A parliamentary proposal on August 5, 2019 to bifurcate the State of Jammu and Kashmir into two Union Territories (UT) saw the total number of states and union territories in the country increase to 36. This figure consist of 29 states and 7 union territories. In terms of governance, structure and function, states and union territories are significantly different from each other. Article 1 of the Indian constitution defines India as a Union of States and not as a federation of states. The term union of states. The two union territories with the legislature are Delhi and Puducherry. This type of union territory has an elected legislature and government. The other union territories are directly controlled by the central government. The union territories have no separate representation in the Rajya Sabha except in cases of Delhi and Puducherry where the union territories have their own independent legislature. After the bifurcation, Jammu and Kashmir resemble the category of Delhi and Puducherry. The special provision granted for Jammu and Kashmir will mean that the administrative powers are distributed between the governor and the chief minister. The education and municipal operations of these union territories come under the purview of the legislative assembly while aspects like security and others are managed by the central government as per the advice of the Lieutenant Governor. Since they enjoy a partial statehood like status and they have their own legislative assemblies, union territories like Delhi, Puducherry and Jammu and Kashmir do not operate in the same way as the other four union territories in India do. What is union territory and how it's different from state

The democratic governance in India is administered by people’s representatives. The terms MLA (Member of Legislative Assembly) and MP (Member of Parliament) refer to the directly and indirectly elected representatives of the country in the state government and union government respectively. <keyword id="4005518" type="PERSON" weightage="20" keywordseo="mla-and-mp">MLA and MP</keyword> Indian democratic governance is designed as an area based representation system. The body administering a state or union territory in the country is called an assembly. MLAs are the representatives elected during direct elections conducted at the assembly constituencies of a state. The republic of India is governed by the parliament which consists of the Lok Sabha (lower house) and Rajya Sabha (upper house). The members of the Lok Sabha are elected through direct elections conducted from the parliamentary constituencies and the members of the Rajya Sabha are elected through indirect elections by the MLAs. Both the members of Lok Sabha and Rajya Sabha are called MPs or Members of Parliament. Difference between MLA and MP An MLA is the elected representative of the legislative assembly of a state. He or she represents the people of the assembly constituency from where they have been elected. An MP is the member of the Lok Sabha or the Rajya Sabha. They work for the parliamentary constituency which they represent. MLAs are elected by the eligible electors in an assembly constituency during state level elections. MPs of the Lok Sabha are elected directly during Lok Sabha elections. MPs of the Rajya Sabha are indirectly chosen by the MLAs. How MLA and MP works The principal objective of democratic elections in the state is to ensure that every vote has the same value. The country is divided into constituencies in a way each constituency will consist of an approximately equal population residing there. Each parliamentary constituency comprises many assembly constituencies. Hence for every MP in the central government, there are about 7 to 9 MLAs in the state government. MLAs work at the state level while the MPs work at the central level for the general public. They are the custodians and promoters of developmental projects at their respective constituencies. Elections are the avenues through which people are able to select their representatives and also constitute their own government. Responsibilities of MLA and MP India follows a parliamentary type of governance. The state governments and the union government act in coordination to govern the country. The various topics related to the democratic governance in India are brought under three heads namely union list, state list and concurrent list. The topics in the union list come under the purview of the parliament. The topics under the state list come under the purview of the state government. The concurrent list comprises topics that are common to both the central and the state governments. The main responsibility of MLAs and MPs is to make laws based on the constitution of India. The State Legislature takes care of the items in the state list and some items in the concurrent list. The parliament takes care of the items in the union list and some items in the concurrent list. Various bills related to the governance are passed in the assembly and parliament in the state and union level during different sessions. The MLAs and MPs vote for the bills and participate in the making of laws in the state level and central level respectively.

