<ul><li>IIT-D had submitted the new drainage plan to the <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword> government 18 months ago. </li><li>One of the major suggestions is the revival of the natural drainage basins of the Capital which are fast disappearing. </li><li>PWD says that different departments are assigned specific tasks for the “theoretical report” to turn it into a practical project.</li></ul> While <a href="https://timesofindia.indiatimes.com/city/delhi/itd-be-funny-if-it-werent-such-a-pain-city-fights-waterlogging-with-42-year-old-plan/articleshow/65045726.cms" data-type="tilCustomLink">Delhi</a> is not exactly known for the kind of monsoons Mumbai deals with, water-logging has increasingly become a problem in the Capital. A little rain results in standing water puddles, mounting traffic and a series of issues more. So, what exactly is the problem? For starters, the Capital is functioning with a drainage plan that is a few decades old. And while a new plan has been formulated, it has not been implemented yet. In 2012, Sheila Dikshit, the then chief minister of Delhi, announced that a reform in the Capital’s drainage plan was needed. Considering that the last drainage plan for the city was designed in 1976, a reform was more than a little necessary. Dikshit gave IIT Delhi (IIT-D) the task to come up with the new master plan. IIT-D submitted the new plan 18 months back, however, the Delhi government has still not taken up any of their recommendations. They are apparently facing a bureaucratic maze where “nothing has been done so far” because there are no systems in place to make the changes and the concerned people are disinterested. And thanks to that, the result is that the Capital comes to a halt after little to moderate rainfall. Here’s how the university came up with their plan Delhi has 700 km of <a href="https://timesofindia.indiatimes.com/city/delhi/itd-be-funny-if-it-werent-such-a-pain-city-fights-waterlogging-with-42-year-old-plan/articleshow/65045726.cms">drainage </a>and IIT-D first scientifically quantified the volume of water that flows in them and then, came up with several ways to increase the volume. This included rectifying slopes of drains, width adjustments, siltation removal and revival of the natural drainage system which runs across 426.555 km in Delhi. The natural drainage basins of the Capital are fast disappearing. The 1976 drainage master plan had identified 201 major natural drainage basins. However, 44 of them can not be located anymore and the others are so “permanently” silted that no one knows about their actual dimensions any longer, like the ones in Barapullah and Najafgarh. IIT-D also pointed out that the increase in the area under paved surfaces have lead to a reduction in water percolation and are resulting in standing dirty water on the roads. The only immediate solution that they recommended was to completely clean the stormwater and the sewage system. They recommended that the Delhi Jal Board use super suckers for unclogging the sewer lanes. The draft also mentioned that the stormwater drainage system should be kept free of solid waste. Fifty percent of Delhi does not segregate between stormwater and sewage since more than half of houses are not even connected to a sewage system and therefore, open drainage is used as a dustbin. Other recommendations included complete separation of the networks carrying sewage and stormwater, unified framework for drainage with a common plan, laying down of pipes to channel rainwater away from the surface to nearby parks or water bodies and the revival of natural drains. The Public Works Department (PWD) has argued that it is only a theoretical report and it has been converted to a practical project after different departments were allocated specific tasks to make it happen. The deadline for this theory to practice plan has been set for 2031. And in all this, the Delhi government’s department of irrigation and flood control was given the task to work on it with IIT-D. All departments were given the recommendation draft for their inputs. One problem with the system is the multiplicity of agencies and the absence of a common framework on drainage. There are 10 agencies, including the municipal corporations, PWD, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), <keyword id="6371761" type="COMPANY" weightage="20" keywordseo="delhi-development-authority">Delhi Development Authority</keyword> (DDA), and the irrigation and flood control department. With so many authorities to deal with, IIT-D believes that lack of leadership is a major hurdle when it comes to implementing the plan. And while the plan flails through this bureaucratic maze, Delhi will just have to deal with water-logging till things work out.

