Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. After five years, circular for filling up 4,500 posts in Delhi University not implemented

The <a href="http://www.businessinsider.in/searchresult.cms?query=DoPT">Department of Personnel and Training</a> (DoPT) issued a four-page guideline to all ministries, stating services of those government officials "which are no longer useful to the general administration" or whose "integrity and reputation" is doubtful, must be compulsorily retired from service. 
 
The rarely enforced existing rule FR 56 (J) reads that the performance of Group A and B officials who have completed 50 years and junior officials who have completed 55 years of service must be reviewed and a decision taken whether to compulsorily retire them before turning 60. 
 
Recently, Cabinet Secretary P.K. Sinha chaired a meeting with senior officers of different ministries asking for strict screening of officers under the existing rule. 
 
DoPT stated that integrity of an employee, action or decisions taken by the employee which do not appear to be above board, complaints received against him or suspicious property transactions, for which sufficient evidence may not be there to initiate departmental proceedings should be the factors considered to decide on prematurely retiring an officer. 
 
In 2002, the <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court">Apex Court</a> ruled that government has absolute right to compulsorily retire an official who obstructs the efficiency in public services. 
 DoPT cited another 2001 judgement of the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> which said that for better administration, it is necessary to chop off dead wood. 
 
All reviews must be done six months before the official turns 50 or 55 as the case may be.

The government is planning to a push a proposal to provide <keyword id="1139733" type="UNKNOWN" weightage="100" keywordseo="Reservation-in-Promotion">reservation in promotion</keyword> for Scheduled Caste (SC) and Scheduled Tribe (ST) employees in government jobs. As per a key official report, the reason behind this move is government’s belief that underprivileged sections need affirmative action. The judgment said that Article 16(4A) was only an enabling provision, and states were free to decide about reservation in promotion to SC/ST employees. After this meeting, DoPT was asked to prepare a report. As per the 2006 order, the provision for reservation could be enforced only after the said employees met several conditions, like backwardness, inadequacy of representation, and administrative efficiency. Govt considering SC/ST quota in promotions as well

The <keyword id="385187" type="UNKNOWN" weightage="100" keywordseo="Performance-assessment">performance assessment</keyword> of Indian bureaucrats is now going to revolve around three words, viz., Probity, Sparrow and Solve. Government is taking the performance assessment of its officials online, so that it can take the big call on retiring the non-performers and check those who lack the required integrity. <keyword id="185360" type="ORGANIZATION" weightage="100" keywordseo="department-of-personnel-and-training">Department of Personnel and Training</keyword> (<keyword id="82842" type="ORGANIZATION" weightage="100" keywordseo="DoPT">DoPT</keyword>) had launched the 'Online Probity Management System' a few days ago in association with other ministries so that assessing the integrity and performance levels of officers can be made easier. The performance of <keyword id="6356457" type="UNKNOWN" weightage="100" keywordseo="government-officials">government officials</keyword> who have turned 50 or 55 or have completed 30 years of service are being monitored to decide whether they should be allowed to remain in service or asked to retire, depending on their performances. "Since the number of officers under review is huge, it involves lot of paperwork at ministries and the submission of regular physical reports. The new 'Probity' portal makes the process completely online by which ministries can now submit their reports online and the government gets a birds eye-view of the status on one portal," a government official told <a href="http://economictimes.indiatimes.com/news/politics-and-nation/government-starts-online-performance-assessment-system-for-bureaucrats/articleshow/58885614.cms">ET</a>. <keyword id="52861" type="PERSON" weightage="100" keywordseo="Jitendra-Singh">Jitendra Singh</keyword>, the Minister of State for DoPT and PMO, has said that 30 Group A officers and 99 Group B officers were compulsorily retired in the past few months, adding that 24,000 Group A officers and 42,251 Group B officers were scanned prior to the retirement. Besides, the government was also looking into service records of another 34,451 Group A officers and 42,521 from Group B to keep an eye on non-performers. Meanwhile, the Sparrow (Smart performance appraisal report recording online window) system is being used to make the entire appraisal system digital, which can be accessed by ministries. The third DoPT portal is 'Solve,' for online vigilance enquiry for board-level appointees. This portal can be expanded for other employees so that the government can coordinate between 'Probity', 'Sparrow' and 'Solve' portals and assess performance and integrity of different bureaucrats. New Delhi, Mar 6 () Women will get family pension even in pendency of divorce, Union Minister Jitendra Singh said on Friday.The minister of state for personnel also said new vistas are opening up for women under the Narendra Modi government which give special preference to them and is sensitive towards their issues. "He (Singh) pointed out that an order in the pensions department was modified recently for divorced daughters and now, even if the divorce matter is pending, women will be entitled for family pension," a statement issued by the personnel ministry said. India has come a full circle in women empowerment as they are now seeking opportunities and excelling in administrative jobs as well as in defence, space and the forces, which were earlier considered "taboos", Singh said."Earlier, women used to opt for teaching and social welfare jobs only," he said while addressing a workshop here to mark International Women's Day, which will be observed on Sunday.The event was organised by the Department of Personnel and Training (DoPT). Singh said, after a long gap, "we have first generation women professionals in India and similarly, in the field of entrepreneurship, they are scaling new heights". Women to get family pension even in pendency of divorce: Union Minister Jitendra Singh

