Wheel-Drive Ebike</a> goes on sale in December, according to Recon Power Bikes, which GMC has tapped to build the bike. And it's just as over-the-top as the outlandish and expensive pickup truck it's based on. Much like the Hummer EV, the e-bike will come with all-wheel-drive by way of two electric motors – one driving the front wheel and one driving the rear. Sporting fat, knobby tires, the e-bike is designed to thrive on off-road trails just like its much, much bigger sibling. There are three drive modes to choose from. Cruise activates just rear-wheel drive to maximize range and efficiency. Traction uses front-wheel drive to better navigate loose rocks and slippery surfaces, Recon Power Bikes says. Adrenaline takes advantage of both motors for maximum performance on steep terrain. Recon touts a top speed of over 28 mph. Pricing starts at $3,999, and the bike will be sold online and at GMC dealers. The GMC Hummer EV Edition 1, the first electric Hummer on the market, costs $108,700. Car brands have long dabbled in micromobility, typically by slapping their brand names on bikes produced by other companies. EV startup Rivian, which sells an off-road pickup truck that competes with the Hummer, has hinted that it will get into the e-bike game.Rivian CEO and founder RJ Scaringe <a href="https://www.youtube.com/watch?v=28z1oKPhdKw">told TechCrunch</a> in October that he is "super excited" about the e-bike space. For me, it's part and parcel of city life.What I don't like is the cost. I got confident on the scooter pretty quickly and then caught myself going a little too fast. I had to take a breath and reevaluate.Still, there was no better feeling than weaving through London traffic during rush hour. The scooter felt light and easy to handle, and its engine-less quietness made me feel like I was flying. It'd take me 15 minutes at most to get to work and I felt completely at peace in my own little bubble.If I were to switch from public transport to an e-bike or electric scooter, I'd be looking at a hefty outlay on equipment. Still, this particular e-bike would cost me the equivalent of a year and a half's worth of London travel passes — and I'd expect it to last longer than 18 months.The electric scooter, meanwhile, would set me back nearly 2.3 years' worth of travel pass costs, which feels like more of a risk. And of course, there would be maintenance and electricity costs on top for both scooter and e-bike.If you were to ask me now whether I'd choose an e-bike or an electric scooter, I'd have to say both. Each of them cut my commute and made the journey fun in different ways. And I never felt like I was rushing anywhere, unlike on subway and bus.Then there's the question of whether I want to trade the enjoyable hustle and bustle of my public transport commute — and the warmth it provides on cold winter days — for going solo outside on two wheels.I've yet to decide because I think I still want both.
