<p>Your phone blares, "<a target="_blank" href="https://www.businessinsider.com/big-earthquakes-can-hit-united-states-how-to-prepare-2023-2">Earthquake!</a>" The voice instructs you to duck, cover, and hold on. About 30 seconds later, <a target="_blank" href="https://www.businessinsider.com/earthquake-rattles-new-york-city-new-jersey-2024-4">the shaking starts</a>.</p><p>At first, it makes the furniture sway. It's stronger than the little quakes you normally get here in <a target="_blank" href="https://www.businessinsider.com/incredibly-lonely-high-paying-tech-job-seattle-2023-9">Seattle</a>. Another 30 seconds later, the shaking suddenly intensifies.</p><p>Pictures fall from the walls, objects fly across the room, and the dining table you're sheltering under begins to scoot across the floor, several inches at a time.</p><p>A loud rumble fills the air. It's the sound of <a target="_blank" class="" href="https://www.businessinsider.com/cities-americans-move-cheap-homes-good-infrastructure-fewer-natural-disasters-2023-11">the city's buildings</a> swaying and creaking and all their contents shimmying, wobbling, scraping across floors, or crashing down from shelves.</p><p>Seattle isn't even that <a target="_blank" class="" href="https://www.businessinsider.com/mystery-lights-seen-before-morocco-earthquake-scientists-baffled-videos-2023-9">close to the earthquake's epicenter</a>.</p><p>The Olympic Mountains and about 100 miles stand between the city and the ocean. For people on the coast, the shaking is much worse.</p>          <p>After about six minutes, the earthquake dies down, and a new countdown begins. People along the coast now have 10 to 30 minutes to reach high ground before a giant wave engulfs the <a target="_blank" href="https://www.businessinsider.com/surprising-things-about-first-van-trip-what-its-like-california-oregon-2022">Pacific Northwest</a>.</p><p>Tsunami sirens wail in some towns. In others, the earthquake has knocked out alert systems.</p><div type="image" title="blue circular tsunami evacuation route sign with an arrow below pointing right" height="3264" width="4896" msid="114622256" hostid="261" sizebytes="562156"></div><p>From Northern California to Vancouver Island, a wall of water up to eight stories high surges onto the coast.</p><p>Over the next hour or two, the <a target="_blank" class="" href="https://www.businessinsider.com/video-tsunami-hits-tonga-after-giant-pacific-ocean-volcano-erupted-2022-1">tsunami</a> makes its way up rivers and straits and into Puget Sound. It's much smaller by the time it reaches Seattle, but it floods some streets.</p><p>Between <a target="_blank" href="https://www.businessinsider.com/largest-earthquake-ever-caused-5000-mile-long-tsunami-study-finds-2022-4">the earthquake and the tsunami</a>, 14,000 people died, many more were trapped or injured, and more than 618,000 <a target="_blank" href="https://www.businessinsider.com/space-photos-show-japan-earthquake-destruction-2024-1">buildings were damaged</a>. The shaking triggered landslides, fires, and spills of hazardous materials.</p><p>But the disaster has just begun.</p><div type="image" title="person in yellow hazmat suit with water beading all over it with their face wearing glasses visible through a gas mask" height="1752" width="2838" msid="114622244" hostid="261" sizebytes="161830"></div><p>Eventually, the total economic losses will amount to $134 billion, placing it high among the costliest <a target="_blank" class="" href="https://www.businessinsider.com/natural-disaster-proof-dome-homes-houses-housing-apocalypse-bunker-2023-7">natural disasters</a> in US history.</p><p>The scene above is a worst-case scenario of a megaquake striking the Pacific Northwest. Emergency managers have spent decades preparing for it. Still, they say the region isn't ready.</p><p>"To be fully, completely, and totally prepared is an impossibility," Robert Ezelle, the director of the emergency-management division of Washington state's Military Department, told Business Insider, "just because of the magnitude of the event."</p><h2 id="742db97a-1888-4a9c-9c95-09c4a12f41b8">Inside the major disaster brewing off the coast of the Pacific Northwest</h2><p>About 100 miles offshore from the Pacific Northwest, deep beneath the seafloor, two <a target="_blank" class="" href="https://www.businessinsider.com/video-earth-tectonic-plates-billion-years-2021-2">tectonic plates</a> are building tension that could erupt at any moment.</p><p>In a region called the <a target="_blank" href="https://www.businessinsider.com/scientists-discover-cascadia-subduction-zone-most-dangerous-segment-threatens-washington-2024-6">Cascadia subduction zone</a>, the Juan de Fuca oceanic plate is sliding (or "subducting") beneath the North American plate — but its edge is stuck. As the plate keeps pushing against its locked-up edge, stress builds.</p><p>"It's ominously quiet," Harold Tobin, Washington's state seismologist and the director of the Pacific Northwest Seismic Network, told BI. "The fact that it doesn't even produce little earthquakes to any significant extent makes us believe that it is completely locked up."