According to the <keyword id="62743" type="COMPANY" weightage="20" keywordseo="DJB">DJB</keyword>, due to depletion of pond level at Wazirabad pond (668 feet) against the normal level of 674.5 feet and reduction in release of raw water by Haryana in Yamuna, water production has been curtailed at the Wazirabad and Chandrawal treatment plants. The water supply shall be affected from Sunday evening to Monday evening and so on till the pond level improves to normal, it said. The public is advised to make judicious use of water and water tankers shall be available on demand, it added. The areas likely to be affected are Civil lines, Hindu Rao Hospital and adjoining areas, Kamla Nagar, Shakti Nagar and adjoining areas, it said. Karol Bagh, Paharganj and <keyword id="6373991" type="COMPANY" weightage="20" keywordseo="ndmc">NDMC</keyword> areas, Old and New Rajinder Nagar, Patel Nagar (East and West), Baljeet Nagar, Prem Nagar, <keyword id="860535" type="COMPANY" weightage="20" keywordseo="Inderpuri">Inderpuri</keyword> and adjoining areas are also likely to be affected it sai . People of Delhi have to deal with water shortage on Sunday while battling for lives against COVID-19

New Delhi, May 28 () Three Delhi Jal Board employees posted at its headquarters in Karol Bagh have been diagnosed with COVID-19, according to officials. Adhering to the government''s guidelines to contain the spread of the deadly virus, the second floor of the Varunalaya Complex, the headquarters of the DJB, will "remain close from the second half of Thursday to Saturday", they said. Authorities concerned have also been directed to get the entire headquarters complex sanitised immediately. Another DJB employee was found coronavirus positive on May 17, following which the water utility placed 10 of its staff members in the Tagore Garden area under quarantine. GVS NSD

3 Delhi Jal Board staff test COVID-19 positive

<keyword id="111875" type="ORGANIZATION" weightage="100" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> (DPCC) has issued closure notices to 112 industrial units, mainly stainless steel pickling units, located in <keyword id="495229" type="ORGANIZATION" weightage="100" keywordseo="Wazirpur-Industrial-Area">Wazirpur Industrial Area</keyword>. According to the authorities, these units were releasing untreated liquid industrial waste in the open drains that flow into the river Yamuna. 
 Wazirpur Industrial Area houses about 2,000 units. DPCC had been writing to the industrial units and the <keyword id="6364683" type="ORGANIZATION" weightage="60" keywordseo="Delhi-Jal-Board">Delhi Jal Board</keyword> (DJB) since March this year, asking them to take effective measures, but nothing had been done till date. 
 A team of officials from DPCC, DJB and Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), as well as representatives of the Wazirpur Industrial Area CETP Society and <keyword id="1461068" type="ORGANIZATION" weightage="60" keywordseo="All-India-Plastic-Industries-Association">All India Plastic Industries Association</keyword>, had undertaken a survey of the area on February 24. Samples of waste water being discharged in open drains were collected at three locations and pH levels were found to be far below the specified norms. "This means steel pickling industries are not carrying out any treatment and the waste water is being discharged into open drains," the closure notice said. 
 The <keyword id="6356156" type="ORGANIZATION" weightage="60" keywordseo="public-works-department">Public Works Department</keyword> also held a discussion on the drainage issue in the area on March 13 this year. 
 
"It was observed that all drains are choked due to silt from the industries and a large quantity of metallic silt was being discharged directly into the storm water drains without mandatory pre-treatment by industrial units," the notice states. 
 
DPCC has ordered power and water disconnections, and directed the local SDM to ensure that the units are shut down. "We have given them enough warnings. They never responded or did anything about it," said Sandeep Mishra, member secretary of DPCC. 
 
Commenting on the development, Jai Kumar Bansal, president of Delhi Stainless Steel Trade Federation, said, "We haven't received any closure order and we have always treated our waste water. I don't know why DPCC is taking action against us."

