US President Donald Trump and French President Emmanuel Macron have cancelled their trips to Switzerland as they deal with divisive domestic issues.</p><p>Trump is dealing with a government shutdown over his Mexico border wall plan, while Macron is addressing the so-called Yellow Vest protests.</p><p>But while Trump and Macron are staying at home, there are plenty of other world leaders and royals attending Davos. <ul class="summary-list"><li>China may act "even more" aggressively and unpredictably thanks to its domestic problems, US intel said.</li><li>China's demographic issues, as well as economic challenges, put its leadership and military in difficult positions.</li></ul><p>As China grapples with mounting domestic challenges, its already concerning behavior on the world stage may become even more aggressive and unpredictable, according to US intelligence.</p><p>That shift could come as leader Xi Jinping attempts to undermine US influence, as well as <a target="_blank" href="https://www.businessinsider.com/chinas-fake-us-warships-desert-help-it-threaten-us-navy-2024-1">prevent challenges to China's reputation and military might</a>.</p><p>In the recently released 2024 Annual Threat Assessment from the US Intelligence Community, the Office of the Director of National Intelligence argued that China continues to have "the capacity to <a target="_blank" href="https://www.businessinsider.com/us-china-military-hotlines-open-stop-tensions-from-triggering-crisis-2023-11">directly compete with the United States and US allies</a> and to alter the rules-based global order in ways that support Beijing's power and form of governance over the United States."</p><p>That "capacity" comes, at least in part, from <a target="_blank" href="https://www.businessinsider.com/china-fighter-jet-fleet-growing-size-capability-pentagon-2023-10">China's rapidly growing military</a>, developments for which were documented most recently in last fall's China Military Power Report published by the Pentagon, as well as its global economic influence.</p><div type="image" title="The 46th fleet of the Chinese People's Liberation Army Navy sets sail from a military port in Zhanjiang, south China's Guangdong Province, Feb. 21, 2024." height="3120" width="4680" msid="108443930" hostid="261" sizebytes="330942"></div><p>But at home, things don't seem too rosy for China, as it struggles with domestic issues like a stalling economy and population problems. That may prompt erratic behavior. "China's serious demographic and economic challenges may make it an even more <a target="_blank" href="https://www.businessinsider.com/us-army-training-to-counter-aggressive-insidious-china-top-general-2024-2">aggressive and unpredictable global actor</a>," the threat assessment said.</p><p>As is, China continues to expand its global intelligence reach, increasing cyber and surveillance capabilities to both spy and spread disinformation.</p><p>China has also increased the pressure on Taiwan, and there continue to be concerns it will invade the island democracy. Beijing has stated outright that the use of force is an option to achieve unification.</p><p>Taiwan's elections earlier this year, which led to the pro-Taiwan independence Democratic Progressive Party's <a target="_blank" href="https://www.businessinsider.com/what-taiwans-election-results-mean-for-relations-with-china-us-2024-1">historic third consecutive term in power,</a> have been an irritant for Beijing. The reaction come Inauguration Day in May may shed light on the direction of cross-strait relations between Taiwan and mainland China for the foreseeable future. </p><p>Chinese military exercises have also raised tensions around Taiwan and in the South and East China Seas.</p><p>China has aggressively engaged US forces in the skies above the South and East China Seas, conducting <a target="_blank" href="https://www.businessinsider.com/chinas-pilots-willing-challenge-us-risky-intercepts-former-naval-aviator-2023-11">unsafe intercepts of aircraft</a>. The Pentagon has repeatedly called out these intercepts, criticizing China for its behavior, and has also released a footage of many of these incidents.</p><p>And China continues to harass Philippine fishing vessels in disputed waters, sparking tensions over the last few months. Chinese aggression hasn't necessarily worked in its favor though.