Their protest entered its seventh day on Tuesday with a call to take out a march to the Parliament to forward the agitation. The members of Left backed All India Students Association (AISA) and Delhi University's Krantikari Yuva Sangathan (KYS) are among those sitting on the protest. The students have called for another march for "Sansad Gherao" on Wednesday along with the student outfits of INDIA block parties on the last day of 18th Lok Sabha. Their demands include scrapping of NTA, Education Minister Dharmendra Pradhan's resignation and decentralisation of entrance examinations.

Lok Sabha speaker Om Birla tests positive for COVID-19

New Delhi, Feb 3 () As the date for linking PAN with Aadhaar has been extended by a year, the government has linked over 30 crore such numbers with the unique identification code, Minister of State for Finance Anurag Singh Thakur said in Parliament on Monday.
 The total permanent account numbers (PANs) which are linked with Aadhaar number as on January 27, 2020, is 30,75,02,824, Thakur informed the Lok Sabha.
 When asked if the government has extended the deadline period for Aadhaar-PAN linking, the minister responded in an affirmative "Yes sir".
 He said the due date for linking of PAN with Aadhaar has been further extended from December 31, 2019, to March 31, 2020.
 "As on January 27, 2020, a total of 17,58,03,617 PANs are not linked with Aadhaar. The extension of due date for linking of PAN with Aadhaar will benefit these PAN card holders as they get extra time to link their PANs with Aadhaar," Thakur said in Parliament.
 Also, to ensure that the sensitive data is not leaked by handling organisations, guidelines laid down by Unique Identification Authority of India (UIDAI) in this regard are being followed, he said.
 Appropriate measures have also been taken under provisions of Income-Tax Act, Information Technology Act and other applicable laws that the confidentially of data is maintained.
 On being asked if the government also proposes to link all property-related transactions with Aadhaar to curb benami property and bring transparency, he said the due date for linking of PAN with Aadhaar is March 31, 2020.
 "This measure will help to curb benami property and bring in transparency," Thakur said.
 He said, under the Income Tax (I-T) Act, a person is required to quote PAN in respect of any sale or purchase of immovable property for an amount exceeding Rs 10 lakh or valued by stamp valuation authority.
 In a separate query on PAN and bank account linking, the Finance Ministry informed the house that approximately 85 per cent of the current and savings accounts (CASA) are Aadhaar seeded as on January 24, 2020.
 Besides, as per data provided by the National Payments Corporation of India (NCPI), 59.15 crore RuPay cards have been issued by banks as on December 31, 2019. KPM ANS

