Environmental-justice advocates are working to ensure that government policies about the transition to a greener economy are for everyone, including the people who've suffered the most from pollution and climate disasters in the past. During a Climate Week panel on the roots of environmental justice in government action and policy on Thursday, panelists also said that a cleaner and greener economy needs to include low-income and racialized communities in determining the solutions, as well as give them a fair share of the economic gains.The panelists highlighted the specific ways that communities of color suffered from different environmental issues, as well as the work needed to make sure these communities are included in budget discussions and new government investments. Issues identified as having disproportionate climate effects on low-income and racialized communities include housing, frontline workers in agriculture, and energy providers during cold snaps. Negative climate effects include air pollution, flooding, poor transit access, and fewer parks."Environmental racism is the disproportionate impact of environmental hazards on people of color," said Peggy Shepard, a cofounder and the executive director of the community organization WEACT for Environmental Justice.In January, President Joe Biden signed an <a href="https://www.federalregister.gov/documents/2021/02/01/2021-02177/tackling-the-climate-crisis-at-home-and-abroad">executive order</a> focused on the climate crisis. It included an initiative to have 40% of the overall benefits from specific federal investments going to underserved and underinvested communities, including in areas such as clean energy and energy efficiency; clean transportation; affordable and sustainable pollution reduction; training and workforce development; and clean water systems and wastewater systems."We've already been working with agencies on how we can meet this goal through the delivery of their programs," said Dr. Cecilia Martinez, the White House's senior director for environmental justice. Corporate leaders should also be aware of environmental-justice laws such as the one <a href="https://www.nj.gov/governor/news/news/562020/20200918a.shtml">signed in New Jersey</a> in September 2020. As a result of the bill, permit applications for a large variety of facilities - including incinerators, gas-fired power plants, solid-waste depots, and landfills - would require evaluation of environmental and public-health effects by the state's Department of Environmental Protection."According to the law, it is in the public interest for the state to limit the future placement and expansion of these facilities in these overburdened communities," said Olivia Glenn, New Jersey's deputy commissioner for environmental justice and equity. "In other words, we have to do what our advocates have long shared: advance a triple bottom line of social, environmental, and economic benefits. These three are not mutually exclusive."Corporations also need to be aware of how recommendations from members of the environmental-justice community could continue to shape regulatory policies well into the future. Aviva has also pledged to stop selling insurance for companies making more than 5% of their revenue from thermal coal or unconventional fossil fuels by the end of this year. The insurer will also sell its assets from companies that make more than 5% of their revenue from coal by the end of 2022. "That's really trying to make that initial stand as explicit as possible," said Jason Storah, CEO of Aviva Canada. "We really want to work and engage with other companies." Coal and fossil-fuel companies can continue to be underwritten or owned by Aviva if they sign up for <a href="https://sciencebasedtargets.org/">clearly tracked targets</a> to lower their emissions.Still, Simpson said investors need to do more than advocate energy efficiency and change from fossil-fuel suppliers and producers; their work extends to the companies and industries that consume them as well. Developing countries that want to attract capital from private sources also don't have an organized framework to operate in, said Fergus McCormick, the director of sovereign research for the <a href="https://www.emia.org/">Emerging Markets Investors Alliance</a>.Some other factors that limit the interest for these green-transition infrastructure projects from private investors and financing issuers include a large amount of existing debt and a lack of standard measurement for how countries are mitigating and adapting to climate change. There is also the tension between the long-term horizon for installing a project and getting it running and the short-term window in which investors estimate the profitability of a loan or bond.Two nonprivate sources of financing are transfers from wealthy developed donor countries (known as bilateral funding) and loans and grants from developmental finance institutions like the World Bank or the International Monetary Fund (known as multilateral funding). But McCormick said these aren't enough, even with promises like <a href="https://www.un.org/sites/un2.un.org/files/100_billion_climate_finance_report.pdf">the $100 billion climate-finance commitment</a> from private and public sources."Developing countries received only $17 billion in 2018 compared to adaptation costs of $70 billion, and these costs are expected to grow to as much as $300 billion by 2030," he said during the panel, adding that while $80 billion was raised this year, there was still a $20 billion shortfall.One opportunity is the growing interest in "<a href="https://markets.businessinsider.com/news/stocks/fannie-mae-expanded-its-nearly-88-billion-green-bond-business-in-2020-adding-single-family-green-bonds-to-its-offerings-1030528503">green finance</a>." The business of sustainable assets is growing rapidly - the Global Sustainable Investment Alliance estimated that ESG investing grew to <a href="https://www.cnbc.com/2019/12/14/your-complete-guide-to-socially-responsible-investing.html">more than $30 trillion</a> in 2018.But when asked about these new lending products in helping fund the transition to lower-carbon economies, McCormick was blunt in his assessment of the <a href="https://news.yahoo.com/thinking-investing-green-fund-many-145128570.html">lack of enforcement</a> for their claims. "The impact, the actual effectiveness of these bonds, has been absolutely minimal," he said. "It's been a huge amount of disappointment and greenwashing."There's also a concern that developing countries aren't getting enough access to these new bonds and increasingly popular ESG funds because of low scores in one or more assessment areas. "Are we doing enough to open the market to allow emerging markets to access this pool of money, or is this a framework being set up by developed markets for developed markets that excludes emerging markets?" said Omotunde Lawal, the head of emerging-markets corporate debt at Barings. "Should we be pushing for more transition bonds?"Ultimately, the nature of carbon emissions and how the global economy functions mean funding for clean-energy infrastructure in developing countries will only become a bigger topic for investors and developed nations. El-Dahmani said that beyond the moral imperative for rich countries to assist poorer ones, issues like global insecurity, migration, and shocks to commodities and the supply chain affect everyone.

Nitin Soni, senior director at Fitch Ratings, said that the relief package will provide cash flow relief to the telecom sector thanks to the moratorium, but he was not optimistic about Vodafone Idea’s prospects. “Specifically on Vodafone idea, it is unlikely to salvage the company’s competitive position given its subscriber losses, declining average revenue per user (ARPU) and insufficient cash generation to fund interest cost,” he told Business Insider. Others had a slightly different viewpoint, stating that these measures are more long-term in nature and the certainty about specific aspects like spectrum roadmap is a positive. “I particularly like the step that a spectrum roadmap will be announced by the government in advance, which will infuse the much-needed certainty for the operators,” Jaideep Ghosh, chief operating officer, Shardul Amarchand Mangaldas &amp; Co., told Business Insider. Smart-beta products have been on the rise on Wall Street as investors seek out alternative investments that are more affordable than managed portfolios, but better-performing than passive index-tracking ETFs. As such, it has gripped the attention of Wall Street with companies such as Goldman Sachs, JPMorgan, and Morgan Stanley all participating in at least one blockchain consortium. IBM <a href="https://www.ibm.com/blogs/cloud-computing/2017/08/blockchain-food-safety/">has partnered with a slew of businesses</a>, including Walmart and Maersk, to help track everything from food safety to mango shipments using blockchain technology.
