The report stated that the <keyword id="20861069" type="General" weightage="20" keywordseo="global-shift" source="keywords">global shift</keyword> towards a China+1 strategy and the impact of the <keyword id="20016971" type="General" weightage="20" keywordseo="Russia-Ukraine-war" source="keywords">Russia-Ukraine war</keyword> offer India additional opportunities to fill supply chain gaps, potentially boosting its share in the <keyword id="23046732" type="General" weightage="20" keywordseo="global-defence-industry" source="keywords">global defence industry</keyword>. The report noted that the country's long-term goal is to become a global defence manufacturing hub is driven by Defence Public Sector Undertakings (DPSUs), private enterprises, start-ups, and MSMEs. "Indian defence exports have grown multi-fold from INR 15 bn in 2017 to INR 210 bn in 2024 at a CAGR of 46%. The China + 1 strategy and the Russia-Ukraine war provides an additional opportunity for India to fill the gap created in the supply chain and hence increase its contribution to the global defence industry," the report read. The report added that to achieve this target a well-developed domestic ecosystem is crucial as lower import content in products accelerates approvals by reducing international conflicts. The report added that the Ministry of Defence has taken key initiatives to attract Indian private players and global Original Equipment Manufacturers (OEMs) include establishing aerospace parks and defence corridors, fast-tracking project approvals, and enhancing development and testing facilities. Highlighting the potential in India's Maintenance, Repair, and Overhaul (MRO) segment the report explained that it holds a significant potential for global aerospace companies due to its technical expertise and cost-competitive solutions. "India provides a huge opportunity in the <keyword id="23046733" type="General" weightage="20" keywordseo="MRO-segment" source="keywords">MRO segment</keyword> for global aerospace leaders given the expertise the country provides as well as the cost efficiency solutions compared to its global competitors" the report added. India aims to increase domestic defence turnover to Rs 3 lac crore by 2029, Rs 500 billion targeted for exports. This growth will help reduce the Government of India's import bill as India remains the world's largest importer of defence equipment. Under the Atmanirbhar Bharat initiative of the government, 75 per cent of the defence capital outlay is now reserved for domestic players, up from 49 per cent in FY21. Given the geopolitical challenges and modernisation needs of its Armed Forces, the report added that India plans to invest Rs 8.3 lac crore in domestic procurement, offering substantial business opportunities for local companies. "India intends to place orders worth INR 8.3 trn through domestic procurement and thus it presents a massive business opportunity for local players" it added. As per the Ministry of Defence, India's defence manufacturing sector has witnessed an increase of 16.8 per cent in the fiscal year 2023-24. This significant increase marks the highest-ever growth in the country's defence production value. The total value of defence production reached Rs 1,26,887 crore this year, up from the previous year's figures.

The Technology Development Fund (TDF) scheme is a flagship programme of the Ministry of Defence, executed by <keyword id="19948662" type="General" weightage="20" keywordseo="drdo" source="keywords">DRDO</keyword> under the '<keyword id="20018809" type="General" weightage="20" keywordseo="make-in-india" source="keywords">Make in India</keyword>' initiative. Ltd., under the project titled 'Autonomous Drone as First Responder for Search and Report Operations in Enclosed/Indoor Environments', has created a cutting-edge UAV capable of exploring indoor environments under various conditions, including zero light. The success of this project will open up various applications, including search and rescue operations, surveillance, industrial inspections, environmental monitoring, and hazardous environment exploration, contributing significantly to technological advancements in unmanned aerial systems, the Ministry added. Without divulging specific details, the envoy said French and Indian companies are