IIT Delhi has a master drainage plan for the Capital, but it remains unimplemented

<keyword id="6371761" type="ORGANIZATION" weightage="80" keywordseo="Delhi-Development-Authority">Delhi Development Authority</keyword> (DDA) will sell 152 premium flats at <keyword id="6354367" type="ORGANIZATION" weightage="80" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> Village this June at it’s first ever e-auction. The agency has fixed a base price of Rs 7 crore for each 3 BHK unit. It aims to complete the sale by June end and earn over Rs 1,000 crore. The advertisements are likely to roll out next week. 
 The sale has been long pending since 2012 as the <keyword id="6354952" type="ORGANIZATION" weightage="80" keywordseo="Delhi-Government">Delhi Government</keyword> had requested 60 flats for its official housing pool. It has not responded ever since. 
 DDA Vice-Chairman Balvinder Kumar said the agency has written two to three letters to the <keyword id="6360789" type="ORGANIZATION" weightage="80" keywordseo="Modi-Government">Modi Government</keyword> to no avail. It’ll send one again asking whether the government still wants the apartments. If there’s no reply the DDA will go ahead with the sale. 
 Officials predict the final price would be well over the reserve price, thanks to the great demand for housing. The cost to DDA for <keyword id="645313" type="UNKNOWN" weightage="80" keywordseo="CWG-flats">CWG flats</keyword> in 2009 was around Rs 11,000 per square feet. The authority sold it for Rs 22,000 per sq feet in 2012.

Good news for home buyers. DDA to soon auction CWG flats

New Delhi, May 4 () With increased risk of delay in completion of housing projects due to COVID-19 outbreak, over 75 per cent of prospective homebuyers want to purchase properties from reputed private builders and government authorities, a survey by property consultant Anarock showed. The survey was conducted during April 20-27, 2020, with a sample size of nearly 2,000 prospective home buyers across major cities. "COVID-19 has changed buyer preferences with more people now preferring risk-free investments. 62 per cent prospective buyers prefer to buy a home from leading developers with least project execution risks even if the property is relatively higher priced," Anarock said in a report. Around 14 per cent wanted to buy flats from the government institutions like Delhi Development Authority (DDA), Haryana Urban Development Authority (HUDA) and Maharashtra Housing and Area Development Authority (MHADA), it added. "This sums up the mood of the buyers. More than paying extra bucks, buyers prefer to avoid project execution risks in the current situation," Anarock Chairman Anuj Puri said. The preference for reputed, organised developers with the least project execution risk has also risen. Buyers with this preference have increased to 62 per cent from the previous survey's 52 per cent, he noted. Interestingly, government-built homes are also gaining popularity, Puri added. In contrast, merely 6 per cent would consider buying from developers offering lower prices but with high risk of execution delay. Around 18 per cent respondents preferred low prices with moderate execution risk. As per the Anarock data, more than 2.61 lakh units were sold in the top 7 cities - Delhi-NCR, MMR, Kolkata, Chennai, Bengaluru, Hyderabad and Pune - in entire 2019 of which nearly 54 per cent were sold by the branded developers and the remaining by the non-branded ones. During January-March 2020, the top 7 cities saw housing sales of nearly over 45,200 units of which nearly 59 per cent was by the branded developers. 'Branded' developers include listed players, developers who have been operating for a decade and more, even newly-formed entities of large conglomerates and also those with sizeable areas under development either locally or pan-India. The survey also found out that 48 per cent respondents prefer residential real estate as the best investment option during COVID-19 largely due to lower risks attached. Around 25 per cent respondents prefer stocks, 18 per cent gold and 9 per cent fixed deposits. Anarock said that 16 per cent of respondents have put their plan to buy flats on hold, while another 28 per cent would buy after 6-12 months. MJH ANSANS

COVID-19 impact: Most prospective homebuyers prefer reputed pvt builders, govt authorities

New Delhi, Dec 18 () State-owned firm NBCC has bagged a nearly Rs 1,400 crore worth contract to develop 'East Delhi Hub' at Karkardooma in the national capital.
A memorandum of understanding (MoU) between NBCC and the Delhi Development Authority (DDA) in this regard was signed in 2015. 
NBCC informed that the DDA has revised the conditions of the MoU.
"As per the revised MoU, the DDA has entrusted the 'Integrated Development work of East Delhi Hub, Karkardooma, New Delhi based on Transit-Oriented Development norms wherein NBCC will work as project planning, designing and executing agency," NBCC said in a regulatory filing.
The scope of work includes master planning of the entire project and construction of 1,600 residential units, external amenities, infrastructure services and other developmental works, it said.
"The total estimated cost of the development of Phase-I of this project is Rs 1,393 crore (approx)," the filing said. 
In a separate filing, NBCC said it has signed an MoU with Odisha Thermal Power Corporation Ltd (OTPCL), Bhubaneswar for civil construction and various developmental works of the thermal power plant.
"The total estimated cost of the project is Rs 200 crore (approx)," the company said.
NBCC is present in three main segments namely project management consultancy (PMC), real estate development and EPC Contracting. MJH

