The <keyword id="19905108" type="General" weightage="20" keywordseo="ministry-of-defence" source="keywords">Ministry of Defence</keyword> has sanctioned over Rs 300 crore through its <keyword id="20416767" type="General" weightage="100" keywordseo="technology-development-fund" source="keywords">Technology Development Fund</keyword> (TDF) to create an ecosystem aimed at enhancing capabilities in cutting-edge technology and promoting '<keyword id="20460685" type="General" weightage="20" keywordseo="aatmanirbharta" source="keywords">Aatmanirbharta</keyword>' in defence, an official statement said on Thursday. The Technology Development Fund (TDF) scheme is a flagship programme of the Ministry of Defence, executed by <keyword id="19948662" type="General" weightage="20" keywordseo="drdo" source="keywords">DRDO</keyword> under the '<keyword id="20018809" type="General" weightage="20" keywordseo="make-in-india" source="keywords">Make in India</keyword>' initiative. Under this initiative, the government provides grants-in-aid to Indian industries, including <keyword id="19910977" type="General" weightage="20" keywordseo="msmes" source="keywords">MSMEs</keyword> and <keyword id="19945815" type="General" weightage="20" keywordseo="startups" source="keywords">startups</keyword>, as well as academic and scientific institutions, for the development of defence and dual-use technologies that are currently not available in the Indian defence industry. With these initiatives, the Ministry aims to engage private industries, especially MSMEs and startups, to foster a culture of design and development in military technology and support them with grants-in-aid. The TDF seeks to enhance the capacity and capability of Indian industries for the design and development of defence technologies in the country. It aims to create an R&amp;D ecosystem where industry and academia work together to meet the current and future requirements of the Armed Forces and the defence sector. The government aims to achieve 'Aatmanirbharta' in defence technology by building a robust defence manufacturing ecosystem in the country. The <keyword id="19910956" type="General" weightage="20" keywordseo="defence-ministry" source="keywords">Defence Ministry</keyword> on Wednesday highlighted several successful startups benefiting from the scheme. Pune-based startup <keyword id="22281521" type="General" weightage="20" keywordseo="Combat-Robotics" source="keywords" meta.keywordsubtype="org" meta.entityname="Combat Robotics" meta.hostid="153" meta.entityid="Combat Robotics">Combat Robotics</keyword>, with the help of the scheme, has successfully developed an innovative simulator for <keyword id="20146841" type="General" weightage="20" keywordseo="unmanned-vehicles" source="keywords">unmanned vehicles</keyword>. This multi-domain simulator supports unmanned ground vehicles (UGVs), unmanned underwater vehicles (UUVs), unmanned surface vehicles (USVs), and unmanned aerial vehicles (UAVs), serving as an excellent development tool for agencies working on autonomous systems. Another Pune-based defence equipment startup, ChiStats Labs Private Limited, is developing virtual sensors for aero gas turbine engine health monitoring, which helps to increase the operational reliability and longevity of the engines. The system is built on modern artificial intelligence/machine learning (AI/ML) technologies. Bengaluru-based NewSpace Research and Technologies Pvt. Ltd., under the project titled 'Autonomous Drone as First Responder for Search and Report Operations in Enclosed/Indoor Environments', has created a cutting-edge UAV capable of exploring indoor environments under various conditions, including zero light. The success of this project will open up various applications, including search and rescue operations, surveillance, industrial inspections, environmental monitoring, and hazardous environment exploration, contributing significantly to technological advancements in unmanned aerial systems, the Ministry added. The technology has been developed under the technical guidance and mentorship of CAIR, Bengaluru.

Defence ministry allocates Rs 300 cr for technology development fund to promote Make in India products

