<ul><li>The <keyword id="30356" type="ORGANIZATION" weightage="20" keywordseo="Telecom-Regulatory-Authority-of-India">Telecom Regulatory Authority of India</keyword> (<keyword id="6356988" type="DEFINITION" weightage="20" keywordseo="trai">TRAI</keyword>) is proposing the use of <keyword id="6357624" type="UNKNOWN" weightage="20" keywordseo="blockchain-technology">blockchain technology</keyword> to deter <keyword id="4224518" type="PERSON" weightage="20" keywordseo="fraudulent-calls">fraudulent calls</keyword>. </li><li>The use of digital ledgers will ensure ‘non-repudiation’ and ‘confidentiality’ according to the Chairman of TRAI. </li><li><keyword id="6355684" type="PERSON" weightage="20" keywordseo="Blockchain">Blockchain</keyword> rules will record all the communication between users and telemarketers. </li></ul>Despite users activating the ‘Do Not Disturb’ (<keyword id="311748" type="ORGANIZATION" weightage="20" keywordseo="DND">DND</keyword>) service on their connections, unsolicited commercial calls seep through. And as a solution to this, the Telecom Regulatory Authority of <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> (TRAI) wants to <a href="http://www.dnaindia.com/india/report-blockchain-technology-trai-s-weapon-against-pesky-calls-smses-2620143">use</a> blockchain to keep a check on spam calls. The current issue with tracking spammers is that they’ve been using 10-digit mobile numbers rather than the special numbering series that are specifically allotted for telemarketing. But, if you apply blockchain technology to the same problem then the entire communication between entities would be on record. How? Basically, because of what blockchain does. It’s a digital ledger that’s programmed to virtually record anything that’s deemed of value. So the blockchain-based rules in this situation will record all the communication between users and telemarketers and this includes capturing customer consent for information. Consent, that users can revoke at any time that they deem fit without being answerable to anyone. That being said, how this consent will be attained hasn’t yet been finalised. According to reports, TRAI has various methods as its disposal and is currently deliberating between them. Either way, the draft regulations clearly state that explicit consent is prerequisite for unsolicited commercial communication. Which, again, have to be followed up with regular reviews. All of this is in an attempt to ensure ‘non-repudiation’ and ‘confidentiality’. In its essence, a step towards keeping things on the up-and-up or as transparent as possible. Which makes sense since information will be secured cryptographically and no entity will be able to ‘deny’ their actions or tamper with the data. According to RS Sharma, chairman of TRAI, only authorised entities will have access to subscriber details and only they will be permitted to use them to deliver specified services. The public is welcome to participate and add their two bits with the Telecom Commercial Communication Customer Preference Regulations 2018 draft which is open for comments till 11 June. After taking suggestions and comments into consideration, TRAI will put the official rules forward by July. Even after that, there will first be a demonstration of the project before official deployment. Over the last six months alone, the amount of fraudulent calls that financially prey on users have <a href="http://www.business-standard.com/article/companies/trai-s-weapon-to-check-spam-communications-blockchain-technology-118052900493_1.html">doubled</a>. The DND registry has been in place since 2010, but hasn’t been very effective in filtering spam calls for its 230 million subscribers.

