The government has raised over Rs 4.04 lakh crore through disinvestment and strategic sale of public sector enterprises since the Modi government came into power in 2014, the <keyword id="47209" type="General" weightage="80" keywordseo="finance-ministry" source="Orion">Finance Ministry</keyword> said on Tuesday. Of this, the largest amount totalling over ₹1.07 lakh crore through offer for sale in 59 cases. This was followed by a stake sale through <keyword id="181067" type="General" weightage="80" keywordseo="exchange-traded-fund" source="Orion">Exchange Traded Fund</keyword> (ETF) in 10 tranches, aggregating to ₹98,949 crore. Strategic sales in 10 companies, including <keyword id="2573" type="General" weightage="80" keywordseo="air-india" source="Orion">Air India</keyword>, yielded Rs 69,412 crore to the exchequer in the last 8 years. Share buyback in 45 cases fetched ₹45,104 crore. 17 CPSEs were listed since 2014-15, which yielded Rs 50,386 crore. Of this, the initial pub<keyword id="6367143" type="General" weightage="80" keywordseo="lic" source="Orion">lic</keyword> offering (IPO) of LIC alone fetched the government Rs 20,516 crore. The additional market capitalisation of ₹7.31 lakh crore was achieved through new listings, the ministry said. Govt raises over ₹4 lakh crores via disinvestment since 2014

By <keyword id="13186635" type="General" weightage="20" keywordseo="shripal-lakdawala" source="Orion">Shripal Lakdawala</keyword>, <keyword id="13186636" type="General" weightage="20" keywordseo="jatan-shah" source="Orion">Jatan Shah</keyword> and Aashni Shah Even after 6 years of the government providing an ‘in-principle’ approval for strategic disinvestments of 36 of its public sector undertakings (‘PSUs’), the affairs remain in a torpid state. The proposal for such disinvestment was made to ensure reduction of financial burden on the government, elevate the use of technology and thus expand the overall business of the PSUs. However, only 8 out of 36 PSUs have successfully completed their disinvestment procedures and leveraged on the participation of private players. A large chunk of PSUs are still either in the process or haven’t even initiated the process of disinvestment. The ministry of finance, government of India, announced the policy of strategic disinvestment on 1 February 2021 to fulfil the government’s commitment under the Aatmanirbhar Bharat package. Through this policy, the government aims to sell a substantial portion of its stake in the PSUs and use the proceeds to finance various social sector and development programmes. In cases where there is a sale of the entire or even majority of the stake in PSUs, the decision-making power and the control of the companies will shift to a private player. Majority of the PSUs for which strategic disinvestment is proposed are loss making companies i.e., these companies have historically carried forward tax business losses, which are allowed to be carried forward for a period of 8 years under the Income-tax Act, 1961 (‘the Act’). Any potential buyer of these PSUs would want to utilise such losses and set it off against any future income generated by the company. Such losses play a crucial role in determining the value for such loss-making companies. <cmsannotation type="cmsannotation" annotationid="Current scenario" comment="subhead" text="Current scenario">Current scenario</cmsannotation> Currently, section 79 of the Act provides that in case of certain companies, the existing business losses shall lapse on account of a change in shareholding by more than 49%. Accordingly, if the government proposes to sell a stake in PSUs which are not listed or are not held by any listed entity and are not acquired by a listed entity, then in such a scenario, changes in shareholding by more than 49% will lead to a lapse of the existing tax business losses of the PSUs. <cmsannotation type="cmsannotation" annotationid="Proposed amendment" comment="subhead" text="Proposed amendment">Proposed amendment</cmsannotation> In order to facilitate the disinvestment of the PSUs, Budget 2022 proposes to exempt the erstwhile PSUs (i.e., the PSUs in which strategic disinvestment is made by the government), from the provisions of section 79, subject to the condition that the ultimate holding company of the erstwhile PSUs after the completion of strategic disinvestment, continues to hold, directly or indirectly through its subsidiaries, at least 51% of the voting power of such company in aggregate. <cmsannotation type="cmsannotation" annotationid="Is this enough to get the wheels rolling?" comment="subhead" text="Is this enough to get the wheels rolling?">Is this enough to get the wheels rolling?