Dayal said, "In order to upgrade ticketing technology, DMRC envisages to upgrade the existing Automatic Fare Collection System to enable the QR Code, EMV (Account Based Ticketing) and Rupay based open loop ticketing following the NCMC standard model as specified by MoHUA (<keyword id="4742614" type="COMPANY" weightage="20" keywordseo="ministry-of-housing-and-urban-affairs">Ministry of Housing and Urban Affairs</keyword>) for interoperability with other operators by use of non-proprietary standards so that the interface is scalable to other networks (transit operator/retail outlets/parking etc.) in Delhi/NCR." Dayal further said, "Delhi Metro has invited Expressions of Interest (EOI) for implementation of QR Code, EMV enabled Account Bases Ticketing (Master/VISA), and RUPAY based Open Loop Ticketing in DMRC including Comprehensive Maintenance of AFC system of Phase I, II and III stations of supplied equipments/parts." DMRC set to upgrade its Automatic Fare Collection System

(DMRC) will soon have a contact payment system based on near-field communication (NFC) technology that will allow commuters to use their smartphones as metro smart cards. This one-year gap would have meant that people don’t have to suffer two hikes within a few months. "But the DMRC Board took more time to accept the committee's recommendation. So, the fare hike that was supported to kick in from last October will happen from Wednesday," said a source. Delhi Metro to go a bit costlier from Wednesday

<keyword id="6366797" type="CITY" weightage="100" keywordseo="Delhi-Metro">Delhi Metro</keyword> Rail Corporation (<keyword id="45312" type="ORGANIZATION" weightage="100" keywordseo="DMRC">DMRC</keyword>) is facing a lot of increasing expenses these days, while it also has to repay the loan taken from Japan. This is why it is seeking to double the fares, with its minimum fare being 15 as against the present Rs 8, and maximum of Rs 70 as compared to the current Rs 30. 
 
As per TOI sources, DMRC has also submitted a proposal to the fare fixation committee that the fares should be in the multiples of five so that there is no need to provide small change to cash-paying passengers. It was in 2009 that DMRC has last revised its fares, and that is when the current minimum and maximum fares were decided. 
 
The fare fixation committee, which will be headed by a retired high court judge, will be submitting its recommendations in the next two months and the government will be taking a final decision. 
 
As per sources, 40% of DMRC's total expenditure comes from electricity charges, which has increased by almost 100% in the past six years. Add to it the expanding metro network and the deteriorating operating ratio, and we have the reason why DMRC is forced to think of such a step.