Together, they dedicated a room in the U.S. Capitol Visitor Center to Gabriel Zimmerman, an aide who died in the shooting rampage that critically wounded Giffords two years ago. 
Right now, though, it looks like honoring Zimmerman might be the most meaningful action both sides might take in the wake of a recent spate of gun violence in the nation. The only realistic chance at a new gun-control measure — <a href="http://www.businessinsider.com/gun-control-background-check-trafficking-bills-pat-toomey-joe-manchin-nra-2013-4" target="_blank">a bill to enhance background checks</a> — is all but dead in the Senate, according to a whip count of Senators' votes.
Senate Majority Leader Harry Reid said on Tuesday that the Senate will hold votes on a number of gun-related amendments — including a 4 p.m. vote Wednesday on the background check amendment that is sponsored by Sens. Pat Toomey (R-Pa.) and Joe Manchin (D-W.Va.).
<a href="http://www.huffingtonpost.com/2013/04/16/joe-biden-background-checks_n_3095519.html?1366153405" target="_blank">Biden told reporters Tuesday</a> that he thinks Democrats are two votes shy of the 60 needed to pass the amendment. But Republican aides pushed back on that tally. One GOP leadership aide questioned where Biden got that number.
"Since he's the only person in Washington who has cited that number," the aide said, it's probably not true.
According to a rough whip count, 52 Senators are projected to vote for the expansion of background checks. All but three of them are Democrats. Eight Senators — six Democrats and two Republicans — are still undecided. 
All eight undecideds would need to vote for the amendment for it to pass — Sens. Kelly Ayotte (R-N.H.), John McCain (R-Ariz.), Max Baucus (D-Mont.), Mark Begich (D-Alaska), Joe Donnelly (D-Ind.), Heidi Heitkamp (D-N.D.), Mark Pryor (D-Ark.), and Mary Landrieu (D-La.)
That could be tough. In a statement from which he quickly backed away, Manchin briefly <a href="https://twitter.com/KellyO/statuses/324487269052452864" target="_blank">told</a> a reporter Wednesday morning that the Senate didn't have enough votes to pass the measure.
Sen. Dean Heller, a Republican from Nevada who had expressed an openness to expanded background checks, <a href="http://www.heller.senate.gov/public/index.cfm/pressreleases?ID=26bbd326-1dca-4f57-8785-36c33fdfe0f6" target="_blank">said on Tuesday</a> that he would not support the measure. Sen. John McCain's (R-Ariz.) office said that he is "favorably disposed" to the bill, but still needs to decide.
Offices of four the six Democrats contacted by Business Insider — Landrieu, Donnelly, Begich, and Baucus — were noncommittal. Pryor and Heitkamp's offices did not respond to requests for comment.
Gun-control advocates frequently <a href="http://www.businessinsider.com/obama-gun-control-violence-newtown-families-background-checks" target="_blank">point out that more than 90 percent of Americans support</a> expanded background checks. Despite that, Sen. Chris Murphy (D-Conn.), <a href="http://www.businessinsider.com/chris-murphy-vs-nra-gun-control-violence-newtown-2013-3" target="_blank">who has been leading the fight for expanded gun legislation</a>, sounded resigned to the notion that it wouldn't pass in a pair of tweets late Tuesday:

The Senate Gun Control Bill Is On Its Deathbed

But it may only be temporary.The 81-year-old bank is a little-known federal agency created during the Depression that makes and guarantees loans to help overseas buyers purchase U.S. products, from airplanes to bridges to baby clothes. Over the past year it's also become a surprising test of GOP purity, as tea party-backed lawmakers and outside conservative groups have denounced the bank as crony capitalism and vowed to get rid of it, pressuring fellow Republicans to go along."It is the purest form of corporate welfare, where you have a government agency that basically exists to subsidize Boeing airplanes and GE engines and Caterpillar tractors," said Dan Holler of Heritage Action for America, one of the conservative groups pushing congressional Republicans to stand against the bank.Supporters at the Chamber of Commerce and other business groups disagree, arguing that the agency helps many smaller companies and is necessary to keep U.S. businesses competitive, especially because key foreign competitors like China have generous export credit agencies helping their homegrown industries."The fact that all the major exporting countries have export credit agencies means American exporters would be competitively disadvantaged if the bank goes away," said Boeing spokesman Tim Neale. "The opposition has thrown a lot of stuff out there that's frankly pretty misleading."The Export-Import Bank, which says it supported $27 billion in U.S. exports last year, still counts supporters in both parties on Capitol Hill. But a number of high-profile Republicans including Senate Majority Leader Mitch McConnell, R-Ky., and House Majority Leader Kevin McCarthy, R-Calif., have abandoned past support for the bank under pressure from the party's conservative wing. Most of the party's leading presidential candidates have also lined up against reauthorizing the bank.Republican House Speaker John Boehner of Ohio, a longtime business booster, has pushed his Financial Services Committee Chairman Jeb Hensarling, R-Texas, to come up with a bill to reform the bank or wind it down, but Hensarling has not cooperated, instead pushing for the bank's charter to expire without a vote June 30.With Congress heading out on recess next week and no prospect of action on the Export-Import bank before then, Hensarling and fellow tea party conservatives will get their wish.
