India has witnessed a troubling rise in <keyword id="23342468" type="General" weightage="100" keywordseo="railway-derailments" source="keywords">railway derailments</keyword> and accidents in recent months, sparking widespread concern among the public and providing political ammunition to opposition parties. Among the more notable incidents was a tragic derailment in June 2023 in Odisha’s Balasore district, where over 290 passengers lost their lives and thousands were injured. This incident, which ranks among the deadliest in Indian railway history, was traced to human error. Other derailments, such as one near Prayagraj in Uttar Pradesh in September 2023, further underscored the growing concerns surrounding the safety of the nation's railways. The increasing frequency of such incidents has forced the government to take decisive action to improve the railway system's safety measures and regain public confidence. <h2><keyword id="20066990" type="General" weightage="20" keywordseo="railway-safety" source="keywords">Railway safety</keyword> concerns</h2>In response to the mounting worries over railway safety, Railway Minister <keyword id="19904138" type="General" weightage="20" keywordseo="Ashwini-Vaishnaw" source="keywords">Ashwini Vaishnaw</keyword> has reaffirmed that the government's priority is to ensure the safety of passengers and trains. According to the minister, several advanced safety measures are being implemented to modernise and secure India's vast railway network. Central to these efforts is the <keyword id="20009803" type="General" weightage="20" keywordseo="Kavach-system" source="keywords">Kavach system</keyword>, an indigenously developed <keyword id="20171257" type="General" weightage="20" keywordseo="automatic-train-protection" source="keywords">Automatic Train Protection</keyword> (ATP) technology. Vaishnaw stressed that the government is accelerating the deployment of this system across the railway network, emphasising its critical role in preventing accidents. The Kavach system plays a pivotal role in enhancing safety by automatically applying brakes in situations where the train driver fails to do so, ensuring that trains operate within prescribed speed limits. It also helps in maintaining safety during adverse weather conditions, such as heavy fog. By creating an interconnected safety network through the installation of RFID tags, telecom towers, and optical fibre along the tracks, Kavach allows for real-time communication and tracking, making the railway system much safer. The government has laid out ambitious plans for the extensive rollout of Kavach across over 1,00,000 kilometres of track and more than 7,000 stations in the coming years. The Railway Minister noted that tenders have already been issued to install the system on 10,000 locomotives and 9,600 kilometres of track. This comprehensive approach aims to significantly reduce accidents across India's railway network. <h2>Beyond Kavach</h2>Beyond the deployment of Kavach, <keyword id="19909154" type="General" weightage="20" keywordseo="Indian-Railways" source="keywords" meta.keywordsubtype="org" meta.entityname="Indian Railways" meta.hostid="261" meta.entityid="Indian Railways">Indian Railways</keyword> is also implementing several other critical safety measures aimed at preventing derailments and improving overall <keyword id="20724881" type="General" weightage="20" keywordseo="railway-infrastructure" source="keywords">railway infrastructure</keyword>. One key area of focus is the regular inspection and testing of tracks. In the current fiscal year, over 97,000 inspections have been conducted to ensure that tracks remain safe for operation. Additionally, advanced ultrasound testing technology is being used to check the structural integrity of rail tracks and welds. Since April, approximately 1,86,000 kilometres of track and over 1.1 million welds have been examined using ultrasound machines, helping to identify flaws that could lead to derailments. The introduction of new ultrasound machines, along with the rehabilitation of railway bridges and the construction of numerous flyovers and underpasses, further demonstrates the government's commitment to improving infrastructure. Meanwhile, <keyword id="23342471" type="General" weightage="20" keywordseo="fog-safety-devices" source="keywords">fog safety devices</keyword> have been installed in 5,300 locations to mitigate the risks posed by low-visibility conditions, a common cause of accidents during the winter months. Indian Railways is also prioritising the renewal of older tracks. So far, around 2,500 kilometres of track have been replaced to ensure a safer and more modern railway network. The Research Designs and Standards Organisation (RDSO), a key body responsible for railway safety, has been conducting rigorous quality checks on track fittings and other equipment to ensure that all safety standards are adhered to. Furthermore, special attention is being given to training personnel in the use of these new technologies, particularly the Kavach system. Training programs are being conducted at the Indian Railways Institute of Signal Engineering and Telecommunications (IRISET) to familiarise staff with the system, ensuring they are well-equipped to manage and operate the advanced safety technologies being introduced. <h2>Future plans</h2>The government’s long-term strategy for railway safety involves expanding the use of Kavach to some of the busiest railway routes, including the Mumbai-Delhi and Delhi-Kolkata corridors. These corridors, covering 3,000 kilometres, will soon see the full implementation of the Kavach system, with work on another 6,000 kilometres of track slated to begin shortly thereafter. Vaishnaw expressed confidence