112 Industrial Units In Wazirpur To Shut
Down For Flouting Pollution Norms

 Termed as one of the “biggest reshuffles” in the history of the organization, <keyword id="818742" type="UNKNOWN" weightage="40" keywordseo="The-move">the move</keyword> came shortly after <keyword id="62743" type="ORGANIZATION" weightage="80" keywordseo="DJB">DJB</keyword> set up a task force to crack down on tanker mafia. 
 The decision was taken by the new <keyword id="5645" type="POSITION" weightage="40" keywordseo="CEO">CEO</keyword>, <keyword id="6369029" type="PERSON" weightage="40" keywordseo="Vijay-Kumar">Vijay Kumar</keyword>, who was brought in specially by Kejriwal shortly after he took oath. 
 
“The transferred officials have been working across 25 water emergencies and water filling points and the decision to move them from this department was taken to reduce the possibility of corruption. Any employee who has worked for more than three years in the department is supposed to be transferred but the rule was hardly implemented,” said a source. 
 
All those who have been transferred had been working in the department for over three years. Sources said that public interface in this department was huge and it was “easy to succumb to influence”. “Whenever we tried to transfer people, senior officials were put under massive pressure to stop transfers. Calls have even been received to stop transfer of beldars,” said the source. 
 
The tanker task force, headed by the additional CEO of DJB, has been tracking DJB tankers across the city to verify if they have been selling water instead of distributing it free. Officials said some discrepancies had been observed and action would be taken against defaulters.

DJB Transfers 800 Officials In Big Rejig

<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Delhi govt presents FY25 budget with ₹76,000 crore outlay; to give ₹1,000 per month to every woman

New Delhi, Jan 19 (IANS) The Central Pollution Control Board (CPCB) on Tuesday told the Supreme Court that the Delhi government is a habitual offender in causing pollution in the Yamuna river. A bench headed by Chief Justice S.A. Bobde and comprising Justices L. Nageswara Rao and Vineet Saran was hearing a suo moto case pertaining to the issue of remediation of polluted rivers. Additional Solicitor General Aishwarya Bhati, representing CPCB, contended before the bench that the department is in the middle of collecting data on various factors associated with pollution in Yamuna and it will be filed very soon. "Delhi is a habitual offender for pollution in Yamuna," Bhati submitted before the top court. Senior advocate Meenakshi Arora, amicus curiae in the matter, submitted before the bench that as on January 18, the water quality is excellent, as the ammonia content is 0.3 ppm, and insisted if this can be maintained consistently. Praising the Haryana government, Arora submitted, "They have brought ammonia to a good level the acceptable point is 0.9 ppm." She emphasised this is a matter of drinking water for Delhi. Senior advocate Shyam Divan, representing Haryana government, submitted that petition filed by Delhi Jal Board was not maintainable, as there were many facts which are in dispute. The Chief Justice replied, "What is the problem in making an order that the present levels must be maintained?" Divan urged not to make this observation, as problems connected with water pollution emerge from Delhi. He added that Delhi government is wrong on pinning the blame on Haryana. The bench gave one week's time to Haryana to file a counter to Delhi Jal Board's plea. The bench also directed the committee appointed by the National Green Tribunal (NGT) on river monitoring to submit its report to the court and made it a party in the case. On January 13, the Supreme Court had said pollution-free water forms the basic right under the constitutional framework and took suo moto cognisance on the issue of contamination of rivers by sewage effluents. The top court said "We deem it appropriate at this stage to start with the issue of contamination of river Yamuna." The observation from the top court came on a plea by Delhi Jal Board citing increased ammonia levels in Yamuna due to discharge of pollutants. The top court observed that the plea highlights an issue of great significance and consequence not only for general public but all living beings dependent upon open surface water. The bench said the right to clean environment and further, pollution-free water has been protected under the broad rubric of the right to life guaranteed under Article 21. --IANS ss/kr