Difference between MLA and MP

Nestle’s Maggi noodles were found to be unsafe for consumption and the company was ordered to recall its noodles, <a href="http://www.businessinsider.in/searchresult.cms?query=Health+Minister+JP+Nadda+">Health Minister JP Nadda</a> said on Tuesday. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Maggi+">Maggi</a> noodles samples were found to be containing more than permissible limits of lead. "Samples of Nestle's Maggi noodles were found to be having more than the permissible limit of 2.5 ppm of lead and also violating the labelling requirements about presence of <a href="http://www.businessinsider.in/searchresult.cms?query=Monosodium+Glutamate+">Monosodium Glutamate</a> (MSG),” PTI reported, citing Nadda’s written reply in the <a href="http://www.businessinsider.in/searchresult.cms?query=Rajya+Sabha">Rajya Sabha</a>. 
 
On June 5, an order was issued by the <a href="http://www.businessinsider.in/searchresult.cms?query=Food+Safety+and+Standards+Authority+of+India+">Food Safety and Standards Authority of India</a> (FSSAI) directing <keyword id="6356830" type="CITY" weightage="100" keywordseo="Nestle-India">Nestle India</keyword> to recall its Maggi Noodles. The order was based on the test results taken from different states, confirming presence of lead beyond permissible limit, Nadda said. 
 
The FSSAI, on May 25 advised all the states and UTs to draw samples of the Maggi Noodles and get the same tested from authorised labs. 
 
The minister said that the FSSAI had also advised the Commissioners of Food Safety of all the states and UTs on June 8 to draw and test the samples of Noodles and allied products of other brands as well. 
 
He said that the implementation and enforcement of the Food Safety and Standards Act, 2006 primarily rests with the state and UTs. 
 
FSSAI regularly takes up the issue of enforcement of the provisions of the act with the state authorities through written communications and interaction during the meetings of the Central Advisory Committee (CAC). 
 
The CAC also comprises the Commissioners of Food Safety of all states and UTs for effective implementation of the Act and the rules and regulations there under, he said. 
 
Nadda added that surveillance, monitoring, inspection, random sampling and testing of food products are undertaken by the officials of food safety departments of states and UTs to ensure compliance with the standards laid down under Food Safety and Standards Act, 2006, Rules and Regulations.

Government of India justifies Maggi ban. Says, it exceeded lead content and violated labelling rules

New Delhi, Apr 7 () The Reserve Bank on Tuesday relaxed norms for state governments to avail overdraft facilities for a longer period until September 30 as they are facing cashflow mismatches amid coronavirus outbreak leading to countrywide lockdown. In a circular, the central bank said it has permitted "greater space" to state governments/ Union Territories for availing overdraft facilities. In order to provide greater flexibility to the state governments to tide over their cashflow mismatches, the RBI has increased the number of days for which a state can be in overdraft. The number of days for which a State/ UT can be in overdraft continuously has been increased to 21 working days from the current stipulation of 14 working days. Similarly, the number of days for which a State/ UT can be in overdraft in a quarter has been increased to 50 working days from the current 36 working days. All other stipulations remain unchanged. The new arrangement will come into force with immediate effect and will remain valid till September 30, 2020, the circular added. With an aim to check the spread of coronavirus both the central as well as the state governments have taken a slew of measures, including enforcing social distancing among the public. A nationwide lockdown has been implemented till April 14 which has adversely impacted economic activities and governments have started diverting their resources to deal with the pandemic. RBI relaxes overdraft facility norms for states, UTs

