The development comes after the country’s premier government institution announced that the final year exams have now been <a href="https://www.ndtv.com/education/delhi-university-exams-postponed-till-august">postponed to August</a>, 2020. Earlier, the exams were scheduled to be held from July 10, 2020. The decision was taken during the High Court hearing, headed by Justice Pratibha M Singh. The university told the court that the exams will now be held after August 15. “Just see how you are playing the lives of children. You were not fair with the court about your preparedness for holding the online examinations. You are saying you are ready but the minutes of your meeting shows the contrary,” The High Court had said. The development came after several final year students filed a petition in the high court, seeking withdrawal of the announcement on online exams for both undergraduate and postgraduate courses. This includes distance learning courses and exams. The decision to conduct the exam in July was highly opposed by the students. "We were willing to hold it, but the UGC guidelines came at the last moment," Advocate Sachin Dutta submitted before a single judge bench of Justice Pratibha M Singh. The petition also asked the court to allow an alternative evaluation model in place — that assesses students based on previous year’s result to promote first and second year students. The decision by the Delhi University comes at a time when <keyword id="6240601" type="COMPANY" weightage="20" keywordseo="The-University-Grants-Commission">the University Grants Commission</keyword> has mandated that the final year college students will have to sit for exams — online, offline or blended mode. “Evaluation of the terminal semester students which was to be done through examinations in the month of July, now their examinations will be conducted by the end of September-2020, following the guidelines laid down by the Ministry of Health and Family Welfare,” Union Cabinet Minister Ramesh Pokhriyal said on July 7. In case the student is unable to sit for the examination in September, they may be allowed to appear in special exams for those courses, which may be conducted by the universities later, when the situation normalises, the UGC guideline added. Delhi High Court grants more time to Delhi University to come up with a detailed plan for conducting final year exams

Delhi University is conducting online open book exams for final semester students of postgraduate and undergraduate courses. The move was opposed by students and teachers who were demanding that the exams be scrapped. The varsity has also commenced online classes for third and fifth semester students from August 10. During an online briefing, Abha Dev Habib, a Delhi University professor, said teachers and students have been left out from the decision-making process to hold online classes. "The decision of online open book exams was taken without thinking about students. What will happen to students in Kashmir and those stuck in floods. The students do not have gadgets for online classes. "The decision was taken without consulting the statutory bodies -- the Academic and Executive Council," she alleged. Unni Maya, a student of Lady Shri Ram College in Delhi University, said the varsity has gone ahead with the decision to hold online classes without thinking about the mental health and well-being of students. Taking online classes means that students have to spend a high screen time in front of their mobiles or laptops which impacts their health. She demanded that the varsity should think about funding and providing gadgets to students and it should also release department-wise data on how many students have availed online classes. Students and teachers of other universities also raised similar issues. Jawaharlal Nehru University Students' Union president Aishe Ghosh said the varsity administration is not concerned about teaching-learning process or about students in Kashmir who still do not have access to a proper internet connectivity, or about flood-affected students or those who contracted COVID-19. "Students are being pressurised to register for the next semester at a time when the UGC has also said that the varsities must finish the current semester by September 30. There is no meaning of registration. The varsity administration is continuously creating issues," she said. She also alleged that the students of MBA and Engineering are being charged lakhs of rupees despite not having access to labs and having part-time faculty. "I would call it daylight robbery. Even the representatives from these departments have been pressurised to not raise their voice," she said. She also urged the varsity to ensure phased return of students to the campus by following proper medical protocols and establishing quarantine centres inside the premises. Voices were also raised from Delhi government-run Ambedkar University against online classes and how the administration and even the state government has not heard their pleas. Shubhojeet Dey of Ambedkar University said they had conducted a survey among students and found that 48 per cent of students had access to smartphones while two per cent did not have access to any gadget for accessing online classes. Only 50 per cent of the students have access to laptops, he said, adding that 62 per cent out of these do not have laptops for more than three hours since the laptop is also used by their siblings, who are either studying or are working. "It was found that 73 per cent of students do not have stable internet connection and 98 per cent of the female students were also supposed to contribute to household chores. We have even approached the authorities and even the Delhi government with our problems but there has been no resolution," he added. The students had boycotted the orientation class which was held to introduce the students to courses. Listing out the demands of the students, Dey said they want that the classes should be postponed by a month and laptops should be procured for students from disadvantaged sections and data packs should be given to all the students. Delhi University hikes fees, holds online classes — students and teachers voice their concern