CPCB to SC: Delhi is habitual offender in Yamuna pollution

<keyword id="66" type="General" weightage="100" keywordseo="delhi" source="Orion">Delhi</keyword> has registered a huge spurt in dengue cases, with over 100 people being diagnosed with the infection in the last one week, taking the tally of the vector-borne disease in the city to nearly 400 so far this year. According to a report released by the Municipal Corporation of Delhi (<keyword id="55093" type="General" weightage="80" keywordseo="mcd" source="Orion">MCD</keyword>) on Monday, 152 cases have been reported in this month alone till September 17. The city had recorded 295 dengue cases till September 9. In the last one week, 101 fresh cases have been reported. Out of the 396 total cases recorded till September 17 this year, 75 were reported in August. It is also the highest number of dengue cases logged during the January 1-September 17 period, since 2017, when the corresponding figure was 1,465. No death has been reported so far this year due to the disease. Ninety-two cases of malaria and 17 case of chikungunya have also been reported this year in Delhi till September 17, the report said. A senior MCD official had earlier said the rising cases of dengue is a "matter of concern for us" and "we are working on measures to combat it". Cases of vector-borne diseases are usually reported between July and November, sometimes stretching till mid-December. Civic officials said dengue cases were recorded earlier than usual this year due to weather conditions congenial for mosquito breeding. Last year, 9,613 dengue cases were recorded in the national capital, the highest since 2015, along with 23 deaths -- the maximum since 2016. According to the MCD report, the city recorded 23 dengue cases in January, 16 in February, 22 in March, 20 in April, 30 in May, 32 in June and 26 in July. In 2018, Delhi had reported 343 dengue cases during the January 1-September 17 period, according to the report. The figures in 2019, 2020 and 2021 were -- 217, 172 and 211, respectively. Amid the spike in cases of dengue in Delhi, mosquito breeding was found at public places and government offices, including a police academy and a metro station, during an anti-dengue drive following which legal measures were taken by the civic authorities. "This year, MCD has issued 82,490 legal notices and 28,846 challans so far against defaulters," the civic body had said in a statement on September 16. Intensifying its ongoing drive for prevention and control of vector-borne diseases, the MCD has carried out a "massive drive to detect mosquito-breeding in the premises of government offices, construction sites, schools, universities, educational institutes, metro parking lots and metro stations". During the drive, breeding of mosquito larvae was found on their premises and the "department issued 42 challans and 18 notices", it said. Legal measures were taken against defaulters for mosquito-genic condition or breeding of larvae found on premises of Delhi Jal Board plant offices, Keshopur and Nangloi; DDA horiticulture unit, Janakpuri; Kukeja Hospital, <keyword id="6366598" type="General" weightage="50" keywordseo="rajouri-garden" source="Orion">Rajouri Garden</keyword>, NITRD TB Hospital, Dwarka; Akash Institute IIT-JEE &amp; Medical, Dwarka; police stations at Paschim Vihar West and Seelampur; DJB Yamuna Vihar; Government Senior Secondary School, Brahampuri; PWD Office Gokulpuri; Delhi Police Academy, Sonia Vihar; BSES Kamla Market; metro station at Peeragarhi; and PWD Outer Ring Road, Peeragarhi, the statement said. Ten deaths each were reported due to dengue in 2016 and 2017, four in 2018 and two in 2019. According to official data, 4,431 dengue cases were recorded in Delhi in 2016, 4,726 in 2017, 2,798 in 2018, 2,036 in 2019 and 1,072 in 2020. In 2015, the city had witnessed a massive dengue outbreak, with the number of cases crossing 10,600 in October. It was Delhi's worst dengue outbreak since 1996. 101 fresh cases of dengue in Delhi, tally rises to 396

