New <keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>, The Delhi government on Tuesday issued fresh guidelines for handling end-of-life vehicles in public places, stipulating a penalty of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers to be imposed on owners of impounded vehicles before being released. According to the guidelines, continuous enforcement drives should be conducted to phase out such vehicles from public places in the national capital and daily reports sent to the environment department for onward submission to the Commission for Air Quality Management (CAQM). The government has classified the release procedure of impounded vehicles under two categories -- those who wish to shift their vehicle out of Delhi-NCR and those who wish to park the vehicle in private spaces which are not shared parking places. "On plying and parking of ELVs in public place in NCT of Delhi, once impounded for the first time it can be released on the basis of submission of an undertaking that vehicle will not be plied or parked in any public place within the territory of Delhi and will be removed from the city...," the guidelines read "In case of 4-wheeler, a penalty of Rs 10,000 along with towing charge and parking fee as notified in <keyword id="20667071" type="General" weightage="20" keywordseo="delhi-maintenance-and-management-of-parking-places-rules" source="keywords">Delhi Maintenance and Management of Parking Places Rules</keyword>, 2019, shall be charged before releasing of such ELVs. In case of 2-wheeler, a penalty of Rs 5,000 along with towing charge and parking fee as notified in Parking Rules 2019 shall be charged...," it said. According to the guidelines, any end-of-life vehicle impounded for the second time and transport vehicles running on diesel fuel and aged more than 10 years old cannot be released. The application for the release of a vehicle along with necessary documents should be submitted within three weeks of impounding of the vehicle and an online platform will be developed for this purpose, it said. According to the guidelines, impounded vehicles will be scrapped in case of three scenarios -- non-submission of application for release within three weeks of impounding of the vehicle, rejection of application submitted for release and impounding of the same vehicle for the second time. All scrap value shall be paid through digital mode only to the bank account in the name of the vehicle owner within 15 days of the vehicle being accepted by the <keyword id="20663769" type="General" weightage="20" keywordseo="registered-vehicles-scrapping-facility" source="keywords">Registered Vehicles Scrapping Facility</keyword>, it added. Delhi govt issues guidelines for handling end-of-life vehicles in public places

After a long delay, finally India is unveiling its first <a href="http://www.businessinsider.in/searchresult.cms?query=heliport&amp;sortorder=effectivedate">heliport</a> in Rohini area of New Delhi. 
 
The dedicated heliport, owned by<a href="http://www.businessinsider.in/searchresult.cms?query=pawan+hans&amp;sortorder=effectivedate"> Pawan Hans Helicopters Ltd</a> (PHHL), will carry passengers from Delhi to nearby areas. The heliport is a 100-crore project and will be integrated one with a chopper maintenance, repair and overhaul (MRO) unit. 
 
Aviation secretary R N Choubey said the Rs 100-crore project will be inaugurated on February 28 and will be an integrated one with a chopper maintenance, repair and overhaul (MRO) unit part of the complex at Rohini. 
 
The heliport will have parking bays, AC passenger terminal building and car parking area for the flyers. 
 
"Being a busy airport,<a href="http://www.businessinsider.in/searchresult.cms?query=igi+airport&amp;sortorder=effectivedate"> IGI airport</a> does not have much space for helicopter movement. The Rohini one will be a dedicated heliport and will make chopper movement much easier," said Choubey. 
 
"To promote regional air connectivity, Pawan Hans has also prepared a roadmap to connect all the major destinations from this heliport such as Delhi to Shimla, Haridwar, Dehradun, Mathura, Agra, Meerut and industrial hubs such as Manesar, Bahadurgarh etc," Pawan Hans had stated.