</p><p>Scientists like Tobin fear that without releasing tension through smaller earthquakes, the Cascadia subduction zone is more likely to erupt in a "megathrust" earthquake — or <a target="_blank" href="https://www.businessinsider.com/big-one-mega-earthquake-what-will-happen-california-san-andreas-2019-8">megaquake</a> for short — with a magnitude of about 9.</p><p>"It will be the worst natural disaster our country has ever seen," Ezelle said. That's why some call it the "Big One."</p><p>On average, the Cascadia subduction zone produces an immense earthquake every 200 to 500 years. The most recent one was in 1700.</p><h2 id="fd9980cd-d7a5-43d2-a20d-8773726b7cbb">Just how big is the Big One?</h2><div type="image" title="ocean bean with dead tree stumps in the water and a large rock with trees on it in the distance" height="1600" width="2290" msid="114622253" hostid="261" sizebytes="570854"></div><p>The Richter scale, which measures earthquake magnitude, is logarithmic, not linear. That means a magnitude 9 quake releases about 32 times as much energy as a magnitude 8 but about a million times as much as a magnitude 5.</p><p>The closest thing in human memory to the Big One <a target="_blank" class="" href="https://www.businessinsider.com/japan-earthquake-tsunami-satellite-photos-2024-1">occurred in Japan in 2011</a>. That magnitude 9 event, called the Tohoku earthquake, also came from a subduction zone.</p><p>It generated a tsunami that reached 130 feet high, inundated over 1,200 miles of coastline, and washed thousands of people out to sea. Together, the quake and tsunami killed an estimated 18,500 people.</p><div type="image" title="overhead view of destroyed and burned debris among small houses with a giant ship sitting in the middle" height="1500" width="2250" msid="114622263" hostid="261" sizebytes="583446"></div><p>It's hard to imagine the power of a magnitude 9 quake, but the <a target="_blank" class="" href="http://seismicsoundlab.github.io/">Seismic Sound Lab</a>, a group of Columbia University scientists, created a video that tries to convey it through sound.</p><p>The animated video, below, shows every earthquake in Japan from 2008 through 2014, accompanied by sounds of various volumes. A normal background hum of magnitude 4, 5, and 6 quakes gives way to an intensely loud boom, the Tohoku event, about 22 seconds in. (The label saying the event occurred in 2012 is incorrect.)</p><p>For years after the Tohoku event, <a target="_blank" class="" href="https://www.businessinsider.com/new-york-city-aftershock-after-rare-4-8-magnitude-earthquake-2024-4">aftershocks</a> rippled across Japan, adding to the damage, including a 7.1 earthquake in 2021.</p><p>Likewise, in the Pacific Northwest, aftershocks could continue for months, maybe even years, following the Big One. The first tsunami may not be the biggest.</p><h2 id="0132194b-2d81-4bca-bc4d-52e3486908ba">The aftermath of the Big One</h2><p>Scientists, Ezelle's department, and the Federal Emergency Management Agency have practiced for the Big One in two "Cascadia Rising" exercises, one in 2016 and another in 2022.</p>          <p>They've found that in the days following the megaquake, much of western Oregon and Washington may be <a target="_blank" href="https://www.businessinsider.com/hurricane-helene-slams-florida-power-outages-flooding-2024-9">without electricity</a>, internet, cell service, or drinking water.</p><div type="image" title="man in camo uniform walking down a dirt path lined with large army green tents with water and pine forest in the background" height="1029" width="1941" msid="114622259" hostid="261" sizebytes="140480"></div><p>In certain areas, it could be more than two weeks before help arrives because landslides, <a target="_blank" class="" href="https://www.businessinsider.com/sinkhole-south-dakota-mammoth-fossils-discovered-2024-8">sinkholes</a>, bridge collapses, and other damage to roads could make travel impossible.</p><p>Both <a target="_blank" class="" href="https://www.businessinsider.com/50-earthquakes-off-oregon-coast-pose-little-threat-experts-say-2021-12">Oregon</a> and Washington advise that all residents have enough food, water, and medicine on hand to last at least<em> </em>two weeks.</p><p>"People that we're counting on to be <a target="_blank" class="" href="https://www.businessinsider.com/body-bags-ice-treat-summer-heat-stroke-patients-2024-6">first responders</a> may very well be victims," Ezelle said. "A lot of it is going to be neighbors taking care of neighbors."</p><p>Among dozens of preparedness goals set after the last Cascadia Rising exercise, Ezelle's division is assessing the state's roadways to identify "lifelines" through the mountains — ways it might piece together surviving or quick-to-repair roads to transport critical supplies to the coast.</p><p>Once those lifelines open after a megaquake, national and international aid can step in. A FEMA spokesperson told BI in an email that the agency would have teams ready to step in "almost immediately."