The <keyword id="62528" type="General" weightage="20" keywordseo="Department-of-Telecom" source="Orion">Department of Telecom</keyword> (DoT) will hold the next round of <keyword id="20509941" type="General" weightage="20" keywordseo="spectrum-auction" source="keywords">spectrum auction</keyword> on June 6 for eight spectrum bands meant for <keyword id="20501236" type="General" weightage="20" keywordseo="mobile-phone-services" source="keywords">mobile phone services</keyword>. The base price for the auction has been set at Rs 96,317 crore. The spectrum will be assigned for 20 years and successful bidders will be allowed to make payments in 20 equal annual instalments in the coming mega auction. The official said Goods and Services Tax (GST) will have to be paid at 18 per cent by telecom companies along with each instalment. "The <keyword id="19994390" type="General" weightage="20" keywordseo="GST-Council" source="keywords">GST Council</keyword> in its next meeting is likely to clarify the procedure for payment of GST by companies winning the bids during the spectrum auction," the official told PTI. The clarification will end confusion among field formations regarding the method for collection of GST in the auction process. All the available spectrum in the 800 MHz, 900 MHz, 1,800 MHz, 2,100 MHz, 2,300 MHz, 2,500 MHz, 3,300 MHz, and 26 GHz bands are part of the auction. The total frequencies being put under the hammer are valued at Rs 96,317 crore on base price. Moore Singhi Executive Director Rajat Mohan said under the GST law, spectrum payment is covered under licensing services for the right to use other natural resources on which tax is levied at 18 per cent. "Spectrum charges are payable in a phased manner over a period of time, and thereby tax payment shall also be staggered. The board should issue a clarification in this respect so as to avoid any litigation in this regard," Mohan said.

Amid the heated debate on allowing enterprises to build captive private 5G networks as <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword> prepares for 5G spectrum auction, <keyword id="6354287" type="General" weightage="50" keywordseo="bharti-airtel" source="Orion">Bharti Airtel</keyword> on Friday announced a successful trial of India's first 5G private network at <keyword id="58925" type="General" weightage="80" keywordseo="bosch" source="Orion">Bosch</keyword> Automotive Electronics India (RBAI) facility here. The on-premise 5G Captive Private Network was built over the trial 5G spectrum allocated by the <keyword id="62528" type="General" weightage="50" keywordseo="department-of-telecom" source="Orion">Department of Telecom</keyword> (DoT). <keyword id="15491" type="General" weightage="100" keywordseo="airtel" source="Orion">Airtel</keyword> said it has implemented two industrial grade use cases for quality improvement and operational efficiency at Bosch's manufacturing facility, utilising the trial spectrum. In both the cases, 5G technology such as mobile broadband and ultra reliable low latency communications drove automated operations ensuring faster scale up and reduced downtimes. "We believe that Airtel has the world-class infrastructure, partnerships and expertise to deliver Captive Private Network Solution in any part of the country and to enterprises of any size," said Ajay Chitkara, Director and CEO, Airtel Business. The Department of Telecom has released a notice inviting applications (NIA) for the auction of spectrum in 600, 700, 800, 900, 1800, 2100, 2300, 2500, 3300 MHz and 26GHz bands. The NIA provides explicit clarity on the subject of Captive Non-Public Networks (CNPN). The private network set up on trial spectrum at the Bosch facility has the capability to manage thousands of connected devices along with delivering multi- GBPS throughput, said Airtel. "The low latency and reliable connectivity provided by the Airtel Private 5G network at our facility which was experienced during the proof of concept is enabling us to enhance our efficiency and our productivity," said Subhash P., Head of <keyword id="14462387" type="General" weightage="50" keywordseo="technical-functions" source="Orion">Technical Functions</keyword>, Bosch Automotive Electronics India. Last year, Airtel successfully demonstrated India's first 5G experience over a live 4G network in Hyderabad. It has also demonstrated India's first rural 5G trial as well as the first cloud gaming experience on 5G. Meanwhile, the Broadband India Forum (BIF) on Friday said the choice of service provider for captive private 5G networks must lie with the enterprises. "The enterprises would have to make do with whatever is offered by the telecom service providers (TSPs), whether satisfactory or not," said BIF President T.V. Ramachandran. The Cellular Operators Association of India (COAI), the industry's apex body representing telcos, on Thursday urged the government not to allow Big Tech companies to enter the 5G spectrum auction this month via back door channels. The COAI said in a statement that the 5G spectrum should not be provided on an administrative basis as it leads to no business case for the rollout of 5G networks in the country. Airtel deploys India's 1st private 5G network amid heated industry debate