working together on "equipment of the future", platforms and engines. "I do not think any country provides India with the same level of technology. The progress is also due to the fact that we recognise that India wants to boost its strategic autonomy, wants to build its industrial base and we want to be India's best partner in this move," he told PTI. Indo-French strategic ties have been on a major upswing after India inked an inter-governmental agreement with France in September 2016 for the procurement of 36 Rafale jets at a cost of around Rs 59,000 crore. "Defence has always been a very strong component of our cooperation because there is a lot of trust between our two countries. When you want to work on these issues, you need trust because you commit yourself for 10, 20, 30 years," Lenain said. "This trust is the main asset that we have. Defence cooperation has been developing very well because we are very comfortable with India and we have decided that we could share our best technology, state-of-the-art equipment, best-in-class technology," he said. The two sides are now looking at further bolstering the strategic partnership in view of the evolving global geo-political landscape triggered by the crisis in Ukraine and developments in the Indo-Pacific region. "From the beginning, we were the best partners in the Make-in-India policy. Now that India is switching to the Atma Nirbhar policy, we are also there for India," Lenain said. He said France is ready to co-develop equipment with India and share know-how. "Our companies are working together on the equipment of the future, on engines, on different sorts of equipment. It is very positive for both industries," he said. Lenain chose not to give a direct reply when asked about the possibility of the Indian Air Force procuring additional Rafales and whether France was also looking at supplying the naval version of the jet to the Indian Navy. "We are talking, and again, we are very much willing to provide state-of-the-art equipment. Everything is on the table and we do our best," he said. French aerospace major Safran has already set the ball rolling to set up its biggest maintenance repair and overhaul (MRO) facility in Hyderabad with an investment of around USD 305 million. "It is a partnership of equals and it is a partnership to boost each other's strategic autonomy," Lenain said. Ways to expand defence and security cooperation figured during French Foreign Minister Catherine Colonna's visit to India last month. In December last year, Defence Minister Rajnath Singh said France has agreed to jointly build aircraft engine with India. In 2017, India unveiled the ambitious strategic partnership (SP) model to facilitate joint ventures between select private Indian firms and foreign defence majors to build military platforms like submarines and fighter jets in India. The SP model aims to create a vibrant defence manufacturing ecosystem in the country through joint ventures between Indian corporates and global defence majors. The government has initiated a series of measures in the last few years to boost domestic defence manufacturing. In March, the defence ministry said it plans to procure military equipment worth Rs five lakh crore from the domestic industries in the next five to seven years in line with its policy of promoting indigenous defence manufacturing. India has been one of the largest importers of arms globally. According to estimates, the Indian armed forces are projected to spend around USD 130 billion (one billion is equal to 100 crores) in capital procurement in the next five years. The government now wants to reduce dependence on imported military platforms and has decided to support domestic defence manufacturing. The defence ministry has set a goal of a turnover of USD 25 billion (Rs 1.75 lakh crore) in defence manufacturing in the next five years, including an export target of USD 5 billion worth of military hardware. 68% of defence budget allocated for procuring indigenous equipment: PM

