Starting January, Delhi government would make sure that both Delhi’s traffic and the polluted air that floats in Delhi are kept under check. It would be done by cutting the number of private cars on its roads by about half, allowing private cars with odd digits as registration numbers on one day and those with even on the next. The Delhi government is also making sure that there are enough buses, autorickshaws and Metro coaches to accommodate the resulting number of people relying on Delhi public transports. 
 On the other hand, the brains behind taxi companies and car aggregators such as <keyword id="1042120" type="PERSON" weightage="20" keywordseo="Uber">Uber</keyword>, <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword> and <keyword id="205081" type="CITY" weightage="20" keywordseo="Meru">Meru</keyword> Cabs are already planning on steps to take the best advantage of this step taken by the <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> government. 
 Uber, for example, is planning to launch <keyword id="6591085" type="UNKNOWN" weightage="20" keywordseo="UberPool">UberPool</keyword>, its car pooling service, in Delhi after a successful run in Bengaluru. While Bangalore UberPool service is only meant for commercial vehicles, the Delhi arm would target the 28 lakh private car owners. 
 
Meru, on the other hand, will be launching a mobile app in January so that passengers can pool cabs online. "The app will identify two people within a radius of two-three km travelling in the same direction and can share their taxi ride," Meru CEO Siddhartha Pahwa told ET. "The driver will pick one person first and within 10 minutes will also pick up the second person." Meru, which is already running many cabs on Delhi roads, is expecting almost 30% rise in the demand for cabs during the trial period. To attract customers, it would offer 35% discount for ride sharing. Even if a passenger can't find someone to share the ride, he or she would still be given the discount. 
 
Ola, the taxi aggregator service, recently launched minibus shuttle services in Gurgaon and Noida, which they plan to extend to Delhi. The taxi-sharing app is being beta-tested in Bengaluru right now, and could very well be rolled out in NCR to make use of the odd-even rule. 
 
Delhi is one of the world's most heavily polluted cities, which is why the government has planned to launch this odd-even scheme. Starting January 1, a 15-day trial period would begin between 8 am and 8 pm, Monday to Saturday. As per the rule, odd-numbered cars would be allowed to run on odd dates and those with even numbers would be allowed on even dates. 
 
Home Minister Rajnath Singh has given his support to this the plan at a recent meeting he had Delhi CM Kejriwal. It means that Delhi Police, which comes under the control of the central government, would be taken on board to ease the application of this rule. 
 
To discuss a carpooling policy, fleet owners and taxi aggregators, including representatives of Pool my Ride, Embarq India, Tripda.in, Carzonrent, Uber, Ola, Shuttl.com, NearGroup.in, Ibibo Ryde, Mega Carpool Pvt., Mega Cabs, LetsDriveAlong.com, BaxiTaxi, Orahi and 
Cykul, had a meeting with the members of the Delhi Dialogue Commission, which serves as the think tank of the Delhi government.

Cab aggregators to reap the benefits of Delhi’s Odd-Even car rule

The next phase of Delhi government’s pollution and traffic control measure, the <keyword id="3162860" type="UNKNOWN" weightage="100" keywordseo="Odd-even">odd even</keyword> rule, is likely to be implemented; however, the government has decided to wait during the school exam season. 
 
"The ideal time would be after the exams. The implementation of the scheme will then not inconvenience children or their parents," an official concerned with the matter told ET. 
 
The government also wants to implement the scheme after the exams because then, school buses will also be available for the odd-even scheme, owing to the acute shortage of public transport buses in Delhi. 
 
When the plan was first implemented in January, Delhi government had requested schools to provide them with buses so that people can have more buses for public transport. However, out of 1000 buses required, only 300 were provided. 
 
This could also be a reason that the government wants to be cautious with the next phase of implementation.

Odd-even rule to strike back, but not until board exams end

A foundational issue in the political economy is what is the role of the state? While protection and safety against aggression, both from external and internal, seem to be the legitimate and core principles behind the formation of states, public services like education and healthcare are often now conceived as being the responsibility of the state. But, what about transportation/ mobility?, is it the responsibility of the state or is it best left to private providers. This is a question that societies have been grappling with for quite sometime now. 
 
In India, the transportation model is mixed and (some would say mixed up) with the state ensuring the basic infrastructure like roads and railway tracks and even airports and ports in most cases. Services over these are provided by both government and the private sector. Two recent debates over transportation have made headlines but have rarely been understood from a holistic viewpoint. 
 