Accordingly, the payment was made to the <keyword id="62528" type="General" weightage="20" keywordseo="Department-of-Telecom" source="Orion">Department of Telecom</keyword>, Government of <keyword id="3658" type="General" weightage="20" keywordseo="india" source="Orion">India</keyword>. "The prepayment is for installments due in FY 2027 and FY 2028," the company said in a statement. "Over the last four months, <keyword id="15491" type="General" weightage="100" keywordseo="airtel" source="Orion">Airtel</keyword> has cleared ₹24,334 crores of its deferred spectrum liabilities much ahead of scheduled maturities." As per the statement, these liabilities carried an interest rate of 10 per cent and have been paid off through a combination of strong free cash generated by business, equity proceeds and significantly lower cost debt of similar tenor. "Airtel continues to focus on financial flexibility via its capital structure, including optimising cost of financing and capitalising on all opportunities of significant interest saves like this prepayment." Airtel prepays ₹8,815 crore to clear deferred liabilities for spectrum

<keyword id="6354504" type="General" weightage="100" keywordseo="reliance-jio" source="Orion">Reliance Jio</keyword> on Wednesday said it has paid ₹30,791 crore, including accrued interest, to the <keyword id="62528" type="General" weightage="80" keywordseo="department-of-telecom" source="Orion">Department of Telecom</keyword> to clear the entire spectrum payments liabilities that the company acquired before March 2021 auctions. The payments include the liabilities pertaining to the spectrum acquired in auctions of year 2014, 2015, 2016, and the spectrum acquired in the year 2021 through trading of right to use with <keyword id="6354287" type="General" weightage="20" keywordseo="bharti-airtel" source="Orion">Bharti Airtel</keyword> Limited, the company said. "Reliance Jio Infocomm (RJIL) has paid ₹30,791 crore (including accrued interest) to the Department of Telecom towards prepayment of the entire deferred liabilities pertaining to spectrum acquired in auctions of year 2014, 2015, 2016 and the spectrum acquired in year 2021 through trading of right to use with Bharti <keyword id="15491" type="General" weightage="80" keywordseo="airtel" source="Orion">Airtel</keyword>," the company said in a statement. The company had acquired 585.3 MHz spectrum through these auctions and trading. "The company estimates that the above prepayments will result in interest cost savings of around ₹1,200 crore annually, at the current interest rates," the statement said. Reliance Jio has cleared all dues even after government has given options to telecom operator of availing four years moratorium on all spectrum related payments. RJIL had executed the first tranche of prepayment on the anniversary date in the month of October 2021 pertaining to spectrum acquired in auction in the year 2016. Subsequent to Department of Telecom's decision in the month of December 2021 providing the telcos the flexibility to prepay their deferred spectrum liabilities on any date, RJIL has now prepaid in the month of January 2022, the entire deferred liabilities acquired in auction in the year 2014 and 2015 as well as the spectrum acquired through trading. These liabilities were due in annual instalments from financial year 2022-23 to 2034-2035 and carried interest rate between 9.30 to 10 per cent per annum with an average residual period of more than seven years. Bharti Airtel last month paid ₹15,519 crore to the Department of Telecom towards prepayment of the entire deferred liabilities pertaining to spectrum acquired in auction of year 2014. Reliance Jio prepays ₹30,791 crore spectrum liabilities,  a month after Airtel prepaid over ₹15,000 crore