New Delhi, Feb 5 () There were over 6.83 lakh vacant posts in different central government departments, the Lok Sabha was informed on Wednesday.Citing annual report of pay and research unit of the department of expenditure, Minister of State for Personnel Jitendra Singh said in a written reply to the lower house that out of the total of 38,02,779 sanctioned strength, 31,18,956 employees were in position, as on March 1, 2018. There were 6,83,823 vacant posts as on March 1, 2018, it said."Vacancies in the central government are caused due to retirement, resignation, death, promotion etc. and the posts falling vacant are required to be filled as per recruitment rules by the concerned ministries/departments/ organisations," the minister said.He said, filling up of vacant posts is a continuous process depending on the vacancies arising across ministries/departments during the year and action calendar of the recruiting agencies. During the current year 2019-20, three recruiting agencies namely, Union Public Service Commission (UPSC), Staff Selection Commission (SSC) and Railway Recruitment Board (RRB) have made recommendations for recruitment to around 1.34 lakh posts.A highest of 1,16,391 recommendations were made by the RRB, 13,995 by SSC and 4,399 by UPSC, the reply said.Further, recruiting agencies like SSC, RRB, Postal Service Board and Ministry of Defence are in process of filling up of 3,10,832 vacant posts, including 27,652vacant posts of defence civilians, the reply said.Recently, all ministries/departments have been requested to take time bound action to fill the existing vacancies in various ministries/departments and their attached/subordinate offices, the reply said."To reduce the recruitment cycle, recruiting agencies have switched over to computer based online test, interview for non-gazetted posts has been discontinued and provisional appointment is being made pending verification of antecedents of the candidates," it said. Certain areas in the South American country have increased risk, according to the State Department."Crime, including petty theft, carjackings, muggings, assaults, and violent crime, is a concern in Peru, and can occur during daylight hours, despite the presence of many witnesses," the travel advisory <a href="https://travel.state.gov/content/travel/en/traveladvisories/traveladvisories/peru-travel-advisory.html">said</a>."The risk of crime increases after hours and outside the capital city of Lima where more organized criminal groups have been known to use roadblocks to rob victims," it added.Other areas are altogether banned for US government personnel to visit, though the big hot spots like the Machu Picchu area, the Sacred Valley, and city of Cusco are all kosher. "Drug trafficking and other criminal activity, combined with poor infrastructure, limit the capability and effectiveness of Peruvian law enforcement in this area," the warning said.According to the United Nations, Peru had an intentional homicide rate of 7.2 per 100,000 <a href="https://dataunodc.un.org/crime/intentional-homicide-victims">in 2015</a>. That's on par with Greenland, Laos, and Senegal. <a href="https://dataunodc.un.org/crime/intentional-homicide-victims">The US rate was</a> five per 100,000. The Peru Export and Tourism Promotion Board did not respond to a request for a comment from Business Insider.<h2>Warning comes ahead of the Pan American Games</h2>This travel advisory was reissued by the State Department ahead of the Pan American Games and Parapan American Games. The games run from July 26 to September 1. Hosted in part by the National Olympic Committees, the Games occur once every four years. The last Pan American Games occurred in 2015 in Toronto. Piercing sounds that suddenly disappear when a door is opened. These are just some of the mysterious symptoms reported by American diplomats in Cuba starting in 2016.Since then, continuing investigations led by intelligence agencies, scientists and the State Department have become an intricate "whodunnit" with widely varying accounts of the possible causes - and perpetrators - of what were almost immediately labeled as attacks against U.S. personnel.Officially, the State Department maintains it is still investigating the matter. Their symptoms ranged from dizziness and headaches to cognitive disfunction. Those affected also said the symptoms began during or after they heard sounds, similar to those made by cicada bugs, while in their homes or hotel rooms, and felt pressure effects similar to those experienced in a moving car with the windows slightly open.The DOS review showed signs of "neurotrauma," but was otherwise inconclusive. A subsequent Department of Defense-sponsored inquiry reported no indications of brain injury, as some experts had <a