The report stated that the <keyword id="20861069" type="General" weightage="20" keywordseo="global-shift" source="keywords">global shift</keyword> towards a China+1 strategy and the impact of the <keyword id="20016971" type="General" weightage="20" keywordseo="Russia-Ukraine-war" source="keywords">Russia-Ukraine war</keyword> offer India additional opportunities to fill supply chain gaps, potentially boosting its share in the <keyword id="23046732" type="General" weightage="20" keywordseo="global-defence-industry" source="keywords">global defence industry</keyword>. The report noted that the country's long-term goal is to become a global defence manufacturing hub is driven by Defence Public Sector Undertakings (DPSUs), private enterprises, start-ups, and MSMEs. "Indian defence exports have grown multi-fold from INR 15 bn in 2017 to INR 210 bn in 2024 at a CAGR of 46%. The China + 1 strategy and the Russia-Ukraine war provides an additional opportunity for India to fill the gap created in the supply chain and hence increase its contribution to the global defence industry," the report read. The report added that to achieve this target a well-developed domestic ecosystem is crucial as lower import content in products accelerates approvals by reducing international conflicts. The report added that the Ministry of Defence has taken key initiatives to attract Indian private players and global Original Equipment Manufacturers (OEMs) include establishing aerospace parks and defence corridors, fast-tracking project approvals, and enhancing development and testing facilities. Highlighting the potential in India's Maintenance, Repair, and Overhaul (MRO) segment the report explained that it holds a significant potential for global aerospace companies due to its technical expertise and cost-competitive solutions. "India provides a huge opportunity in the <keyword id="23046733" type="General" weightage="20" keywordseo="MRO-segment" source="keywords">MRO segment</keyword> for global aerospace leaders given the expertise the country provides as well as the cost efficiency solutions compared to its global competitors" the report added. India aims to increase domestic defence turnover to Rs 3 lac crore by 2029, Rs 500 billion targeted for exports. This growth will help reduce the Government of India's import bill as India remains the world's largest importer of defence equipment. Under the Atmanirbhar Bharat initiative of the government, 75 per cent of the defence capital outlay is now reserved for domestic players, up from 49 per cent in FY21. Given the geopolitical challenges and modernisation needs of its Armed Forces, the report added that India plans to invest Rs 8.3 lac crore in domestic procurement, offering substantial business opportunities for local companies. "India intends to place orders worth INR 8.3 trn through domestic procurement and thus it presents a massive business opportunity for local players" it added. As per the Ministry of Defence, India's defence manufacturing sector has witnessed an increase of 16.8 per cent in the fiscal year 2023-24. This significant increase marks the highest-ever growth in the country's defence production value. The total value of defence production reached Rs 1,26,887 crore this year, up from the previous year's figures.

Dassault Systemes is already the second-largest player in the global market when it comes to computer-aided design (CAD) software after Siemens. A ‘common share infrastructure model’ is basically a stage where defence manufacturing companies and startups can come, toy with their ideas, and test their concepts — both in the virtual and physical world. “[The companies] take back their learnings and industrialise at a mass scale in their operations set up,” explained Pothukuchi.”That’s the idea that we’re discussing locally as well. There are some governments that have shown interest.” The French IT software services company already has a similar set up in the US state of Wichita in collaboration with the Wichita State University. The state of Wichita is the aerospace hub of the US, like Bengaluru. “Initially, governments are helping them to adapt to these technologies and we’ll become relevant to them at a later date. That is an investment we’re making along with the government,” the IIM-Bengaluru graduate told Business Insider. He hopes that the project to roll out the model will take shape within the next few months. INTERVIEW: Dassault Group has an India software services unit offering defence MSMEs a digital ‘trial room’ where they can test their products to bag more contracts

Startup firm <keyword id="11179378" type="General" weightage="100" keywordseo="ig-drones" source="Orion">IG Drones</keyword>, which was born out of the Veer Surendra Sai University of Technology (VSSUT) campus in Odisha's Sambalpur has developed a 5G-enabled drone that is capable of vertical take-off and landing. The drone named Skyhawk can be used in defence and medical applications, among other sectors. The drone can carry a 10 kg payload and has an endurance of around five hours. With Telecom Service Providers (TSPs) providing 5G services in the country, these drones can be controlled with much more precision and can be controlled from the command centre directly rather than being on the field. As it's a <keyword id="1247238" type="General" weightage="50" keywordseo="vtol" source="Orion">VTOL</keyword> (Vertical Take-off and Landing), it can be operated from any terrain without the need for a conventional runway. With the addition of Artificial intelligence and thermal imaging capabilities, drones can be used in monitoring border intrusion and also during regular patrolling by the defence forces, according to the company. It is IP67 rated and can be controlled via a combination of NavIC + GPS navigational satellites which remain connected in the upper range of 50 to 60 in case of failsafe activation. "This has been developed keeping in mind the needs of the defence and medical sectors. We are making it in <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> with an aim to take it to the world," said Sambit Prasad <keyword id="315823" type="General" weightage="80" keywordseo="parida" source="Orion">Parida</keyword>, the chief technology officer. The drone is also capable of operating through satellites in case an internet link is not available, Parida told ANI. "When it will connect several satellites, it will work with precision in medical services delivery and in defence. The drone, if operated at its peak speed, can cover almost 100 kms in 12-15 minutes," Parida said. According to <keyword id="16029878" type="General" weightage="80" keywordseo="kc-sahoo" source="Orion">KC Sahoo</keyword>, Chief Administrative Officer of IG Drones, "For use by defence forces, it can give surveillance up to 100-200 kms per day. If someone deploys 20-30 drones, an area can be secured." Sahoo also reiterated that if 5G services are not available at any locations, they will be downgraded to 3G or 4g, or either latch on to satellites. Finance Minister Nirmala Sitharaman announced that an even bigger portion of the budget will be set aside to specifically procure new equipment from domestic players. <div type="ExtQuote" text="68% of the capital procurement budget will be earmarked for the domestic industry in 2022-23 — up from 58% last year." auname="Nirmala Sitharaman"></div> Moreover, the government will be opening up defence research and development (R&amp;D) to the larger industry for their contribution — this includes big wig companies, startups and academica. Around 25% of the defence R&amp;D budget will be earmarked for collaboration. Critics have pointed out that while India has a relatively large budget — it spends nearly 2% of its gross domestic product (GDP) on defence and has the third-largest defence spend in the world — it lags behind others when it comes to modernisation. The private industry will also be encouraged to design and develop military platforms and equipment in collaboration with the Defence Research and Development Organisation (DRDO) and other organisations through the Special Purpose Vehicle (SPV) model. “An independent umbrella body will be set up for meeting wide ranging testing and certification requirements,” explained Sitharaman on how the collaboration will play out. She highlighted technologies like artificial intelligence (AI), geospatial systems, drones, semiconductors and its ecosystem, space economy, genomics and pharmaceutical, and clean mobility systems as areas of focus. “[They] have immense potential to assist sustainable development at scale and modernise the country,” said Sitharaman.