NBCC bags Rs 1,393 cr project from DDA to develop 'East Delhi Hub'

The Delhi Metro Rail Corporation on Tuesday signed a <keyword id="78814" type="UNKNOWN" weightage="80" keywordseo="memorandum-of-understanding">memorandum of understanding</keyword> (<keyword id="6368586" type="COMPANY" weightage="80" keywordseo="MoU">MoU</keyword>) with the <keyword id="44991" type="COMPANY" weightage="80" keywordseo="Ghaziabad">Ghaziabad</keyword> Development Authority (GDA) for the 9.41 km long Metro expansion from <keyword id="185815" type="PERSON" weightage="80" keywordseo="Dilshad-Garden">Dilshad Garden</keyword> in Delhi to Ghaziabad’s <keyword id="523007" type="UNKNOWN" weightage="80" keywordseo="new-bus-stand">New Bus Stand</keyword>. The cost of the project is estimated to be around Rs 1,770 crore. DMRC's director of business development, SD Sharma, and GDA vice-chairman, Santosh Yadav, signed the MoU in the presence of <keyword id="2347281" type="UNKNOWN" weightage="80" keywordseo="Delhi-Metro-MD-Mangu-Singh">Delhi Metro MD Mangu Singh</keyword> at the <keyword id="1381796" type="ORGANIZATION" weightage="80" keywordseo="Ghaziabad-Authority">Ghaziabad authority</keyword>'s headquarters. The corridor is expected to be completed by June 2017. 

	According to Metro officials, work will be expedited to commission the project ahead of schedule. Delhi Metro MD Mangu Singh said, "Work on technical studies, including soil profiling and ensuring proper power supply for the project, will immediately start. The actual work on ground can be seen in the next three months.”

Delhi Metro Signs MoU With Ghaziabad Authority For Route Extension

New Delhi, Dec 21 () Realty firm MKS Ventures said it will invest around Rs 400 crore to develop a socio-culture centre and commercial complex in the national capital in partnership with the Delhi Development Authority (DDA).
 The company has bagged this 11-acre project at Rohini from the DDA through bidding process, its director Sunil Totlani said.
 "We have got this project from the DDA on lease for 50 years under public private partnership model. The total development potential is about 9 lakh sq ft of which 4 lakh sq ft will be earmarked for socio-culture centre and about 5 lakh sq ft for commercial complex," he said.
 Asked about investment, Totlani said the project cost is estimated at around Rs 350-400 crore.
 The construction work will start by March next year and the project is expected to be completed by 2023-end.
 MKS Ventures has deposited Rs 22 crore as upfront payment for the project.
 During the 50-year lease period, the company will pay a certain fixed amount per annum to the DDA once the project is completed, Totlani said. The company will also share some revenue earned from the socio-culture centre.
 For the socio-cultural hub, the company will develop a centre for performing arts, auditorium, exhibition centres, open-air amphitheatre, recreational club, library and e-library, centre for visual arts, hotel and banquet halls, besides indoor and outdoor recreational and sports facilities.
 In commercial development, the company will construct a shopping mall.
 Totlani said the company is already developing a commercial and multi-level car parking project at Pitampura, which it bagged from the Municipal Corporation of Delhi (MCD).
 A housing project in Sohna, Gurugram is also in the pipeline.

Currently, the airports being managed under the PPP model include Delhi, Mumbai, Bangalore, Hyderabad and Cochin. "While these PPP experiments have helped create world class airports, it has also helped AAI (Airports Authority of India) in enhancing its revenues and focusing on developing airports and air navigation infrastructure in the rest of the country," it said. As per the Civil Aviation Ministry statement, PPP in infrastructure projects brings efficiency in service delivery, expertise, enterprise and professionalism apart from harnessing the needed investments in the public sector. The decision to lease the airports under the PPP model is expected to enhance the revenue to AAI and increase the economic development in the concerned areas in terms of job creation and related infrastructure, as per the statement.
