The national capital has reported an "isolated" case of Japanese Encephalitis, official sources said on Thursday. All public health measures have been instituted as per the National Centre for Vector Borne Diseases Control (NCVBDC) guidelines, the sources said, adding there was no cause for concern. Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient was diabetic, had coronary artery disease, bilateral lower limb weakness and bowel and bladder incontinence, the source said. After the patient's blood sample was collected on November 6, he tested positive for Japanese Encephalitis. He was discharged on November 15, the sources said. According to the Integrated Disease Surveillance Programme data, in 2024, 1,548 Japanese Encephalitis cases were reported from 24 states and Union Territories, with 925 cases from Assam alone. The central government guidelines, two doses of the vaccine have been a part of the Universal Immunisation Programme since 2013. Adult <keyword id="24203625" type="General" weightage="20" keywordseo="Japanese-Encephalitis-vaccine" source="keywords">Japanese Encephalitis vaccine</keyword> has been introduced in high-burden states, sources said. "No outbreak of Japanese Encephalitis has been reported in Delhi in the past although occasional isolated cases have been reported from tertiary hospitals like AIIMS, Ram Manohar Lohia and Safdarjung among others - mostly from neighbouring states," a source said. While all public health measures have been instituted according to the NCVBDC guidelines, there is no cause for concern due to this isolated case of Japanese Encephalitis, the source said. The Japanese Encephalitis virus is normally carried by waterfowl and amplified in pigs from where it is accidentally transmitted to humans through the bite of infected culex mosquitoes. The infection may result in febrile illness and in a small proportion of cases cause neurological illness and may result in death, he said. There is no specific treatment for Japanese Encephalitis and there is no human-to-human transmission of the virus, the source said. Delhi reports 'isolated' case of Japanese Encephalitis

New <keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>, The Delhi government on Tuesday issued fresh guidelines for handling end-of-life vehicles in public places, stipulating a penalty of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers to be imposed on owners of impounded vehicles before being released. According to the guidelines, continuous enforcement drives should be conducted to phase out such vehicles from public places in the national capital and daily reports sent to the environment department for onward submission to the Commission for Air Quality Management (CAQM). The government has classified the release procedure of impounded vehicles under two categories -- those who wish to shift their vehicle out of Delhi-NCR and those who wish to park the vehicle in private spaces which are not shared parking places. "On plying and parking of ELVs in public place in NCT of Delhi, once impounded for the first time it can be released on the basis of submission of an undertaking that vehicle will not be plied or parked in any public place within the territory of Delhi and will be removed from the city...," the guidelines read "In case of 4-wheeler, a penalty of Rs 10,000 along with towing charge and parking fee as notified in <keyword id="20667071" type="General" weightage="20" keywordseo="delhi-maintenance-and-management-of-parking-places-rules" source="keywords">Delhi Maintenance and Management of Parking Places Rules</keyword>, 2019, shall be charged before releasing of such ELVs. In case of 2-wheeler, a penalty of Rs 5,000 along with towing charge and parking fee as notified in Parking Rules 2019 shall be charged...," it said. According to the guidelines, any end-of-life vehicle impounded for the second time and transport vehicles running on diesel fuel and aged more than 10 years old cannot be released. The application for the release of a vehicle along with necessary documents should be submitted within three weeks of impounding of the vehicle and an online platform will be developed for this purpose, it said. According to the guidelines, impounded vehicles will be scrapped in case of three scenarios -- non-submission of application for release within three weeks of impounding of the vehicle, rejection of application submitted for release and impounding of the same vehicle for the second time. India to host Global India AI Summit 2024 in New Delhi on July 3-4