</cmsannotation> In Union Budget 2021, a similar relief was granted for amalgamation of PSUs. Further, clarificatory notification in this regard was issued by the Central Board of Direct Taxes ('CBDT') in September 2021, which is now being formalised by proposing an amendment under the relevant provisions of the act. The previous amendment coupled with the proposed amendment, ensures that there is no lapse on account of carried forward tax losses. While this amendment provides a major relief to the loss-making PSUs which are proposed to be acquired by private sector undertakings, there are a few other requests as well from the industry, to make acquisitions of PSUs lucrative from a tax perspective. Exemption of TDS [tax deducted at source] and TCS [tax collected at source] on such transactions, exemption from obtaining ‘no-objection’ certificates from the tax department, exemption on capital gains on sale of PSUs’ shares and deemed gift taxation on acquisition at a lower valuation, are the few requests from the industry. While there were several expectations from this Budget, only one has been addressed. The proposal in Finance Bill 2022 is a welcome move not only for PSUs which are in the process of disinvestment, but will also speed up upcoming disinvestments. OPINION: Indian government is still oiling the wheels for disinvestment of PSUs

<ul><li>The Modi government seems to be hurrying to achieve its disinvestment target for FY23. </li><li>As inflation runs rampant and the Indian government’s growth prospects take a hit, managing the <keyword id="6365485" type="General" weightage="20" keywordseo="fiscal-deficit" source="Orion">fiscal deficit</keyword> could be a prime concern for the government now. </li><li><keyword id="115997" type="General" weightage="100" keywordseo="hindustan-zinc" source="Orion">Hindustan Zinc</keyword>, a former government company now owned by Anil Agarwal’s Vedanta, is one of the leading companies in zinc, lead, silver and cadmium mining. </li></ul>The Modi government seems to be sprinting towards its ₹65,000 crore disinvestment target for the financial year 2022-23, with a new report claiming that it has approved the offloading its ₹40,000 crore stake in Hindustan Zinc, one of the leading zinc, lead, silver and cadmium mining companies in India. According to a report by <a href="https://economictimes.indiatimes.com/markets/stocks/news/govt-approves-stake-sale-in-hindustan-zinc-says-report-stock-rallies-7/articleshow/91784848.cms">ET Now</a>, the government has approved the sale of its 29.5% stake in Hindustan Zinc, which is worth nearly ₹40,000 crore. The stake sale was challenged in the Supreme Court last year, but the court’s verdict cleared the path for the government to pare its holdings. The shares of Hindustan Zinc hit an intraday high of 7%, and as of 3:00 p.m. today (May 25), the stock was up 5%. <div type="image" title="Hindustan Zinc 01_01_22 to 25_05_22." msid="91788875" hostid="261" caption="&amp;lt;p&amp;gt;Hindustan Zinc share price in 2022&amp;lt;/p&amp;gt;"></div> However, given the bearish market sentiment, it might be prudent to delay the stake sale. Since the beginning of March, Hindustan Zinc has already lost nearly 13% of its value. <cmsannotation type="cmsannotation" annotationid="A sign of things to come?" comment="subhead" text="A sign of things to come?">A sign of things to come?</cmsannotation> Interestingly enough, the government has set a disinvestment target of ₹65,000 crore for FY23. Of this, it has already realized ₹20,560 crore with the <a href="https://www.businessinsider.in/stock-market/news/lic-ipo-check-out-analysts-view-on-whether-to-sell-or-hold-lic-ipo-post-listing/articleshow/91515679.cms">LIC IPO</a> – this is despite cutting down the stake sale from 5% to 3.5%. The LIC stake sale leaves the government with a balance of a little less than ₹40,000 crore – all of which could be realized by offloading its stake in Hindustan Zinc – with more than 10 months left in FY23. The government’s urgency to pare its holdings could be a sign of a bigger problem, which is fiscal deficit. Fiscal deficit refers to a shortfall in the government’s income compared to its spending. The government could be looking at a much higher disinvestment in the current financial year to offset a portion of deficit to keep it within manageable limits. The ET Now report adds that the government could also be looking at paring its stake in consumer goods and tobacco giant ITC. A hawkish policy – which is what Das and RBI are following now – suggests that higher interest rates help reduce inflation. A dovish policy, on the other hand, favours expansionary monetary policies with low interest rates to boost demand. In his interview, the RBI governor, Shaktikanta Das underlined that he expects the government to be in a position to manage the current account deficit ‘comfortably’. It’s not clear if Das factored in the government disinvesting to keep the deficit under control, but it is something that should become clearer with time. Modi government’s itch to offload ₹40,000 crore Hindustan Zinc stake hints at a bigger deficit than initially anticipated