The <keyword id="6355014" type="UNKNOWN" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword> on Friday gave its nod for the conduct of online <keyword id="9315547" type="UNKNOWN" weightage="20" keywordseo="open-book-examinations">Open Book Examinations</keyword> (OBE) for final-year students of <keyword id="6360099" type="UNKNOWN" weightage="20" keywordseo="delhi-university">Delhi University</keyword>. Justice Prathiba M Singh, while giving the go-ahead, passed certain directions to be followed by the DU and the University Grants Commission (UGC). The court directed that the questions should be posted on online portal as well as emailed to all the candidates. "Students are to be given two hours for attempting the question papers. One extra hour shall be granted for uploading of the answer sheets on the portal," the court said. It directed that an auto-generated email shall be sent to the students to acknowledge that their answer sheets have been accepted. The bench also directed the CSC Academy -- whose Common Service Centres will be used by the students lacking in requisite infrastructure to sit in the exams -- to notify all its centres to be used for the conduct of OBE. "DU Grievances Officer shall redress the emailed complaints of students regarding the process within 48 hours. If not, the matter shall automatically be referred to the Grievances Redressal Committee," the High Court added. The court had on Wednesday reserved orders on a batch of pleas that challenged the university decision to conduct online Open Book Examinations for final-year students. Initially, the varsity announced that the exams would commence from July 1, but later postponed the same to July 10 and again till August 15 without giving a specific date for examinations.

He said teachers have learnt about students sharing answers on social messaging platforms like WhatsApp. "There is no way to check such instances. The answers to many questions are easily available on the internet and students will just copy them. How do we know whether a student has actually understood what he has written? It is disadvantageous for those who actually put in hard work and prepare for the exams," the professor added. "The students are in touch with each other over WhatsApp. Even those students, who may not be willing to share answers, are forced to do so in the name of friendship. There is no way we can check this or keep a tab on it. If I get the same answer in 10 answer sheets, how am I supposed to evaluate them?" another professor rued. <keyword id="587567" type="COMPANY" weightage="20" keywordseo="Delhi-University-teachers">Delhi University Teachers</keyword>' Association treasurer Abha Dev Habib said all students have the same study material. "Earlier, the students would visit libraries and take additional notes, but due to the pandemic that has not been possible. I have sent the same notes to every student and they will be relying on similar material," she said. Abha, who teaches at Miranda House, said teachers are awaiting clarity on how they will evaluate the answer sheets. "We do not know whether we will be sent the answer sheets or given a login to the portal. We do not know which software will we be using to evaluate the answer sheets. There has been no training given to us on this," she said. Pankaj Garg, former academic council member and a professor of Rajdhani College, concurred with Abha and said teachers will face difficulties in evaluating the examinees. "There is a fair possibility that there would be swapping of the pages while scanning and uploading, this would disturb the sequence... teachers will have to be very careful in connecting all those pages which belong to the same question," he said. While scanning, some pages may be blurred and it would be difficult to read them carefully. It would be equally difficult to connect to the next page and hence, the continuity of the answer would be lost, Garg said. For teachers, the most challenging point would be marking of pages, it seems that evaluation would take much longer, he added. Delhi University teachers doubt feasibility of open book exams — await clarity on evaluation guidelines

The exams began at 7.30 am and are being held in three shifts. Zubair Khan, a student of School of Open Learning (SOL), said, "I had my Hindi exam today according to the date-sheet. When I opened the portal for downloading my question paper, I found that two question papers were uploaded -- one of Hindi and another of the paper scheduled for August 13. I sent mails to the SOL but there was no response. I consulted a professor who advised me to attempt the paper scheduled for today." Another student, Deepak Gupta, said he was not sure if he could successfully upload his answer sheets before the scheduled time of 11.30 am. "It was 11.28 am by the time I finished creating PDF files (of my answer sheets). I tried to upload them but they didn't get uploaded. I have mailed them to the designated ID but do not know whether they will be accepted," he added. DU online open book exam begins, students complain about difficulty in uploading answer sheets

