Exactly a year ago, at 8pm on November 8, 2016 to be precise, India's Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> dramatically announced on national television that the two highest-denominated currency notes in use would cease to be legal tender a few hours later. The decision to scrap 86 per cent of the currency in circulation in the then second largest emerging market in the world has not just polarised public opinion sharply, it has also led to mixed responses from <keyword id="46431" type="ORGANIZATION" weightage="100" keywordseo="india-inc">India Inc</keyword> on the first anniversary of <keyword id="3315394" type="PERSON" weightage="20" keywordseo="demonetisation">demonetisation</keyword>. The <keyword id="2673101" type="ORGANIZATION" weightage="20" keywordseo="associated-chambers-of-commerce-of-india">Associated Chambers of Commerce of India</keyword> says it stands by its demonetisation verdict -- "Short term pain, long term gain". Assocham Secretary General DS Rawat says, "Indeed, initially the informal and small scale industries as well as the rural economy was impacted, but now the economy has started getting desired results. Hope in the next 12 months the nation would have achieved the set objectives." Meanwhile, according to Chandrajit Banerjee, the Director General of the <keyword id="6363932" type="ORGANIZATION" weightage="20" keywordseo="confederation-of-indian-industry">Confederation of Indian Industry</keyword>, demonetisation was a bold move to shift the economy towards greater formalisation for a more stable and sustainable growth process. For the industry, Banerjee says: "Demonetisation was one of the means towards a transparent, efficient and competitive economy that is now being ushered in through reforms." "It contributed to building investor confidence and reassured us that the economic reforms process is heading in the right direction," he adds. On the contrary, the PHD Chamber of Commerce &amp; Industry says the effects of demonetisation still persists as demand in the economy is still lacklustre and business firms are still not enthusiastic in the production process. "Though demonetisation of Rs 500 and Rs 1,000 currency notes has completed one year today, the industries have still not recovered fully from the aftermath of unearthing 86 per cent of the total currency," says Anil Khaitan, President of PHD Chamber of Commerce &amp; Industry. Even as Khaitan appreciates the efforts of the government to stamp out black money from the system, curb corruption and to move towards less cash society, he adds: "Demonetisation drive has impacted the businesses directly or indirectly in terms of impact on demand and sales. The impact of demonetisation has been majorly seen on small businesses as they are highly driven by cash transactions." Even as demonetisation has left even India Inc divided on whether Prime Minister Modi's cash gamble has achieved what it set out for, demonetisation is certainly going to continue to be hotly debated for quite some time to come.

Even as critics have argued that Prime Minister <keyword id="6354477" type="UNKNOWN" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s black money jolt last year brought down India's GDP growth by almost 1 per cent, RBI’s recent 2016-17 annual report has some good news. <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">Demonetisation</keyword>, it says, has brought the country’s currency in circulation to GDP ratio at par with with advanced economies like Germany and France. High <keyword id="4954359" type="UNKNOWN" weightage="20" keywordseo="cash-to-GDP-ratio">cash to GDP ratio</keyword>, according to experts, is the biggest impediment in India's bid to transform into a cashless economy. Last year, India’s cash to GDP ratio (12.2%) - an indicator of the amount of cash used in the economy - was much higher than developed economies including the US, UK and Europre but below Japan (around 18%). It came down to 8.8% by the end of March 2017 as a result of demonetisation which hit the total high value currency in circulation. Modi government's demonetisation move on November 8 last year had scrapped old high-value currency notes of Rs 500 and Rs 1,000. “At end-March 2017, currency in circulation amounted to 8.8 per cent of GDP, down from 12.2 per cent in the previous year. At this level, India’s currency to GDP ratio compares well with a host of advanced and emerging market economies (such as Germany, France, Italy, Thailand and Malaysia),” reads the RBI report. Just a week before the announcement of demonetisation decision, India’s cash in circulation was at an all-time high of Rs 18 trillion. In the weeks following demonetisation until December 31, 2016, the RBI pumped in 23.8 billion pieces of bank notes into circulation, which was Rs 5,540 billion in value. By the end of March 2017, currency in circulation had reached 74.3% of the peak. Other highlights of the RBI report: Most of the demonetised notes are back The <keyword id="1198400" type="UNKNOWN" weightage="20" keywordseo="RBI-annual-report">RBI annual report</keyword> revealed that only around 1.4% of scrapped Rs 1,000 notes didn’t come back into the banking system post demonetisation. Out of 632.6 crore pieces of Rs 1,000 currency notes in circulation, 8.9 crore haven’t yet returned to banks. According to the report, around 89 million old Rs 1000 notes were in circulation in March 2017, while in March 2016, around 6.3 billion Rs 1000 notes were in circulation. It implies 89 million (or 8.9 crore) of Rs 1000 notes, which were banned by Centre in November, didn’t return to the banks. More counterfeit notes have been detected According to the RBI, detection of counterfeit notes was 20.4 per cent higher than the previous year. A total of 762,072 pieces of counterfeit notes were detected in the banking system during financial year 2016-17. Out of these fake notes, 95.7 per cent were detected by commercial banks. Currency notes will have new designs The RBI Annual Report stated that new design notes in other denominations are due for phased introduction. The central bank has already issued Rs 500 notes with new designs after demonetisation last year, and new design Rs 50 notes earlier this month. Purchasing capability of Indians will increase For the coming year, the RBI report speculates that both rural and urban parts of the country are expected to see high demand values on account of several factors. With normal southwest monsoon likely this year, policy initiatives of the government - for example, hike in maximum support prices, and increasing crop insurance coverage are likely to help in boosting crop production. The resultant increase in rural income is likely to boost rural consumption demand, said the document. In urban areas, implementation of new rates of House Rent Allowance as per recommendations of the <keyword id="1597088" type="ORGANIZATION" weightage="20" keywordseo="seventh-central-pay-commission">Seventh Central Pay Commission</keyword> for central government employees will contribute to increased consumption. Several state governments have also hiked salaries of their employees, or are about to, in accordance to the new pay panel. According to the report, this will again improve urban consumption demand. <a href="http://www.businessinsider.in/searchresult.cms?query=arun+jaitley&amp;sortorder=effectivedate">Indian Finance Minister Arun Jaitley</a> slammed opposition, after former <a href="http://www.businessinsider.in/searchresult.cms?query=manmohan+singh&amp;sortorder=effectivedate">Prime Minister Manmohan Singh</a> called <a href="http://www.businessinsider.in/searchresult.cms?query=demonetisation&amp;sortorder=effectivedate">demonetisation</a> a ‘monumental mismanagement’ and said economy will get adversely affected. 
 The opposition has alleged the government does not want a <keyword id="3852205" type="UNKNOWN" weightage="20" keywordseo="debate-on-demonetisation">debate on demonetisation</keyword> and is not bothered about the inconvenience faced by the common man. The opposition is asking <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi</a> to take part in the debate and give his opinion on the same. So far, Modi has not spoken on <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword> in the parliament. 
 
