The Technology Development Fund (TDF) scheme is a flagship programme of the Ministry of Defence, executed by <keyword id="19948662" type="General" weightage="20" keywordseo="drdo" source="keywords">DRDO</keyword> under the '<keyword id="20018809" type="General" weightage="20" keywordseo="make-in-india" source="keywords">Make in India</keyword>' initiative. Under this initiative, the government provides grants-in-aid to Indian industries, including <keyword id="19910977" type="General" weightage="20" keywordseo="msmes" source="keywords">MSMEs</keyword> and <keyword id="19945815" type="General" weightage="20" keywordseo="startups" source="keywords">startups</keyword>, as well as academic and scientific institutions, for the development of defence and dual-use technologies that are currently not available in the Indian defence industry. With these initiatives, the Ministry aims to engage private industries, especially MSMEs and startups, to foster a culture of design and development in military technology and support them with grants-in-aid. The TDF seeks to enhance the capacity and capability of Indian industries for the design and development of defence technologies in the country. It aims to create an R&amp;D ecosystem where industry and academia work together to meet the current and future requirements of the Armed Forces and the defence sector. The government aims to achieve 'Aatmanirbharta' in defence technology by building a robust defence manufacturing ecosystem in the country. The <keyword id="19910956" type="General" weightage="20" keywordseo="defence-ministry" source="keywords">Defence Ministry</keyword> on Wednesday highlighted several successful startups benefiting from the scheme. Pune-based startup <keyword id="22281521" type="General" weightage="20" keywordseo="Combat-Robotics" source="keywords" meta.keywordsubtype="org" meta.entityname="Combat Robotics" meta.hostid="153" meta.entityid="Combat Robotics">Combat Robotics</keyword>, with the help of the scheme, has successfully developed an innovative simulator for <keyword id="20146841" type="General" weightage="20" keywordseo="unmanned-vehicles" source="keywords">unmanned vehicles</keyword>. This multi-domain simulator supports unmanned ground vehicles (UGVs), unmanned underwater vehicles (UUVs), unmanned surface vehicles (USVs), and unmanned aerial vehicles (UAVs), serving as an excellent development tool for agencies working on autonomous systems. Another Pune-based defence equipment startup, ChiStats Labs Private Limited, is developing virtual sensors for aero gas turbine engine health monitoring, which helps to increase the operational reliability and longevity of the engines. The system is built on modern artificial intelligence/machine learning (AI/ML) technologies. Bengaluru-based NewSpace Research and Technologies Pvt. Ltd., under the project titled 'Autonomous Drone as First Responder for Search and Report Operations in Enclosed/Indoor Environments', has created a cutting-edge UAV capable of exploring indoor environments under various conditions, including zero light. The success of this project will open up various applications, including search and rescue operations, surveillance, industrial inspections, environmental monitoring, and hazardous environment exploration, contributing significantly to technological advancements in unmanned aerial systems, the Ministry added. The technology has been developed under the technical guidance and mentorship of CAIR, Bengaluru.

Agniveer <keyword id="22254636" type="General" weightage="20" keywordseo="akshay-gawate" source="keywords">Akshay Gawate</keyword>, native of Pimpalgaon Sarai in Maharashtra's Buldhana district, died in the line of duty in Siachen on October 21, 2023. Speaking to reporters here on Monday evening, his father Lakshman Gawate said that after Akshay Gawate's death, the family got "Rs 48 lakh as his insurance cover, Rs 50 lakh from the central government and Rs 10 lakh from the state government." He also demanded a government job for Akshay's sister. He was reply to a question by reporters on the compensation received after his son's death. The Agnipath scheme, announced on June 14, 2022, provides for the recruitment of youths between the age bracket of 17-and-half years and 21 for only four years, with a provision to retain 25 per cent of them for 15 more years. The government extended the upper age limit to 23 years later that year.