The government has merged the Department of <keyword id="108214" type="CITY" weightage="20" keywordseo="Public-Enterprises">Public Enterprises</keyword> (DPE) with the finance ministry to give it a better control over state-owned firms and facilitate its ambitious privatisation programme. Finance ministry will now have six departments while DPE's hereto parent ministry, the ministry of heavy industries and public enterprises will now be called the ministry of heavy industries. Previously, the <keyword id="44532" type="PERSON" weightage="20" keywordseo="Disinvestment">disinvestment</keyword> ministry - created under the Atal Bihari Vajpayee government - was merged with the Finance Ministry and is now a department under it. Also, <keyword id="62529" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Investment-Promotion-Board">Foreign Investment Promotion Board</keyword> (FIPB) was abolished and administration of foreign investments was given to the Finance Ministry (FinMin). The shift of DPE to the finance ministry will help in efficient monitoring of the capital expenditure, asset monetisation and financial health of the Central Public Sector Enterprises (CPSEs). "<keyword id="156153" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> (<keyword id="11588398" type="UNKNOWN" weightage="20" keywordseo="vitta-mantralaya">Vitta Mantralaya</keyword>), after the sub-heading (v) Department of <keyword id="6354241" type="UNKNOWN" weightage="20" keywordseo="Financial-services">Financial Services</keyword> (Vittiya Sewayen Vibhag), following sub-heading shall be inserted, namely:- (vi) Department of Public Enterprises (Lok Udyam Vibhag)" as per the Cabinet Secretariat notification dated July 6, 2021. The rejig comes ahead of Cabinet expansion slated later in the day. The gazette notification issued said these rules may be called the government of India (Allocation of Business) Three Hundred and Sixty First Amendment Rules, 2021. "They shall come into force at once," the notification said. Presently, the finance ministry has five departments -- Economic Affairs, Revenue, Expenditure, Investment and Public Asset Management and Financial Services. With the addition, this will be the sixth department under the finance ministry. Giving details of the functions performed by the DPE, the notification said coordination of matters of general policy affecting all Public Sector Enterprises (PSEs), evaluation and monitoring the performance of PSEs, including the memorandum of understanding mechanism, review of capital projects and expenditure in CPSEs. Besides, the DPE frames measures aimed at improving performance of CPSEs and other capacity building initiatives of PSEs, rendering advice relating to revival, restructuring or closure of PSEs including the mechanisms, counselling, training and rehabilitation of employees in CPSEs under Voluntary Retirement Scheme and categorisation of CPSEs including conferring 'Ratna' status, among others. The heavy industries ministry will continue to be the administrative ministry related primarily to the capital goods sector. As many as 44 CPSEs including Maruti Udyog Limited, BHEL, Cement Corporation, <keyword id="173465" type="CITY" weightage="20" keywordseo="Scooters-India">Scooters India</keyword>, HMT and various other subsidiaries would be under the Ministry of Heavy Industries. Many companies under the ministry are sick and up for sale under the disinvestment programme of the government. Finance minister Nirmala Sitharaman in her Budget 2021-22 already announced that a revised mechanism for fast-tracking closure of loss making PSUs would be worked out and an incentive package would be developed to incentivise states to sell stake in state PSUs. To monetise lands owned by CPSEs, a special purpose vehicle (SPV) would be developed. She also announced a big-ticket privatisation agenda, including privatisation of two public sector banks and one general insurance company to garner Rs 1.75 lakh crore from stake sale in public sector companies and financial institutions during 2021-22. As part of the divestment strategy for the financial sector, the government has decided to go for a mega initial public offering (IPO) of Life Insurance Corporation of India (LIC) and residual stake sale in IDBI Bank during the financial year beginning April. Besides, strategic sale of Bharat Petroleum Corporation Ltd (BPCL), <keyword id="11588399" type="UNKNOWN" weightage="20" keywordseo="shipping-corp-container-corporation">Shipping Corp, Container Corporation</keyword>, <keyword id="2459265" type="PERSON" weightage="20" keywordseo="Neelachal-Ispat-Nigam-Ltd">Neelachal Ispat Nigam Ltd</keyword>, <keyword id="132488" type="COMPANY" weightage="20" keywordseo="Pawan-Hans">Pawan Hans</keyword>, Air India among others, would be completed in 2021-22. Government invites bids for selling its stake in Shipping Corporation of India