</p><div type="image" title="man walking down dirt road amid plots of destroyed debris with a few houses standing in the background" height="1500" width="2333" msid="114622261" hostid="261" sizebytes="717636"></div><p><a target="_blank" class="" href="https://www.businessinsider.com/commercial-real-estate-office-outlook-fire-sales-apartment-conversions-housing-2024-10">Retrofitting old buildings</a> is also crucial since many aren't megaquake-resilient. Tobin said there wasn't much money for this "piecemeal process."</p><p>"We have a really long way to go," he added.</p><p>Japan has known about its risk of giant earthquakes and tsunamis for centuries. It's <a target="_blank" class="" href="https://www.businessinsider.com/japan-earthquake-safety-disaster-preparedness-2024-1">one of the most prepared nations on Earth</a>. And still, the 2011 subduction-zone rupture was devastating.</p><p>The Pacific Northwest, by contrast, only <a target="_blank" href="https://www.businessinsider.com/the-cascadia-subduction-zone-was-discovered-in-1970-2015-7">found out about the danger posed by the Cascadia subduction zone in the 1980s</a>.</p><p>"Preparing for this is like trying to drain an Olympic-sized swimming pool with a teaspoon," Ezelle said.</p><h2 id="2a642c7a-3939-4b3f-961f-07ec0a723fa9">Science could help better prepare for the Big One</h2><p>Ezelle said that to be "the best prepared that we could possibly be," the Pacific Northwest's roadways, buildings, airports, and other infrastructure would have to be rebuilt.</p><p>A more immediate, affordable strategy to save lives is building out a system that sends early warnings to phones — which already happens for many earthquakes but isn't a guarantee.</p><p>The sooner the phone warning blares, the more time people have to duck and cover. The next frontier for that, Tobin said, is laying cables with seismic instruments on the seafloor along the <a target="_blank" class="" href="https://www.businessinsider.com/east-coast-earthquake-came-from-ancient-sleeping-fault-reactivated-2024-4">fault line</a>. That's what he's trying to do at the Pacific Northwest Seismic Network.</p><div type="image" title="smartphone notification earthquake emergency alert" height="721" width="1147" msid="114622246" hostid="261" sizebytes="20824"></div><p>In the meantime, Tobin and other researchers are working to map the fault's structure. Their latest study may have uncovered some good news: The Cascadia subduction zone could rupture in segments or smaller earthquakes rather than all at once as one giant event.</p><p>But which scenario will actually happen — one Big One or multiple big-ish ones — remains unclear.</p><p>"I don't lose sleep over it," said Tobin, who lives in Seattle beneath the snowy peaks of the Cascades.</p><p>The Cascadia subduction zone pushed those mountains up about 10 million years ago, carving the <a target="_blank" class="" href="https://www.businessinsider.com/tibet-maybe-splitting-apart-himalayan-mountains-grow-tectonic-plates-study-2024-1">mountain range</a> that makes the Pacific Northwest so stunning.</p><p>"The same thing that makes the earthquakes, I should say, is part of what makes it a beautiful place to live," he said.</p>

A mega-earthquake could strike the Pacific Northwest any day — and we're not prepared

<ul class="summary-list"><li>Many of the Burning Man 2023 headlines focused on celebrities fleeing the event after a storm hit. </li><li>While stars left, many of us stayed behind to rally the community and clean the playa.</li></ul><p>As our RV drove away from Black Rock City, just as the playa was waking up to another sunrise, my phone came back to life. </p><p>After almost nine full days without service at <a href="https://www.insider.com/photos-what-it-was-really-like-at-burning-man-2023-2023-9">Burning Man 2023</a>, I watched as dozens of "Are you alive?" texts came flooding in. That's when I realized how bad the headlines must have been.</p><p>Burning Man has been in the news for years, especially after celebrities, CEOs, and influencers began joining the 70,000-plus people who flock to Black Rock City for over a week of art, music, fashion, and that indescribable playa magic at the end of every August. Although the event's founding principles are built on "radical self-reliance" and the beauty in gifting and community, many people seem to know it more as a <a href="https://www.insider.com/burning-man-one-percent-ultra-wealthy-private-jet-personal-chef-2019-8">playground for models and billionaires</a>.  </p><p>So it wasn't entirely surprising to me that when an unprecedented storm and <a href="https://www.insider.com/burning-man-2023-photos-rain-mud-party-black-rock-city-2023-9">shelter-in-place order hit Burning Man</a> this year, most outlets focused on how the celebrities handled it. Stories about <a href="https://www.insider.com/chris-rock-diplo-escape-burning-man-nevada-rain-storm-2023-9">Diplo and Chris Rock's six-mile trek to flee Black Rock City</a>, where they hitchhiked out with the help of a fan and their pick-up truck, or the Victoria's Secret model Kelly Gale and her fiancée, the "Suicide Squad" actor Joel Kinnaman, walking through the mud to "escape" the festival on Saturday, were all everyone knew about this year's event. </p> <p>Headlines of <a href="https://www.insider.com/celebrities-fled-burning-man-didnt-understand-spirit-event-2023-9">the stars' departure from Black Rock City</a> were dramatic. "<a