He praised the hard work of the Sherpas and officials for making it possible to forge a consensus on the final outcome document or the Delhi Declaration. The development was quite unexpected as the Delhi Declaration was being expected to be announced on Sunday, the last day of the Summit. Though the details of the wordings of the Delhi declaration are not yet known, the fact that Modi personally having announced that a consensus has been arrived at, indicates that some sort of compromise between Russia/China combined and other members of the G20 bloc has been arrived at, especially on the language related to the Ukraine war.. "India's G20 Presidency has been the most ambitious in history of G20. There are 73 outcomes (lines of effort) and 39 annexed documents (presidency documents, not including <keyword id="196398" type="General" weightage="50" keywordseo="working-group" source="Orion">Working Group</keyword> outcome documents). With 112 outcomes and presidency documents, we have more than doubled the substantive work from previous presidencies," official sources said. As reported earlier, amid hectic parleys over finding a consensus on the wordings for the Russia-Ukraine war, the G20 diplomats are learnt to have arrived at a "compromise language" to describe the full scale invasion.

"I don't want to get into the debate just now whether crypto will be regulated or banned. The G20 will take a call on that," she said when asked about the move to deal with it. "G20 countries have signed an agreement to collectively work to boost world bank's financing capacity. The G20 welcomed the IMF-FSB (Financial Stability Board) crypto synthesis paper, including the roadmap, that will support a coordinated and comprehensive policy and regulatory framework," she said. The Finance Minister was addressing a press conference along with Foreign Minister S Jaishankar and G20 Sherpa Amitabh Kant on the sidelines of the G20 summit. She said that FSB has focussed more on the crypto regulations, whereas IMF has emphasised on the macroeconomic implications of crypto assets. "The synthesis paper is something which the G20 membership will go through in detail. The G20 discussion paper further added that they welcome the BIS Innovation Hub (BISIH) Report on Lessons Learnt on CBDCs. G20 to take call on crypto assets, says Nirmala Sitharaman

<keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> on Saturday proposed to launch a <keyword id="18717471" type="General" weightage="20" keywordseo="G20-satellite" source="Orion">G20 Satellite</keyword> Mission for Environment and Climate Observation, with an aim to help the countries of the global south. Prime Minister <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> made the suggestion at the <keyword id="42981" type="General" weightage="20" keywordseo="G20" source="Orion">G20</keyword> Leaders' Summit at the Bharat Mandapam international convention centre here in the presence of world leaders including US President <keyword id="99719" type="General" weightage="80" keywordseo="joe-biden" source="Orion">Joe Biden</keyword>, UK Prime Minister <keyword id="221875" type="General" weightage="80" keywordseo="rishi-sunak" source="Orion">Rishi Sunak</keyword> and South Africa President Cyril Ramaphosa among others. Modi said the G20 satellite mission would be beneficial for all of humanity just as the data obtained from India's successful Chandrayaan moon mission. India proposes G20 satellite for climate observation