<strong> </strong></p><p>"PRC [People's Republic of China] leaders' regional and global ambitions are also hampered by growing resistance to China's heavy-handed and coercive economic, diplomatic, and military tactics towards Taiwan and other countries," the report said.</p><div type="image" title="China PLA military recruit" height="1331" width="2000" msid="108443946" hostid="261" sizebytes="200538"></div><p>Part of China's challenges, the US assessment said, come from the prioritization of security and stability for the Chinese Communist Party by the leadership. That effort is "<a target="_blank" href="https://www.businessinsider.com/xi-jinpings-paranoia-secrecy-sign-how-badly-china-economy-floundering-2024-3">undermining China's ability to solve complex domestic problems</a> and will impede achieving the CCP's goal of becoming a major power on the world stage," the new intel report said.</p><p>The country's domestic problems are multi-faceted. China's growing national security focus has led to tighter restrictions, and its economy suffered from COVID-19 restrictions, and it has not clearly recovered.</p><p>Its economy will continue to slow, US intelligence said, partially "because of structural barriers and Beijing's unwillingness to take aggressive stimulus measures to boost economic growth." Birth rates continue to decline, as are marriage rates, despite an easing of restrictions.</p><p>Xi's widespread anti-corruption campaign within the government and military, too, could be adding to these issues, exposing <a target="_blank" href="https://www.businessinsider.com/chinese-troops-made-food-hotpot-with-missile-fuel-officer-report-2024-1">deep-rooted and long-standing problems</a> as he looks to secure CCP control over the military. That's been most clearly seen in China's Rocket Force, which recently saw a <a target="_blank" href="https://www.businessinsider.com/china-sacked-defense-minister-without-explanation-months-after-disappearance-2023-10">high-profile reshuffling of top officials</a> and <a target="_blank" href="https://www.businessinsider.com/china-rocket-force-corruption-us-cannot-lower-guard-2024-1">accusations of widespread graft</a>.</p><p>Other restrictive measures on religion and dissent in China, as well as accusations of human rights abuses, have inspired global criticism and hurt China's reputation on the world stage, the US assessment added.</p>

Problems in China have US intelligence worried the rising military power may become 'even more aggressive and unpredictable'

<ul class="summary-list"><li>The <keyword id="11897354" type="UNKNOWN" weightage="60" keywordseo="justice-department" source="Orion">Justice Department</keyword> announced it's creating a unit to fight <keyword id="12069542" type="UNKNOWN" weightage="60" keywordseo="domestic-terrorism" source="Orion">domestic terrorism</keyword>.</li><li>Domestic <keyword id="11895207" type="UNKNOWN" weightage="60" keywordseo="terrorism" source="Orion">terrorism</keyword> experts say the success of the unit will depend on funding and resources.</li></ul><p>The Justice Department is establishing its own domestic terrorism unit to thwart the rise of home-grown extremism. But national security experts and advocates say it's still unclear whether this unit will make Americans safer.  </p><p>"The fact that they're doing something is really welcomed, but we need more, and we need more transparency," said Ryan Greer, a national security director at Anti-Defamation League. "What you're seeing right now is the <keyword id="60973" type="UNKNOWN" weightage="60" keywordseo="biden" source="Orion">Biden</keyword> administration succeed in the basic tenets of governance, but fail in terms of fully meeting the moment that we need right now." </p><p>Greer, who served as a senior advisor for Community Partnerships and Terrorism Prevention at the Homeland Security Department, said President Joe Biden should have pushed <keyword id="11893699" type="UNKNOWN" weightage="60" keywordseo="congress" source="Orion">Congress</keyword> to pass legislation that would have codified the new unit. If Congress were to pass such a bill, it would be harder for another presidential administration to dismantle it, Greer said. </p><p>Several domestic terrorism experts Insider spoke to said many factors will determine the unit's ability to combat terrorists who originate from within the nation's borders, as opposed to fighting would-be terrorists from foreign lands — the nation's primary anti-terrorism focus during the two decades since the attacks of <keyword id="12004646" type="UNKNOWN" weightage="60" keywordseo="september-11" source="Orion">September 11</keyword>, 2001. </p><p>For one, funding is crucial to the unit's success, said Daniel Byman, a senior fellow at the Center for Middle East Policy at Brookings Institution.