The blocking on Wednesday, Facebook said, wasn't at the behest of the government. Facebook isn't the first social media company to censure posts critical of government handling of the COVID-19 crisis. Twitter had removed or restricted access to several critical posts on orders from the government, which called it fake news. "We temporarily blocked this hashtag by mistake, not because the Indian government asked us to, and have since restored it," a Facebook spokesperson said in a statement on Thursday. It however did not elaborate. According to reports, a hashtag calling for the resignation of Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> was blocked on Facebook for hours on Wednesday. Users searching the hashtag were given a message that said such posts were "temporarily hidden here" because "some <keyword id="45859" type="ORGANIZATION" weightage="20" keywordseo="content">content</keyword> in those posts goes against our Community Standards". Facebook periodically blocks hashtags and posts for a variety of reasons. Some of the blocks are done manually and some are automated. The blocking of posts tagged #ResignModi came ahead of polling in the last phase of West Bengal assembly elections. The Modi government has drawn a lot of flak in domestic and international media for handling of the second wave of COVID infections, which on Thursday crossed 1.8-crore mark. Government sources had said the social media platforms were asked to remove the posts and URLs (uniform resource locators) to "prevent obstructions in the fight against the pandemic" and disruption of public order due to the said posts. They had added that the order was issued in view of the misuse of social media platforms by certain users to spread fake or misleading information and create panic about the pandemic in the society "by using unrelated, old and out of the context images or visuals, communally sensitive posts and misinformation about COVID-19 protocols". <ul><li>82 out of 97 <keyword id="6357247" type="UNKNOWN" weightage="20" keywordseo="Internet">internet</keyword> shutdowns in <keyword id="52011" type="LOCATION" weightage="100" keywordseo="South-Asia">South Asia</keyword> were enforced by the Indian government.</li><li>5 out of 6 of the biggest shutdowns came from the country.da </li><li>Internet shutdowns are increasing around the world.</li></ul>Citizens of South Asian countries experienced more than 97 internet shutdown in the past year between May 2017 and April 2018, according to a recent report released by the <a href="https://economictimes.indiatimes.com/tech/internet/india-witnessed-highest-number-of-internet-shutdowns-in-2017-18-unesco-report/articleshow/64150543.cms">UNESCO-International Federation of Journalists</a>. And, India accounted for 82 out of these 97 shutdowns. The same report said that neighbouring Pakistan accounted for 12 such instances, while Afghanistan, Bangladesh, and <keyword id="6355572" type="LOCATION" weightage="20" keywordseo="sri-lanka">Sri Lanka</keyword> witnessed 1 such case each. The report states that Internet slowdowns and shutdowns around the world are increasing and have become a barrier to the freedom and expression of the press. It describes internet shutdowns as “any intentional disruption of the broadband or mobile internet or internet-based mobile apps, by an order of the authorities or threat of non-state party, to control communication or online content or slowing down the access to the general public.” Essentially, authorities can disrupt the flow of information online and other internet-based services when they need to control communication, thereby hindering the public’s freedom of expression. However, the report does state that many of the occurrences were “preemptive” or “reactive”, to prevent “mass or potentially violent public protests”. Out of 97 instances mentioned in the report, 82 were witnessed by India and nearly half of them were reported in the country’s <keyword id="46337" type="LOCATION" weightage="20" keywordseo="Kashmir-Valley">Kashmir Valley</keyword> to restrict communication generally followed by military operations. Around 10 cases were reported in <keyword id="6355588" type="LOCATION" weightage="20" keywordseo="rajasthan">Rajasthan</keyword> while Haryana, Punjab, Bihar, and <keyword id="6357713" type="LOCATION" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> were among the states that witnessed less than 10 cases of internet shutdowns. India also accounted for five out of six of the biggest instances of internet shutdowns. <keyword id="6357783" type="LOCATION" weightage="20" keywordseo="West-bengal">West Bengal</keyword> topped the list with a 45-day internet shutdown that was imposed due to mass political demonstrations and clashes between activists seeking a separate state. Nawada, Bihar Jammu and Kashmir, Saharanpur Uttar Pradesh were rest among the list.

Kolkata, May 13 () The industry bodies and leadingbusinessmen in West Bengal on Wednesday lauded the financialpackage and policy interventions announced by the Centre, torevive the country's economy, which has been severely hit dueto the coronavirus-triggered lockdown.The turnover-based definition of MSMEs has addressed along pending demand and extended the benefits to a largenumber of companies, city-based Indian Chamber of Commercesaid in a statement.Finance Minister Nirmala Sitharaman announced Rs 3lakh crore of collateral-free loans for small businesses, acut in the tax rate for non-salary payments and measures toprovide liquidity to non-banking companies to help them tideover the disruptions caused by the lockdown."The Rs 3 lakh crore government guaranteed loans tothe liquidity-starved MSMEs would go a long way in stabilisingand strengthening the sector," the industry body said.The power distribution companies, which are facingunprecedented cash flow problem, will be benefited from theemergency liquidity injection to the tune of Rs 90,000 crore,it said.City-based Merchants' Chamber of Commerce presidentVivek Gupta also hailed the Centre for new defenition ofMSMEs."Hope MSMEs will be fully able to extract benefitsfrom the implementing institutions," he said.Bandhan Bank MD and CEO, C S Ghosh, said, "Thespecial liquidity and partial credit guarantee schemes forNBFCs, HFCs and MFIs will ultimately benefit the endconsumers, many of who are in the rural and semi-urban areas."Praising the stimulus package, Village FinancialServices MD and CEO Kuldip Maity said the microfinanceinstitutions have been facing a tough time due to significantcash flow issues."The liquidity infusion measures will help combat therising stress in the sector and eventually, cater to the needyborrowers who are in search of emergency loans to resume theirbusiness operations," he said.Welcoming the package unveiled by the Centre,Engineering Export Promotion Council of India Chairman RaviSehgal said, "Infusion of liquidity through debt and evenequity into the MSMEs is a major step forward."Real estate developers on Wednesday said thegovernment's decision to extend the timeline of completion ofprojects by six months will provide much needed relief to theindustry but sought more measures to improve liquidity, reduceinput cost and boost housing demand.Credai West Bengal President Sushil Mohta appreciatedthe declaration of Covid-19 as "Force Majure" that will givethe "real estate sector some breather"."The sector is very important for restarting theeconomic activities. Kolkata, The real estate sector wants stimulus in the form of sops in the upcoming <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="union-budget">Union Budget</keyword> to boost housing demand, a top <keyword id="282927" type="PERSON" weightage="20" keywordseo="CREDAI-Bengal">Credai Bengal</keyword> official said. The demands include personal tax relief, tax rebate on housing, extension of <keyword id="118132" type="PERSON" weightage="20" keywordseo="Interest-subvention">interest subvention</keyword>, GST waiver, infrastructure status for the realty and easing liquidity for the sector, the official said. The Budget for financial year 2021-22 will be presented on February 1. In recent months, the government had offered ₹25,000 crore stress asset fund for the uncompleted housing projects, increasing the differential from 10 per cent to 20% under Section 43(CA) of the IT Act till June 30, 2021 were announced apart from ongoing interest subvention scheme. The last increase in the deduction limit under Section 80C (to ₹1.5 lakh a year) was in 2014 and an upward revision is long overdue," Mohta who is also the Merlin group chairman said. He also demanded GST waiver for under-construction homes and extension of the interest subvention by another three years.