New Delhi, May 16 () Banks are adopting different procedures while releasing pension or seeking certificates from pensioners at different periodicity, the Personnel Ministry has said. The ministry has issued consolidated guidelines to chairman and managing directors (CMDs) of pension disbursing banks to create awareness among Central Pension Processing Centre (CPPC)/ bank branches on updated rules and instructions in this regard. The move comes after an analysis of the grievances received by the Department of Pension and Pensioners' Welfare under the Personnel Ministry. "It has been observed that updated and consolidated instructions will help improve the processing of pensioner's requests by banks and others," the department said in an order issued on Friday. Hence, an attempt has been made herein, to consolidate relevant instructions issued by the Department of Pension and Pensioners' Welfare from time to time with regard to disbursement of pension, it said. "These banks are adopting different procedures, while releasing pension/ family pension or seeking declarations/certificates from pensioners / family pensioners at different periodicity," the department said while issuing the consolidated guidelines. There are 65.26 lakh central government pensioners. These integrated guidelines are on different matters, including the banks insisting spouses to open separate bank accounts for getting family pension, submissions of life certificate and disability certificate and on requirement of family pensioner to submit 'form 14' on death of a pensioner, among others. All banks have been advised to comply with these consolidated guidelines and to give wide publicity by putting up these instructions on their websites and also on the notice boards of the branches of the bank, etc. "On death of a pensioner, the spouse is not required to submit form 14, if he/she was having a joint account with the pensioner and authorisation for payment of family pension exists in the Pension Payment Order (PPO) in his/her favour," the guidelines said. "In such cases, a spouse will be required to provide only a copy of the death certificate to the pension paying branch in order to commence his/her family pension," they said. Pension disbursing bank will identify the family pensioners based on the information furnished in PPO and its own Know Your Customer procedure without insisting him/her to physically present himself/herself in the paying bank, the department said, citing its instructions issued in September 2013 in this regard. Banks will not insist on opening a new account when the spouse already has a joint account with the pensioner and authorisation for payment of family pension exists in the PPO in his/her favour, the consolidated guidelines said. Pension disbursing banks will also accept Aadhaar-enabled digital life certificate "Jeevan Pramaan", according to the guidelines. Pensioners who are 80 years and above can submit life certificates in the month of October also. Life certificate has to be submitted by every pensioner/family pensioners in the month of November every year. "No fresh certificate of disability would be required in the case of a child with permanent disability," the guidelines said. A disabled child will also be required to self-certify every year that he/she has not started earning his/her livelihood, according to the instructions. If family pension has been sanctioned to a disabled child and the disability is temporary, the guardian of such disabled child shall produce a disability certificate once in every five years to the effect that he/she continues to suffer from such disorder /disability in order to continue family pension, the guidelines said. "If the spouse is a recipient of family pension, no certificate of remarriage is required to be furnished by him/her," the consolidated guidelines said. "At the time of commencement of family pension, an undertaking will be obtained from him/her to the effect that in the event of his/her re marriage, he/she will report the fact to the pension disbursing bank promptly," they said. However, childless widow of deceased government servant and disabled child of a pensioner/government servant will continue to get family pension even if they get married/remarried, as per the guidelines. A family pensioner, other than spouse, has to submit a declaration of non-marriage/non re-marriage every six months. The family pension is discontinued if she/he gets married/re-married. The Department of Pension and Pensioners' Welfare has issued directions to all the pension disbursing banks to send SMS/emails to all their pensioners on October 24, November 1, November 15 and November 25 every year reminding them to submit their annual life certificates by November 30. "The department directed all pension disbursing banks to make an exception list as on 15 December every year of those pensioners who fail to submit their life certificate and issue another SMS/email to them for submitting the life certificate," the guidelines said. "The bank in addition will also ask such pensioners through SMS/email whether they are interested in submission of life certificate through a chargeable door-step service, on a nominal charge not exceeding Rs 60," they said. Top brick and mortar retailers have moved the <keyword id="6355014" type="ORGANIZATION" weightage="80" keywordseo="Delhi-High-Court">Delhi High Court</keyword> against the <keyword id="6357307" type="ORGANIZATION" weightage="80" keywordseo="Central-Government">Central Government</keyword>, demanding change in Foreign Direct Investment (<keyword id="44528" type="ORGANIZATION" weightage="60" keywordseo="FDI">FDI</keyword>) norms vis-a-vis eCommerce players in the wake of rapid growth of online shopping. 
 The case was filed by <keyword id="113282" type="ORGANIZATION" weightage="80" keywordseo="Retailers-Association-of-India">Retailers Association of India</keyword> (RAI), which represents top retailers such as <keyword id="44949" type="CITY" weightage="80" keywordseo="Future-group">Future Group</keyword>, Shoppers Stop and <keyword id="58448" type="COMPANY" weightage="60" keywordseo="Reliance-Retail">Reliance Retail</keyword>. 
 "We are demanding parity," said lawyer <keyword id="106922" type="PERSON" weightage="80" keywordseo="Abhishek-Manu-Singhvi">Abhishek Manu Singhvi</keyword>, who represents the country's largest lobby of organised retailers. 
 
This is the second such method adopted by physical retailers against the government in the past six days. The country's branded stores operators did not attend a meeting convened last week by the ministry of commerce and industry to discuss FDI in eCommerce. 
 Sales of brick-and-mortar retailers have declined after eCommerce companies such as Flipkart, Snapdeal and <keyword id="18635" type="CITY" weightage="80" keywordseo="Amazon">Amazon</keyword>.in have made major inroads into the retailing business in India by offering unprecedented discounts. 
 
While India bars FDI in eCommerce companies selling products directly to consumers, it allows foreign companies to operate the so-called eCommerce marketplace that lends its platforms for other companies to sell their products. 
 
"On paper, eCommerce can't have foreign direct investment. However, a whole lot of marketplaces are effectively retailing," Kumar Rajagopalan, chief executive at RAI, told the Economic Times. 
 
"It is a convenient method of saying they are marketplaces, but they can get as much FDI they want. So there is no level playing field in India," he said. 
 Flipkart and Snapdeal have attracted billions of dollars in funding by operating such marketplaces while US-based <keyword id="6391410" type="CITY" weightage="80" keywordseo="Amazon-com">Amazon.com</keyword> has set up a fully owned subsidiary here and has pledged to invest $2 billion in India. 
 
Physical retailers want a level playing field for both and want equal policies for both the offline and online channels. 
 
Analysts, however, say that even if India allows similar policies for both offline and online retailers, store operators can’t attract the kind of investor response as eCommerce. 
 
Even though India opened the retail business for global supermarkets in 2012 by allowing them to own up to 51% in local ventures, the showpiece liberalisation policy has discouraged a number of companies including clearance from state governments, mandatory 30% sourcing from small vendors and upfront investment of at least $100 million. 
 
Because of such conditions retailers have not been able to get any fund amid so many clauses. 
 
eCommerce companies have been spending millions of dollars in discounting products and large scale advertising to lure consumers, while physical retailers, which pay heavy rentals and have other establishment costs, say it's very difficult to compete with online retailers.