<keyword id="6354759" type="General" weightage="20" keywordseo="bangladesh" source="Orion">Bangladesh</keyword> will soon import defence related items from India under the USD 500 million Line of Credit provided by New Delhi as several identified equipment are being fast tracked, according to Foreign Secretary <keyword id="635703" type="General" weightage="20" keywordseo="harsh-vardhan-shringla" source="Orion">Harsh Vardhan Shringla</keyword>. His remarks came after President Ram Nath Kovind, who is here on his maiden state visit at the invitation of his counterpart M Abdul Hamid to attend the golden jubilee celebrations of Bangladesh's independence from Pakistan in 1971, held delegation-level talks with the country's top leadership on Wednesday. Prime Minister Sheikh Hasina called on President Kovind and the two leaders discussed several issues of mutual interest and bilateral cooperation. They reviewed the progress in the multifaceted and comprehensive bilateral ties. Addressing a press briefing here on Wednesday night, Shringla said, "As far as we are concerned, India and Bangladesh are bound by ties of history, language, spirituality and culture." He said that the defence issue was discussed during President Kovind's talks with Bangladesh's top leadership. “I think the issue of imports of defence related items by Bangladesh, you are aware that we have signed, we have extended the line of credit for defence items for USD 500 million. Under this line of credit, several items have been identified and being fast tracked. They're in fairly advanced stages of being processed… we will see certain defence items exports from India coming to Bangladesh and this is something that we would like to see,” the foreign secretary said. Sringla said that “essentially the entire gamut of cooperation, whether it is training, exchanges, joint manufacturing in the defence sector, this is something that we would like to see enhanced”. In 2019, India provided USD 500 million Line of Credit to Bangladesh for defence-related procurement in the neighbouring country. Export Import Bank of India (Exim Bank) entered into an agreement on April 11 with Bangladesh's Armed Forces Division for making available to the latter a Government of India-supported LoC of USD 500 million. The LoC is for the purpose of financing defence-related procurement in Bangladesh. In April 2017 during Prime Minister Hasina's visit to New Delhi, India committed USD 500 million LoC for Bangladesh's defence. President Kovind on Wednesday assured the top leadership here that Bangladesh has a "special place" in India's 'Neighbourhood First' policy and underlined that the bilateral relationship based on sovereignty, equality, trust and understanding is mature enough to handle the "most complex of problems". Bangladesh to import defence items from India under $500-million LoC

India is ready to supply various weapons systems, including missiles and <keyword id="1706372" type="COMPANY" weightage="20" keywordseo="electronic-warfare-systems">electronic warfare systems</keyword>, to countries in the Indian Ocean Region (IOR), Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said on Thursday. Delivering his keynote address at the IOR Defence Ministers' Conclave here, he said organising a conclave of countries in the IOR on the margins of the international event "Aero India-2021" shows the importance India attaches to the vision of common growth and stability, and constructive engagements with them. "Our efforts are to synergise the resources and efforts in the Indian Ocean, including, defence Industry industrial cooperation amongst participating countries," Singh said. Many of the IOR countries are becoming globally competitive and are developing new technologies, including defence shipyards for design and shipbuilding, which can be jointly harnessed through regional cooperation efforts, the Minister said. He said the Indian aerospace and defence industries present an attractive and significant opportunity for foreign companies across the supply chain to take their cooperation to newer levels. "India is ready to supply various types of Missile systems, Light Combat Aircrafts/Helicopters, Multi-Purpose Light Transport aircraft, Warship and Patrol Vessels, Artillery Gun systems, Tanks, Radars, Military Vehicles, Electronic Warfare Systems and other weapons systems to IOR countries," he said. This is to finance startups for agriculture &amp; rural enterprise, relevant for farm produce value chain. The activities for these startups will include, inter alia, support for FPOs, machinery for farmers on rental basis at farm level, and technology including IT-based support,” Sitharaman said. The finance minister also mentioned that the government intends to pay ₹2.7 lakh crore worth of minimum support price (MSP) direct payments to wheat and paddy farmers. Besides this, the government is also looking to deploy drones for agriculture monitoring, crop assessment, digitisation of land records and spraying of insect pesticides.