<ul><li><keyword id="6354776" type="COMPANY" weightage="20" keywordseo="Telecom">Telecom</keyword> advocacy group Cellular Operators Association of India (COAI) has reiterated the concern regarding illegal import, sale and use of signal boosters. </li><li>The <keyword id="62528" type="COMPANY" weightage="20" keywordseo="Department-of-Telecom">Department of Telecom</keyword> has released several warnings in the matter between 2016 and 2019. </li><li>Signal boosters and repeaters are associated with the degradation of <keyword id="10986122" type="UNKNOWN" weightage="20" keywordseo="mobile-signals">mobile signals</keyword> and a decrease in overall service quality.</li></ul>The telecom advocacy group, Cellular Operators Association of India (COAI) has <a href="https://www.businessinsider.in/retail/e-commerce/news/amazon-alibaba-flipkart-snapdeal-and-others-get-an-angry-letter-from-indias-telecom-regulator/articleshow/82118919.cms">written to the Department of Telecom</a> (<keyword id="16054" type="COMPANY" weightage="20" keywordseo="DoT">DoT</keyword>) reminding them to act on the concern around the illegal sale of mobile signal boosters. These signal boosters and repeaters are said to cause interference with signals from towers impacting the overall cellular network quality. A signal booster is essentially a device that amplifies the mobile phone signal strength within its vicinity. It is used in areas where there is weak or inconsistent signal strength. DoT has released multiple warnings to e-commerce sellers to stop the sale of said items. In a letter to all e-commerce companies on May 1, 2019, DoT had said that e-commerce firms are facilitating and acting as a party to the illegal sale of unauthorised mobile signal boosters. This letter was addressed to <keyword id="18635" type="COMPANY" weightage="20" keywordseo="Amazon">Amazon</keyword>, Flipkart, Indiamart, Alibaba, Aliexpress, eBay, Snapdeal, Shopclues and Rediff. Similar warnings were issued in 2016 as well. What makes signal boosters illegal? These signal boosters, which are not registered, are categorised as illegal because they use a spectrum they haven't paid for. It interferes with the airwaves making it capable of distorting mobile signal for other customers in the vicinity of the booster. These devices are the main reasons for network issues like call drops and low data speeds. They also make mobile handsets transmit higher power, to manage connectivity with the site leading to even higher battery consumption and poor network. The illegal use of such devices leads to the degradation of telecom services instead of solving signal issues. In simple words, using mobile signal boosters is like having illegal electricity or water supply connection from the main supply, which leads to improper distribution for others who are paying for the service. What does the law say? The DoT has been saying that the seller for the wireless equipment needed to have a Dealer Possession License (DPL) under the provisions of the Indian Wireless Telegraphy Act 1933. According to the Act, no person shall possess wireless telegraphy apparatus except under and in accordance with a licence issued under the Act. In case someone wants to purchase such a device, the customer needs to get a ‘frequency authorisation/agreement in principle letter’ from DoT and then get the wireless operating licence for the same after submitting required papers and spectrum charges. Additionally, in case a wireless device is needed to be imported to India, the importer needs an import licence as per customs rules from regional licensing offices of the telecom ministry after completing the initial process of submitting documents and fees. Apart from putting a regulation in place, the crackdown on such devices will improve the quality of the services and also allow the telcos to obtain a fee against the <a href="https://www.telegraphindia.com/business/trai-issues-spectrum-usage-charges-sop/cid/1789412">spectrum charges</a> they pay to the DoT. The concerned authorities like DoT and the telecom ministry will also make their share of the revenue from the registration and licence fee. Biggest e-commerce players not complying The scuffle between DoT and e-commerce companies has been going on for a while. Soon after the first letter was written to the e-commerce companies in 2019, Flipkart and Snapdeal accepted the request to remove the signal booster devices from their platforms. However, Amazon says it's a marketplace and shouldn't be held responsible to comply with laws applicable to products. Amazon said that it was not clear on the legal basis of the request to take down these products. “Amazon operates an online marketplace in India. Sellers selling their products through amazon.in marketplace are solely responsible for all necessary product compliance and are required to sell products, which are legally allowed to be sold in India. Whenever concerns about the listed products get raised, we review the case with the sellers," Amazon told <a href="https://www.livemint.com/industry/telecom/amazon-to-keep-selling-illegal-mobile-signal-boosters-despite-telcos-appeal-1555020193105.html">Mint</a>. As of today, Amazon still has similar products listed for sale on its website. Telcos ask for stricter action To crackdown on the illicit use of signal boosters, COAI has asked the DoT to ensure a complete ban on sale both offline and online. It has also asked to raise the issue with the Ministry of Commerce and Industry to prevent the import of these devices. The DoT has also been asked to request India’s <keyword id="69522" type="COMPANY" weightage="20" keywordseo="ministry-of-home-affairs">Ministry of Home Affairs</keyword> (MHA) to issue appropriate directions to state police chiefs and chief secretaries to take action under law against the sellers. The source said that the government had told BSNL not to use Chinese equipment in 4G upgrade, and that implementation of the direction meant that the company had to issue a new tender. BSNL cancels 4G tender after DoT asks it not to use Chinese telecom gear

