Almost a week after the Chinese firm Shanghai Tunnel Engineering Company Ltd (STEC) became the lowest bidder for constructing the 5.6-km New Ashok Nagar-Sahibabad underground tunnel of the 82 km Delhi-Meerut RRTS project, the Union Ministry of Urban Development on Wednesday clarified that the tender is in "process" and "yet to be finalised". The remarks from the ministry came in the wake of the tensions between India and China after the killing of 20 Indian soldiers by the People's Liberation Army (PLA) in an unprecedented attack on Monday night in Ladakh's Galwan valley. The Urban Development Ministry said that the 82-km long Regional Rapid Rail Transit System (RRTS) being undertaken by the National Capital Region Transport Corporation (NCRTC) is an ADB funded project for design and construction of 5.6 km tunnel through TBM &amp; 1 RRTS station. It said that bids were invited on November 9 last year and the technical bid was opened on March 16 this year. The ministry further said that five companies submitted bids and qualified for financial bid opening including SKEC (Korea) and Tata, STEC, China, L&amp;T, Afcons and Gulermakgir, Turkey. It said that on June 12 financial bids were opened and STEC, China emerged as lowest bidder. "The tender is under process and yet to be finalised," it said, adding that the project is funded under Asian Development Bank (ADB)/World Bank/Multi-lateral procurement guidelines do not allow discrimination among firms/countries. The NCRTC which is undertaking the construction work of the first RRTS at semi-high speed Delhi-Ghaziabad-Meerut 82 km corridor is supposed to have 5.6 km long tunnel between New Ashok Nagar in Delhi to Sahibabad in Uttar Pradesh and an underground station at Anand Vihar.

The order worth EUR312 million (Rs 2,643 crore approx.) includes the design and manufacturing of 234 standard gauge metro cars for Line 7 extension, which is 12.558 km of Pink line on the Mukundpur- Maujpur corridor and, the Line 8 extension, which is 28.92 km of Magenta line for the Janakpuri West - RK Ashram corridor, according to a statement from Alstom. Alstom will also design and manufacture of 78 standard gauge metro cars for the 23.622 km Silver line between Aerocity and Tughlakabad, including 15-year maintenance of these 78 cars. The statement said that Alstom would supply its Metropolis trainsets for this order. Metropolis trains offer a unique design, a wide range of configurations and ensure the highest performance due to the perfect combination of proven and reliable components and innovations, the company said. With its extensive track record, low lifecycle costs, and keen focus on passenger experience, Alstom said its Metropolis metros set the standard around the world. Talking about the new contract, Olivier Loison, Managing Director, Alstom India Cluster, said that "Delhi-National Capital Region (NCR) is amongst the largest urban clusters in the world. The new trains will be built at Alstom's largest urban rolling stock manufacturing site in Sricity (<keyword id="37102" type="General" weightage="50" keywordseo="andhra-pradesh" source="Orion">Andhra Pradesh</keyword>), which has a strong portfolio of delivering for major domestic and international projects, according to the company. Currently, the Delhi Metro network consists of about 391 km with 286 stations. The network has now crossed the boundaries of Delhi to reach Noida, Greater Noida and Ghaziabad in <keyword id="6357713" type="General" weightage="50" keywordseo="uttar-pradesh" source="Orion">Uttar Pradesh</keyword>, Gurugram, Faridabad, Bahadurgarh and Ballabhgarh in Haryana. Alstom bags Rs 2,643 crore order to design, manufacture 312 metro cars for Delhi Metro Phase IV