href="https://jamanetwork.com/journals/jama/fullarticle/2673168" title="UPenn study on Havana mystery">suspected</a>. The Pentagon-sponsored study points to three possible methods which may have been used to disorient the diplomats, but caution that an actual proclamation would be "<a href="http://www.nationaldefensemagazine.org/articles/2018/9/6/exclusive-doctors-reveal-details-of-neuroweapon-attacks-in-havana" title="National Defense magazine">foolhardy</a>." Perhaps the only solid finding is that drugs and/or toxins were not responsible - although even this comes with a caveat, as an introduced chemical could have been used to exacerbate the effects of an ultrasonic, electromagnetic, or even microwave technology. Although each of the studies has reported disparate and sometimes contradictory information, all the experts seem perplexed by this Sherlock Holmes-like mystery. While they continue the process of elimination, none have yet to proclaim the likely perpetrator - at least, not officially.<h3>It's not the rum, it's the Russians</h3>On Sep. 29, 2017, then-Secretary of State Rex Tillerson <a href="https://cu.usembassy.gov/actions-taken-response-attacks-u-s-government-personnel-cuba/" title="Tillerson statement">ordered</a> the departure of non-emergency embassy personnel assigned to Havana, and concurrently issued an official travel warning to US citizens. Tillerson said in an official statement that the move was not an indictment against Cuba, and the country has continued to deny involvement in the "health attacks" against Americans.<div class="KonaFilter image-container display-table float_left"><div><div class="image on-image"><a href="https://www.gettyimages.com/license/615648550">Getty Images/Adam Berry</a>Russian President Vladimir Putin. NBC reported today that U.S. officials believe Russia is behind the "health attacks" against Americans in Cuba.</div></div></div>Officially, US officials are unwilling to assign blame. But NBC <a href="https://www.nbcnews.com/news/latin-america/u-s-officials-suspect-russia-mystery-attacks-diplomats-cuba-china-n908141" title="NBC report">reported</a> yesterday that unofficially, officials with the intelligence agencies conducting the investigation believe Russia is behind the attacks. The officials, who were unnamed in the NBC report, reportedly point to "signals intelligence"- typically referring to intercepted communications like emails, phone calls and web chats - collected during the investigation. The NBC account marks the first time a US official has implicated the Russians, even anonymously. But suspicions of Russian involvement were raised late last year when, according to a CBS <a href="https://www.cbsnews.com/news/uzbekistan-incident-raises-suspicions-of-russian-involvement-in-cuba-attacks/" title="CBS report">report</a>, an official at the American embassy in Uzbekistan reported an attack similar to those in Cuba. Maria Zakharova, a spokeswoman for the Russian Foreign Ministry, said accusations of Russian involvement were "absurd," and even offered to assist with the investigation in Cuba.While U.S. officials have provided no definitive answers regarding the primary suspects in this mystery, there are some precedents to raise suspicions of a foreign adversary wielding sound as a weapon.<h3>Sound warfare </h3>Using sound technologies to disrupt or disorient a target is not an unusual tactic, especially to confuse or terrify enemies.US forces, for example, use long-range accoustic devices for a number of purposes, including deterrence and defense. The devices are useful in determining and clarifying the intentions of an approaching unit or vessel at sea, and deterring potential combatants as they approach. In another instance, the International Red Cross reported that U.S. military personnel at Guantanamo Bay sometimes used music as one form of "ill treatment." Its 2007 <a href="http://humanrights.ucdavis.edu/projects/the-guantanamo-testimonials-project/testimonies/testimonies-of-the-red-cross/icrc_20070214.pdf" title="International Red Cross report 2007">report</a> alleges the detainees were forced to listen to loud music and other disturbing sounds for extended periods, often causing sleep deprivation. A Department of Defense spokesperson told <a href="https://www.politico.com/story/2014/02/skinny-puppy-guantanamo-bay-music-103199" title="Politico article">Politico</a> at the time that such "sensory deprivation" techniques are not authorized for use by U.S. personnel.Given the unconventional history of weaponized sound, the "attacks" on Americans in Havana may be a sign of advancements in sound warfare, but most of the investigation's details are still under wraps.In June, State Department personnel in Guanzhou, China reported symptoms matching those from the Cuban incidents.