href="https://ew.com/celebrity/chris-rock-diplo-escape-burning-man-fan-truck/" target="_blank" rel="noopener">Chris Rock and Diplo saved from Burning Man disaster</a>" one read. "<a href="https://www.ok.co.uk/celebrity-news/celebs-flee-burning-man-desert-30851328" target="_blank" rel="noopener">Celebs flee Burning Man desert festival hell</a>," another said. I found them all hilarious — and pretty inaccurate. </p><h2>I was one of thousands of people who stayed through the storm and helped clean</h2><p>This year was <a href="https://www.insider.com/photos-what-it-was-really-like-at-burning-man-2023-2023-9">my first Burning Man</a>, and my experience couldn't have been more different from the way it's been portrayed by many outlets — and I think it's safe to say my camp was far less glamorous than <a href="https://www.insider.com/burning-man-one-percent-ultra-wealthy-private-jet-personal-chef-2019-8">any that were hosting international DJs, comedians, and supermodels</a>. </p><p>While many have painted Burning Man 2023 as a disaster that became so scary and inhabitable people would do anything to leave, the truth is that most of us stayed for days after the storm. We also worked hard to keep the community spirit alive and the playa clean. </p><p>Once the sun rose and the mud had finally dried on September 3, my camp spent six hours using screwdrivers, knives, and our nails to peel off any trash that had gotten stuck to the mud, as well as dig up shoes and other items that had been buried in the slush of the storm. </p><div type="image" title="Cleaning moop at Burning Man" height="2016" width="1512" msid="103591290" hostid="261"></div><p>We all stayed to watch the Man burn that night, and the playa was still full of Burners who had opted to stay and ride out the rest of their experience. As we hopped on different art cars and danced the night away among tens of thousands of people, it was clear the resilient Burner spirit was stronger than ever. </p><h2>There are so many stories I wish people heard about Burning Man 2023 aside from the celebrity 'survival' stories</h2><p>While Diplo's "great escape" got all the press, the DJ story I loved hearing from Burning Man was by Rinzen. </p><p>The Los Angeles-based DJ revealed on Instagram that he played an impromptu three-hour set when he came across hundreds of people dancing at Fluffy Cloud  — a popular Burning Man installation — on the Saturday after the storm. </p> <p>"The celebratory post-rain vibes made it such an emotional set," he wrote on Monday. "Personally I was overcome with joy that I still got to play." </p><p>Music kept spirits high at camps all throughout the weekend, my own included. Although we couldn't ride off on our bikes to catch big names on the playa, there were still nightly dance parties in our dome where my campmates showed off their own incredible skills. Their sets ended up being far more memorable than any of the famous acts I saw earlier that week — sorry Diplo! </p><div type="image" title="The Man at Burning Man" height="1512" width="2016" msid="103591292" hostid="261"></div><p>The most ridiculous rumor to come out of Burning Man 2023 was claims of cannibalism, which appeared to start with <a href="https://www.insider.com/chris-rock-thought-cannibals-eat-him-burning-man-diplo-2023-9">Chris Rock</a>. </p><p>But the truth was Burners were feeding each other throughout the storm with whatever they had on hand. When one of my friends got stuck on the Burner Express — which takes attendees out of Black Rock City and to the Reno or San Francisco airport — right after the storm hit on Friday, he said that a Burner who was camping nearby made over 100 quesadillas from their own supplies to feed everyone on the bus. </p><p>The following day, I watched as one of my campmates brought his grill on the dance floor of our neighboring camp's sunset party so he could sling his famous grilled cheese sandwiches for everyone. </p><p>Feel-good headlines will never get as much attention as "disasters" or Diplo. But these are the Burning Man stories I think everyone should know. </p>

<ul class="summary-list"><li>On Friday, the House passed bipartisan <keyword id="12025847" type="UNKNOWN" weightage="60" keywordseo="infrastructure-bill" source="Orion">infrastructure bill</keyword> with $550 billion in new spending.</li><li>It is essentially the first half of President Joe Biden's ambitious Build Back Better spending package.</li></ul><p>Democrats finally passed the first part of President Joe Biden's ambitious <keyword id="11930606" type="UNKNOWN" weightage="60" keywordseo="infrastructure" source="Orion">infrastructure</keyword> package late Friday night. </p><p>The $1 trillion infrastructure bill - with <a href="https://www.businessinsider.com/house-approves-biden-infrastructure-bill-centrists-social-spending-bill-passage-2021-11">$550 billion</a> in new spending - passed after a contentious showdown, buoyed by votes from over a <a href="https://www.businessinsider.com/list-house-republicans-voted-bif-trillion-bipartisan-infrastructure-bill-mccarthy-2021-11">dozen Republican lawmakers</a>. Centrists held up the intended in-tandem passage of Biden's social spending framework, leading six notable progressives to vote against the bipartisan bill.