<ul><li>Experts believe that the market has mostly priced <keyword id="19894848" type="General" weightage="20" keywordseo="bjp" source="keywords">BJP</keyword>’s win as a single party as well as a BJP-led coalition.</li><li>If BJP gets a single-party majority, progress could be seen in clean energy, and higher infra spending, says <keyword id="19996294" type="General" weightage="20" keywordseo="ubs" source="keywords">UBS</keyword>.</li><li>Women-centric policies have been improving, especially after female turnout was higher than that of males in 2019. </li></ul>As <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> marches towards elections, research firms are projecting various scenarios based on possible outcomes. As per a report by the multinational investment bank UBS, if the ruling BJP gets a single-party majority, there could be policy continuity, which can bode well for business sentiment. Even the elusive private capex recovery might also receive a push. “Further progress in supply-side reforms could be seen, including the clean energy transition, higher infrastructure spending - both digital and physical, a manufacturing push and other targeted policy initiatives towards the youth, poor, women and farmers,” says UBS. Alternate scenarios Experts believe that the market has mostly priced BJP’s win as a single party as well as a BJP-led coalition. If a scenario where the BJP fails to get a majority on its own and a BJP-led coalition comes to power, reform momentum could broadly remain similar. However, some tough policy decisions may not progress and/or are likely to be put on hold, including disinvestments, the land bill, and a uniform civil code. “However, comfort about fiscal discipline could be less of a concern for investors in this scenario,” says UBS about a BJP-led coalition winning. The third outcome could be a weak coalition led by the INDIA alliance. Even in the third case, the economic policy approach would be largely aligned. However, in such a scenario, markets could have concerns about fiscal discipline and a less decisive government, leading to lags in implementing supply-side reforms. “There could also be a delay in the private corporate capex recovery due to weaker business confidence caused by the surprise political outcome,” opines UBS. Rural economy on backfoot Even as the broader economy’s growth has been on track — GDP is expected to grow at 7.6% as per government forecasts — the rural economy has been on a backfoot. Based on FMCG companies’ quarterly earnings, rural market recovery has remained elusive for most of the financial year, barring a few short-lived upticks. Apart from tepid rural wage growth and the government's supply-side measures to contain inflation, rural demand was also impacted by weather-related uncertainty, including the subpar rainfall last year due to El Niño conditions. “However, the Modi government did not announce any substantial pro-rural populist schemes in the run-up to the 2024 elections to entice voters. Instead, the government focused on inclusive growth (partly to cover pandemic shock) with expenditure on rural-focused schemes (including drinking water, employment support, housing and rural roads) up 16% CAGR over FY19-24,” said UBS. Women-centric approach Moreover, the BJP-led government has been focussing on women with policies centred around them, since 2023. This could be also due to the rising percentage of women in the electorate. Particularly, in the 2019 election, female voter turnout was higher than that of males. India has around 970 million people who are above 18 years of age and eligible to vote. Based on the 2019 election turnaround, it’s expected to have 317 million women voters and 340 million men voters in the 2024 election. “The growing inclination of political parties to offer targeted welfare benefits to women (cash support, free bus travel, cooking gas subsidies, women-centric legislation amongst others) is closely linked to the rising percentage of women participating in the electoral process over the years,” says the UBS report. The <keyword id="19895876" type="General" weightage="20" keywordseo="election-commission-of-india" source="keywords">Election Commission of India</keyword> has recently announced that the 2024 general election will be held in seven phases between 19 April and 1 June. The counting of votes will be held on June 4.