New Delhi, <keyword id="3658" type="General" weightage="20" keywordseo="India" source="Orion">India</keyword> on Thursday accorded an initial approval to defence acquisition projects worth Rs 2.23 lakh crore that included procurement of 97 <keyword id="6376012" type="General" weightage="20" keywordseo="Tejas" source="Orion">Tejas</keyword> light combat aircraft and 156 Prachand combat helicopters, in a major move to significantly enhance the combat capabilities of the armed forces. The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, cleared the projects, at a time India is locked in a bitter military standoff with China at a number of friction points in eastern Ladakh for over three years. The defence ministry said 98 per cent of the total procurement worth Rs 2.23 lakh crore will be sourced from the domestic industries and that the move will give a substantial boost to the Indian defence industry in achieving the goal of 'Aatmanirbharta' (self-reliance) in defence industry. The DAC also approved a proposal of the Indian Air Force to upgrade its Su-30 fighter fleet by state-run aerospace major Hindustan Aeronautics Ltd (<keyword id="68124" type="General" weightage="20" keywordseo="HAL" source="Orion">HAL</keyword>). The DAC further accorded Acceptance of Necessity (AoN) or initial approval for procurement of two types of anti-tank munitions namely area denial munition (ADM) type-2 and type-3. The top body on procurement of military hardware also cleared acquisition and integration of automatic target tracker (ATT) and digital basaltic computer (DBC) for T-90 tanks besides approving another proposal to buy medium range anti-ship missiles (MRAShM) for the Indian Navy. The MRAShM is a lightweight surface-to-surface missile which will be a primary offensive weapon onboard various Indian naval ships. "The DAC accorded AoNs for procurement of Light Combat Helicopter for Indian Air Force and Indian Army and Light Combat Aircraft (LCA) Mk-1A for IAF from Hindustan Aeronautics Limited (HAL) under Buy (Indian-IDDM) category," the ministry said. Though it did not mention the specific numbers, official sources said 97 Tejas Light Combat Aircraft (Mark 1A) are being procured for the IAF and 156 Light Combat Helicopters (LCH) are being procured for the Army and the Air Force. In February 2021, the defence ministry sealed a Rs 48,000 crore deal with the Hindustan Aeronautics Ltd for procurement of 83 Tejas MK-1A jets for the IAF. With the additional fleet, the number of indigenously-developed Tejas aircraft being procured by the IAF would go up to 180. "The AoNs have also been accorded by the DAC for upgradation of Su-30 MKI aircraft indigenously from HAL. "While procurement of these equipment will provide enormous strength to the IAF, acquisition from domestic defence industries will take the indigenous capability to a new height," the ministry said in a statement. "It will also reduce dependability on foreign Original Equipment Manufacturers (OEMs) substantially," it added.

Russia may be trying to get its air force in the fight by luring Ukraine into moving its air defences, war experts say

New Delhi, The <keyword id="43909" type="General" weightage="20" keywordseo="defence-Ministry" source="Orion">Defence Ministry</keyword> on Friday cleared procurement of various weapons systems and platforms including Dhruvastra short range air-to-surface missile and 12 <keyword id="18793242" type="General" weightage="20" keywordseo="Su-30-MKI-fighter" source="Orion">Su-30 MKI fighter</keyword> jets at a cost of around Rs 45,000 crore. A total of nine procurement proposals were approved by the Defence Acquisition Council (DAC) headed by Defence Minister Rajnath Singh, officials said. "All these procurements will be made from Indian vendors under Buy (Indian-Indigenously Designed Developed and Manufactured (IDMM)/Buy (Indian) category which will give substantial boost to the Indian defence Industry towards achieving the goal of 'Aatmanirbhar Bharat'," the defence ministry said. To enhance protection, mobility, attack capability and increase survivability of mechanised forces, the DAC accorded the approval for procurement of Light Armoured Multipurpose Vehicles (LAMV) and Integrated Surveillance and Targeting System (ISAT-S), the ministry said in a statement. The DAC cleared also cleared the procurement of High Mobility Vehicle (HMV) Gun Towing Vehicles for swift mobilisation and deployment of artillery guns and radars. The DAC further approved procurement of next generation survey vessels for the Indian Navy, the ministry said. It said a proposal of the Indian Air Force to ensure avionic upgrade of Dornier aircraft to improve the accuracy and reliability for operations was also given Acceptance of Necessity (AoN). The AoN is the initial approval. "The procurement of Dhruvastra Short Range Air-to-Surface Missile as a potent Indigenous Precision Guided Weapon for indigenously built ALH Mk-IV Helicopters has been cleared by the DAC," the ministry said. "The AoN for procurement of 12 Su-30 MKI Aircraft with associated equipment from Hindustan Aeronautics Limited (HAL) was also accorded," it said.