</p><p>"If they don't get enough funding … this unit would be ineffective," he told Insider. "They would have a small number of people who would not be able to manage a problem that seems fairly widespread and fairly entrenched. They would not be able to respond to new situations."</p><p>Michael German, who served as an FBI special agent specializing in domestic terrorism, worries that the unit will not be transparent about its efforts or findings because it will be under the traditionally secretive National Security Division within the Justice Department. This lack of transparency could be an issue because then Congress and the public will not have a full understanding of how big this issue is.</p><p>"Domestic terrorism is not a new problem. The Justice Department and prosecutors have been prosecuting these cases for decades," he said. "Congress is still trying to get from the FBI and the Justice Department data about domestic terrorism." </p><p>Domestic terrorism attacks have indeed <a href="https://www.usatoday.com/restricted/?return=https%3A%2F%2Fwww.usatoday.com%2Fin-depth%2Fnews%2F2021%2F12%2F30%2Ffederal-government-underestimated-domestic-extremism%2F6449221001%2F">spanned</a> decades. One of the deadliest — the 1995 Oklahoma City Bombing that killed 168 people — took place in relatively recent memory. Last year, the nation marked 100 years since the <a href="https://www.nytimes.com/interactive/2021/05/24/us/tulsa-race-massacre.html">Tulsa Race Massacre</a> killed hundreds of Black residents in Oklahoma and destroyed hundreds of homes and businesses.</p><div type="image" title="In this Nov. 28, 2018, file photo, the Department of Justice seal is seen in Washington, D.C." height="1252" width="1669" msid="88865131" hostid="261"></div><p>The Justice Department confirmed to Insider that the unit will serve within the National Security Division's Counterterrorism Section. But it did not provide information about funding for the unit or any other details about the specific nature of the unit's work.</p><p>Matthew Olsen, assistant attorney general for national security, <a href="https://www.justice.gov/opa/speech/assistant-attorney-general-matthew-g-olsen-delivers-opening-remarks-us-senate-committee">said</a> during a Senate hearing Tuesday that the unit will be composed of dedicated attorneys who will help "ensure that these cases are properly handled and effectively coordinated across the DOJ and around the country."</p><p>"We have seen a growing threat from those who are motivated by racial animus, as well as those who ascribe to extremist anti-government and anti-authority ideologies," Olsen said before the Senate Judiciary Committee.</p><p>The White House did not respond to comment on whether Biden will push for a legislative component that codifies such a unit.</p><p>Domestic terrorism has become a top priority for the Biden administration after extremists attacked the US Capitol on <keyword id="11897870" type="UNKNOWN" weightage="60" keywordseo="january-6" source="Orion">January 6</keyword>, 2021. In June, the Biden administration <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/06/15/fact-sheet-national-strategy-for-countering-domestic-terrorism/">issued</a> a national strategy for countering domestic terrorism that outlined several steps his administration would take to address this issue.</p><p>Earlier this month, on the one-year anniversary of the US Capitol attack, Biden <a href="https://www.businessinsider.com/biden-january-6-anniversary-capitol-speech-2022-1">vowed</a> to continue combatting domestic terrorism.</p><p>"I did not seek this fight brought to this Capitol one year ago today, but I will not shrink from it either," he said. "I will stand in this breach. I will defend this nation. And I will allow no one to place a dagger at the throat of our democracy."</p>

Biden's Justice Department is creating a new domestic terrorism unit. But experts are skeptical about whether it'll make Americans safer.