<ul><li><keyword id="6358932" type="UNKNOWN" weightage="20" keywordseo="Union-Minister">Union Minister</keyword> <keyword id="151350" type="PERSON" weightage="20" keywordseo="Hardeep-Singh-Puri">Hardeep Singh Puri</keyword> announced that <keyword id="357506" type="COMPANY" weightage="20" keywordseo="Metro-networks">metro networks</keyword> are going to be expanded to 15 other cities across the country.</li><li>India already has an operational metro network of over 515 kms and will expand to 660 kms more for rapid urban transformation.</li><li>The state governments and union territories have been asked to submit a Detailed Project Report (DPR).</li></ul>Spread over 10 cities across the country, India's metro network is now set to expand its operations to at least 15 more cities. The Union Minister of State for Housing and Urban Affairs, Hardeep Singh Puri, made the announcement on Monday and also listed the new cities out. Currently, the metro rail line has an operational network of over 500 kms and will expand to 660 kms more for rapid urban transformation. As of now, metro is functional in 10 cities including Delhi, Kolkata, Mumbai and Bengaluru and Kolkata being the first to kick off metro services in India in 1984. Fifteen more cities are also under consideration for metro coverage. Puri said that nearly 664 kms of metro rail network is under various stages of implementation while more than 515 kms is already operational in India. Nagpur, Pune and Ahmedabad are likely to get the network by <a href="https://economictimes.indiatimes.com/industry/transportation/railways/15-more-cities-will-soon-have-metro-network-union-minister-puri/articleshow/66419131.cms">next year</a>. The new cities that are on the list include Varanasi, Indore, Coimbatore, Kanpur, Bhopal, Patna, Surat, Guwahati, Visakhapatnam, Thiruvananthapuram and Navi Mumbai. In an interaction with the members of Consultative Committee, Puri spoke about the new urban transformation in India and pointed out that the government provides financial support to metro rail projects in 3 forms. It can either give a grant to states of up to <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=184454">10%</a> of project costs, in the form of a 50:50 equity sharing with state governments or a viability gap funding to the extent of <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=184454">20%</a> of the capital cost of public transport projects under a PPP model. The state government and union territories, on the new list of 15 cities, have been asked to prepare a Detailed Project Report (DPR) in accordance to the provisions in the Metro Rail Policy 2017 and submit it to the central government. The policy aims to ensure convenience to the people dependent on public transport. At the interaction, Puri also mentioned that the provision of last mile connectivity for the <keyword id="6366797" type="UNKNOWN" weightage="20" keywordseo="Delhi-Metro">Delhi Metro</keyword> is at an advanced stage. The minister also said that the projects proposed under Regional Rapid Transit System (RRTS) comprising <a href="https://www.livemint.com/Companies/jXD7k2n3NfbPGfqwtQOT3M/15-Indian-cities-where-Metro-train-work-is-going-on.html">373 kms</a> between Delhi-Meerut, Delhi-Panipat and Delhi-Alwar are under planning and that the ministry has released funds for various metro projects amounting to <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=184454">₹748.1 billion</a> in 2018-19 (up to 30 September 2018).

India to extend metro services to 15 more cities

By Namita Tewari New Delhi, Apr 19 () Turning the COVID-19 lockdown into an "opportunity", highways regulator NHAI is working on a war footing to resolve disputes worth a staggering Rs 80,000 crore, besides reviewing projects to expedite work. "During this lockdown period, we are holding five to seven video conferences every day to find resolution to disputes through reconciliation to be ready with all the ground work. "Normally what would take months together has been done during the lockdown," NHAI Chairman S S Sandhu, who was on an inspection of the Delhi-Meerut Expressway project when contacted him, said. Sandhu and other top brass of the National Highways Authority of India (NHAI) have been on an inspection spree of projects, taking the benefit of no traffic on otherwise congested highways. NHAI, an official said, has at least 180 cases in arbitration involving a sum of about Rs 80,000 crore. Sandhu told that as a result of intensive meetings, NHAI is in a position to place all matters before the reconciliation committees for speedy disposal of disputes. "Next week we are likely to take up the matters, work on which have been done, with the conciliation committees for final dispute redressal processes," Sandhu said. He said the exact number of cases for which work has been done cannot be assessed at the moment as multiple officials are working on different projects and the compilation will be done soon. Out of the 180 cases involving about Rs 80,000 crore, the officials are currently working on 86 cases worth about Rs 31,000 crore, a source said. "Work is almost complete on 33 cases with a solid ground ready for disposal of these by the reconciliation committees. These involve a sum of Rs 12,356 crore," the source added. Work is going on a war footing in other 43 cases involving a sum of Rs 20,000 crore, he added. The projects under arbitration include Delhi-Agra highway section, Kishangarh-Udaipur road and Chenani-Nashri project, the official said. The highways builders involved in these projects include ILFS Transportation, Madhucon, Gammon, HCC and Gayatri Projects, among others. The official said once the conciliation happens, the NHAI payout will be much lesser than the amount projected now as arbitration is a long-drawn process where payout is about 25 per cent but in conciliation, whatever amount is finalised is paid immediately. Road Transport and Highways Minister Nitin Gadkari has asked the ministry and NHAI officials to convert the coronavirus "crisis into opportunity". Preparations are afoot to re-start work on highway projects expeditiously in association with the states, while following the guidelines issued by the Ministry of Home Affairs. Gadkari told : "I have asked NHAI to resolve all cases in three months span." The NHAI has achieved record 3,979 kms of highways construction in 2019-20. The feat was achieved on the back of ambitious highways development programmes like Bharatmala Pariyojna. The construction pace has seen a steady growth, with 3,380 kms construction in FY 2018-19. The <a href="http://www.businessinsider.in/searchresult.cms?query=road+projects">road projects</a> are expected to be complete soon as Modi government said building roads was the fastest means to bring <a href="http://www.businessinsider.in/searchresult.cms?query=economic+growth">economic growth</a>. 
 