Amid talks of the <keyword id="26362" type="ORGANIZATION" weightage="20" keywordseo="Government">government</keyword> encashing its bank guarantee over default in payment of dues, Vodafone Idea Chairman <keyword id="6354955" type="PERSON" weightage="20" keywordseo="Kumar-Mangalam-Birla">Kumar Mangalam Birla</keyword> met Telecom Secretary Anshu Prakash on Tuesday as he looked for options to keep the company afloat.After the meeting, Birla said he "cannot say anything at the moment." Vodafone Idea on Monday paid Rs 2,500 crore to the <keyword id="62528" type="COMPANY" weightage="20" keywordseo="Department-of-Telecom">Department of Telecom</keyword> (<keyword id="16054" type="ORGANIZATION" weightage="20" keywordseo="DoT">DoT</keyword>) and promised to pay another Rs 1,000 crore before the end of the week. But the amount paid for now is less than 5 per cent of the dues that the DoT estimates the company owes to the government following a Supreme Court ruling that asked for including non-telecom revenues of telcos in computing statutory payments such as licence fee and spectrum charges. The Supreme Court on Monday refused to stop DoT from taking any coercive steps for recovery of dues from Vodafone Idea. In December, Birla had said Vodafone Idea may have to shut if there is no relief on the statutory dues. "If we are not getting anything, then I think it is the end of the story for Vodafone Idea," he had said. "It does not make sense to put good money after bad... We will shut shop."

Birla meets Telecom Secretary as rumours spike on government encashing its bank guarantees

New Delhi, After being rapped by the Supreme Court for failing to deposit <keyword id="8275485" type="UNKNOWN" weightage="20" keywordseo="agr-dues">AGR dues</keyword>, <keyword id="15492" type="COMPANY" weightage="20" keywordseo="Vodafone">Vodafone</keyword> Idea on Monday moved the apex court stating it can as of now pay only Rs 2,500 crore of the arears to the government and will follow it up with another Rs 1,000 crore by February 21. The telecom firm also appealed to the top court that the <keyword id="62528" type="COMPANY" weightage="20" keywordseo="Department-of-Telecom">Department of Telecom</keyword> should not take any coercive action and invoke bank guarantees, as an action of this nature would have consequences and it would eventually hamper their operations. The Supreme Court declined to entertain the telco's plea seeking "no coercive action". According to counsels, Vodafone contended before the court that Rs 3,500 crore is 50 per cent of its estimated principle AGR dues of Rs 7,000 crore. Vodafone is estimated to pay Rs 53,000 crore to the government as part of its AGR dues. According to reports, it has informed the government that it is examining all avenues as to how much of AGR dues it could pay off.