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>The Supreme Court <a href="http://www.businessinsider.com/supreme-court-gay-marriage-ruling-2015-6" target="_blank">ruled in favor of legalizing gay marriage</a>, and Justice Antonin Scalia is not happy about who cast the swing vote.</p><p>In a <a href="http://www.supremecourt.gov/opinions/14pdf/14-556_3204.pdf">fiery opinion</a>, the conservative justice slammed Justice Anthony Kennedy, who cast the deciding vote and wrote the majority opinion in the 5-4 decision.</p><p>Scalia noted Kennedy's strong support for states-rights, and used Kennedy's own opinion in 2013's Defense of Marriage Act (DOMA) challenge to point out perceived hypocrisies in Friday's ruling.</p><p>"It would be surprising to find a prescription regarding marriage in the Federal Constitution since, as the author of today's opinion reminded us only two years ago (in an opinion joined by the same Justices who join him today)," Scalia said.</p><p>Scalia cited Kennedy's sentence from the DOMA case - US v. Windsor - in which Kennedy touted the rights of states to decide marriage and other domestic issues.</p><p>"[R]egulation of domestic relations is an area that has long been regarded as a virtually exclusive province of the States," Kennedy wrote in that opinion, which Scalia quoted. New Delhi, Dec 1 () In a move that may benefit Indian companies as well as foreign investors, regulator Sebi has issued a new framework for issue of depository receipts for greater exposure to world markets for raising capital and enhancing their shareholder base.
<p> DRs are foreign currency denominated instruments, issued by a foreign depository backed by securities of an issuer, issued or transferred to a domestic custodian and are listed on an international exchange. These can get listed on international exchanges in permissible jurisdictions.
</p><p> Experts believe that issuing DRs has the added benefit of increasing the share's liquidity while boosting the company's prestige on its local market.
</p><p> Depository receipts encourage an international shareholder base and provide easier opportunity to foreign investors to gain the benefits of diversification while trading in their own market under familiar settlement and clearance conditions.
</p><p> On October 10, the Securities and Exchange Board of India laid down a framework for the issue of depository receipts (DRs) by listed companies and to be listed companies in order to provide increased access to foreign funds. Subsequently, on November 28, a list of permissible jurisdictions and international exchanges has also been prescribed.
</p><p> These exchanges are NYSE and Nasdaq in the US, Tokyo Stock Exchange in Japan, Korea Exchange Inc in South Korea, London Stock Exchange in the UK, Euronext Paris in France, Frankfurt Stock Exchange in Germany, Toronto Stock Exchange in Canada, as also the India International Exchange and the NSE International Exchange at the International Financial Services Centre in India.
</p><p> Under Sebi norms, any issuers, its promoters, promoter group, directors and selling shareholders who are debarred from accessing capital markets and declared as willful defaulters or fugitive economic offender are ineligible to undertake a DR issue.
</p><p> The issue of DRs can be offered through fresh issue or through transfer by existing security holders, as long as it complies with the foreign investment limits imposed under the FEMA rules.
</p><p> The Sebi circular further permits simultaneous listing of DRs and permissible securities on Indian stock exchanges wherein the issue or transfer of the DRs can only happen after trading approval has been received from the Indian stock exchange for a public offer.
</p><p> Issuer need to comply with all public disclosures norms of the permissible jurisdiction where the DRs will be listed, in addition, these disclosures are also required to be filed on an Indian stock exchange.
</p> The price of issue of DRs should not be less than the price for the public offer/ preferential allotment/ QIP that has been made to the domestic investors. In case permissible securities are transferred for the issue of DRs, the same should be issued at a price not less than the price of a corresponding mode of issue of permissible securities to domestic investors under the applicable laws. New Sebi framework to boost depository receipt issuances