</p><p>Shortly after its passage, Biden hailed it as a "gamechanger in half a dozen ways" but one of those holdout progressives, Alexandria Ocasio-Cortez, <a href="https://www.businessinsider.com/aoc-slams-biden-celebrating-infrastructure-win-build-back-better-2021-11">slammed the president</a> for celebrating a job that she considers only half done, as she pushes for passage of the $1.75 trillion Build Back Better bill.</p><p>So who's right? </p><p>Well, almost every American uses some form of infrastructure every day, and the bipartisan package aims to improve infrastructure across the board with some dramatically new features like a huge expansion of electric-vehicle charging stations and high-speed internet. By 2032, Americans will feel a difference in their commutes, their homes, and even their built environment, even if it's just a repaved highway or rebuilt bridge that has invisible, cutting-edge protections against the <keyword id="11896310" type="UNKNOWN" weightage="60" keywordseo="climate-crisis" source="Orion">climate crisis</keyword> built in.</p><p>Here's how the infrastructure bill will change your life in 10 years' time.</p><h2>Drive - and charge - your electric car anywhere</h2><p>In 10 years, driving an electric car will be a whole lot easier.</p><p>That's because the infrastructure bill makes major headway in urging vehicle owners - and makers - to go electric. With $7.5 billion toward building a network of EV chargers across the country, the bill addresses one of the <a href="https://www.businessinsider.com/ev-charging-public-electric-car-chargers-supercharger-network-evs-tesla-2021-3">biggest issues</a> for drivers - safe and accessible charging stations.</p><p>In 2032, that means that the days of <a href="https://www.businessinsider.com/tesla-owners-hold-advantage-electric-cars-charging-stations-2021-7">panic hunting</a> for a charger will be in the past. Instead of scrambling to find chargers on long journeys, or <a href="https://www.businessinsider.com/ev-charging-stations-near-me-electric-car-charger-map-apps-2021-9">using apps to hunt one down</a>, you'll be able to plug in with ease at 500,000 new charging stations that will be <a href="https://www.businessinsider.com/ev-charging-outfits-can-cash-in-on-infrastructure-deals-75-billion-2021-7">built using infrastructure funds</a>. </p><p>Your kids' school bus will be electric, too: The bill allocates $5 billion toward lower-emission and electric school buses. </p><div type="image" title="A man charges his white Chevrolet Bolt EV on a sunny day in a pharmacy parking lot." height="4480" width="5991" msid="87613920" hostid="261"></div><h2>You'll take better transit, including a lot more Amtrak</h2><p>America's train system is about to get a whole lot more usable.</p><p>The infrastructure package includes $66 billion for investments in Amtrak, which will help eliminate Amtrak's maintenance backlog, modernize existing train lines, and create new lines including Los Angeles-to-Las Vegas and a Phoenix-to-Tucson service. The investment is "more funding than we've had in our 50 years of history combined," Amtrak CEO Bill Flynn told <a href="https://www.axios.com/amtrak-infrastructure-biden-vaccine-mandate-cd07033c-6641-41b4-b203-c4be9f3fcb1a.html">Axios</a> in an interview.</p><p>The bill also contains $39 billion for modernizing public transit and expanding current systems. The White House <a href="https://www.whitehouse.gov/bipartisan-infrastructure-deal/#publictransit">says</a> that there's a "multibillion-dollar repair backlog" for thousands of public transit vehicles; the new funding means it will be rarer to catch a rickety train or bus again.</p><div type="image" title="laptop and monitor" height="1412" width="1883" msid="87613921" hostid="261"></div><h2>Invisible but huge improvements to quality of life</h2><p>Weekend walks, bottled-quality tap water, and roads and bridges that should withstand an increasingly hectic climate: Arguably the greatest improvements to everyday life from the infrastructure bill will be essentially invisible.</p><p>The plan allocates $105 billion to upgrade water infrastructure across the US. Roughly $55 billion will go toward <keyword id="11947900" type="UNKNOWN" weightage="60" keywordseo="clean-water" source="Orion">clean water</keyword> projects like removing lead from drinking water and addressing contamination, with the remainder meant to make water infrastructure more resilient to cyberattacks and natural disasters. It means restaurants' tap water will be indistinguishable from the bottled stuff.</p><p>Your weekend walks will also smell better while being kinder to your immune system, too.</p><p>About $21 billion is slated for "environmental remediation," cleaning energy sites that have polluted surrounding land and risk serious health problems for those living nearby. The ugly haze that hung over your city since you arrived should slowly fade away. The package also sets aside funding for phasing out diesel buses and introducing electric alternatives, and cutting down on air pollution from major transport hubs like ports and airports. Walking out of an airport, it will smell less like taxis and buses and more like, well, air.