"Bharatmala will connect 123 districts to national highways. Under the Setu Bharatam project, we'll be building over 400 new bridges," said Modi. 
 
In past six months, the government has rolled out stuck projects worth Rs 4 lakh crore. 
 
While laying the foundation stone, Modi lauded <a href="http://www.businessinsider.in/searchresult.cms?query=nitin+gadkari">Road Transport and Highways Minister Nitin Gadkari</a> and said that no one has done as much for the roads and highways sector in the past 60 years as Gadkari has done. 
 
These projects were stuck since 2006, the government said. The total length of these projects is 341 km. 
 
"These projects will change things for Delhi and NCR. Not only traffic will come down but the vehicular pollution will also be under control in the capital," said Gakari. 
 
The government will also soon start work on Delhi-Meerut expressway at the tune of Rs 6,500 crore.

3 road projects worth Rs 13k crore have just received the go-ahead!

After a long delay, finally India is unveiling its first <a href="http://www.businessinsider.in/searchresult.cms?query=heliport&amp;sortorder=effectivedate">heliport</a> in Rohini area of New Delhi. 
 
The dedicated heliport, owned by<a href="http://www.businessinsider.in/searchresult.cms?query=pawan+hans&amp;sortorder=effectivedate"> Pawan Hans Helicopters Ltd</a> (PHHL), will carry passengers from Delhi to nearby areas. The heliport is a 100-crore project and will be integrated one with a chopper maintenance, repair and overhaul (MRO) unit. 
 
Aviation secretary R N Choubey said the Rs 100-crore project will be inaugurated on February 28 and will be an integrated one with a chopper maintenance, repair and overhaul (MRO) unit part of the complex at Rohini. 
 
The heliport will have parking bays, AC passenger terminal building and car parking area for the flyers. 
 
"Being a busy airport,<a href="http://www.businessinsider.in/searchresult.cms?query=igi+airport&amp;sortorder=effectivedate"> IGI airport</a> does not have much space for helicopter movement. The Rohini one will be a dedicated heliport and will make chopper movement much easier," said Choubey. 
 
"To promote regional air connectivity, Pawan Hans has also prepared a roadmap to connect all the major destinations from this heliport such as Delhi to Shimla, Haridwar, Dehradun, Mathura, Agra, Meerut and industrial hubs such as Manesar, Bahadurgarh etc," Pawan Hans had stated.

Soon after the plan for highway connectivity for the coveted four Hindu religious shrines (Char Dham) in Uttarakhand has been finalised, the BJP led NDA government is planning an expressway between Delhi and Katra, the base for pilgrims going to Vaishno Devi in Jammu and Kashmir. 
This expressway once operative would be 600 km long, the longest in India. 
 
The expressway would pass through <a href="http://www.businessinsider.in/searchresult.cms?query=Haryana">Haryana</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=punjab">Punjab</a> and Jammu &amp; Kashmir and would cost more than Rs 15,000 crore. 
"A consultant to study the feasibility of the project is being appointed. It will significantly improve connectivity between Delhi and Srinagar as a national highway is already being built between Jammu and Srinagar," a senior government official revealed. 
 
Road transport &amp; highways minister Nitin Gadkari confirmed that his ministry was working on the plan. 
Presently, travel time from Delhi to Katra is around 11-12 hours, which would be reduced to half once the expressway is built. 
 The government has approved plans for the construction of about 1,000 km of expressways at an estimated cost of Rs 16,680 crore. The approved corridors are Delhi-Chandigarh, Bengaluru-Chennai, Delhi-Jaipur, Delhi-Meerut, Kolkata-Dhanbad, Delhi-Agra and Vadodara-Mumbai. 
 
"It could be a hightraction project as the traffic flow, both private vehicles and freight, is good on the route," the official added. 
While final meetings would be taking place soon, an official said, getting land wouldn’t be of problem as the states of Haryana, Punjab and J&amp;K have <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> in power. The government is already working on a land pooling policy for expressway projects, where a portion of the land acquired from farmers will be returned to them after development.