New Delhi, June 17 (IANS) In a bid to help tackle rise in domestic violence during the social distancing times in India, Twitter on Wednesday launched a dedicated search prompt to serve information and updates from authoritative sources around domestic violence.<br /><br />Twitter has partnered with the Ministry of Women and Child Development the National Commission for Women in India to expand its efforts towards women. <br /><br />The search prompt will be available on iOS, Android and on mobile.twitter.com in India, in both English and Hindi languages, the company said in a statement.<br /><br />Data shows that since the outbreak of Covid-19, violence against women and girls has intensified in India and across the globe. <br /><br />"We recognise collaboration with the public, government and NGOs is key to combating the complex issue of domestic violence. Accessing reliable information through this search prompt could be a survivor's first step towards seeking help against abuse and violence," said Mahima Kaul, Director, Public Policy, India and South Asia, Twitter.<br /><br />Every time someone searches for certain keywords associated with the issue of domestic violence, a prompt will direct them to the relevant information and sources of help available on Twitter. <br /><br />This is an expansion of Twitter's #ThereIsHelp prompt, which was specifically put in place for the public to find clear, credible information on critical issues.<br /><br />The feature will be reviewed at regular intervals by the Twitter team to ensure that all related keywords generate the proactive search prompt, said the company.<br /><br />Violence against women and girls across Asia Pacific is pervasive but at the same time widely under reported. <br /><br />"In fact, in many countries in our region, the number is even greater, with as many as 2 out of 3 women in some countries reporting experiences of violence," added Melissa Alvarado, UN Women Asia Pacific Regional Manager on Ending Violence against Women.<br /><br />Rekha Sharma, Chairperson, the NCW, said: "With social distancing norms in place, several women are unable to contact their regular support systems. <ul class="summary-list"><li>The G7 summit is exposing a crisis of Western authority, experts say.</li><li>Far-right parties are gaining ground in several countries, and leadership appears to be weakened. </li></ul><p>The <a target="_blank" href="https://www.businessinsider.com/biden-ukraine-security-deal-hollow-pledge-putin-ceasefire-russia-us-2024-6">G7 summit</a> has long been a showcase of global leadership and power.</p><p>The world's seven largest "advanced" economies — the US, Canada, France, Germany, Italy, Japan, and the UK — gather each year to discuss issues such as the economy, security, and trade.</p><p>But 2024's group of leaders appears to be one of the weakest that has attended the summit for some time.</p><p>As <a target="_blank" href="https://www.politico.eu/article/g7-giorgia-meloni-2024-rome-emmanuel-macron-rishi-sunak-joe-biden-russia-ukraine/">Politico</a> noted, many of the attendees are distracted by domestic issues that are threatening their authority and grip on power.</p><p>This year's cohort shows that there is a "crisis of Western authority," according to Inderjeet Parmar, a professor of international politics at City University of London.</p><h2 id="55e7fbd8-0635-4b37-9bc3-908aef0c02d7">A threat to power</h2><p>Political instability and uncertainty are rampant, from the recent <a target="_blank" href="https://www.businessinsider.com/european-union-parliament-election-far-right-nationalist-parties-2024-6">surge of support for the far-right</a> at the EU Parliamentary elections to the controversies on both sides of the <a target="_blank" href="https://www.businessinsider.com/donald-trump-hunter-biden-convictions-damaged-us-reputation-2024-6">US presidential campaign</a>.</p><p>Among those facing challenges to his authority is France's president, Emmanuel Macron. He is just days away from a <a target="_blank" href="https://www.businessinsider.com/european-union-parliament-election-far-right-nationalist-parties-2024-6">snap election</a>, which many think could end his current coalition.</p><p>Macron called the election after a big win for his rival Marine Le Pen's National Rally party at the <a target="_blank" rel="" href="https://www.businessinsider.com/european-union-parliament-election-far-right-nationalist-parties-2024-6"><u>European parliamentary elections</u></a>. Macron's centrist alliance secured a 14.6% vote compared to the far-right National Rally's staggering 31.4%.</p><p>Similarly, German chancellor Olaf Scholz's Social Democrats party recently suffered an embarrassing blow after the center-right party, Christian Democrats, rallied enough seats to sweep past the Social Democrats at the European elections.</p><p>Meanwhile, in the UK, the prime minister, Rishi Sunak, appears to be on course for a heavy <a target="_blank" href="https://theconversation.com/our-reliable-election-forecast-model-predicts-british-conservatives-will-lose-big-231790">election loss</a> next month.