One week after San Mateo County Court Judge Barbara Mallach issued an order for billionaire Vinod Khosla to open access to Martin's Beach, a gate leading down to the shore remains closed.&#xa0;
The Surfrider Foundation first filed suit against Khosla in March of 2013, claiming that the billionaire was in violation of the California Coastal Act when he failed to obtain a permit before locking a gate leading down to the beach and posting signs forbidding entry.&#xa0;
Khosla, a prominent venture capitalist and cofounder of Sun Microsystems, <a href="http://www.businessinsider.com/vinod-khosla-fighting-surfrider-foundation-suit-2014-9">purchased a 53-acre parcel</a> adjacent to the northern California beach for $37.5 million in 2008.
Judge Mallach <a href="http://www.businessinsider.com/vinod-khosla-loses-beach-suit-2014-9">ruled against Khosla</a> in September, saying that he changed the nature of public access at the beach without obtaining the necessary permits from the California Coastal Commission.
Last week, the judge&#xa0;<a href="http://www.businessinsider.com/judge-orders-vinod-khosla-to-open-beach-he-had-blocked-2014-12">issued a final order</a>&#xa0;stating that Khosla must immediately restore public access to the beach as it was when he first purchased the property.
According to testimony at this summer's trail, the family that previously owned the property&#xa0;kept the parking lot open every day of the year, unless there was inclement weather or a private event was taking place. They&#xa0;charged&#xa0;$2 to park at the beach, which also once had a restaurant and convenience store that catered to visitors.
Still, one week after Judge Mallach's final order, the gate outside Martin's Beach hasn't been opened, and none of the forbidding signs have been taken down.&#xa0;
"Judge Mallach very clearly said Friday that this gate needs to be open. Saturday through Wednesday - that gate has been closed every day," Eric Buescher, a lawyer representing Surfrider in the case, said to Business Insider. California was&#xa0;<a href="http://www.businessinsider.com/heres-where-the-power-is-out-in-downtown-san-francisco-2014-12">hit by a powerful storm</a>&#xa0;that left thousands without power Thursday.&#xa0;"Yesterday and today, given the storm, that I understand."

Khosla and his legal team appealed Judge Mallach's initial ruling, saying that as long as they don't arrest anyone who walks around the gate, it's not a violation of the California Coastal Act. Mallach rejected this claim because the gate had been left open under previous owners.&#xa0;
"In the history of Martin's Beach, as described by visitors who have come here for years and as described by guidebooks, it's always been a place you could go even if you were elderly, or handicapped, or not very mobile. That's not really the case if the gate is closed," Buescher said. "It also deters people who might not know it's their right to go there even though there's a gate. It's not fair to the public."&#xa0;
If Khosla doesn't open the gate within the next few days, one of two things could happen. In a letter sent to Khosla's property manager on Monday, the California Coastal Commission said that if the gate is not opened within two weeks, they can exercise their right to issue fines.&#xa0;If he applies for a permit, Khosla could negotiate terms with the commission.&#xa0;
"Issues such as the maintenance of parking at Martins Beach, the upkeep of public restrooms and other facilities, or liability issues are exactly the issues that can be addressed by working with the Commission on a long-term solution, in consultation with other applicable agencies and public access groups," commission enforcement analyst Peter Allen wrote in the letter. "We remain ready and willing to craft such terms for a solution to resolve your Coastal Act violations, and restore public access to Martins Beach similar to the form in which it has historically existed."&#xa0;
The Surfrider legal team could also go back to Judge Mallach, point out that the gate is still locked, and see what action she thinks appropriate.

