In its ruling impacting the fraught relationship between the LG's office and the AAP-led Delhi government, the bench said the Delhi Municipal Corporation Act as amended in 1993 "expressly enables the LG to nominate persons having special knowledge to the corporation". It said the power expressed by the statute in the name of the LG, also seen in the context of other provisions, demonstrates the statutory scheme in which the powers and duties are distributed among authorities under the Act. "The context in which the power is located confirms that the LG is intended to act as per the mandate of the statute and not guided by the aid and advice of the council of ministers. The power to be exercised is the statutory duty of the LG and not the executive power of the state. This is how we analysed the constitutional provisions," Justice Narasimha said while pronouncing the verdict on behalf of the bench. The bench said the statutory power under provision 3(3)(b)(1) which deals with nomination of persons having special knowledge was vested with the LG for the first time by the 1993 amendment of the DMC Act of 1957. The bench said the DMC Act as amended in 1993 recognises five authorities exercising the state's power and duties under the Act -- these are the Central government, the government of NCT, administrator, corporation and the commissioner. It said the amendment Act of 1993 carries out several amendments to the original DMC Act of 1957 by which the power, duties were allocated to the authorities depending on the function they perform under the law. The bench said by way of the amendment the power of nomination of aldermen was given to LG under the provision just like the power of nomination of MLAs was given to the speaker of the House. On May 17 last year, the top court had said that giving the LG the power to nominate aldermen to the MCD will mean he can destabilise an elected civic body. The MCD has 250 elected and 10 nominated members. In December 2022, the Aam Aadmi Party defeated the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="345" meta.entityid="BJP">BJP</keyword> in the civic elections, winning 134 wards and ending the saffron party's 15-year run at the helm of the MCD. The BJP won 104 seats and the Congress finished a distant third with nine. Senior advocate Abhishek Singhvi, appearing for the Delhi government, had contended during the hearing that no separate powers have been accorded to the state government to nominate people to the MCD. For the past 30 years, the practice of the LG nominating aldermen on the aid and advice of the city government has been followed, he said. Additional Solicitor General Sanjay Jain, appearing for the LG's office, submitted that just because a practice has been followed for 30 years does not mean it is correct. The top court had observed that giving the LG the power to nominate aldermen will effectively mean that he can destabilise a democratically elected MCD because these aldermen get appointed to the standing committees and have voting power. Earlier, the top court had questioned the "source of power" of the LG under the Constitution and the law to nominate aldermen to the MCD without the aid and advice of the elected government. On May 12 last year, the top court observed that LG has to act on the "aid and advice" of the council of ministers of the Delhi government in nominating 10 aldermen to the MCD.

RBI's monetary policy committee meeting begins today, announcement on October 9

The committee, chaired by Department of Consumer Affairs (DoCA) Additional Secretary Bharat Khera, will develop the Repairability Index to provide consumers with greater transparency on repair information for their products and foster a more sustainable technology industry. The National Workshop on the Right to Repair in the <keyword id="20881182" type="General" weightage="20" keywordseo="mobile-and-electronics" source="keywords">Mobile and Electronics</keyword> Sector, convened on August 29, brought together industry stakeholders to establish a consensus on the framework for evaluating components for the Repairability Index, fostering longevity in product design and democratising access to repair information and spare parts. "The framework on Repairability Index aimed to provide consumers with essential information about product repairability besides seamless access to spare parts will enable informed purchasing decisions," the DoCA said in a statement. The committee, which includes representatives from the Ministry of Electronics and Information Technology (MeitY), Ministry of Micro, Small and Medium Enterprises (MSME) and industry stakeholders, is expected to submit a comprehensive report on the Repairability Index framework by November 15. The key components of the proposed Repair Ecosystem include comprehensive repair information, accessible spare parts, affordable tools, modular product design and ensuring the economic feasibility of repairs for consumers. "By standardising the assessment of repairability, the index will create an ecosystem where consumers can easily compare products and choose options that align with the ethos of mindful consumption and sustainability," the DoCA statement said.

Indian wrestlers' participation could be blocked," he feared. UWW President in his April 25 letter to WFI President had made it clear that ad-hoc panel running the show was not acceptable to them. "In case any decision or order should be made against your federation, and a third party be designated to run the daily affairs of our sport in India in violation of the UWW Statutes, UWW would have no other option than to re-impose a temporary suspension of your federation until further notice, and which, this time, could maybe include your athletes,"UWW president Lalovic wrote. The Centre had suspended the WFI on December 24, 2023, three days after it elected the new office bearers, for allegedly not following the provisions of its own constitution while taking decisions, and requested IOA to constitute an ad-hoc committee to manage its affairs. Replying to the controversy, the IOC said on Thursday in a statement, "All athletes participating in the boxing tournament of the Olympic Games Paris 2024 comply with the competition's eligibility and entry regulations, as well as all applicable medical regulations set by the Paris 2024 Boxing Unit (PBU). As with previous Olympic boxing competitions, the gender and age of the athletes are based on their passports." "These rules also applied during the qualification period, including the boxing tournaments of the 2023 European Games, Asian Games, Pan American Games and Pacific Games, the ad hoc 2023 African qualifying tournament in Dakar (SEN) and two world qualifying tournaments held in Busto Arsizio (ITA) and Bangkok (THA) in 2024, which involved a total of 1,471 different boxers from 172 National Olympic Committees (NOCs), the Boxing Refugee Team and Individual Neutral Athletes, and featured over 2,000 qualification bouts," the IOC statement read. The IOC said that the athletes in question had been subjects of an arbitrary decision by the International Boxing Association earlier. "We have seen in reports misleading information about two female athletes competing at the Olympic Games Paris 2024. The two athletes have been competing in international boxing competitions for many years in the women's category, including the Olympic Games Tokyo 2020, International Boxing Association (IBA) World Championships and IBA-sanctioned tournaments. These two athletes were the victims of a sudden and arbitrary decision by the IBA. Towards the end of the IBA World Championships in 2023, they were suddenly disqualified without any due process," the IOC said. "According to the IBA minutes available on their website, this decision was initially taken solely by the IBA Secretary General and CEO. The IBA Board only ratified it afterwards and only subsequently requested that a procedure to follow in similar cases in the future be established and reflected in the IBA Regulations. The minutes also say that the IBA should "establish a clear procedure on gender testing. The current aggression against these two athletes is based entirely on this arbitrary decision, which was taken without any proper procedure - especially considering that these athletes had been competing in top-level competition for many years. Such an approach is contrary to good governance," the IOC added. The IOC said it was committed to protecting the human rights of all athletes participating in the Olympic Games as per the Olympic Charter, the IOC Code of Ethics and the IOC Strategic Framework on Human Rights. The World Heritage Committee is one of the two bodies governing the Convention for the Protection of the World's Cultural and Natural Heritage. It is composed of the representatives of 21 states, elected from the 195 states parties to the Convention. In the ongoing session, from July 23 to July 25, the Committee will examine the state of conservation of the 124 sites already inscribed on the World Heritage List, 57 of which are also on the List of World Heritage in Danger. Similarly, from July 26 to July 29, the Committee will examine the dossiers of 27 sites proposed for inscription on the World Heritage List. The sites will be examined according to three categories. The three categories are natural, mixed, and cultural. Though Moidams are found in all the districts of upper Assam, Charaideo, the first capital of the Ahoms was the necropolis of almost all the Ahom Royals. Charaideo is situated 28 km east of Sivasagar. The first king of the Ahoms Chau-lung Siu-ka-pha was buried at Charaideo after his death observing all the Tai-Ahom religious rites and rituals.