</p><div type="image" title="French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, U.S. President Joe Biden, and Japanese Prime Minister Fumio Kishida at the G7 summit." height="683" width="1024" msid="111003639" hostid="261" sizebytes="85322"></div><p>Andrew Payne, a City University of London lecturer in foreign policy, told Business Insider that it would be difficult for some leaders to make "credible commitments on trade, sanctions, or any other issue of international significance" at this year's summit.</p><p>"When you're not sure if the person across the table is still going to be in office next month, or next year, you might think twice about striking a long-term agreement," Payne said.</p><p>Meanwhile, the <a target="_blank" href="https://www.businessinsider.com/donald-trump-hunter-biden-convictions-damaged-us-reputation-2024-6">US' global reputation has suffered in recent months</a>. Donald Trump and Hunter Biden's respective criminal convictions have undermined the country's brand, regardless of who wins the Oval Office in the upcoming election, according to Payne and Parmar.</p><p>"The USA, as the world's pivotal state, at the heart of the G7 and its liberal international order, has candidates for the White House in November who are unpopular, and one of them is a convicted felon leading what is a far-right political party that threatens to wreak vengeance on its political opponents," Parmar said.</p><h2 id="1b1fbd61-741a-4d9c-a0ea-c529f41812d1">'Brittle at best'</h2><p>Payne argued that some of the G7 leaders aren't outright weak; rather, they face circumstances that threaten their authority.</p><p>"This is largely the same group of leaders that initiated or maintained an unprecedentedly strong response to Putin's invasion of Ukraine, for example," Payne said.</p><p>"But in a democracy, leaders are only as strong as their domestic foundations allow them to be, however bold their foreign policy visions may be. And right now, the domestic foundations of most of the G7 leaders are brittle at best," he added.</p>

New Delhi, Feb 25 () Edible oil industry on Tuesday urged the government to stop issuing further licences for the import of palmolien, warning that it would further depress local prices ahead of the arrival of massive mustard seed crop.<p> In a representation to the Commerce Ministry, Solvent Extractors Association of India (SEA) President Atul Chaturvedi noted that the government banned import of RBD Palmolein a month back to check excessive imports but media reports said that the Directorate General of Foreign Trade (DGFT) has issued licences for the import of 11 lakh tonnes of palmolien.</p><p> "We are dismayed at this action which has the potential of destroying palm refining industry in the country. This is contrary to our PM's vision of Make in India," he added.</p><p> The industry appealed to the Commerce Ministry to stop issuing further licences to safeguard the interest of domestic vegetable oil refining industry and mustard farmers. </p><p> Chaturvedia further said that there is no shortage of RBD Palmolein or edible oils in the country and also edible oil prices in international as well as domestic markets are showing downward trend in the last one-and-a-half months.</p><p> With a massive mustard crop ready for harvesting, import of palmolien will have a great dampening effect on prices of domestic oilseeds and oils, he said</p><p> He also expressed concern that it may result in mustard selling below minimum support price (MSP) and once again government's nodal agency NAFED getting saddled with huge stocks.</p><p> According to the SEA, Indonesia has great advantage to push RBD Palmoelin to India as it is cheaper than crude palm oil (CPO), at present, with higher levy on CPO at USD 50 per tonne and lower duty on RBD Palmoelin at USD 30 per tonne.</p><p> Further, India's duty difference between CPO and RBD Palmolein being only 7.5 per cent will open the flood gates for import of RBD Palmolein which was seen during last year from January to September 2019 when the duty difference was just 5 per cent for import from Malaysia, it said.</p> "This will also have serious impact on domestic refining industry and capacity utilizations will go down," SEA said. <ul class="summary-list"><li>The US reversed its decline in power in <keyword id="11902482" type="UNKNOWN" weightage="60" keywordseo="asia" source="Orion">Asia</keyword> this year, while <keyword id="11892748" type="UNKNOWN" weightage="60" keywordseo="china" source="Orion">China</keyword>'s rise appeared to falter.</li><li>The US was an exception, as other countries struggled to respond to COVID-19, according to Australia's Lowy Institute.</li></ul><p>The US reversed its decline in power in Asia this year, while China's rise appeared to falter, but neither course is assured, and both face domestic issues that may hinder their influence, according to the Lowy Institute's 2021 <a href="https://power.lowyinstitute.org/" target="_blank" rel="noopener">Asia Power Index</a>.