Delhi Metro’s maximum fare might be upped to Rs 70

New Delhi, The <keyword id="61705" type="COMPANY" weightage="20" keywordseo="Delhi-Metro-Rail-Corporation">Delhi Metro Rail Corporation</keyword> (<keyword id="45312" type="COMPANY" weightage="20" keywordseo="DMRC">DMRC</keyword>) has been facing a financial stress with the losses to the tune of ₹1,500 crore during the heydays of the pandemic induced lockdown. Metro operations were halted during lockdown for a period of roughly six months, which drastically affected revenue from passenger travel. At the same time, operating expenses including Operation and Maintenance (O&amp;M) costs had to be continuously paid for the upkeep of the metro network which spans 285 stations and a total track length of 389 km. Additionally, there had been a decline in the non-fare revenue garnered from advertisement as well as shop rentals for the months when metro operations had been suspended. The DMRC has around 400 retail outlets at its stations. Owners of these retail shops have expressed their inability to pay rent to the DMRC on account of no sales. Even now, when the metro services have been resumed, it has been done with sub optimal capacity on account of following strict social distancing norms. In addition, the Delhi Metro had taken a soft loan of ₹35,198 crore from <keyword id="6395487" type="COMPANY" weightage="20" keywordseo="japan-international-cooperation-agency">Japan International Cooperation Agency</keyword> (JICA) at a concessional rate of 1.2-2.3 per cent for 30 years. For the financial year 2020-21, DMRC is required to pay ₹1,242.8 crore of which ₹434.1 crore is the interest while ₹808.7 crore is the principal amount. However, till July 2020, DMRC had been able to pay only ₹79.2 crore as interest payment. In the wake of <keyword id="392283" type="PERSON" weightage="20" keywordseo="financial-distress">financial distress</keyword>, the DMRC has turned to seek financial assistance from the <keyword id="6357307" type="COMPANY" weightage="20" keywordseo="Central-Government">Central Government</keyword>, Delhi, Haryana and Uttar Pradesh governments. It is learnt that the DMRC has written to the Central and state governments requesting financial help. It is yet to be seen whether the Central and the state governments come to the rescue of the DMRC since they too are reeling under high fiscal deficit. This is for the first time that the Delhi Metro is facing operational losses. Since 2002, the DMRC has never faced an operational loss owing to efficiency in operations and world class service standards. To tide over its financial stress, the Delhi Metro is brainstorming innovative methods of revenue generation. The DMRC is following a two pronged strategy of curtailing expenditure wherever possible and deferment of non-essential expenditure. It has decided to reduce perks and allowances of its employees to about 50 per cent in the coming financial year and also requested the Centre to defer the payment of its loan instalment to JICA for the year 2020-21. A Parliamentary Committee report had suggested innovative methods of revenue realisation for the DMRC. The average non-fare revenue of Metro, across the world, comprising of revenue from advertisements, property leasing and consultancy is close to around 40-50 per cent of total traffic revenue. However, for the DMRC, non-fare revenue accounts for only 15 per cent, which is abysmally low. In order to tackle this challenge, the committee suggested leasing of existing assets i.e. track and rolling stock, leasing of commercial spaces at stations, advertisement fee, parking fee as well as revenue generation by levying a cess on residential property development of nearby areas which have seen enhancement in value owing to metro operations. By Neelabh Srivastava New Delhi, Apr 23 () Passengers using the Delhi Metro, post resumption of operations, will have to take metallic items off their body before frisking, use face masks, have the 'Aarogya Setu' app, but those with flu-like symptoms won't be allowed, as per a proposal prepared by the CISF on Thursday. The paramilitary force that guards the network running across the national capital region has formulated a 'business continuity plan' for security and safety of passengers and staffers working at the facility. The proposed measures, as per the plan accessed by , will be implemented by the force "in consultation" with the Delhi Metro Rail Corporation (DMRC) and its controlling ministry of Urban Development.The plan has been prepared to ensure "public confidence in the ability of the rapid rail network to deliver under any circumstance and to thwart evil designs of disruptive forces to hit the smooth functioning of the network."As per the plan envisaged by the force, that deploys about 12,000 men and women personnel to guard over 160 metro stations, the services of the rail network should be resumed in a phased manner."Aarogya Setu app with inbuilt e-pass feature could be employed for identification of suspected persons (having COVID-19 infection). Persons with high risks for both spreading as well as contracting infections should be discouraged from using metro," the plan said."All persons entering metro premises will be mandatorily wearing masks. Hand sanitisation or washing facility to be available at the entry points." "Thermal screening of all entrants to be conducted at the entry point of stations and those found with abnormal temperatures will not be allowed to enter and persons with cold, cough and other flu like symptoms will be denied entry," the proposal said.CISF Director General (DG) Rajesh Ranjan told the news agency that the plan has been prepared keeping in mind that the "speed, safety and security" of the passengers, force personnel, DMRC staffers and others present in the area is ensured.The force has suggested that all passengers will have to take out metallic items like belts and buckles before frisking and keep them in their bags which will be scanned by an x-ray machine.Those without bags but carrying metallic items will be provided trays as in the case of airport security, the proposal said.The force also proposes to conducted "contactless frisking" of commuters with the help of a hand-held metal detector from a distance of 2.5 cms."Strict distancing norms will be followed throughout the station area and proper queuing area before the security screening point will be maintained," it said.At least two meters distance shall be maintained between the security screening place and line-up points and a meter between passengers waiting at the security screening place, it said.The CISF proposes to keep at least two personal protective equipment (PPE) suits at all metro stations "to handle a suspected passenger or baggage.""Four PPE suits will be kept as standby. CISF personnel will wear regular uniforms with sleeves fully covered, gloves along with masks covering nose and mouth." "Friskers and x-ray baggage screeners should additionally wear face shield or visor to protect their face especially eyes from exposure," it recommended.In order to ensure that nefarious elements do not take advantage of the COVID-19 situation to breach the counterterror security cover of the force, it proposes to "intensify electronic and manual surveillance on all activities within the metro premises." "Passengers shall be advised through regular announcements to maintain social distancing. Shops and other commercial establishments to ensure social distancing at their locations by means of markings," it said.The CISF has also asked the DMRC to deploy adequate staff at paid areas including automated fare collection gates and platforms for maintaining COVID-19 protocols. CISF Delhi Metro resumption plan: Face masks must, Aarogya Setu e-pass; no entry if flu symptoms

In search of non-fare sources of revenue, the Delhi Metro Railway Corporation (DMRC) has sold the naming rights to a total of 43 stations across the National Capital region since 2014, including <a href="https://timesofindia.indiatimes.com/city/delhi/dmrc-eyes-ad-revenue-by-renaming-14-stations/articleshow/63946407.cms">14 new ones</a> on the upcoming Magenta and Pink lines. This is roughly a quarter of all its stations. Capitalism in action The Delhi Metro Rail Corporation (DMRC), has leased the naming rights to each station to the highest bidder via an online tendering process. The contract is usually valid for 10 years, so the titles of the stations are, in theory, subject to change. The rights to the stations mentioned above were bought by Pioneer Publicity, an outdoor advertising agency, and sold to the respective firms. It’s a win-win situation. The move provides a much needed source of advertising revenue for the authorities, especially as <keyword id="6492935" type="UNKNOWN" weightage="20" keywordseo="Ridership">ridership</keyword> has declined in recent months after two fare hikes in quick succession. The average daily ridership of the metro fell from 2.8 million in the previous financial year to <a href="http://indianexpress.com/article/cities/delhi/delhi-metro-fare-hike-ridership-down-but-earnings-up/">2.57 million in 2017-2018</a>. Securing the naming rights to a metro station is also a solid way to generate brand awareness for any company. The cumulative ridership of the Delhi Metro <a href="http://www.delhimetrorail.com/press_reldetails.aspx?id=ZlXC4jMrU00lld">crossed 1 billion people</a> in 2016-2017. That’s a lot of eyeballs. Not only do they get to the name the station, but they can also use the best advertising spaces within and outside the station as well deck the station in their brand colours - the Sikanderpur station is now orange. Similarly, the privately-owned Rapid Metro transit system in Gurugram has also sold the rights to some of its stations to buyers like Vodafone and Micromax. The Bangalore Metro authority is also negotiating <a href="http://www.dnaindia.com/business/report-ikea-infosys-take-bengaluru-delhi-metro-ride-2593584">deals with Ikea and Infosys</a> for naming and leasing rights to stations. The DMRC should pass on some of the benefits to customers by using the funds generated to improve its services, adding two more compartments to each six-carriage train and freezing fares.