The city with the highest inequality rate is Dallas, Texas, which has not voted for a Democratic candidate for president since <a href="http://uselectionatlas.org/RESULTS/state.php?f=0&amp;fips=48&amp;year=1976">1976, when it voted in favor of Jimmy Carter</a>. According to the Post, these are the top 10 cities with a population above 400,000 that have the biggest economic disparity (in no particular order, except for Dallas): Dallas, Austin, Fresno, Phoenix, Omaha, Kansas City, Fort Worth, Memphis, Indianapolis and Louisville.Fresno is the only city in that group located in a blue state, with 48% of the population living in distressed areas. The least unequal city in terms of economic differences is Erie, which is in the blue state of Pennsylvania. New Delhi, Apr 19 () Labourers, who are stranded in different parts of the country due to the ongoing lockdown, will be allowed to go to their respective places of work within a state with certain conditions, the Union Home Ministry said.Home Secretary Ajay Bhalla, however, made it clear that there will be no inter-state movement of workers during the lockdown, which has been extended till May 3.The order issued by Bhalla said that due to the spread of coronavirus, workers employed in industry, agriculture, construction and other sectors have moved from their respective places of work and are housed in relief and shelter camps being run by state and UT governments.Since additional activities, outside the containment zones, have been permitted in the consolidated revised guidelines with effect from April 20, these workers could be engaged in industrial, manufacturing, construction, farming and MNREGA works.To facilitate their movement within the state or UT, the following guidelines may be followed:The migrant labourers currently residing in relief and shelter camps in states and UTs should be registered with the concerned local authority and their skill mapping be carried out to find out their suitability for various kinds of works.The SoP said in the event that a group of migrants wish to return to their places of work within the state where they are presently located, they would be screened and those who are asymptomatic would be transported to their respective places of work.It may be noted that there shall be no movement of labour outside the state and UT from where they are currently located.During the journey by bus, it would be ensured that safe social-distancing norms are followed and the buses used for transport are sanitized as per the guidelines of the health authorities.The local authorities shall also provide for food and water etc., for the duration of their journey, the SOP said.The lockdown was first announced by Prime Minister Narendra Modi on March 24 for 21 days in a bid to combat the coronavirus endemic. With reference to the recent media report regarding 71 of 80 AgVa Healthcare make ventilators being non-functional or faulty at the GGS Medical College and Hospital, the Ministry clarified 88 ventilators have been supplied by Bharat Electronics Limited (BEL) and five by AgVa. After successful installation and commissioning, the Ministry said, these ventilators were provided with Final Acceptance Certificate by the hospital authorities. BEL has informed that bulk of the ventilators at GGS Medical College Hospital (GGSMCH) are not faulty, the Ministry said. "Their engineers have visited the Medical College on different occasions in the past to address the complaints received and carried out minor repairs required promptly. They have even conducted repeated demonstrations of the functioning of the ventilators to the staff over there." It was observed that there are issues and problems with the infrastructure in GGSMCH including non-availability of required pressure in the central oxygen gas pipelines, said the Ministry. "Further, the consumables like flow sensors, bacteria filters and HME filters are not being changed by the hospital authorities as per the prescribed norms, or the ventilators are being used without these important consumable items. "Maintenance of correct gas pressures (difference between air pressure and oxygen pressure cannot be more than 10 PSI) and use of proper consumables are essential requirements, without which performance of CV200 ventilators is not guaranteed," said the Ministry. Furthermore, BEL engineers visited GGSMCH again on Wednesday and made five ventilators functional only by replacing a few consumables and demonstrated their optimum performance to the GGSMCH authorities, thereby, further making it evident that when operated properly, the ventilators will provide reliable performance. The Central government has been supplying these ventilators supported by the PM CARES fund to hospital and medical colleges in states and UTs. Besides, there are a few states which have received the ventilators but are yet to get these installed in their hospitals. The Union Health Secretary has written to seven such States on April 11 and again on May 9 which still have more than 50 ventilators lying uninstalled with them for the last 4-5 months. "They have been requested to get the installation expedited so that the ventilators can be put to optimal use." In addition, the Union Health Ministry had written to the states and UTs to contact ventilator manufactures on helpline numbers which are also available on the ventilators in the form of stickers. In addition, information has again been provided of state wise Whatsapp groups created with the concerned nodal officers of the states and UTs, representatives of the user hospitals and technical teams of the manufacturers in order to address any technical issues in real time. The Centre has also shared dedicated email IDs of the ventilator manufacturers with the states and UTs in case they get any report regarding glitches in the machine. Ventilators were available in very limited numbers in government hospitals across the country at the beginning of the Covid pandemic last year. Moreover, very limited manufacturing of ventilators was taking place in the country and most of the suppliers abroad were not in a position to make supplies of ventilators in large quantities to India. That is when the local manufacturers were encouraged to produce "Make in India" ventilators to address the huge projected demand of the country and orders placed on them. Many of them were first time manufacturers of the ventilators. The ventilator models went through rigorous screening, technical demonstration and clinical validation process in the very limited time available for the same, through domain knowledge experts, and after their approval, these were put into supplies.