</p><p>The index, published annually by the Australian think tank since 2018, <a href="https://www.businessinsider.com/balance-of-power-shifting-in-asia-china-gaining-on-us-2020-10" target="_blank" rel="noopener">tracks the distribution of power in Asia</a> by assessing countries on eight thematic measures that account for resources and influence. It <a href="https://power.lowyinstitute.org/downloads/lowy-institute-2021-asia-power-index-key-findings-report.pdf" target="_blank" rel="noopener">shows</a> the comprehensive power of almost all Asian countries shrinking in 2021.</p><p>The US defied that trend, registering an overall increase for the first time — though its 0.6-point gain comes after a three-point loss in 2020. In contrast, China's comprehensive power declined for the first time.</p><p>Those shifts show that China's primacy in the region isn't assured and that the US isn't locked into steady decline, according to Hervé Lemahieu, director of research at the Lowy Institute and the index's lead researcher.</p><p>The <a href="https://www.axios.com/pandemic-timeline-two-year-anniversary-216f74e0-0512-4d4f-8227-717614775dbb.html" target="_blank" rel="noopener">ongoing pandemic</a> looms over the region, but it isn't the sole reason for those changes. "It's a combination of political and structural factors," Lemahieu told Insider after the index's release this month.</p><div type="image" title="China covid vaccine" height="2667" width="4000" msid="88266097" hostid="261"></div><p>The US has had a stronger-than-expected economic recovery, resulting from its response to the pandemic's worst effects and its infrastructure spending. Its improved economic prospects through the end of the decade would be noteworthy "with or without the pandemic," Lemahieu said.</p><p>The US now tops six of the index's eight measures, an improvement attributed to President Joe Biden's pandemic response, economic initiatives, and regional engagement, especially through vaccine diplomacy. Earlier this year, experts judged Biden the region's most effective leader, and that standing was not significantly tarnished by the <a href="https://www.businessinsider.com/us-air-force-planes-crews-recovering-after-afghanistan-evacuation-2021-10" target="_blank" rel="noopener">Afghanistan withdrawal</a> or <a href="https://www.businessinsider.com/australia-aukus-nuclear-powered-subs-in-pacific-amid-china-tensions-2021-11" target="_blank" rel="noopener">AUKUS backlash</a>.</p><p>China and the US remain the only superpowers in the region, and the gap between them and the nearest middle powers widened this year, according to the index, even as China slipped in four of the index's measures of power.</p><p>China's economy rebounded this year but other issues will affect its trajectory, including a workforce set to contract by 20% over the next 30 years, a pivot to domestic consumption as the driver of growth, and a corporate <a href="https://www.bbc.com/news/business-58182658" target="_blank" rel="noopener">crackdown</a>.</p><p>A broader inward turn also undercut China's relative advantages. Strict border controls affected China's cultural influence, and leader Xi Jinping's failure to leave the country in the past two years eroded its diplomatic influence.</p><p>Those issues, as well as increasing authoritarianism, will affect China's future growth and influence abroad, Lemahieu said.</p><p>"All these things basically combined to slow China's economic growth rate," Lemahieu said, adding that China's 8% annual growth rates a decade ago will likely settle to 4% by the end of this decade.</p><p>"China still is likely to overtake the US by the end of this decade at market exchange rates. It's just that the speed at which it's growing is starting to level out a bit," Lemahieu said.</p><h2>'What you can't predict'</h2><div type="image" title="Chinese Y-20 airlifter engines" height="1156" width="2000" msid="88266099" hostid="261"></div><p>The US and China are moving in opposite directions in terms of military power.</p><p>Beijing's growing military strength is driven by defense spending that is now 50% larger than that of India, Japan, Taiwan, and all 10 ASEAN countries combined. China's military <a href="https://www.businessinsider.com/chinese-flights-around-taiwan-effort-to-improve-asw-capability-2021-4" target="_blank" rel="noopener">is increasingly active</a> on <a href="https://www.businessinsider.com/us-indian-soldiers-yudh-abhyas-exercise-alaska-amid-china-tension-2021-12" target="_blank" rel="noopener">its periphery</a> and has added advanced weaponry and expanded nuclear forces.