</p><p>The most invisible improvement will be faster Internet service, with $65 billion going toward broadband. As Axios <a href="https://www.axios.com/infrastructure-bill-broadband-911dea37-b38d-4f33-901e-ec6eb73650c4.html">reports</a>, that funding is broken down into buckets like grants for states, construction of broadband in rural areas, and internet vouchers for low-income people. If you've been unable to afford it, the bill will give new $30 monthly vouchers for it.</p><p>A lot of the rest of the impact remains to be determined, since your local mayor <a href="https://www.businessinsider.com/reviews/out?u=https%3A%2F%2Fwww.wsj.com%2Farticles%2Fhow-cities-could-spend-1-trillion-on-infrastructure-roads-trains-and-highway-exits-11636459202%3Fmod%3Dpls_whats_news_us_business_f">will have a lot of say</a> over how that spending will play out in your hometown. <ul class="summary-list"><li>Joe Biden signed the long-awaited $1 trillion bipartisan <keyword id="12025847" type="UNKNOWN" weightage="60" keywordseo="Infrastructure-Bill" source="Orion">infrastructure bill</keyword> into law on Monday.</li><li>The plan includes $550 billion to fund advancements in public transit, <keyword id="154273" type="ORGANIZATION" weightage="60" keywordseo="clean-energy" source="Orion">clean energy</keyword>, electric vehicles, and roads and bridges.</li></ul><p>President Joe Biden <a href="https://www.businessinsider.com/biden-signs-infrastructure-law-social-spending-plan-struggles-2021-11">signed into law</a> the <a href="https://www.businessinsider.com/house-approves-biden-infrastructure-bill-centrists-social-spending-bill-passage-2021-11">long-awaited $1 trillion bipartisan infrastructure bill</a> Monday, aimed at restoring American transportation systems, fighting climate change, and increasing access to high-speed internet service. </p><p>The legislation is estimated to create 1.5 million jobs per year over the next decade, and marks "the single largest investment in repairing and reconstructing our nation's bridges since the construction of the interstate highway system," <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/11/06/statement-by-president-joe-biden-on-the-house-passage-of-the-bipartisan-infrastructure-investment-and-jobs-act/">according to the White House</a>. </p><p>"My fellow Americans, today I want you to know we hear you and we see you," Biden said. "The bill I'm about to sign into law is proof that, despite the cynics, Democrats and Republicans can come together and deliver results." </p><p>The bill passed the House in a 228-206 vote, with 13 House Republicans joining most Democrats to lend key votes. While its passage marks a decisive legislative victory for the <keyword id="11908406" type="UNKNOWN" weightage="60" keywordseo="biden-administration" source="Orion">Biden administration</keyword>, it also puts a hold on a larger social spending and climate bill, as Democratic infighting between moderates and progressives continues over the lofty price tag. </p><p>The final version of the bill<a href="https://www.govinfo.gov/content/pkg/BILLS-117hr3684enr/pdf/BILLS-117hr3684enr.pdf">,</a> which clocks in at <a href="https://www.govinfo.gov/content/pkg/BILLS-117hr3684enr/pdf/BILLS-117hr3684enr.pdf">1,039 pages,</a> includes $550 billion in new spending. A criminal group called DarkSide could be behind the attack, <a href="https://edition.cnn.com/2021/05/09/politics/colonial-pipeline-cyberattack-restart-plan/index.html">multiple media outlets reported</a>.</p><p>"This could be the most impactful ransomware attack in history, a cyber disaster turning into a real-world catastrophe," Andrew Rubin, CEO and co-founder of Illumio, told Insider. </p><p>It <a href="https://www.colpipe.com/news/press-releases/media-statement-colonial-pipeline-system-disruption">said late Sunday</a> its four mainlines remained offline, but that some smaller lateral lines between terminals and delivery points were operational again.</p><p>"We are in the process of restoring service to other laterals and will bring our full system back online only when we believe it is safe to do so," Colonial said in a statement.</p><p>The company carries nearly half the fuel consumed by the East Coast, and transports more than 100 million gallons of gasoline, diesel, jet fuel, and home-heating oil daily.</p><p>"The emergency measures lifting the restrictions on road fuel transportation will only help in a minor way," David Aron of Petroleum Development Consultants, a UK <keyword id="6355653" type="UNKNOWN" weightage="60" keywordseo="gas">gas</keyword> and oil advisory company, told Insider.</p><p style="font-weight: 400;">"There are likely to be big impacts on the Texas refineries and airports," he said.</p><p>Demand for fuel is on the rise as the US economy continues to reopen and <a href="https://www.businessinsider.com/lyft-drivers-making-record-earnings-driver-shortage-ride-hail-2021-5">more people are starting to travel</a>, both for work and pleasure.</p><p>Brooke Cooper, principal solutions manager of third-party risk management at Fusion Risk Management, told Insider that the crisis showed how "preparedness and backup plans must be built in to every facet of third party management."</p><p>Cooper added that the shutdown, alongside the Suez blockage and the chip shortage, showed "the fragility of delivery systems" and the importance of operational resilience.</p><p>US <a href="https://markets.businessinsider.com/commodities/oil-price?type=wti">crude oil futures</a> were last up around 0.6% on the day at $65.23 a barrel, while <a href="https://markets.businessinsider.com/commodities/rbob-gasoline">gasoline futures</a> were up 1.4% around $2.157 a gallon. </p>