The first of these was the odd-even rule in the capital, brought to reduce the negative externality of air pollution. Many people have been very skeptical about how the plan is to get implemented. 
 
Also, the lack of end-to-end connectivity, women safety, and enforceability are cited as major challenges to the rule. Experts contend that the record of these types of rules has not been very positive in other countries that have had similar rules. In addition, several people opine that before making these rules, it is a must to improve the existing transportation infrastructure within the city and to have cheap and convenient public transport. Also, alternative solutions like increasing ethanol content can be effective at the same time causing lesser inconvenience to common people. 
 
Another problem is with respect to India's lack of solution-oriented approach to mobility options within a city. This is where the need is to look at integrated urban mobility solutions for people residing in cities. Often the initial part or the ending part becomes exorbitantly expensive for people who live away from public transport systems. This is where there is a need for improvement both in terms of cost and convenience. 
 
The second major thing which hit the headlines in the recent times was the metro rail project that is an inter-city project between Mumbai and Ahmedabad. A lot of debate has taken place regarding the cost dynamics of the proposed project that is estimated to cost close to Rs 70000 crore. If escalations are added, the project is expected to cost close to Rs 98000 crore. Out of these, Rs 70000 crore a bulk of the costs, i.e., Rs 50000 crore is expected to be civil costs that will go to Indian companies. 
 
The project is at an advanced stage with Japan agreeing to provide India with more than three-fourth of the loan at a concessional rate of 0.1 percent and moratorium period of 15 years and a payback period of 50 years. It is one of the best deals India has had regarding cost and time, even from Japan, which reflects the depth of the Indo-Japanese relationship. The train technology is second to none with respect to safety. It has not had a single causality in 50 years of operation. 
 
The crucial question to ask, therefore, is not if a high-speed technology is good or not but can India's existing rail infrastructure be upgraded to improve travel times? And if so, at what cost? Travel time improvement requires not just track up-gradation but also an improvement in capacity utilization. With already overburdened capacity on the rail network, is it possible to improve speed is a crucial question to ask and answer by rail authorities. And if it is not is it not wise to upgrade to better technology with proposed high-speed tracks? 
 
Over the next few decades, India must find solutions that are visionary but also pragmatic as more people live in urban and semi-urban areas. The travel times can drastically improve with newer technologies in rails and even in automobiles. But as a nation, we must look to find solutions that solve the pressing problems of our times like vehicular pollution, availability of public transport with public consultation and seeing if better alternative solutions exist. But once a decision is made Indians must all support it to take India ahead.

Finding solutions to India's transportation challenges

One more day and Delhi will be back again with its traffic. With Delhi Chief Minister Arvind Kejriwal’s <a href="http://www.businessinsider.in/Ratan-Tata-says-supporting-infrastructure-is-needed-for-odd-even-scheme/articleshow/50532651.cms">odd-even formula</a> becoming a hit within 10 days of its <a href="http://www.businessinsider.in/Will-ensure-full-implementation-of-odd-even-scheme-in-Delhi-Police-chief-BS-Bassi/articleshow/50396027.cms">launch</a>, daily commuters are dreading the long traffic again. Though it is yet to be determined if the policy made any significant changes in the pollution level of the state (the main cause of introducing the policy), it did decrease the traffic on road and made travel a hassle-free experience for most. And, not to forget the new initiatives and apps launched by companies and start-ups to come to the rescue of the people.
 

	With innovation, goodwill and technology, CM’s initiative was turned into a profit earning business for the<a href="http://www.businessinsider.in/Cab-aggregators-to-reap-the-benefits-of-Delhis-Odd-Even-car-rule/articleshow/50135698.cms"> carpooling and autorickshaw hailing aggregators</a>. Discounts, women only ride sharing options, increasing intra-city <a href="http://www.businessinsider.in/OddEven-This-could-have-been-the-alternative-to-our-conventional-cars-but-isnt/articleshow/50454971.cms">ride facilities</a> and introduction of special packages led to remarkable growth in their traffic just within the first four days since the implementation of the rule.
 “We are giving very big discounts, 100% off for first ride and 20% off for 5 rides. We saw 4x growth in response within the first four days itself. We are enrolling more autos on a daily basis to meet the demand. Delhi has crazy demand for autorickshaws,” said Samar Singla, CEO and Founder, <keyword id="2885078" type="UNKNOWN" weightage="100" keywordseo="Jugnoo">Jugnoo</keyword>, an autorickshaw aggregating app. 