The shortage of water in slums is an ongoing challenge. "We've always had an issue getting water. But since the lockdown, most private water tankers have refused to come and when one does, it runs,” <a href="https://www.dw.com/en/under-coronavirus-lockdown-delhi-slum-residents-struggle-to-get-water/a-53073487">says a resident of Sangam Vihar in Delhi</a>. A slum with over a million population gets no access to public piped water. And due to the lockdown, even the supply from private tankers has come to a halt. The situation is not very different in other areas. In Chennai, water tanker supply in some areas has been reduced by up to 50%, a source told Business Insider. While in Hyderabad, some areas receive one water tanker every alternate day. Washing hands with soap a luxury The World Health Organisation (WHO) recommends washing hands with soap and water for at least 20 seconds, repeatedly. In Delhi slums, people queue for drinking water — ignoring social distancing norms

<ul><li>The national capital of India may be facing a <keyword id="6355017" type="UNKNOWN" weightage="20" keywordseo="water-shortage">water shortage</keyword> over the next three days.</li><li>The water shortage will not only impact the general population, but also hospitals, which are currently reeling from the surge in COVID-19 patients.</li><li>According to the Delhi Jal Board (DJB), Haryana is to blame for reducing the supply of water by 20% to 30% as well as making the water dirtier.</li><li>The DJB has filed a petition with the Supreme Court to address the issue. The court will hear the cases tomorrow on May 6.</li></ul>India’s national capital, New Delhi, has been under lockdown for nearly three weeks now, due to the surging number of COVID-19 cases. And a water shortage will only make things worse. The city is already facing a number of shortages as it is, from vaccines to oxygen to medical supplies. The administration in Delhi saw this coming, more than a month ago. The vice chairman of the Delhi Jal Board (DJB), Raghav Chaddha, claims he has even written multiple letters to the Haryana Chief Minister to address the issue, but no resolution has been offered. With no other option on the table, the DJB finally moved the Supreme Court to help the national capital in its moment of crisis. It told the apex court that there is a critical shortage in water being supplied from the neighbouring states of Punjab and Haryana. As of April, that flow was down to around which means only around 200 million gallons of water is coming in. As a result there was a shortage of water at the Sonia Vihar and Bhagirathi water treatment plants. To make matters worse, the water is dirtier than it used to be. The high ammonia concentration in the Yamuna has affected the productivity of the water treatment plants in Chandrawal and Wazirabad. These two plants are responsible for churning out an average of 228 million gallons of water a day for the people of Delhi. As per the latest estimates, levels at the Wazirabad water treatment plant have fallen by over 1% from the standard level of 674.5 feet to 667.2 feet of water. <cmsannotation type="cmsannotation" annotationid="Delhi saw the water shortage coming" comment="subhead" text="Delhi saw the water shortage coming">Delhi saw the water shortage coming</cmsannotation> This is not the first time that the DJB has had to go to the Supreme Court. On March 23, the DJB told the bench headed by CJI Sharad Arvind Bobde that Haryana has plans to cut 20% of its water to Delhi to repair work in one of its canals. Senior advocate AM Singhvi and advocate Gautam Narayan, appearing for the DJB, urged the court to order Haryana to postpone the work. They argued that a reduction in water supply during the peak summer months would adversely affect the national capital. At the time, the Supreme Court had ordered Haryana, as well as Punjab and the Bhakra Beas Management Board, to not make any changes to the supply of water to Delhi until April 6. The court then extended the water supply order to April 14. The following week, on April 19, the Supreme Court appointed a committee to conduct a local inspection with regard to the quality and quantity of water coming in from Haryana to Delhi. Disputes of water between Delhi and Haryana are not new. They happen every summer when the supply of water is limited and the national capital is dependent on its neighbour to ensure adequate supply. Water shortage might be on the way to worsen Delhi's COVID-19 crisis