<ul><li>The Delhi High Court on Wednesday observed that <keyword id="6411073" type="UNKNOWN" weightage="20" keywordseo="final-year-students">final year students</keyword> of the Delhi University "are not thoroughly prepared" to participate in the online open book examination (OBE) proposed by the varsity.</li><li>The data revealed that as against 1,83,376 students who had registered to participate in the OBE in the first phase, 1,86,814 students had registered themselves in the second phase.</li></ul> The Delhi High Court on Wednesday observed that final year students of the Delhi University "are not thoroughly prepared" to participate in the online open book examination (OBE) proposed by the varsity. "This is a clear indication that the final year students are not thoroughly prepared to participate in the online OBE that <keyword id="6562291" type="COMPANY" weightage="20" keywordseo="The-University-of-Delhi">the University of Delhi</keyword> has proposed to conduct," a division bench of Justices <keyword id="602661" type="PERSON" weightage="20" keywordseo="Hima-Kohli">Hima Kohli</keyword> and Subramonium Prasad observed after comparing the data relating to the first and second phase of mock tests that were conducted by the varsity. The data revealed that as against 1,83,376 students who had registered to participate in the OBE in the first phase, 1,86,814 students had registered themselves in the second phase. However, the total number of the students who had logged in during the first phase were 93,185 whereas only 75,593 had logged in the second phase. The total number of papers attempted by the students in the first phase were 60,181 whereas, in the second phase, the total number of papers attempted were 51,176. The data also revealed that the total number of papers submitted in the first phase were 33,162 whereas, in the second phase, the total number of papers submitted were 23,693. After seeing the data, the bench said: "Even for the PWD (person with disability) category students and VH (visually handicapped) students, the data of the second phase of the mock test is no better than that of the first phase, if not worse." The observations were made while the bench was hearing a plea filed by Prateek Sharma, a physically disabled student, highlighting the difficulties that will be faced by disabled students in taking the online exam. The court also granted 10 days time to the varsity to file an affidavit clarifying its position along with the exact date by which the results of the final year students who propose to sit in the online open book examination will be declared. "It shall also be stated as to how many students had actually logged in to participate in the online OBE and the assessment of the number of students who will take the examination physically at a later date, to be indicated by the University," the bench said while slating the matter for further hearing on August 17. Meanwhile, a separate bench of Justice Prathiba M. Singh reserved orders on a batch of pleas challenging the DU's decision to conduct online OBE for final year students. During the hearing, the DU submitted that the OBE were the best option to check the student's knowledge in keeping with the UGC's guidelines while adhering to the restrictions thrown by the global pandemic. "The idea behind OBE was to prevent students from assembling in one hall as it would be difficult to maintain social distancing during the pandemic situation. There were detailed deliberations," senior advocate <keyword id="2985428" type="PERSON" weightage="20" keywordseo="Sachin-Dutta">Sachin Dutta</keyword>, representing the DU, said. He further told the court that a student does not need very high technology to sit for online OBE as having an email will be sufficient and that connectivity issues will be far more in other modes. While the hearing was underway, with a lot of students too present, music suddenly started playing in the background, following which Justice Singh said: "I don't know what they are celebrating." Initially, the varsity had announced that the online OBE would commence from July 1, which was later postponed by the varsity to July 10 and again, the institution has now postponed the same till August 15, without giving a specific date as to when it would take place. Delhi University students 'not thoroughly prepared' for open book exams: HC

The data of the online book examination shows that less than half of the students have appeared. “End date of physical examination to be placed on record by DU,” ruled the High Court. Highlights of the hearing — <ul><li>The High Court has also directed DU to verify the total number of students with disabilities (PWD students) who would appear for physical examination and can “work out the modalities of their stay.” </li><li>Delhi University will create an email ID to allow students ``to make requests pertaining to issuance of a "request letter" on behalf of DU to foreign universities on delay in declaration of result.” The court has directed DU to create these email IDs within a week and publish them on the official website. </li><li>The High Court also ruled that DU will digitally forward the marksheets of fifth semester law students. </li><li>Delhi High court orders University Grants Commission to issue an advisory against post-graduate colleges seeking provisional certificates for admission before the exams are completed on September 30. </li><li>Delhi University will also record data on answer sheets received through email mode, ruled Court. </li></ul>The court heard the petitions challenging DU's decision to hold online Open Book Examinations (OBE), as per the UGC guidelines, for final year undergraduate courses which will be in long-form exams. Last week, Delhi High Court granted a week’s time to the visually impaired student to ask the university for study material. Further, the HC also ordered DU to provide provision admission to students in its post-graduation courses through entrance examination. In a notification on Thursday, it said, "The Academic Session 2020-2021 of the university will commence from August 10 with start of online classes for the III, V and VII semester of UG courses and III semester of PG courses subject to the prevailing pandemic or any other exigency." The Delhi University will be holding online open book exams from August 10 for final year students, amid opposition from students and teachers. They have been demanding that exams be scrapped and students be promoted on the basis of past performance and internal assessment. The university has graded first and second year students on the basis of their internal assessment and their performance in the previous semester.