	Surveys did show that most of the people preferred public transport more than carpooling options. However, carpooling companies saw a stark difference in their demand too.
 “We witnessed 30% jump in Delhi-NCR traffic. There was an incremental number of intra-city traffic. Infact, our app was listed second in Google playstore in the odd even rides list,” said Dinesh Golani, Co-founder, <keyword id="3206623" type="UNKNOWN" weightage="100" keywordseo="Ibibo-Ryde">Ibibo Ryde</keyword> (Director - Product/Marketing), a carpooling app. Apart from ride sharing and autorickshaw aggregators, self-drive car rental companies too benefitted from the policy. <keyword id="3018623" type="ORGANIZATION" weightage="100" keywordseo="Revv">Revv</keyword> launched a special package ‘Revv to Work’ to enable a customer to book a car for all the weekdays at a substantially lower price than the normal days cost. “We are witnessing anecdotal evidence of the <keyword id="3164660" type="UNKNOWN" weightage="100" keywordseo="Odd-Even-Rule">odd even rule</keyword> creating a demand in itself,” said Anupam Agarwal, Co-founder &amp; CEO, Revv. 

	This odd-even rule sure did wonders to their business. Don’t know about decrease in
pollution, Odd-Even rule sure was a boon for these start-ups!

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.

Delhi govt decides not to extend odd-even scheme beyond January 15

The new Motor Vehicles (Amendment) Act 2019 kicked off a new regime of crippling penalties for traffic violations. Even as commuters cribbed, the high penalties seemed to have had the desirable effect. The number of challans, invoices for penalties, fell to 73,000 in the first 15 days of September compared to 350,000 in the last fortnight of August, according to a report from a Hindi-language daily Amar Ujala. Last few days, Indian media has been flush with reports of never-heard-of penalties for violating traffic rules. A ₹2 lakh fine on a truck driver for ten offences including not wearing a seat belt, not having a licence and pollution certificate made headlines. A drunk man even set fire to his vehicle after the cops fined him ₹16,000 for not following the rules of the road. The Delhi government under Chief <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> refused to buckle under pressure to lower the penalties. Despite all resentment, the penalties seemed to enforced some discipline. Even the traffic in the National Capital Region has dipped by as much as 30% at some intersections, according to another report. Traffic violations fall 79% in Delhi as crippling penalties instill fear

The <a href="http://www.businessinsider.in/searchresult.cms?query=BPO&amp;sortorder=effectivedate">BPO</a> sector is going to face the maximum brunt of <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate">Supreme Court’s</a> ruling on non-<a href="http://www.businessinsider.in/searchresult.cms?query=cng+cabs&amp;sortorder=effectivedate">CNG</a><a href="http://www.businessinsider.in/searchresult.cms?query=cng+cabs&amp;sortorder=effectivedate"> cabs</a> and as per a report, the losses will go up to an enormous amount of $1 billion. 
 
The <a href="http://www.businessinsider.in/searchresult.cms?query=nasscom&amp;sortorder=effectivedate">National Association of Software and Services Companies</a> (Nasscom) stated that the apex court’s ruling for Delhi-NCR will impact not only the <keyword id="510813" type="UNKNOWN" weightage="20" keywordseo="BPO-sector">BPO sector</keyword> but entire India.

Nasscom stated that the BPO companies are mostly located in the NCR and provide indirect employment to over a million people. 
“The industry faces a potential loss of $1billion if the issues associated with the diesel ban continue for 2-3 weeks,” said Sangeeta Gupta, senior vice president at Nasscom. 
 
"There are a million direct jobs and more than 3 million indirect jobs at stake here, contributing $28 billion to the exchequer. Also, half of the workforce of this industry is women and their safety is paramount," Keshav Murugesh, Group CEO of WNS BPO, told ET.