New Delhi, <keyword id="3658" type="General" weightage="20" keywordseo="India" source="Orion">India</keyword> on Thursday accorded an initial approval to defence acquisition projects worth Rs 2.23 lakh crore that included procurement of 97 <keyword id="6376012" type="General" weightage="20" keywordseo="Tejas" source="Orion">Tejas</keyword> light combat aircraft and 156 Prachand combat helicopters, in a major move to significantly enhance the combat capabilities of the armed forces. The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, cleared the projects, at a time India is locked in a bitter military standoff with China at a number of friction points in eastern Ladakh for over three years. The defence ministry said 98 per cent of the total procurement worth Rs 2.23 lakh crore will be sourced from the domestic industries and that the move will give a substantial boost to the Indian defence industry in achieving the goal of 'Aatmanirbharta' (self-reliance) in defence industry. The DAC also approved a proposal of the Indian Air Force to upgrade its Su-30 fighter fleet by state-run aerospace major Hindustan Aeronautics Ltd (<keyword id="68124" type="General" weightage="20" keywordseo="HAL" source="Orion">HAL</keyword>). The DAC further accorded Acceptance of Necessity (AoN) or initial approval for procurement of two types of anti-tank munitions namely area denial munition (ADM) type-2 and type-3. The top body on procurement of military hardware also cleared acquisition and integration of automatic target tracker (ATT) and digital basaltic computer (DBC) for T-90 tanks besides approving another proposal to buy medium range anti-ship missiles (MRAShM) for the Indian Navy. The MRAShM is a lightweight surface-to-surface missile which will be a primary offensive weapon onboard various Indian naval ships. "The DAC accorded AoNs for procurement of Light Combat Helicopter for Indian Air Force and Indian Army and Light Combat Aircraft (LCA) Mk-1A for IAF from Hindustan Aeronautics Limited (HAL) under Buy (Indian-IDDM) category," the ministry said. Though it did not mention the specific numbers, official sources said 97 Tejas Light Combat Aircraft (Mark 1A) are being procured for the IAF and 156 Light Combat Helicopters (LCH) are being procured for the Army and the Air Force. In February 2021, the defence ministry sealed a Rs 48,000 crore deal with the Hindustan Aeronautics Ltd for procurement of 83 Tejas MK-1A jets for the IAF. With the additional fleet, the number of indigenously-developed Tejas aircraft being procured by the IAF would go up to 180. "The AoNs have also been accorded by the DAC for upgradation of Su-30 MKI aircraft indigenously from HAL. "While procurement of these equipment will provide enormous strength to the IAF, acquisition from domestic defence industries will take the indigenous capability to a new height," the ministry said in a statement. "It will also reduce dependability on foreign Original Equipment Manufacturers (OEMs) substantially," it added.

A total of nine procurement proposals were approved by the Defence Acquisition Council (DAC) headed by Defence Minister Rajnath Singh, officials said. "All these procurements will be made from Indian vendors under Buy (Indian-Indigenously Designed Developed and Manufactured (IDMM)/Buy (Indian) category which will give substantial boost to the Indian defence Industry towards achieving the goal of 'Aatmanirbhar Bharat'," the defence ministry said. To enhance protection, mobility, attack capability and increase survivability of mechanised forces, the DAC accorded the approval for procurement of Light Armoured Multipurpose Vehicles (LAMV) and Integrated Surveillance and Targeting System (ISAT-S), the ministry said in a statement. The DAC cleared also cleared the procurement of High Mobility Vehicle (HMV) Gun Towing Vehicles for swift mobilisation and deployment of artillery guns and radars. The DAC further approved procurement of next generation survey vessels for the Indian Navy, the ministry said. It said a proposal of the Indian Air Force to ensure avionic upgrade of Dornier aircraft to improve the accuracy and reliability for operations was also given Acceptance of Necessity (AoN). The AoN is the initial approval. "The procurement of Dhruvastra Short Range Air-to-Surface Missile as a potent Indigenous Precision Guided Weapon for indigenously built ALH Mk-IV Helicopters has been cleared by the DAC," the ministry said. "The AoN for procurement of 12 Su-30 MKI Aircraft with associated equipment from Hindustan Aeronautics Limited (HAL) was also accorded," it said.