The US issued emergency transport measures after its largest fuel pipeline was hit by a ransomware cyberattack, but an analyst says measures won't do much to make up supply

It has spread to at least 10 countries outside China, including France, Australia, and the US.</li><li>The city where <a href="https://www.businessinsider.com/wuhan-china-breeding-ground-for-coronavirus-outbreak-2020-1">the virus originated</a> - Wuhan, China - has been quarantined since Thursday. </li><li>An urban planner said there's no way to completely seal off a city, but shutting down transportation significantly reduces the chances that people will leave.</li><li><a href="https://www.businessinsider.com/?hprecirc-bullet">Visit Business Insider's homepage for more stories</a>.</li></ul><p>Most urban planners don't design a city with the idea of sealing it off. Many advocate for the opposite: making cities as free-flowing as possible to encourage tourism and attract workers.</p><p>But on Thursday morning, officials in Wuhan, China - the 11-million-person city where a fast-growing coronavirus outbreak started - put the city under quarantine. </p><p>"If you live in cities, your movement can be controlled through public transport," Fei Chen, an urban-design lecturer at the University of Liverpool, told Business Insider. "Wuhan has an international airport. It has highways and railways. So if you close all of them, then you basically cut off the means for people to get out."</p><p>That is indeed what officials did. All forms of public transportation were halted, including buses, metros, and ferries. No trains or airplanes are coming in or out of the city, and roadblocks were installed to prevent private cars from leaving.</p><p>Wuhan residents were <a href="https://www.businessinsider.com/wuhan-coronavirus-officials-quarantine-entire-city-2020-1">told not to leave the city</a>, barring special circumstances.</p><p>The virus, which scientists call 2019-nCoV, has <a href="https://www.businessinsider.com/china-virus-everything-we-know-deadly-2019-ncov-wuhan-spread-2020-1">killed 41 people</a> and infected nearly 1,300. It has spread to at least 10 other countries: France, Australia, Thailand, Japan, South Korea, Taiwan, Vietnam, Singapore, Nepal, and the US. The outbreak likely <a href="https://www.businessinsider.com/wuhan-coronavirus-chinese-wet-market-photos-2020-1">originated at a wet market</a> in Wuhan that sold live animals such as chickens, pigs, snakes, and civets. The market was shuttered on January 1. </p><p>Chen said there's no way to completely seal off a city, however.</p><h2>Wuhan shut down its major entry points</h2><p>The coronavirus outbreak started in Wuhan December 31. The family of viruses is also responsible for pneumonia, the common cold, and SARS, which affected about 8,000 people and killed 774 in China between 2002 and 2003.</p><p>The new coronavirus causes fever, chills, coughing, sneezing, and a sore throat. It appears to spread person-to-person more easily and quickly than SARS, but it is far less deadly.</p><p>As a major Chinese transportation center, Wuhan's <a href="https://en.wikipedia.org/wiki/High-speed_rail" title="">high-speed rail</a> lines connect to Shanghai and Guangzhou (cities with populations of 24 million and 13 million people, respectively). The city's Tianhe International Airport also serves more than 20 million passengers annually.</p><p>"Chinese cities currently are really connected, especially regionally," Chen said. "It's really easy to travel from one city to another."</p><p>Many of Wuhan's neighboring cities have been closed off as well. As of Friday, at least <a href="https://www.businessinsider.com/wuhan-coronavirus-officials-quarantine-entire-city-2020-1">11 additional cities had imposed</a> their own travel restrictions. The <a href="https://www.cnn.com/asia/live-news/coronavirus-outbreak-hnk-intl-01-24-20/index.html">restrictions so far</a> affect an estimated 33 million people in the Hubei province, where Wuhan is located. </p><p>"It's a wise thing to do because it's Chinese New Year," Chen said. "Chinese people, we have this custom to go back home to spend time with family, and there's a big population movement."</p><p>Prior to the outbreak, hundreds of millions of people were expected to <a href="https://www.businessinsider.com/china-wuhan-virus-new-year-travels-2020-1">travel to and within China for the Lunar New Year</a> celebration, which begins Saturday and lasts until February 8.</p><p>Now, Chen said, it's almost impossible to leave Wuhan.