</p><p>The US remains far ahead in terms of military capability, but its military primacy in the region is in steady relative decline. It has leveraged its regional networks to partially offset that decline, as shown by AUKUS and the security elements of the Quad partnership.</p><p>A similar approach to economic engagement could help arrest <a href="https://www.businessinsider.com/despite-china-tensions-countries-dont-see-better-offer-from-us-2021-9" target="_blank" rel="noopener">the US's decline in that field</a>, Lemahieu said. China is roughly even with the US in terms of economic capability but far ahead in its regional economic relationships, whereas the index <a href="https://power.lowyinstitute.org/downloads/lowy-institute-2021-asia-power-index-key-findings-report.pdf" target="_blank" rel="noopener">finds</a> the US facing "growing irrelevance in the political economy of Asia."</p><p>"If America plays its cards right, it has the potential to remain the dominant superpower well into this century," Lemahieu told Insider. "The extent to which it remains influential in Asia will largely depend on whether it can arrest that decline in its economic influence."</p><p>The Biden administration has yet to lay out its economic approach to the region. Officials have promised "<a href="https://www.lowyinstitute.org/publications/conversation-white-house-indo-pacific-coordinator-kurt-campbell" target="_blank" rel="noopener">quick action</a>" on that issue, but some in the region expect that effort to be hampered by anti-trade sentiment in the US.</p><div type="image" title="Trump ASEAN line" height="1312" width="1950" msid="88266100" hostid="261"></div><p>A domestic issue of greater concern may be the health of US democracy.</p><p>"You ask most US allies and partners, and they will tell you that [they are] very reassured by the Biden administration but also very aware that none of these issues surrounding US domestic polarization has really been effectively quelled," Lemahieu said.</p><p>Former President <keyword id="11914386" type="UNKNOWN" weightage="60" keywordseo="donald-trump" source="Orion">Donald Trump</keyword>'s baseless claims about the 2020 election, attempts to disrupt the transfer of power, and Republicans' <a href="https://www.politico.com/news/2020/11/09/republicans-free-fair-elections-435488" target="_blank" rel="noopener">embrace</a> of those falsehoods have prompted increasing concern about the <a href="https://www.nytimes.com/2021/12/11/us/politics/trust-in-elections-trump-democracy.html" target="_blank" rel="noopener">integrity</a> of future elections.</p><p>Trump's <a href="https://www.businessinsider.com/caught-between-trump-and-china-australia-is-reevaluating-its-position-2020-6" target="_blank" rel="noopener">disregard for alliances and partnerships</a> alienated many in Asia, and his possible return to power, or the victory of another candidate who shares his views, worries countries in the region.</p><p>"What you can't predict is the extent to which US democratic institutions become destabilized [or] the extent to which the US can no longer really be a reliable or constant foreign-policy actor," Lemahieu said. "Allies and partners will take what they can get, and they won't mention it out loud, but it's something they're thinking about."</p>

The act requires states to adopt certain federal standards for issuing and producing licenses.</p><p>That act was passed in Congress in 2005 in the aftermath of 9/11, but enforcement has been rolling out in stages since 2013. <a href="https://mobile.nytimes.com/2015/12/29/business/tsa-moves-closer-to-rejecting-some-state-drivers-licenses-for-travel.html" target="_blank" rel="noopener noreferrer">Proponents say</a> the move will enhance national security and cut down on identity theft.</p><p>So far, 25 states are compliant with the Real ID act, according to the TSA's website. That means residents in states like Arizona, Texas, and New Mexico can continue to board domestic flights with their driver's license as their main form of identification.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="https://www.dhs.gov/real-id">Department of Homeland Security</a></span></p><p class="caption">States highlighted in green already comply with the Real ID act. The Department of Homeland Security is currently reviewing those extension requests and will update the <a href="https://www.dhs.gov/real-id" target="_blank" rel="noopener noreferrer">TSA webpage</a> as they are granted.</p><p>Currently, states like New York, California, and New Jersey are having their extension requests reviewed. If they are not granted by January 22, residents will need a passport to travel on domestic flights.</p><p>All of this means is that it's still too early to tell whether your driver's license will be a valid form of identification on domestic flights, as the TSA is still reviewing most extension requests.