The ministry on Sunday said the aim of the move is in sync with the government's overall aim to promote 'Atmanirbharta' (self-reliance) in defence production. It is the fourth such "positive indigenisation list (PIL)" comprising line replacement units, sub-systems and components used for various military platforms, equipment and weapons. "To promote 'Aatmanirbharta' in defence and minimise imports by defence public sector undertakings, the <keyword id="6369097" type="General" weightage="50" keywordseo="ministry-of-defence" source="Orion">Ministry of Defence</keyword> has approved fourth Positive Indigenisation List (PIL) of 928 strategically-important line replacement units/sub-systems/spares and components, including high-end materials and spares, with import substitution value worth Rs 715 crore," the ministry said in a statement. The aim of the indigenisation list is also to minimise imports by the defence public sector undertakings (DPSUs). The defence ministry has set specific timelines for import ban of the items, spanning the period from December 2023 to December 2028. This list is in continuation to the three similar PILs that were brought out in December 2021, March 2022 and August 2022 "These lists contain 2,500 items which are already indigenised and 1,238 (351+107+780) items which will be indigenised within the given timelines," the ministry said. Of the 1,238, 310 items have been indigenised so far, it said. The items which were already indigenised comprised 262 from the first PIL, 11 from the second list and 37 from the third PIL, according to the ministry. "The DPSUs will undertake indigenisation of these items through different routes under 'Make' category and in-house development through the capabilities of MSMEs and private Indian industry, thereby providing impetus to the growth in economy, enhanced investment in defence and reduction in import dependence of DPSUs," the ministry said. "In addition, this will augment the design capabilities of the domestic defence industry by involving academia and research institutions," it said. On the flip side, the FDI limit for defence has also been increased from 49% to 74% with Sitharaman assuring viewers that safeguards will be put in place to protect a sector as sensitive as defence. Banning the import of <keyword id="6382879" type="UNKNOWN" weightage="20" keywordseo="defence-equipment">defence equipment</keyword> “The import of this set of equipment shall not be allowed, it will be banned,” Sitharamn said during the fourth instalment of announcements around India’s ₹20 lakh crore stimulus today, May 16. Instead, the armed forces will now have to look to local manufacturers — or at least companies that have set up manufacturing bases in India — in order to meet their requirements. A list will be issued, but as now, she hasn’t specified exactly which defence equipment will be taking a hit — and it’s going to increase every year. “Every year this list will be increased as more capacities are recognised, which meet the defence standards, and they will be obtained from India,” Sitharaman explained. In addition to banning the import of weapons, import spares will be used for indigenisation of manufacturing and the budget will include separate provisioning for domestic capital procurement. "Corporatisation, not privatisation" The Ordnance Factory Boards under the Military of Defence, which engage in research, development, production, and testing of defence equipment will also be corporatised. “Corporatisation is not privatisation. We want them to be better managed, and we also eventually hope that they will get listed in the stock market,” said Sitharaman. This means that ordinary citizens will be able to buy their shares, and the boards, in turn, will be able to raise money from the market. Rehauling defence quality requirements Even though she said that the equipment will meet the defence's general staff qualitative requirements (GSQR) — even those requirements are going to see an overhaul. “Because sometimes unrealistic quality requirements are established. Quite a lot of time is spent searching for suppliers who will meet all those requirements. You end up with just one supplier. And buying it from just one supplier is not permitted. India hikes foreign investment limit in defence manufacturing⁠— and it will create a list of banned imports

He further underlined that to increase the participation of domestic industry, the government has reserved a certain portion of defence capital acquisition for domestic procurement. "Out of the total defence capital budget outlay, 68 per cent of it is reserved for indigenous procurement by domestic industry and 25 per cent for the private sector. The results of these have now started appearing and more measures will be announced soon," he emphasised. The government, he said, is also working to provide market access to the domestic industry to make them Aatmanirbhar. Singh said that in the last few years, there has been a continuous increase in defence exports. The government has already taken a series of steps including simplifying the FDI norms which have been increased to 74 per cent via automatic route and 100 per cent via government route, he added. The Defence Minister also urged the domestic industry and foreign Original Equipment Manufacturers to invest in Indian defence sector by focusing on R&amp;D, bringing in newer technologies and capital. He added that India is making defence products not just for the domestic market but also to meet the global requirements. "The world is waiting for the products made in