Have you ever considered that your regular commute to and fro work could potentially shave off some years from your life? And no, we’re not talking about road traffic accidents but the slow poison we’re inhaling unbeknownst to us: air pollutants. A new study published in <a href="https://www.thelancet.com/journals/lanplh/article/PIIS2542-5196(24)00114-1/fulltext">The Lancet Planetary Health</a> by an international team of researchers reveals a terrifying truth: over 7% of daily deaths in 10 major <keyword id="20026638" type="General" weightage="20" keywordseo="Indian-cities" source="keywords">Indian cities</keyword> are attributed to <keyword id="19900550" type="General" weightage="20" keywordseo="air-pollution" source="keywords">air pollution</keyword> caused by <keyword id="22110704" type="General" weightage="20" keywordseo="PM2-5-pollutants" source="keywords">PM2.5 pollutants</keyword> exceeding the World Health Organization's (WHO) safe limits. These PM2.5 pollutants are microscopic particles, 2.5 micrometres or less in diameter, that come from <keyword id="2839914" type="General" weightage="20" keywordseo="vehicle-emissions" source="Orion">vehicle emissions</keyword> and industrial activities. Imagine tiny daggers — that's what these PM2.5 particles are like, infiltrating deep into lungs and even the bloodstream, wreaking havoc on our health. The study found that PM2.5 levels breach WHO guidelines a staggering 99.8% of the time in these cities. The analysis covered major cities like Delhi, Mumbai, Bengaluru, Ahmedabad, Chennai, Hyderabad, Kolkata, Pune, Shimla and Varanasi. A staggering 7.2% of deaths in these cities, translating to roughly 33,000 annually, were associated with short-term PM2.5 levels exceeding the WHO's recommended limit (15 micrograms per cubic metre) between 2008 and 2019. Delhi, unfortunately, takes the crown for the most polluted. A shocking 11.5% of its annual deaths are attributed to air pollution, translating to a devastating 12,000 lives lost each year. The link between PM2.5 and mortality is undeniable. Researchers found that a mere 10 microgram per cubic metre increase in these pollutants correlates with a 1.4% rise in daily deaths. This risk factor doubles when considering only levels below India's air quality standards, which are, worryingly, less strict than the WHO's recommendations. But here's a surprising twist: the association between PM2.5 and death is even stronger in cities with generally cleaner air, like Bengaluru and Chennai. This suggests that locally produced pollutants, from sources like construction dust or waste burning, might be significant contributors. There is a glimmer of hope, however. The study emphasises that implementing stricter air quality standards and utilising proven pollution control methods from other parts of the world can be game changers. Lowering and enforcing stricter air quality limits will save tens of thousands of lives per year, emphasises Joel Schwartz, a co-author from Harvard University. This study serves as a stark wake-up call. The air we breathe in many Indian cities is a gamble, with every breath potentially harmful. Taking decisive action to curb pollution is not just about a cleaner environment, it's about saving the lives of millions of Indians.

The plea, moved by advocate Amit Acharya, urged the <keyword id="6355392" type="COMPANY" weightage="20" keywordseo="High-Court">High Court</keyword> to issue direction to the Centre to pass necessary instruction to Twitter India and Twitter to appoint resident grievance officer under Rule 4 of the Information Technology (Intermediary Guidelines and Digital Ethics Code) Rules 2021 without any delay. The High Court issued notice to the Centre and Twitter, seeking their stand on the plea. A <keyword id="10084554" type="PERSON" weightage="20" keywordseo="twitter-spokesperson">Twitter spokesperson</keyword> told <keyword id="105681" type="COMPANY" weightage="20" keywordseo="IANS">IANS</keyword> that as stated earlier, the micro-blogging platform strives to comply with applicable law in India. Twitter last week requested the IT Ministry to consider a minimum of three-month extension in order for the company to implement the new intermediary guidelines. Twitter, which witnessed a police raid on its offices in Delhi and Gurugram early this week related to the alleged Congress toolkit controversy, reaffirmed that it continues to accept grievances from users and law enforcement via its existing grievance redressal channel available under the new IT Rules. The company spokesperson had said that it plans to advocate for changes to elements of these regulations that inhibit free, open public conversation. "We will continue our constructive dialogue with the Indian government and believe it is critical to adopt a collaborative approach. It is the collective responsibility of elected officials, industry, and civil society to safeguard the interests of the public," the spokesperson said. The new rules notified in the gazette of India on February 25 under the Intermediary Guidelines and Digital Media Ethics Code Rules, 2021, came into effect from May 26. This week I didn't expect my texts to be about air quality. Coworkers, friends, and family members in various locales up and down the East Coast texted me about the terrible smoke blanketing their neighborhoods, with a cousin saying he'd had some trouble breathing. Another family member said Manhattan looked apocalyptic.For the past few days, New York City's air has appeared dirtier