BPO sector will incur whopping $1 billion losses over CNG cab rule and this is just tip of the iceberg

<ul><li>Paid carpooling and ridesharing may be banned in Delhi by the committee in charge of reviewing the regulations of app-based cab operators. </li><li>Under the City Taxi Scheme 2017, permits only allow cab operators to pick up passengers from point A to point B, without any intermediary stops.</li><li>Considering Delhi’s parking, congestion and air quality problems, the fall out of such a ruling remains uncertain. </li></ul>The five-member committee currently reviewing the regulation of app-based cab operators like Uber and Ola in <keyword id="6358777" type="UNKNOWN" weightage="20" keywordseo="New-Delhi">New Delhi</keyword> is <a href="https://economictimes.indiatimes.com/industry/auto/auto-news/cab-pool-rides-likely-to-be-banned-in-delhi/articleshow/65976950.cms?utm_source=ETTopNews&amp;utm_medium=HP&amp;utm_campaign=TN&amp;utm_content=23&amp;from=mdr">unlikely to rule in favour of paid carpools</a>. Under the City Taxi Scheme 2017, cabs are only allowed to pick up and drop passengers from one point to the next. Currently legal provisions only allow buses to pick up other passengers along the route and make multiple stops. Even if individuals choose to pay more and opt for solo rides, the increased congestion on the road with more people using individual cars, will add to the time opportunity cost. That’s double the amount in Dakar, the second city on the list. The effect on the companies themselves is a different story. Recent reports <a href="https://economictimes.indiatimes.com/small-biz/startups/newsbuzz/uber-ola-enter-slow-lane-in-2018/articleshow/65927443.cms">indicate</a> that while the absolute number of rides have been increasing, the companies are now growing at a slower rate. Experts believe that one of the reasons is the focus on ride-sharing. The ban could either be good for the companies if customers shift to solo rides. Or, bad if customers choose to shift to public transport altogether or find other alternative means of transportation. Other issues on the table In reviewing the regulations for cabs in the Indian national capital, the committee is also discussing the issue of green fuels and permits. Possible outcomes include enforcing that cabs only use fuels like CNG or LPG and providing proof of parking before applying for a permit. The biggest development to come is probably the tracking of cabs. Currently, cabs in the city aren’t monitored as they pick up and drop passengers. But the committee is considering adding GPS monitoring to the roster, not only for cabs in Delhi but for cabs that are registered in other states while operating within the city. For actual customers, the issues of greater relevance are the ‘panic’ button that will soon become a mandatory feature in cabs and putting a cap on the maximum fare that companies can charge from customers. If the scheme also goes through with its plan of limiting the number of cabs that can be put on call by a cab operator, the demand-supply disparity might even increase the overall prices in the market. The committee, that includes the transport minister Kailash Gahlot and Satyender Jain, a minister at the Public Works Department, is currently reviewing the City Taxi Scheme 2017, Licensing and Regulation of App-based Cab Aggregator Rules 2017 and app-based premium bus services. Sources have told Times of <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> that this the committee is unlikely to rule in the favour of companies being allowed to operate ride-sharing in Delhi. They were originally supposed to come to a decision on Monday, but that has now be deferred to a date that is yet to be decided.

If Delhi has the worst air quality, why are paid carpool rides under the danger of getting banned?