Hindustan Aeronautics Limited is looking to hire 150 apprentices with a stipend of ₹9,000 per month

New Delhi (India), July 10 (ANI): In a major development, India is planning to buy 26 Rafale fighter aircraft and three <keyword id="4045841" type="General" weightage="20" keywordseo="Scorpene-class" source="Orion">Scorpene class</keyword> conventional submarines from France. The proposals have been placed before the Defence Ministry by the defence forces and are likely to be announced during Prime Minister Narendra Modi's visit to France this week, government sources told ANI. As per the proposals, the Indian Navy will get 22 single-seated Rafale Marine aircraft along with four trainer aircraft. The Navy had been pressing for acquiring these fighter aircraft and submarines urgently as they have been facing shortages in view of the security challenges around the country. The aircraft carriers INS Vikramaditya and Vikrant have been operating the MiG-29s and need the <keyword id="925199" type="General" weightage="20" keywordseo="Rafales" source="Orion">Rafales</keyword> for operations on both carriers. Meanwhile, the three Scorpene class submarines would be acquired under the repeat clause by the Navy as part of Project 75 where they would be built in the Mazagon Dockyards Limited in Mumbai. The deals are estimated to be worth over Rs 90,000 crore but the final cost would be clear only after the contract negotiations are completed which will be held after the deal is announced. India is likely to seek price concessions in the deal and would be insisting on having more 'Make-in-India' content in the plan, sources said. Industry sources said for the Rafale M deal, India and France are expected to form a joint team to negotiate the deal like it was done for the previous Rafale deal for 36 fighter aircraft. The proposals have been discussed in the defence ministry at high-level meetings already and are likely to be placed before the defence acquisition council in the next few days and expected to be accorded Acceptance of Necessity by the government before the announcement in France. The missiles, having a range of 1,850 metres, can be fired from ground as well as vehicle-based launchers and their induction is planned to be completed in three years, the <keyword id="48413" type="COMPANY" weightage="20" keywordseo="Ministry">ministry</keyword> said. In the last few months, the ministry finalised a range of procurement projects for the three forces to enhance their overall combat capabilities. "The acquisition wing of the <keyword id="6369097" type="COMPANY" weightage="20" keywordseo="ministry-of-defence">Ministry of Defence</keyword> signed a contract with defence public sector undertaking <keyword id="129646" type="COMPANY" weightage="20" keywordseo="Bharat-Dynamics-Limited">Bharat Dynamics Limited</keyword> (BDL) for supply of 4,960 MILAN-2T anti-tank guided missiles to Indian Army at a cost of ₹1,188 crore," the ministry said in a statement. The missiles are being produced by BDL under license from French defence major MBDA Missile Systems. "These missiles can be fired from ground as well as vehicle-based launchers and can be deployed in anti-tank role for both offensive and defensive tasks," the ministry said. "Induction of these missiles will further enhance the operational preparedness of the armed forces. Induction is planned to be completed in three years," it added. The Cabinet Committee on Security (CCS), the highest decision-making body for security issues headed by Prime Minister Narendra Modi, on Wednesday approved the purchase of 83 Tejas fighter jets for the <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> at a cost of Rs 48,000 crore, including infrastructure. The CCS approved the largest indigenous defence procurement deal worth about Rs 48,000 crore to strengthen the IAF's fleet of homegrown Light Combat Aircraft (LCA)-Tejas. "This deal will be a game changer for self reliance in the Indian defence manufacturing," Union Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said. Giving out details about the Cabinet decision, the <keyword id="43909" type="COMPANY" weightage="20" keywordseo="Defence-ministry">Defence Ministry</keyword> in a statement said: "The Cabinet has approved procurement of 73 LCA Tejas Mk-1A fighter aircraft and 10 LCA Tejas Mk-1 trainer aircraft at the cost of Rs 45,696 crore along with design and development of infrastructure sanctions worth Rs 1,202 crore." Light Combat Aircraft Mk-1A variant is an indigenously designed, developed and manufactured state-of-the-art modern 4+ generation fighter aircraft. This aircraft is equipped with critical operational capabilities of Active Electronically Scanned Array (AESA) Radar, Beyond Visual Range (BVR) missile, Electronic Warfare (EW) Suite and Air to Air Refuelling (AAR) would be a potent platform to meet the operational requirements of Indian Air Force, IAF. The LCA-Tejas is going to be the backbone of the IAF fighter fleet in the years to come. LCA-Tejas incorporates a large number of new technologies many of which were never attempted in India. The indigenous content of LCA-Tejas is 50 per cent in the Mk1A variant which will be enhanced to 60 per cent. The Light Combat Aircraft