than the bottom of a subway track. The foul air from massive Canadian wildfires is expected to linger through at least Saturday. As shocked as New Yorkers — and people in other big cities from Detroit to Washington, DC — might be to barely be able to make out their skylines, this is nothing new for many people who live in other parts of the world. Lahore, Pakistan; Hotan, China; and Bhiwadi, India, had the worst air quality in the world in 2022, according to <a href="https://www.iqair.com/us/world-most-polluted-cities" target="_blank" rel="noopener">data from IQ Air</a>. But that wasn't always the case, even in the US. Landmark legislation like the Clean Air Act, signed into law by President Nixon in 1970 and beefed up in 1990, acted like a giant air filter for the nation. Today, in many global cities where the air quality is poor, the focus is often on building economies to lift people out of poverty. "They're in a period of rapid economic growth," Robert Kremens, a physicist who studies wildfires, told Insider. "They sacrifice air quality over human health." He said those decisions are often understandable because the focus is on ensuring citizens aren't going hungry, for example. Yet there are consequences from the pollution as well. A study published last year found 86% of people living in the world's urban spaces encounter air pollution that's <a href="https://www.thelancet.com/journals/lanplh/article/PIIS2542-5196(21)00350-8/fulltext" target="_blank" rel="noopener">more than seven times</a> above guidelines put out by the World Health Organization back in 2005. Cleaner air is something the US now takes for granted — even out west where smoke from wildfires is far more common. Kremens, who is with the Chester F. Carlson Center for Imaging Science at Rochester Institute of Technology, said the US made a decision decades ago to make cleaner air a priority. That meant a big drop in pollution from industrial smokestacks and tailpipes. That was quite a change from the years before the federal government had the authority to regulate what America was sending into the sky. New Delhi, The number of electric vehicle (EV) charging stations that are operating in the country has gone up to 12,146 as of February 2 this year, Minister of State for Heavy Industries, <keyword id="20219727" type="General" weightage="20" keywordseo="krishan-pal-gurjar" source="keywords">Krishan Pal Gurjar</keyword>, said in a written reply in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> on Tuesday. The data provided by the minister shows that Maharashtra leads with 3,079 EV charging stations followed by Delhi with 1,886, while Karnataka is at the third spot with 1,041 charging stations. The top three states are followed by: <keyword id="19896018" type="General" weightage="20" keywordseo="kerala" source="keywords">Kerala</keyword> (852), <keyword id="19896558" type="General" weightage="20" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword> (643), Uttar Pradesh (582), <keyword id="19898913" type="General" weightage="20" keywordseo="rajasthan" source="keywords">Rajasthan</keyword> (500), Telangana (481), Gujarat (476) and Madhya Pradesh (341), making up the top 10 list. The Ministry of Heavy Industries (MHI) has been making consistent efforts for facilitating the promotion of EVs in India. The FAME-II scheme inter-alia included financial support in the form of subsidy for setting up of public charging infrastructure to instill confidence among the EV users, the minister said. Further, the Ministry of Power has taken several initiatives to accelerate the deployment of public EV charging infrastructure in the country. The government has issued guidelines and standards for charging infrastructure, which enable the owners of EVs to charge their vehicles at their residence/office using their existing electricity connections. A revenue sharing model for provision of land at promotional rates for public charging stations has also been introduced and provision has been made for providing electricity connection to Public Charging Station (PCS) within stipulated timelines. The government has also prescribed the single part EV tariff for public charging stations, This amount cannot exceed Average Cost of Supply (ACoS) till 31.03.2025. The guidelines specify a ceiling of Rs 2.50 per unit and Rs 3.50 per unit of electricity used for slow AC charging of EVs at PCS during the solar and non-solar hours, respectively. Additionally, a ceiling limit of Rs 10 per unit and Rs 12 per unit of electricity used for DC fast charging of EVs at PCS during the solar and non-solar hours, respectively, has also been specified. Average cost of supply (ACoS) by DISCOMs to PCSs during solar hours shall have a rebate of 20 per cent and a surcharge of 20 per cent during all other times. The Green Energy Open Access Rules, 2022, has been notified with the objective of further accelerating renewable energy adoption, ensuring access to affordable, reliable, sustainable and green energy for all, the minister added.