Amid the uproar in Rajya Sabha, Jaitley said, “We are ready for a debate. The opposition wanted to have a debate in presence of PM Modi and then started looking for excuses. First day it was a debate without any pre-conditions, from next day they started putting unreasonable conditions and it continues.” 
 
Jaitley tore into opposition and raked up the scams that had hit the previous Congress-led UPA government hard. 
 
“Opposition thinks demonetisation is a blunder. Don’t they think Commonwealth Games, 2G were a blunder? The entire nation has seen the government during whose rule black money was generated,” said Jaitley. 
 Earlier in the day in Rajya Sabha, <keyword id="6359397" type="PERSON" weightage="20" keywordseo="Manmohan-Singh">Manmohan Singh</keyword> said demonetisation was a blunder and would adversely affect the Indian economy. “In the long run, we’re all gone,” Singh had said.

<ul><li>A revision from India’s Central Statistics Office (<keyword id="109702" type="ORGANIZATION" weightage="20" keywordseo="CSO">CSO</keyword>) pegged economic growth in the period after <keyword id="3315394" type="PERSON" weightage="20" keywordseo="demonetisation">demonetisation</keyword> at a much higher level than previously forecast. </li><li>The CSO revised growth during the year ended March 2017 at a whopping 8.1%, compared to original estimates of 7.2%. </li><li>The reason cited? A revision of output and price estimates from most sectors, especially agriculture and manufacturing, based on the “latest data”. </li></ul> Amidst the deafening noise around budget 2019, the Indian government just slipped in an update to old data on economic growth. A revision from India’s Central Statistics Office (CSO) pegged economic growth in the period after demonetisation at a much higher level than previously forecast. The office, which falls under the Ministry of Statistics and Programme Implementation, revised growth during the year ended March 2017 at a whopping 8.1%, compared to original estimates of 7.2%. The reason cited? A revision of output and price estimates from most sectors, especially agriculture and manufacturing, based on the “latest data”. This is in stark contrast to research by many prominent Indian and foreign economists that indicates that the Indian economy came to a grinding halt because of demonetisation <a href="https://www.cmie.com/kommon/bin/sr.php?kall=warticle&amp;dt=2017-07-11%2011:07:31&amp;msec=463">and millions of jobs </a>were lost. Even the National Bureau of Economic Research, a US-based think tank, weighed in, saying that demonetisation reduced growth by <a href="https://economictimes.indiatimes.com/news/economy/policy/demonetisation-hit-growth-by-2-percentage-points-us-study/articleshow/67154320.cms">2 percentage points </a>in the quarter ended December 2016. In the few quarters following the note ban, the SME sector took a huge hit as a number of small businesses shut down <a href="https://economictimes.indiatimes.com/small-biz/sme-sector/demonitisation-indian-smes-suffered-a-blow-still-struggling-to-find-their-footing/articleshow/61541952.cms">due to lack of working capital</a>, farmers weren’t able to sell their produce and delayed the sowing of crops for a new season, normal banking operations were disrupted <a href="https://economictimes.indiatimes.com/news/economy/finance/slowdown-in-new-investments-post-demonetisation-cmie/articleshow/56302642.cms">and investment plummeted</a>, according to the Centre for Monitoring of Indian Economy (CMIE). Speaking on the new numbers, SK Ghosh, the chief economist at the government-owned State Bank of India, told<a href="https://economictimes.indiatimes.com/news/economy/indicators/revised-numbers-for-fy17-fy18-show-economy-grew-much-faster/articleshow/67782855.cms"> ET</a> that the revised numbers “turn the story of a slowdown beginning from Q2FY17 on its head.” The slowdown was further exacerbated by the botched rollout of GST. Growth for the first quarter of 2017-18 fell to a three-year low <a href="https://www.livemint.com/Industry/acEAx2TJIDMMzZbuhOBpLN/India-GDP-growth-slumps-to-57-in-Q1-hit-by-GST-implementa.html">of 5.7%</a> - something that has been revised upwards. At the time of demonetisation, the government claimed the pain would be temporary. Now, two years later, and despite overwhelming evidence against it, the latest update is being seen as insistence from a vehement government that demonetisation was not a colossal blunder. The government’s habits have lead to dissent within its ranks. Earlier this week, Chairman PC Manohan and JV Meenakshi - the only external members of India’s National Statistics Commission resigned owing to the government’s shelving of jobs data and the release of revised <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> series. India’s government wants you to believe that demonetisation didn’t slow down the economy