that the latest version of Kavach would be fully deployed across the entire railway network within five to six years. While new trains will be equipped with Kavach from the outset, the existing fleet of locomotives will also be retrofitted with the system, ensuring uniform safety standards across both old and new trains. The Railway Minister pointed out that the system had already undergone rigorous trials and was found to be effective in various emergency scenarios, providing a much-needed layer of protection against accidents caused by human error. However, he said, three flights were returned or diverted to the Delhi airport due to bad weather in Chandigarh, Varanasi and Lucknow on Tuesday night. The India Meteorological Department (IMD) said the Palam airport logged the lowest visibility level of 400 metres at 2:30 am, while it dropped to 500 metres at the Safdarjung airport at 5:30 am. On Tuesday, visibility levels had plunged to 50 metres at both these places. An IMD official attributed the improvement in visibility to south westerly winds at the middle tropospheric level and a consequent increase in temperatures in the past 24 hours. However, amid low temperatures, high moisture and still winds, a layer of dense to very dense fog persisted over Punjab, Haryana, northwest Rajasthan, Uttar Pradesh, Bihar and parts of Uttarakhand. At 5:30 am, visibility levels stood at zero in Bhatinda; 25m in Ganganagar, Amritsar and Bareilly, and 50m in Varanasi, Bahraich and Ambala. According to the IMD, very dense fog is when visibility is between 0 and 50 metres, 51 and 200 is dense, 201 and 500 moderate, and 501 and 1,000 shallow. The Sadarjung Observatory, the primary weather station in Delhi, recorded a minimum temperature of 7.1 degrees Celsius, a notch below normal. The maximum temperature is likely to settle around 22 degrees Celsius. The minimum and maximum temperatures are likely to drop to five degrees Celsius and 20 degrees Celsius in the next few days. Rail, road traffic disrupted due to fog in Delhi

Dense fog caused disruptions to air and rail traffic in the national capital, <keyword id="66" type="General" weightage="100" keywordseo="Delhi" source="Orion">Delhi</keyword>, affecting over 50 flights and 18 trains. The Indira Gandhi International (IGI) airport experienced disruptions in flight operations due to low visibility, leading to the cancellation or rescheduling of flights. Trains faced delays of several hours, due to the thick fog affecting visibility. According to the <keyword id="19909154" type="General" weightage="20" keywordseo="indian-railways" source="keywords">Indian Railways</keyword>, 18 trains were reported arriving late in Delhi up to six hours. Over 50 flights' operations were disrupted, leading to rescheduling of the flights from 12 a.m. to 8 a.m. "<keyword id="67384" type="General" weightage="20" keywordseo="igi-airport" source="Orion">IGI airport</keyword> experienced dense fog with visibility 50 to 100 m during 12:30 a.m. to 6:30 a.m.," said the India Meteorological Department in a post on X. However, as per <keyword id="19933636" type="General" weightage="20" keywordseo="imd" source="keywords">IMD</keyword>, the visibility improved to 350 metres at Delhi airport around 8:30 a.m. The IMD had predicted that dense to very dense fog conditions are also likely to continue to prevail over North India during the next four-five days. The air quality continued to remain in the 'very poor' category at several stations across the city. In the Anand Vihar area, at 9 a.m., PM2.5 levels were recorded to be in the 'very poor' category standing at 312 and PM10 reached 164 or 'moderate', according to the Central Pollution Control Board (CPCB). The Air Quality Index (AQI) between zero and 50 is considered 'good'; 51 and 100 'satisfactory'; 101 and 200 'moderate'; 201 and 300 'poor'; 301 and 400 'very poor'; and 401 and 500 'severe'. The IGI Airport T3 witnessed PM2.5 levels at 148, and PM10 was at 109, both falling under the 'moderate' category.

The Safdarjung observatory, Delhi's primary weather station, logged a minimum temperature of four degrees Celsius against three degrees Celsius on Thursday, 4.4 degrees on Wednesday and 8.5 degrees on Tuesday. The weather stations at Lodhi Road, Ayanagar and Ridge in Delhi recorded minimum temperatures of 3.8 degrees Celsius, 1.8 degrees and 3.3 degrees, respectively. On Thursday, Delhi logged a minimum temperature of three degrees Celsius -- the lowest in January in two years -- making it cooler than several hill stations. The cold snap is straining power grids and posing challenges to the homeless and animals. The Palam observatory, near the Indira Gandhi International Airport, recorded a visibility level of 200 metres at 5:30 am. According to the weather office, 'very dense' fog is when visibility is between 0 and 50 metres, 51 and 200 metres is 'dense', 201 and 500 metres 'moderate', and 501 and 1,000 metres 'shallow'. According to a senior IMD official there will be some relief from cold weather under the influence of a fresh Western Disturbance, which is likely to affect northwest India starting January 7. In the plains, the Met office declares a cold wave if the minimum temperature dips to four degrees Celsius or when the minimum temperature is 10 degrees or below and is 4.5 notches below the normal. A severe cold wave is when the minimum temperature dips to two degrees Celsius or the departure from the normal is more than 6.4 degrees. A cold day is when the minimum temperature is less than or equal to 10 degrees Celsius below the normal and the maximum temperature is at least 4.5 degrees below the normal. A severe cold day is when the maximum is 6.5 degrees Celsius or more below the normal.