New Delhi, Jan 2 () Telecom regulator TRAI on Thursday started an industry-wide consultation on framework for network traffic management practices and multi-stakeholder body outlined in the net neutrality principles.
The consultation paper issued by TRAI on Thursday discusses various challenges in measurement of internet traffic and compilation of reasonable traffic management practices. 
"The objective of this consultation paper is to deliberate the issues related to traffic management practices and the Multi Stakeholder body... It discusses about establishment of a framework to formulate traffic management practices. The paper also discusses about the issues related to composition, function, Governance Structure of multi-stakeholder body," Telecom Regulatory Authority of India (TRAI) said.
The discussion paper is "limited" to the issues on which additional recommendation were sought by Telecom Department in its letter on July 2018, TRAI said while pointing out that the regulator has no intention to revisit its principles on Net Neutrality and broad approach recommended earlier.
TRAI said that comments on issues raised in the consultation paper should be submitted by January 30 and counter comments by February 13, 2020. 
 The net neutrality principles -- approved by the telecom department in 2018 -- prohibit service providers from discriminating against internet content and services by blocking, throttling or according preferential higher speeds.
Simply put, this means that entire internet traffic should be available to everyone on equal terms without any discrimination, and service providers cannot indulge in practices such as throttling any web traffic or providing fast lanes for specific content.
Globally, there have been widespread concerns on potential for discriminatory treatment of online traffic by the entities that control access to the internet. These concerns regarding non-discriminatory access have become the centre of a global policy debate, often referred to as the debate on 'net neutrality'.
TRAI had earlier barred platforms like Facebook's Internet.Org and Airtel Zero which allowed free access to select websites, to check 'gate-keeping' in cyber space. TRAI, thereafter, also mooted restrictions on service providers that bars them from entering into agreements which lead to discriminatory treatment of content on the Internet. Based on TRAI recommendations, Telecom Commission in 2018 approved net neutrality rules which prohibit service providers from discriminating against Internet content and services by blocking, throttling or granting them higher speed access.
Some mission critical applications or services like remote surgery and autonomous cars will however be kept out of the purview of net neutrality framework. 
While clearing the net neutrality rules, DoT had sought additional recommendations from TRAI on necessary Traffic Management Practices (TMPs) and composition, functions, role and responsibilities of the multi-stakeholder body for monitoring and enforcement. "Any traffic management practice must only be applied to handle concerned exceptional circumstances and not for any commercial considerations," TRAI has said in its consultation paper on Thursday.
It has sought stakeholder views on types of practices currently deployed by access providers to manage traffic. 
"Out of these practices, which ones can be considered as reasonable from perspective of Net Neutrality. Whether list of Traffic Management Practises (TMPs) can be prepared in advance or it would be required to update it from time to time? If later is yes, then what framework would be required to be established by Multi-Stakeholder Body to keep it up to date?," TRAI has asked.
It has also sought views on set up needed for detecting violations of Net Neutrality.
Department of Telecom (DoT) had also asked the Trai to "recommend the composition, functions, role and responsibilities of the multi-stakeholder body" that will play an advisory role to DoT regrading monitoring and enforcement of net neutrality principles. Multi-Stakeholder Body will be responsible for providing support to Telecom Department in monitoring and enforcement of net neutrality principles and submit requisite reports to the Government based on monitoring and investigations.
"What should be the composition, functions, roles and responsibilities of multi-stakeholder body considering the decision of DoT that multi-stakeholder body shall have an advisory role and formulation of TMPs and Monitoring and Enforcement rest with DoT?," TRAI said. MBI MR

New Delhi, <keyword id="175577" type="General" weightage="20" keywordseo="commercial-pilot-license" source="Orion">Commercial pilot license</keyword>s will now be valid for ten years, with the government amending rules as part of efforts to further improve ease of doing business in the aviation sector. Till now, the validity of Commercial Pilot License (CPL) was for five years and after completion of that period, it had to be renewed. The civil aviation ministry amended the Aircraft Rules, 1937. Among various changes made, the validity of licenses in relation to Airline Transport Pilot License (ATPL) and CPL holders has been increased from five years to ten years. "This change is expected to reduce administrative burden on pilots and aviation authorities like DGCA, promoting a more streamlined and efficient licensing process," the ministry said in a statement on Monday. Besides, rules have been amended to address concerns related to the display of lights in the vicinity of an aerodrome. It has also been clarified that the term 'light' encompasses lantern lights, wish kites, and laser lights. Also, the government's jurisdiction over those exhibiting such lights has been extended from 5 kilometres to 5 nautical miles around an aerodrome. "It is made explicit that the government possesses the authority to take action against individuals displaying lights that disrupt the safe operation of aircraft or pose hazards to the operating crew. "Should such lights remain unattended for 24 hours, the government is empowered to enter the location and extinguish them," the ministry said. Simultaneously, the matter should be reported to the relevant police station for legal action under the Indian Penal Code (IPC). When the source of the observed light is unidentifiable or if it shifts locations, the airport or airline operator is obligated to promptly report the incident to the local police station, initiating potential criminal proceedings. Another amendment is that the requirement for validation of foreign licenses has been removed. "This change signifies aligning the regulations with the evolving needs of the aviation sector," the ministry said. Further, the requirements related to continued competence for <keyword id="6414849" type="General" weightage="80" keywordseo="air-traffic-controller" source="Orion">Air Traffic Controller</keyword> (ATC) license holders have been liberalised. According to the ministry, this change offers increased flexibility to accommodate situations with limited movements or watch hours. ATC license holders must complete a minimum of ten hours of simulated exercises, including emergencies. Subsequently, they must undergo a skill assessment for their respective rating within ten consecutive days of commencing these exercises, it said. The ministry said the amendments to the Aircraft Rules, 1937, notified on October 10, mark a crucial shift in promoting ease of doing business and ensuring safety and security within the aviation sector. India is one of the fastest growing aviation markets in the world. Airlines are expanding their aircraft fleet and will be hiring more pilots to cater to rising air traffic demand.