<keyword id="45830" type="PERSON" weightage="100" keywordseo="Bill-Gates">Bill Gates</keyword> welcomed Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s move of <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword>, saying it will make the economy more transparent. 
 
The billionaire philanthropist said the demonetisation will end shadow economy, while speaking at a lecture series of Niti Aayog on transforming India. 
 
“The bold move to demonetise high-value denomination notes with higher security features is an important step to move away from a shadow economy to an even more transparent economy. Digital transactions will rise dramatically here. In next several years India will become the most digitised economy, not just by size but by percentages,” said Gates. 
 
Apart from demonetisation, Gates spoke on a host of issues ranging from health, tech and financial inclusion. 
 
“Technology is only as flexible as the regulations and systems that enable it and technology is only sustainable if the world we live in is sustainable, too,” he said. 
 
Regarding innovation, Gates said India has to find its own solutions and address its own unique needs. “For India to tackle some of its big domestic challenges and contribute to innovations globally, steady funding to build world-class research institutions is going to be critical,” he said.

Bill Gates lauds demonetisation, says India will become the most digitised economy

<ul><li><keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>’s central bank, the <keyword id="6354335" type="ORGANIZATION" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword>, refused to state the cost incurred in the destruction of banned currency notes when questioned by <keyword id="55120" type="ORGANIZATION" weightage="20" keywordseo="Right-To-Information">Right to Information</keyword> (RTI) activist. </li><li>However, the bank revealed that of the total junked currency, ₹107.2 billion did not return to the banking system post <keyword id="3315394" type="PERSON" weightage="20" keywordseo="demonetisation">demonetisation</keyword>. </li><li>The invalidated notes were destroyed through the currency verification machines and processing system. </li></ul>A large amount of money was returned to the banks post demonetisation but when the Reserve Bank of India (RBI) was questioned under the Right To Information (RTI) Act, it refused to reveal the cost of destroying the banned currency <a href="https://www.businesstoday.in/current/economy-politics/rbi-refuses-to-disclose-cost-of-destroying-banned-notes-after-demonetisation/story/288827.html">amounting to</a> nearly ₹15.3 trillion. In response to a query by Chandrashekhar Gaud, posted on 29 October under the RTI Act, RBI got away with saying that the process of destruction of the banned currency notes was over by March 2018. The bank also mentioned that the invalidated notes <a href="https://www.bloombergquint.com/markets/rbi-refuses-to-state-how-much-destruction-of-banned-notes-cost-rti#gs.8X2b9zQ">worth</a> ₹107.2 billion did not return to the banking system in the first place. On further questioning by Gaud, on how much the destruction of banned currency cost, the reply had no numbers from RBI. In fact, the bank said that the information was unavailable and that providing it would ‘disproportionately divert the resources’, citing Section 7(9) of the RTI Act. All of this information was sourced from the <a href="https://www.rbi.org.in/scripts/AnnualPublications.aspx?head=Department%20of%20Currency%20Management">Department of Currency Management</a> of RBI, which said that the banned currency was destroyed through the currency verification machines. Questions unanswered Even on being asked about the number of ₹500 and ₹1000 notes that were destroyed, the bank had nothing to offer. However, the bank had earlier informed the public that nearly 99.3% of the total demonetised money was returned to the bank. During the advocated time-frame of demonetisation the RBI successfully aggregated ₹15.3 trillion. But, if we go back to when demonetisation was originally announced, in November 2016, over 15.4 trillion in denominations of ₹500 and ₹1000 were in circulation.