Lucknow, Feb 18 () The Uttar Pradesh government in its Budget 2020-21, presented in the state Assembly on Tuesday, has laid emphasis on developing metro networks, airports and expressways, besides fixing a target to build four lakh houses for weaker sections by March 2021."A target of constructing 4 lakh houses for weaker sections has been fixed by March 2021. Metro rail service is available in Lucknow, Ghaziabad and Noida. Work of Regional Rapid Transit System from Delhi to Meerut is in progress. An arrangement of Rs 900 crore made for it," Finance Minister Suresh Kumar Khanna said in his budget speech.An arrangement of Rs 358 crore is proposed for Kanpur Metro Rail Project and Rs 286 crore proposed for Agra Metro Rail Project. Besides, there are proposals for Metro Rail projects in Gorakhpur and other cities and an arrangement of Rs 200 crore is proposed for the purpose.An arrangement of Rs 50 crore proposed for setting up Rashtriya Prerna Sthal in Lucknow, he said.In the budget, a provision of Rs 2,000 crore has been made for about 637 km long 'Ganga Expressway' from Meerut to Prayagraj, which will be the longest expressway of the country and Rs 2,000 crore for 'Noida International Greenfield Airport' at Jewar in Gautambuddh Nagar (Noida).The budget has also earmarked Rs 500 crore for Ayodhya Airport and Rs 92.5 crore for airports under the Regional Connectivity Scheme. UP budget lays emphasis on metro networks, airports, e-ways

New Delhi, Jan 31 () The government has decided to invest more than Rs 100 lakh crore on building modern infrastructure in the country with a special emphasis on connectivity, President Ram Nath Kovind said on Friday.
 In a bid to improve connectivity, the government will also focus on creation of new highways, waterways, airways and I-ways (IT infrastructure), the President said addressing the joint sitting of both houses of Parliament, on the first day of the Budget session here.
 "The poor and the middle-class hope and aspire for a modern 21st century infrastructure in the country. To fulfil this aspiration of the people more than Rs 100 lakh crore will be invested in the next five years. With a special emphasis on connectivity, the government is also focusing on creation of new highways, new waterways, new airways, and new I-ways," the President said.
 Rapid progress is being made towards providing better public transport facilities in urban areas, Kovind said adding, metro facility has now been extended to 18 cities in the country.
 So far, 670-km of metro lines have been operationalised, and work on another 930-km is underway, he said and added the residents of Delhi and NCR have greatly benefitted from the construction of Delhi-Meerut Expressway, as well as from Eastern and Western Peripheral Expressways.
 He further said inland waterways are also being developed by the government and in December 2019, for the first time, container cargo reached Pandu in Assam via National Water Way-2.
 Under the Jal Marg Vikas Project, the multi-modal terminal at Haldia on River Ganga and the navigation lock at Farakka will be completed this year, Kovind said adding, it is also our endeavour to operate large transport cargo vessels on River Ganga by next year.
 On air connectivity, he said about 35 lakh people have so far travelled by air under the UDAN scheme and last year, 335 new air routes have been approved.
 Rural roads contributed significantly to the country's infrastructure, he said and added 1.25 lakh kilometers road will be constructed and upgraded under Pradhan Mantri Gramin Sadak Yojna.
 Rural roads have now been expanded to every corner of the country through the Pradhan Mantri Gramin Sadak Yojana, he said adding third phase of the programme has been launched to strengthen rural roads and connect them to schools, hospitals and agricultural markets.
 On Noth East connectivity he said: "More than the physical distance of the North East from Delhi, it was the emotional disconnect that disheartened the people of the region. My Government has transformed this situation by working tirelessly during the last five years. Work is being done at an unprecedented pace in the North East to enhance connectivity, strengthen infrastructure and make people's lives easier."
 As a result of the government's efforts, he said by 2022, the capitals of Sikkim, Mizoram, Manipur and Nagaland will be connected with the rail network.
 "The work on Agartala-Akhaura rail link is also progressing at a fast pace. In the year 2022, the construction of the new airport being built at 'Holongi' in Arunachal Pradesh will also be completed," he added.
 The President said, during the last few years, there has been extraordinary development of infrastructure related to tourism.
 "Recently a nationwide programme has been launched from Kolkata for conservation and beautification of the heritage buildings of the country. The tourism sector is also being strengthened by the modern infrastructure being developed under Swadesh Darshan and PRASAD schemes. New records are being created every day in the number of tourists visiting the 'Statue of Unity', the statue of Sardar Patel; which is the tallest in the world," he emphasised.