New Delhi, Feb 11 () The Income Tax department has issued notices under foreign black money law in 422 cases involving undisclosed assets and income of over Rs 12,600 crore till December 2019, Parliament was informed on Tuesday. Minister of State for Finance Anurag Singh Thakur said the Income Tax Department has taken continuous and concerted actions under the Black Money (Undisclosed Foreign Income &amp; Assets) and Imposition of Tax Act since it came into force on July 1, 2015. "As a result, as on December 31, 2019, notices have been issued in 422 cases under this Act, involving undisclosed foreign assets and income of over Rs 12,600 crore," he said in a written reply to the Rajya Sabha. With regard to deposits made in unreported foreign bank accounts in HSBC cases, so far undisclosed income of more than Rs 8,460 crore has been brought to tax and penalty of more than Rs 1,290 crore levied. About 204 prosecution complaints have been filed. "Sustained investigations conducted in the cases revealed by International Consortium of Investigative Journalists (ICIJ) have led to detection of more than Rs 11,010 crore of credits in the undisclosed foreign accounts so far. About 99 prosecution complaints have been filed," Thakur said.In the Panama Paper Leaks investigations, undisclosed foreign investments amounting to over Rs 1,550 crore have been detected. These economic doldrums have largely been blamed on the new Goods and Services Tax imposed by the government and 2016’s botched demonetisation exercise, which took 86.5 per cent of India’s currency out of circulation. The plight of India’s farmers has also become a major electoral issue. Stagnant grain prices, erratic weather and unresolved systemic problems have led to an alarming number of farmer suicides in a country where more than 50 per cent of the population is employed in agriculture. In 2017, the central government told the Supreme Court that 12,000 farmers had committed suicide every year since 2013. The BJP’s use of Hindu nationalist rhetoric, meanwhile, has always been controversial. Its leaders, like the monk-turned-Uttar Pradesh chief minister Yogi Adityanath, have been accused of using anti-Muslim rhetoric. BATTLEGROUND STATES The outcome of India’s elections often depends on political calculations and issues at the state level. India’s 29 states are highly diverse, both linguistically and ethnically. Five of these states – Uttar Pradesh, Bihar, Maharashtra, West Bengal and Tamil Nadu – each send more than 40 MPs to the Lok Sabha, meaning that winning them is essential for either side. The biggest prize among them is Uttar Pradesh, which is one of India’s largest states and has 80 MPs. In 2014, the BJP was largely able to win nationally because it made huge gains in the massive northern state, taking 71 of the seats that were up for grabs. <h3 style="margin-bottom: 2.35714rem; font-variant: inherit; font-weight: 300; font-stretch: inherit; font-size: 1.71429rem; line-height: 2.42857rem; font-family: Roboto, sans-serif; vertical-align: baseline; display: inherit;"><a href="https://www.scmp.com/week-asia/politics/article/3010546/communism-india-dead-or-just-waiting-young-saviours" class="link-text">Communism in India: dead or just waiting for young saviours? </a></h3>This time, however, two major local players – the Samajwadi Party (SP) and the Bahujan Samaj Party (BSP) – are challenging the BJP. Both the SP and BSP – which have formed an alliance – are strong with the crucial Yadav and Dalit (formerly known as untouchable) castes in the state. The BJP is also at risk of shedding seats in the central and western states of Madhya Pradesh, Chhattisgarh and Rajasthan, where Congress made gains during recent state elections. However, Modi’s party is expected to make nominal gains in eastern India, in states such as Orissa, West Bengal and the seven states that make up the country’s northeast. A major concern in those areas has been allegations of illegal migration from Bangladesh, and the BJP is running a racially charged campaign – playing up local fears of Muslim refugees – to capitalise on this. WHAT WILL ALL THIS MEAN? Assuming the BJP loses ground to regional parties, and the Congress retains its meagre base, India might find itself with a virtually hung parliament. Further highlighting the crucial role of states in India’s progress, he said: “Till now Delhi decided where states will spend money. Now chief ministers decide where the money will be spent. Each state has a different USP and we need to work in such a way so the world gets to know India beyond the metros.” 
 
India has been either constant or falling on ‘Ease of Doing Business’ index. “Progressing in those rankings was unthinkable in past,” he said, noting that to improve it, those states which were not expected to do well in ‘Ease of Doing Business’ rankings like Odisha, Jharkhand and Chhattisgarh have actually proven themselves. “Development of India's eastern part cannot be ignored. They are areas with great potential. We are linking east India with a gas grid, for the first time,” he said. 
 
Talking on subsidies, he reiterated what he had said during his high profile trip to the UK on NDA’s cash transfer scheme in LPG distribution. “If I cut down subsidy, I will be hailed as reformist, but if we do targeted delivery of subsidies, it is not seen as reform. We stopped the leakage of Subsidy by introducing cash transfer scheme in LPG distribution. Today, India has changed; an unprecedented 40 lakh people have given up gas subsidy,” the PM said, while he was stressing on the need of saving resources rather than pumping up investment, and citing smart ways to do it. 
 
Over logjam in Parliament, Modi said: “Parliament is working now. This is good news. The credit does not go to me but to all the parties.” 
 
Other key announcements Prime Minister Narendra Modi made at the Summit were: 
1. Ports will be connected with the railways as it is being seen as essential for growth and infrastructure by the Modi government. 
2. Work has begun on 60-65 long pending core industry projects, including in coal and power 
3. Modi government is trying to plug leaks in subsidy worth Rs 80,000 crore on urea so that only farmers benefit 
4. Work is on to build railway engines, factories in Bihar 
5. After Railway bonds, Modi government is considering raising rupee-dominated bonds for NTPC in London or Singapore stock exchange 
6. There are 18,000 villages which don't have even an electricity pole. Power generation capacity in India is growing annually at 8.5%. Switch over to LED lights completed in 20 cities, underway in 83 more, will save 21,500 MW of electricity. 
 Just a day ahead of the Summit, the Prime Minister was surrounded by controversy over a wrong image which was tweeted by Press Information Bureau that showed him taking an aerial survey of <keyword id="812408" type="UNKNOWN" weightage="20" keywordseo="Chennai-Rains">Chennai rains</keyword> and the damage it had led to. Twitter was abuzz over the faux paux for several hours demanding answers from the agency over the need to post a photoshopped image of Modi.