</p><p>"The chance you can get out of Hubei province is quite slim," she said. "If you want to go out of the province, normally it's through the major highways and high-speed railways." </p><p>Many of China's newly constructed highway networks, she added, have tolls that are patrolled under normal circumstances, making it easy to monitor the entry and exit of cars.</p><h2>But the city's quarantine isn't foolproof</h2><p>Chen said it could be more difficult to quarantine small towns and villages that don't rely on major transportation systems. These towns connect to major cities through road networks.</p><p>That means the quarantine isn't foolproof. </p><p>"I wouldn't say it's 100% effective, but to a very large extent they have controlled or kept people within the region," Chen said.</p><p>Quarantines are probably easier to enforce in China, she added, because of the nation's centralized political system.</p><p>"All the police forces obey those higher orders," Chen said. "The public transport is public, so it's controlled by the government. If you compare with the UK, where public transport is sometimes owned by private companies, it's much more difficult to do something like this."</p><p>Kristin Stapleton, an urban historian who studies Chinese history at the University of Buffalo, told Business Insider she thinks "many people are probably staying put out of fear, both of the coronavirus and of the high-tech community surveillance that has become pervasive in Chinese cities."</p><h2>Should cities be designed for lockdown?</h2><p>Chen said some urban planners are starting to discuss what it would take to seal off a city - but they have climate change in mind, not a potential virus.</p><p>"I wouldn't say we have exactly thought about how to close down a whole city, because that's really rare," she said.  "But we're talking about how a city could be resilient to natural disasters like flooding and earthquakes and sea level-rise."</p><p>Still, she said urban planners would be wise to consider the services that citizens might need if their city were on lockdown - such as healthcare clinics for individual neighborhoods so people don't have to travel far from their homes for treatment.</p><p>Doctors in Wuhan are reporting that there aren't enough resources to treat patients, and people are waiting for hours in line to receive medical care. Thus far, test kits have been reserved for patients with the most severe symptoms, so diagnoses can be delayed.</p><p>The city is rushing to build a brand-new hospital with 1,000 beds in just six days. </p><p>"What really should be considered in urban planning is how you could provide the best, most efficient healthcare to residents," Chen said. China has put 33 million people on lockdown because of the coronavirus outbreak. An urban planner says there's no way to seal off a city.

The images, which show a lifejacket, part of a chair, and what appears to be a ruined section of fuselage, come after French investigators confirmed on Saturday that smoke was detected in multiple places onboard the aircraft moments before it plummeted into the Mediterranean,</p><p>Despite this development, the cause of the crash that killed all 66 on board remains unclear.</p><p>Agency spokesman Sebastien Barthe told The Associated Press in Paris that the plane's automatic detection system sent messages indicating smoke a few minutes before the plane disappeared from radar while flying over the east Mediterranean early on Thursday morning.</p><p>The messages, he explained, "generally mean the start of a fire," but he added: "We are drawing no conclusions from this. Everything else is pure conjecture."</p><p>The industry publication Aviation Herald also reported that sensors detected smoke in the plane's lavatory, suggesting a fire onboard.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Egyptian Army</span></p><p class="caption">A lifejacket believed to have originated on the doomed EgyptAir flight.</p></div><p></p></div></div></p><p>Looking for clues to whether terrorists may have brought down the Airbus A320, investigators have been poring over the passenger list and questioned ground crew members at Charles de Gaulle Airport in Paris, from which the plane took off.</p><p>The aircraft had been cruising normally in clear skies on a nighttime flight to Cairo early Thursday when it suddenly lurched left, then right, spun all the way around and plummeted 38,000 feet (11,582.4 meters) into the sea, never issuing a distress signal.</p><p>Search crews, meanwhile, are scouring for further wreckage of the aircraft. They included what appeared to be parts of a seat, a lifejacket and what looks to be a pink and purple children's blanket.</p><p>Egyptian authorities said they believe terrorism is a more likely explanation than equipment failure, and some aviation experts have said the erratic flight suggests a bomb blast or a struggle in the cockpit. But so far no hard evidence has emerged.</p><p>No militant group has claimed to have brought down the aircraft. That is a contrast to the downing of a Russian jet in October over Egypt's Sinai Peninsula that killed all 224 on board. In that case, the Islamic State group's branch in Sinai issued a claim of responsibility within hours. The officials spoke on condition of anonymity because they were not authorized to discuss the investigation.