Tejas is indigenously designed by the Aircraft Development Agency (ADA) under the Defence Research and Development Organisation (DRDO) and manufactured by <keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL). The HAL has already set up second line manufacturing facilities at its Nasik and Bengaluru Divisions. Equipped with the augmented infrastructure the HAL will steer LCA-Mk1A production for timely deliveries to the IAF. "The decision taken today will considerably expand the current LCA ecosystem and help in creating new job opportunities," the minister said. HAL follows a system integrator model in the LCA Mk1A programme and acts as an umbrella organisation, fostering manufacturing and design capabilities in private industry. The first squadron of the Light Combat Aircraft, Tejas was raised in 2016. The manufacturing of 83 jets will not only be a boost for 'Make in India' or self reliance but help in filling the gaps in the Indian Air Force as its current fleet is down to 30 squadrons, way below the sanctioned strength of 42. Each squadron comprises 18 fighter jets. These 73 Mark 1A jets are in addition to the 40 Mark 1 already ordered by the IAF. The <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> (IAF) needs more eyes in the sky In July, the DAC approved the proposal to procure 21 new MiG-29 aircraft along with upgrading the existing 59 already enlisted with the Air Force. It also sanctioned buying 12 new Sukhoi-20 MK I aircraft. Pushing on the narrative of Athmanibhar Bharat, self-reliant India, the government has put an order for 106 of the newly developed Basic Trainer Aircraft from HAL. Initially, 70 of these jets will be inducted to meet the IAF’s training requirements once they receive the required certification. The remaining 36 will be picked up once the HTT-40 fleet — another trainer aircraft that HAL invested ₹550 crore to develop — is operational. Increasing the Indian Navy’s firepower Other than, the primary beneficiary of the DAC’s project approval is BHEL. The government has approved the procurement of an upgraded version of the Super Rapid Gun Mount (SRGM). It is the main fun onboard Navy and Indian Coast Guard warships. According to the government, the upgraded version of the SRGM will increase the capabilities of the warships to manoeuvre against fast-moving targets like missiles. It will also enhance the engagement range of the guns. The <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> won’t be left out of the fray. It will be getting new 125 mm Armour Piercing Fin Stabilised Discarding Sabot (APFSDS) ammunition. 70% of the product will be made in India and the ammunition will be brought in under a ‘design and development case’. Banning the import of <keyword id="6382879" type="UNKNOWN" weightage="20" keywordseo="defence-equipment">defence equipment</keyword> “The import of this set of equipment shall not be allowed, it will be banned,” Sitharamn said during the fourth instalment of announcements around India’s ₹20 lakh crore stimulus today, May 16. Instead, the armed forces will now have to look to local manufacturers — or at least companies that have set up manufacturing bases in India — in order to meet their requirements. A list will be issued, but as now, she hasn’t specified exactly which defence equipment will be taking a hit — and it’s going to increase every year. “Every year this list will be increased as more capacities are recognised, which meet the defence standards, and they will be obtained from India,” Sitharaman explained. In addition to banning the import of weapons, import spares will be used for indigenisation of manufacturing and the budget will include separate provisioning for domestic capital procurement. "Corporatisation, not privatisation" The Ordnance Factory Boards under the Military of Defence, which engage in research, development, production, and testing of defence equipment will also be corporatised. “Corporatisation is not privatisation. We want them to be better managed, and we also eventually hope that they will get listed in the stock market,” said Sitharaman. This means that ordinary citizens will be able to buy their shares, and the boards, in turn, will be able to raise money from the market. Rehauling defence quality requirements Even though she said that the equipment will meet the defence's general staff qualitative requirements (GSQR) — even those requirements are going to see an overhaul. “Because sometimes unrealistic quality requirements are established. Quite a lot of time is spent searching for suppliers who will meet all those requirements. You end up with just one supplier. And buying it from just one supplier is not permitted. And, then you do the entire circle all over again,” said Sitharaman. Then again, not meeting those requirements, has — at times — led to accidents as with HUL’s Dhruv choppers, in the past. Even the trial and testing of weapons and platforms won’t be the same anymore in a bid to make the process faster and more efficient. “Yes, we understand, India as a country will have different climatic and geo-spatial requirements — tropical, coastal, Himalayan, high-altitude and everything else. But we still need to be far more efficient,” justified Sitharaman.