Vodafone offers to pay ₹2,500 crore upfront yet SC refuses to back down on 'coercive action

<keyword id="16054" type="ORGANIZATION" weightage="100" keywordseo="DoT">DoT</keyword> has said no to handset makers' demand for using alternative technology instead of Global Positioning System (<keyword id="6362652" type="TECHNOLOGY" weightage="100" keywordseo="GPS">GPS</keyword>) keeping in mind consumer safety. However, the industry has warned that it might result in prices of <keyword id="1080618" type="UNKNOWN" weightage="100" keywordseo="basic-phones">basic phones</keyword> by over 50%. The government has mandated GPS in all mobile phones sold in the country from January 1, 2018, so that subscribers can be located in the case of emergencies. "GPS is the main tool regarding location details of the subscriber in emergency, so government has decided to implement it in all the mobile phone handsets from 1 January 2018 in a positive manner," said the DoT while replying to industry body <keyword id="63784" type="ORGANIZATION" weightage="100" keywordseo="Indian-Cellular-Association">Indian Cellular Association</keyword> (<keyword id="148025" type="COMPANY" weightage="100" keywordseo="ICA">ICA</keyword>). "In the view of above, it is re-iterated that all mobile phone handset manufacturers should also adhere for second part of the gazette notification dated 22-04-2016 for implementation of GPS facility in all mobile phone handsets ...," it added. ICA had asked the government to allow installing A-GPS technology, which can help in locating callers using mobile towers that are near their respective locations, which is not very accurate. This is why the proposal was rejected. All mobiles should have GPS; DoT insists

A survey done by the <keyword id="62528" type="ORGANIZATION" weightage="100" keywordseo="Department-of-Telecom">Department of Telecom</keyword> (<a href="http://www.businessinsider.in/topic/DoT">DoT</a>) has revealed that around 60% mobile users in India still face frequent call drops, with a majority of them experiencing this problem indoors. DoT surveyed 3.56 lakh subscribers, out of which 2.15 lakh (about 60%) said that they had frequent call drops. "The plan was filed last (Monday) evening. "Telcos can make plans and file within seven days, so several hundred plans come to us, but I won't comment on any individual plan," Sharma said. "Whenever telecom companies file a plan, we examine it and decide on it - it's the normal procedure, so I can't comment on a plan or its nuances." Reliance Jio submits Dhan Dhana Dhan tariffs with TRAI

It was the biggest-ever airwave auction in India and it jump started with bids worth Rs 53,531 crore. Reportedly telecom companies showed interest in all frequency bands except the premium 700 Mhz and 900 Mhz bands. 
 
The auction of airwaves saw total bids worth around Rs 53,531 crore at the end of five rounds of bidding, official sources told a news agency. The spectrum auction will resume on Monday. 
 
In the five rounds conducted today, operators showed high level of interest in spectrum bands of 1800Mhz, that can be used for delivering 2G/4G services, followed by 2100Mhz (3G/4G) band, 2500 Mhz (4G) band, 2300 Mhz (4G) and 800 Mhz (2G/4G) bands. 
 According to data released by the <keyword id="62528" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Telecom">Department of Telecom</keyword> after the close of Day-1 bidding round, most of the action was seen in 1800Mhz band - earlier known as 2G spectrum - with bidding in 19 of 22 telecom circles including Delhi, Mumbai, <keyword id="6354925" type="COMPANY" weightage="20" keywordseo="Kolkata">Kolkata</keyword>, Gujarat and UP (East and West). 
 Companies including <keyword id="6354287" type="CITY" weightage="20" keywordseo="Bharti-Airtel">Bharti Airtel</keyword>, Vodafone, <keyword id="6354924" type="PERSON" weightage="20" keywordseo="Idea-Cellular">Idea Cellular</keyword> and <keyword id="6354504" type="UNKNOWN" weightage="20" keywordseo="Reliance-Jio">Reliance Jio</keyword> are in the race to arm themselves with spectrum to maintain competitive edge in providing quality and next generation mobile services to consumers. 
 The 2100 Mhz used for 3G services saw demand in 9 out of 22 telecom circles including Delhi, Rajasthan, <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword>, and UP East. 
The spectrum band of 2300Mhz and 2500Mhz which went under the hammer after six years also witnessed demand in various circles. The 800 Mhz band saw activity in circles of Gujarat, Punjab, UP (East) and Rajasthan.