Criticising Demonetisation: Sudden concern for poor people in queues!

Tax officials detected Rs 5, 400 crore of undisclosed income across 1100 searches and surveys, post<a href="http://www.businessinsider.in/searchresult.cms?query=demonetisation&amp;sortorder=effectivedate"> demonetisation</a>. 
 Soon after <keyword id="3590813" type="UNKNOWN" weightage="20" keywordseo="cash-ban">cash ban</keyword>, the<a href="http://www.businessinsider.in/searchresult.cms?query=income+tax+department&amp;sortorder=effectivedate"> Income Tax department</a> started verifying accounts and penalised people whose tax profiles were not in line. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=finance+minister+arun+jaitley&amp;sortorder=effectivedate">Finance Minister Arun Jaitley </a>told the <a href="http://www.businessinsider.in/searchresult.cms?query=rajya+sabha&amp;sortorder=effectivedate">Rajya Sabha </a>that more follow-up action was taken and 18 lakh people were identified whose tax profiles were not in line with the cash deposits made by them in the <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword> period and online responses were sought. 
 "Post-demonetisation, during the period November 9, 2016 to January 10, 2017, more than 1100 searches and surveys were conducted by the <keyword id="65338" type="ORGANIZATION" weightage="20" keywordseo="Income-Tax-Department">Income Tax Department</keyword>, apart from issuing more than 5100 verification notices in the cases of suspicious high value cash deposits or related activities,” said Jaitley during the Question Hour. 
 The <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> (RBI) verified the exact amount that was deposited during the demonetisation period and the precise figure would be presented before the nation. 
 
"Seizure in cash in new currency was about Rs 110 crore. The undisclosed income detected in these actions was more than Rs 5400 crore," Jaitley said. 
 
He said that the IT Department had undertaken "Operation Clean Money" to leverage Technology and data analytics for verification of deposits during the demonetisation period. 
 "Till February 2017, while 23064 searches and survetys were conducted (IT 17525, Customs 2509, Central Excise 1913, Service Tax 1120), more than Rs 1.37 lakh crore of undisclosed income/tax evasion was detected (IT 69434, Customs 11405, Central Excise 13,952, Service Tax 42727). Simultaneously criminal peroceedings were launched in 2814 cases (<keyword id="6354751" type="COMPANY" weightage="20" keywordseo="Income-Tax">Income Tax</keyword> 1966, Customs 526, Central Excise 293, Service Tax 29) and 3893 persoms were placed under arrest (Customs 3782, Central Excise 47, Service Tax 64)," the minister said.

The opposition party also claimed that <keyword id="21081475" type="General" weightage="20" keywordseo="counterfeiting" source="keywords">counterfeiting</keyword> has just moved rapidly to higher-value notes. "Eight years after the non-biological PM ground the economy to a halt through demonetisation, it appears that counterfeit notes have become rife once again - The number of counterfeit Rs 500 notes of the new series that have been detected has nearly quadrupled between 2018-19 and 2023-24. The number of fake Rs 2,000 notes has tripled since 2020-21," he claimed. "While the Government can claim that the overall number of counterfeit notes detected has fallen, this is an eyewash. Counterfeiting has just moved rapidly to higher-value notes, including those that were introduced specifically in the aftermath of demonetisation," Ramesh said in a post on X. "This admission of increased counterfeiting comes shortly after the non-biological PM himself made a stunning admission of the widespread prevalence of black money during the election campaign, accusing his favourites A1 and A2 of bearing tempos and sacks full of black money," he said. If neither black money nor counterfeiting has been curbed, what has demonetisation achieved, Ramesh asked. The Congress leader posted a screenshot of a Rajya Sabha question reply by Minister of State for Finance Pankaj Chaudhary which stated that measures have resulted in a decrease in the number of pieces of denomination-wise counterfeit notes detected/reported in the banking system from 3,17,384 in the year 2018-19 to 2,22,639 in the year 2023-24. Ramesh also posted a media report, which cited data submitted to Parliament by the government to point out that the new series of the Rs 500 note and the Rs 2,000 note - both introduced after demonetisation in 2016 - together account for just over 50 per cent of the number of counterfeit currency notes that have been detected.