India," he claimed. In a major push to induct indigenously developed weapon systems, the <keyword id="15141" type="General" weightage="80" keywordseo="indian-air-force" source="Orion">Indian Air Force</keyword> has moved a proposal worth over Rs 1,400 crore to the government for acquiring <keyword id="7766600" type="General" weightage="50" keywordseo="rudram" source="Orion">Rudram</keyword> next-generation anti-radiation missiles (NGARM) to search and destroy enemy radar locations, informed defence officials. "A proposal for acquisition of advanced missiles developed by the <keyword id="152819" type="General" weightage="50" keywordseo="defence-research-and-development-organisation" source="Orion">Defence Research and Development Organisation</keyword> is with the <keyword id="43909" type="General" weightage="50" keywordseo="defence-ministry" source="Orion">Defence Ministry</keyword> and a high-level meeting would soon be taking a call on it," defence officials told <keyword id="21936" type="General" weightage="50" keywordseo="ani" source="Orion">ANI</keyword>. The next-generation anti-radiation missiles have already been tested by the Indian Air Force from its Sukhoi-30 fighter aircraft fleet and can destroy enemy radar locations during conflicts, they said. The destruction of radar systems can help the Indian Air Force to strike targets without detection, the officials said. The NGARM can be fired from IAF fighters like the Sukhoi-30 and the Mirage-2000. It is accurate and has been developed with the capability to even track a radar system even if it is not operating. NGARM is India's first indigenously developed anti-radiation missile that has a speed of <keyword id="1548525" type="General" weightage="50" keywordseo="mach" source="Orion">Mach</keyword> two or twice the speed of sound. The tactical, air-to-surface anti-radiation missile is equipped with a passive homing head that tracks sources of radiation of a wide range of frequencies. It can lock into a target not only before launch but also after it has been launched. The NGARM induction would be a big boost for the Indian Air Force as it would help the force prepare for future wars with indigenous weapon systems. IAF set to place Rs 1,400 crore order for next-gen missiles to search and destroy enemy radars

Washington/New Delhi, The US will ink a deal of <keyword id="8759762" type="COMPANY" weightage="20" keywordseo="integrated-air-defence">Integrated Air Defence</keyword> Weapon System (IADWS) at an estimated cost of $1.867 billion with India. The US state department on Monday made a "determination approving a possible foreign military sale to India". The <keyword id="515876" type="COMPANY" weightage="20" keywordseo="US-Defence-Security-Cooperation-Agency">US Defence Security Cooperation Agency</keyword> had informed the US Congress about the decision to sale the defence weapon system on February 7. The proposed sale of the <keyword id="46638" type="ORGANIZATION" weightage="20" keywordseo="equipment">equipment</keyword> and support system will not alter the basic military balance in the region, the US government said in the context of neighbouring enemy countries. It stated: "India has requested to buy an <keyword id="8759763" type="COMPANY" weightage="20" keywordseo="integrated-air-defense">Integrated Air Defense</keyword> Weapon System (IADWS) comprising five components which are AN/MPQ-64Fl Sentinel radar systems; 118 AMRAAM AIM-120C-7/C-8 missiles; 3 AMRAAM Guidance Sections; 4 AMRAAM Control Sections; and 134 Stinger FIM-92L missiles." The US stated that India had requested to include 32 M4A1 rifles; 40,320 M855 5.56 mm cartridges; Fire Distribution Centers (FDC) and Handheld Remote Terminals. The deal also includes Electrical Optical/Infrared (EO/IR) sensor systems; AMRAAM Non-Developmental Item-Airborne Instrumentation Units (NDIAAIU); Multi-spectral Targeting System-Model A (MTS-A); Canister Launchers (CN); High Mobility Launchers (HML) and Dual Mount Stinger (DMS) Air Defence Systems. The US will also sell Vehicle Mounted Stinger Rapid Ranger Air Defence Systems; communications equipment; tool kits; test equipment; range and test programmes; support equipment; prime movers; generators; technical documentation; computer based training equipment; training equipment; training towers; ammunition storage; training and maintenance facilities; infrastructure improvements; US government and contractor technical support, engineering and logistics support services; warranty services; Systems and Integration Checkout (SICO); field office support and other related elements of logistics and programme support. The total estimated cost is $1.867 billion. "This proposed sale will support the foreign policy and national security of the US by helping to strengthen the US-India strategic relationship and to improve the security of a major defensive partner, which continues to be an important force for political stability, peace and economic progress in the Indo-Pacific and South Asia region," the US government stated. India intends to use these defence articles and services to modernise its armed forces, and to expand its existing air defence architecture to counter threats posed by air attacks. This will contribute to India's military goal to update its capability while further enhancing greater interoperability between India and the US. Around 60 US government or contractor representatives will travel to India for a period of six weeks wherein they will be involved in activities that include de-processing, fielding, training and technical and logistics support.