"There's no other cemetery that has a designated section for Black veterans."<h2>'No one was interested in taking responsibility for it'</h2>The cemetery had been maintained by its previous owner until his death in 2019, at which point, the city took over the property and Henderson volunteered to help keep up with the landscaping and headstone maintenance, as she does with other cemeteries in the area. She said she discussed with city officials plans for Tampa to eventually transfer the responsibility of the property to a nonprofit — or her organization, which is a not-for-profit — though those plans never materialized."The city reached out to a number of community groups and civic leaders to find or organize an organization to take care of Memorial in perpetuity, to give it the care and attention it deserves as a historical landmark," Tampa spokesman Adam Smith said in a statement emailed to Insider. "No one was interested in taking responsibility for it."Henderson told Insider she would have been willing to raise funds and manage the upkeep of the property. Smith did not immediately respond to questions about whether or not Henderson was contacted by the city about taking over the cemetery's upkeep. Smith said the city of Tampa placed a lien on the property to cover early maintenance costs and eventually foreclosed in an attempt to take control of its long-term maintenance. As part of the foreclosure proceedings, the cemetery was sent to public auction."The city did not expect other bidders, since the property is protected from development and requires ongoing maintenance," Smith told Insider, adding that the city bid $9,800 on the property, never expecting to be outbid. Instead, real estate investor Alex Arteaga took control of the land with an $18,000 offer and told the <a href="https://www.tampabay.com/life-culture/history/2023/01/30/tampa-loses-control-historic-black-cemetery-property-flipper-now-owns-it/" target="_blank" rel="noopener">Tampa Bay Times</a> his property-flipping company, 2715 West Sligh LLC, is "looking for a company that can handle" the upkeep of the cemetery, and intends to sell it — likely for a profit.The market value of the land on the property appraiser's records was $416,000 in 2020, the <a href="https://www.tampabay.com/news/hillsborough/2020/01/21/city-leaders-fear-memorial-park-cemetery-could-become-the-next-zion/">Tampa Bay Times</a> reported after the cemetery's owner died. "The city of Tampa has reached out to the owner about potentially buying the property from him," Smith told Insider. "No matter what, Memorial Park Cemetery will forever be given the respect, protection, and maintenance it deserves as a historic landmark."Arteaga did not immediately respond to Insider's requests for comment. The land currently remains open for public visits and, while the property cannot be developed for new buildings, it remains unclear if a new owner could make changes — like selling additional plots or relocating existing ones — in the future.<h2>Officials 'may as well have spit on those graves'</h2>Henderson only learned the cemetery property had changed ownership after she reached out to city officials to schedule her monthly cleanup of the graves and was told she'd have to make arrangements with the new owner. "I don't know how people are not outraged," Henderson told Insider, adding that Tampa's mayor, Jane Castor, "may as well have spit on those graves."Norene Copeland Miller, a 70-year-old Tampa resident with 12 family members buried at Memorial Park Cemetery, told Insider she read about the sale of the cemetery in the newspaper, calling it "disgraceful" — especially since she and other community members would have stepped up to manage the property."Nobody deserves for their families, when they're put to rest in peace, to have this kind of turmoil in their life," Miller added, saying she believes the soul of her mother, who she buried 35 years ago, is no longer at rest following the sale of the property. "So this is just very disturbing." The selling of the property to the highest bidder, Henderson noted, is particularly disrespectful to the families of the people buried there, and feels like the country's history of selling Black bodies, living or dead, is "repeating itself over and over again." "This isn't just any property, it's a cemetery." Henderson told Insider. "And this isn't any cemetery, this is a historical cemetery. And this isn't just any historical cemetery, this is a designated Black historical cemetery. And wait a minute! It's not just a designated Black historical cemetery, it's the only designated Black historical cemetery with a monument dedicated to Black veterans."Miller said Henderson, as well as other residents, have been consistently attending City Council meetings with the hope of pressuring Tampa officials into repurchasing the property, no matter the cost. "This community deserves better," Miller said. "It should have never gotten to this point and we are going to make it right, and do it now." <h2>Historical cemeteries at risk</h2>Historic Black cemeteries in Florida have been the subject of much debate among historians, researchers, and city officials in recent years as the remains of <a href="https://www.insider.com/remains-of-328-likely-graves-found-in-relocated-black-cemeteries-2022-11">328 graves in the city of Clearwater were identified after a supposedly "relocated" cemetery was paved over</a> to make way for an office building parking lot.<a href="https://www.npr.org/2021/12/20/1065178753/florida-fourth-black-cemetery-discovered" target="_blank" rel="noopener">NPR reported</a> four forgotten Black cemeteries have been found in Florida in recent years, including the site in Clearwater. In each case, Black residents were told the graves had been relocated."Especially with these sites related to African American history, a lot of times there was a lot of institutional neglect, systemic racism that leads to there not being records about these places, too," Rebecca O'Sullivan, a Stantec archaeologist who worked on the Clearwater cemetery project, told Insider. "So they either never existed or the places weren't given the same sort of institutional support that white cemeteries or white neighborhoods were given at the same time."On June 4, 2021, Florida Governor Ron DeSantis signed into law a bill that created the <a href="https://dos.myflorida.com/historical/archaeology/human-remains/abandoned-cemeteries/abandoned-african-american-cemeteries-task-force/">Abandoned African-American Cemeteries Task Force</a> to study unmarked or abandoned cemeteries and burial grounds throughout the state and develop strategies for identifying and preserving the historical graves within. The task force expired on March 11, 2022.A proposed national law, the African-American Burial Grounds Preservation Act, sponsored by Rep. Alma Adams of North Carolina last year, is currently making its way through Congress.