New Delhi, Jan 13 (IANS) The Supreme Court on Wednesday took suo moto cognizance of pollution in the Yamuna river and also issued a notice to the Haryana government on a plea by Delhi Jal Board (DJB). The DJB had plead the top court, citing its inability to supply water to all areas of Delhi due to the high ammonia level in the river, which enters into it from the water coming from the Haryana side. Senior advocate Meenakshi Arora, representing the DJB, contended before a bench headed by Chief Justice S.A. Bobde that the sewage treatment plant (STP) in Haryana was not working properly. She said this has led to a high ammonia level in the water, making it unfit for drinking. She also emphasized that the pollutants released into the water are the major issue. The bench queried Arora, what steps should be taken to lower the pollution through STPs. The DJB said the water must have an ammonia level less than 0.9 ppm, instead it receives 300 cusecs of highly polluted water from Haryana, and cited extremely worrying health hazards due to the presence of ammonia in the chlorinated water. Arora submitted before the top court that due to the high ammonia level, water in the Yamuna entering Delhi from Haryana, was a major factor which does not allow DJB to meet the water needs of Delhi. The top court said it will also suo motu take up the issue of the dirty Yamuna river in Delhi and appointed Arora as amicus curiae. The court also asked the DJB to serve the papers on the Haryana government and listed the matter for further hearing on Tuesday next week. --IANS ss/dpb

New Delhi, May 18 () An employee of the Delhi Jal Board has been found coronavirus positive, prompting the water utility to place 10 of its staff members in the Tagore Garden area under quarantine. According to an order issued by the Executive Engineer (West), DJB, the utility''s Tagore Garden store will remain closed for 14 days."Beldar Karambir has been found COVID-19 positive. Officials who were in close touch with him are hereby directed to undergo mandatory self-isolation for 14 days and seek medical assistance if required," the order said. New Delhi, Dec 10 (IANS) With several government departments and agencies allegedly not adhering to rules and regulations to deal with pollution and disposal of debris, the Central Pollution Control Board (CPCB) has issued notices to over half a dozen such violators in the NCR-Delhi region. The CPCB has also cautioned them to strictly adhere to the rules and regulations relating to building construction, disposal of demolition/debris/waste and dust management, or else the building works will be stopped. Union Minister Prakash Javadekar has stressed on the need to bring together all agencies to tackle pollution in Delhi area. "All agencies have to fight pollution in Delhi; only then the people of Delhi will get a little relief. I urge all agencies to ensure strict compliance with construction and demolition waste management rules and effective dust management." A law was enacted on behalf of the central government for the management of building and demolition waste four years ago. There are also strict rules for dust management at building sites to prevent pollution. As many as 50 teams set up to prevent pollution in the National Capital Region found during checking that the rules pertaining to construction projects/words are not allegedly getting followed by several government institutions. Authorities came across alleged violation of rules at construction sites of Delhi Public Works Department (PWD) projects at Delhi Gate, Moti Bagh, Mandi House, and Tilak Lane. Similarly, CPCB member-secretary Prashant Gargav issued notices pertaining to sites of Delhi State Industrial Development Corporation, Delhi Jal Board, DDA, CPWD, DMRC, NHAI and MTNL, and asked them to adhere to rules. --IANS nnm/tsb

CPCB notices to govt depts, agencies on pollution rules' violations

The <keyword id="6354952" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Government">Delhi government</keyword> on Wednesday extended its scheme, offering a one-time waiver of water bill arrears and late payment surcharge in the wake of the coronavirus pandemic, till December 31. Under the scheme, launched in August last year, all categories of houses get an exemption from late-fee payments, while their pending water bills are waived partly or fully, depending on the housing category. "In wake of the pandemic, the water bill waiver scheme of the Delhi Jal Board has been further extended by three months and will now end on December 31," the water utility's vice-chairman, Raghav Chadha, said in a tweet. Delhi's colonies are categorised from A-H. The A-D category colonies are considered as middle and upper-middle class residential areas. The 'A' category colonies include those in Maharani Bagh, Chanakyapuri and Golf Links. For the 'A' and 'B' category colonies, a 25-per cent rebate is given on their principal arrears while for the 'C' category colonies, a 50-per cent waiver is provided. Those living in the 'D' category colonies get a waiver of 75 per cent on their principal pending arrear.