Negi's order, which has been accessed by , said the general manager (personnel), general manager (finance) and departmental heads will be the members of the empowered committee. It also said a representative of the RD can be co-opted in the committee, if required, on the basis of "case merit". "GM (Personnel) will share the staff list with all departments and convene the discussions/deliberations, including the process of identification of surplus/redundant resources. The report is to be submitted to the RD office by 11th August, 2020, for a review and onward recommendation to the headquarters," the order said. The aviation sector has been significantly impacted due to the travel restrictions imposed in India and other countries in view of the COVID-19 pandemic. All airlines in the country have gone for cost-cutting measures such as pay cuts, LWP and firing of employees in order to conserve cash flow. Air India has four regional offices -- one each for the northern, western, eastern and southern regions. It is not clear if the other three offices, barring the one for the northern region, has formed such panels to identify redundant employees. In its July 14 order, Air India had asked its regional directors to constitute a committee each comprising the general manager (personnel), general manager (finance) and departmental heads concerned to "streamline the process of identification of redundant manpower, who would be told to proceed on compulsory LWP". The airline had said these panels would go through the records, based on factors such as suitability, efficiency, competence and health, and select the employees whose names will be forwarded, along with the RD's recommendations, to get the approval of the chairman and managing director for sending them on a compulsory LWP. Air India has a debt of around Rs 70,000 crore and the government had started the process to sell it to a private entity in January. The national carrier's net loss in 2018-19 was pegged at around Rs 8,500 crore. Equity infusion of Rs 500-600 crore every year is not sustainable and cost-cutting is necessary in Air India, Civil Aviation Minister Hardeep Singh Puri had said on July 16, justifying the national carrier's decision to send certain employees on LWP for up to five years. On July 17, Air India had said its financial situation is very challenging due to the coronavirus pandemic and the LWP scheme for its employees is a "win-win" situation for them as well as the management. The employees' unions of the airline have opposed the scheme. New Delhi, Mar 6 () The disinvestment process for Air India is going on "extremely well", Civil Aviation Minister Hardeep Singh Puri said on Friday.On January 27, the government came out with a Preliminary Information Memorandum (PIM) for Air India disinvestment. Air India disinvestment process going on extremely well: Puri

New Delhi, Mar 2 () Vistara chairman Bhaskar Bhat said they were evaluating Air India as the Centre has started the national carrier's disinvestment process. "We are evaluating Air India. Which company would not be interested in evaluating a sovereign airline of the country?" Bhat asked. "Whether we bid or not comes later." On being asked if Vistara or Tata Sons were evaluating Air India, Bhat replied: "We (Vistara) are a joint venture." DSP ASGHMB

New Delhi, Jan 28 () Global airlines' grouping IATA on Tuesday expressed hope that the disinvestment process will result in a strong and rejuvenated Air India, which is able to support growth of India's aviation market.
The International Air Transport Association (IATA) has around 290 airlines as members, including Air India.
Making a second attempt in as many years for strategic disinvestment of Air India, the government on Monday issued the preliminary bid document for 100 per cent stake in the debt-laden airline.
"We hope the disinvestment process will deliver a strong and rejuvenated Air India that is able to support the anticipated growth potential of India's aviation market," IATA Assistant Director (Corporate Communications - Asia Pacific) Albert Tjoeng told in an e-mailed statement.
At the same time, it is important to ensure that the operating and regulatory environment in the country allows Air India and all Indian carriers to operate effectively, he said.
In 2019, domestic air passenger traffic in India stood at 14.41 crore, an increase of nearly four per cent compared to the previous year, as per the latest official data.
As part of the latest disinvestment plan, Air India would also sell its 100 per cent stake in budget carrier Air India Express as well as 50 per cent shareholding in equal joint venture Air India SATS Airport Services (AISATS).
All the three entities would be sold together and management control of the national carrier would be transferred to the new investor.
Air India is in the red for long and the disinvestment is aimed at reviving the fortunes of the full service carrier. RAM BAL
