FDI in construction-development projects fell by over 38 per cent during the year ending March 2015 to $ 758 million compared to $ 1,226 million in FY14. 
 
FDI flow has remained weak this year with just $34 million of investments in the April-June quarter of this fiscal. The poor pick-up in the inflow is owing to the slow approval process. 
 Despite the ‘<keyword id="6354423" type="UNKNOWN" weightage="20" keywordseo="Ease-of-Doing-Business">ease of doing business</keyword>’ initiative, even the CM of Maharashtra is struggling to break the mafia impasse that stonewalls the approval process and runs an extortion racket under his nose. Even the Environment Ministry approvals have not improved and remain contentious. In a way this is good as cities barely have any capacity to carry the weight of high-rise towers. Ideally, construction in cities with a population over 5 million should be banned until and unless the municipal corporation can provide proof of the capacity per capita in terms of ability of the city to handle traffic, sewerage, and provide water and power. 
 
These cut-off capacities should be published on their websites permanently and should be sacrosanct in implementation or else all—Pune, Ahmedabad, Hyderabad, Chennai, Bengaluru, Kolkata and Mumbai—will follow Delhi in becoming dangerous cities (Already, 13 of the world’s 20 most polluted cities are in India). 
 
Delhi is bathing in dust as construction debris and dust are contributing to 45 per cent of the pollution in the city. So while the CM of Delhi is at his wits’ end over the odd-even car scheme, the real culprit goes unchecked. A city administration must develop city infra projects to raise the capacities of services before giving a nod to growth. 
 
As metro projects progress in a dozen Indian cities, as roads projects accelerate to reach 30 km per day, and as real-estate construction gathers momentum to build even higher towers dotting the skyline, we need to set a framework so that the growth of a city is not at the cost of the life of its citizens.

Why construction should be banned in Delhi

<ul><li>New <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword> and <keyword id="1333" type="COMPANY" weightage="20" keywordseo="Beijing">Beijing</keyword> used to be on the same level as far as their pollution levels were concerned. </li><li>But while Beijing has made strides in its fight to combat pollution, Delhi’s air quality continues to deteriorate. </li><li>China has been using a string of conventional measures, which can be also be adopted in India. </li></ul> Until 2013, New Delhi and Beijing were at par in terms if their <keyword id="55910" type="ORGANIZATION" weightage="20" keywordseo="Air-Pollution">air pollution</keyword> levels. The Chinese capital was blanketed by pollution in 2012, with <a href="https://www.theguardian.com/environment/2016/sep/27/more-than-million-died-due-air-pollution-china-one-year">1 million people killed </a>by a record-breaking <a href="https://www.economist.com/analects/2013/01/14/blackest-day">air quality index of 755</a> , while Delhi had 153 annual concentration of PM 2.5. But while the <a href="https://www.reuters.com/article/us-china-pollution-beijing-insight/beijing-may-be-starting-to-win-its-battle-against-smog-idUSKBN1EN0ZJ">Chinese government has been able to successfully curtail the problem</a> in recent years,reporting a fall of 35% in air pollution levels in 2017, India’s capital region continues to choke due to <keyword id="68139" type="PERSON" weightage="20" keywordseo="Smog">smog</keyword> and air pollution. Here are some lessons that New Delhi can learn from Beijing in its bid to tackle air pollution: Introducing an emergency action plan The first step taken by the Chinese government was to introduce the ‘Action Plan on Prevention and Control of Air Pollution’ in 2013. The government policy aimed at identifying major polluted regions and making it a priority to tackle pollution in those regions. The approach included setting a target to bring down pollution to a certain level in the regions of Beijing, Tianjin and Hebei. The recently <a href="http://www.gov.cn/zhengce/content/2018-07/03/content_5303158.htm">revised policy of 2018</a> has more plans of similar nature. In contrast, the Indian government’s efforts, including <a href="http://cpcb.nic.in/uploads/final_graded_table.pdf">the Graded Response Action Plan and odd-even scheme</a>, have been unable to solve the problem. A stricter three-year policy similar to China might help India in implementing norms against pollution. Curbing coal consumption After setting up a target to reduce coal consumption by 18 million tonnes by 2020, Beijing substituted its four major coal-fire stations with natural gas plants to promote <keyword id="34553" type="ORGANIZATION" weightage="20" keywordseo="renewable-energy">renewable energy</keyword>. It also imposed stricter norms on industries emitting toxic gases which contribute to pollution. <a href="https://www.ndtv.com/world-news/under-pollution-alert-beijing-orders-1-200-factories-to-shut-1638833">Beijing either shut down 1200 polluting factories in 2016</a>. Meanwhile, coal consumption in India continues to rise. Further, a recent media <a href="https://www.greentechmedia.com/articles/read/woodmac-expects-india-to-miss-2022-renewables-target#gs.ACPPdZk">report</a> revealed that the Indian coal industry has had to import 164 million tons of coal in 2018 to maintain the demand in the country. Use of mist cannons to purify air <a href="https://www.indiatimes.com/news/india/china-is-bombing-its-air-pollution-with-water-mist-cannons-and-it-s-surprisingly-effective-248668.html">Mist cannons</a> are an effective way to mitigate the risk of respiratory and lung problems. The dust-controlling machine releases small particles into the air, which forces air pollutants and dust to fall down to the earth in a form similar to rain drops. This technology was initially developed to swipe away dust in the steel, coal and cement industries. Chinese authorities have been using mist cannons in their <a href="https://qz.com/572954/chinese-cities-are-using-this-mist-cannon-to-shoot-pollution-from-the-sky/">‘red-zones’ to fight pollution and it has worked well.</a> India can take a page out of this book. Promoting clean-energy public transport Around 1,350 public buses, which run on clean energy, have been introduced in China over the past three years. The country has also prohibited vehicles that cause air pollution from entering Beijing. China is also focusing on boosting atomic energy and renewable energy resources. Meanwhile, vehicular pollution in itself constitutes one-third of the total pollution in the National Capital Region, and India has no such measures in place.

Here are the lessons New Delhi can learn from Beijing to battle its crazy pollution problem

<ul><li>Readings as high as 999 were recorded in many places of <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>. </li><li>Ground level dust storms in western <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> have lead to a rise in Delhi’s <keyword id="13001" type="COMPANY" weightage="20" keywordseo="pollution">pollution</keyword> levels. </li></ul>In Delhi, pollution never goes out of style. On 13 June (Wednesday), the air quality index (AQI) in India’s capital city reached passed the severe levels. As per <a href="http://www.timesnownews.com/mirror-now/in-focus/article/air-pollution-delhi-alarming-levels-aqicn-air-quality-hazardous/239643">reports</a>, particulate matter concentration (<keyword id="396005" type="PERSON" weightage="20" keywordseo="PM10">PM10</keyword>) soared up from 138 ug per cubic meter on the weekend to a distressing 433 ug per cubic meter on Tuesday night. While the city is usually in a bad state as far as air quality is concerned, it’s usually at such hazardous levels during the Diwali festival in the country. In fact, AQI in Delhi during the monsoon season is usually better, compared to the rest of the year. The safe limit for PM10 concentration is considered to be 100 ug per cubic meter, while readings above 400 ug per cubic meter are considered dangerous. Many areas in Delhi have recorded air quality index readings as high as 999 over the past few days. As per real-time AQI updates, pollution in places near Sukhdev college, Paschim Vihar, ITI (Industrial Training Institute) Jahangirpuri have reached these alarming levels. Other places that fall into the same category are Anand Vihar, PGDAV College and Areas near Major Dhyan Chand stadium. The alarming AQI levels are a result of ground level dust storms in parts of western India, according to the Central Pollution Control Board. <div type="image" title="pol" msid="64572867" hostid="261"></div>

 The rising temperatures, along with this Tuesday's (12 June 2018) haze, has led to the escalation of air pollution in the national capital. While the air pollution is being caused by rise in PM10 levels, which is often considered less harmful than <keyword id="6473846" type="UNKNOWN" weightage="20" keywordseo="PM2-5">PM2.5</keyword> particles, it is still a serious matter that needs to be addressed as soon as possible.
