"Vijay Shankar was found hanging in a room on the first floor of his residence at Jayanagar in the city's southern suburb by his wife late evening. The officer was under pressure after he learnt that the state government has permitted the CBI, probing the scam, to interrogate and prosecute him," an official told IANS. Typically, in a <keyword id="6365281" type="UNKNOWN" weightage="20" keywordseo="ponzi-scheme">ponzi scheme</keyword>, the perpetrator raises money from new investors to pay off the old ones. There is no real wealth created and the chain keeps growing until it goes bust. Shankar was appointed as an IAS officer in 2014 and was posted as the Karnataka cadre officer later. He was suspended as the Deputy Commissioner of Bengaluru Urban district after he agreed to have taken ₹1.5 crore bribe from Mohammed Mansoor Khan in the IMA scam. He was suspended from his position after he was arrested in July 2019 and the Central Bureau of Investigation (CBI) is investigating the scam. Shankar, 58, was posted as Additional Mission Director in Sakala after he was out on bail. The government transferred the case from the Special Investigation Team (SIT) of the state police to CBI in August. Five directors of I-Monetary Advisory (IMA) were arrested and jailed last year. "Though the Reserve Bank of India (RBI) alerted the state government and the city police about the illegal activities of the IMA group, including raising illegal deposits from investors through cash or gold jewellery, assuring them hefty interest and returns on maturity, no action was taken against the company for allegedly indulging in the criminal act," a CBI official told IANS earlier. Bengaluru, Jun 21 () As many as 453 new coronavirus cases were confirmed on Sunday including 196 in Bengaluru alone, taking the total number of infections in Karnataka to 9,150, the Health Department said. Five more deaths took the toll due to COVID-19 in the state to 137, a bulletin issued by the department said. An assistant sub-inspector posted in a traffic police station died due to coronavirus on Saturday night taking the number of policemen succumbing to the contagion to three, police said. The entire police station has been sealed for sanitisation and 25 people including five primary contacts of the deceased have been quarantined at the designated hospitals. The total number of COVID-19 cases include 5,618 discharges, 3,391 active cases, 137 deaths, four deaths due to non-COVID causes and 77 patients admitted in Intensive Care Units. The 196 cases confirmed in Bengaluru today is the highest single-day spike ever since the outbreak of the pandemic. With 64 deaths so far, the city's share in the total fatalities in the state due to COVID is 47 per cent. The five deaths reported on Sunday included three in Bengaluru. "Yes. It is a major single day spike in Bengaluru," a health department official told P T I. Of the total cases reported in Bengaluru, 101 are Influenza Like Illness (ILI) and 68 are those whose contact tracing is underway. Apart from 196 in Bengaluru, 40 cases were reported in Ballari, 39 cases each in Kalaburagi and Vijayapura, 18 each in Mysuru and Gadag, 15 in Dharwad, 14 in Bagalkote, 13 in Bidar, eight each in Davangere, Uttara Kannada and Kolar. The five deaths reported on Sunday consisted of four men and a woman. In view of the rising cases in Bengaluru, the Chief Secretary on Saturday formed three teams. According to an order, Principal Secretary in Cooperative department Tushar Girinath will head the team that will ensure shifting the patients from their houses or the institutional quarantine facilities to the designated hospital. The second team headed by the Karnataka Public Service Commission secretary G Sathyavathi will monitor the containment zone and carry out extensive surveys of people with COVID-19. The third team is headed by Karnataka State Mineral Development Corporation managing director Naveen Raj Singh and Additional Commissioner of police Hemant Nimbalkar who will ensure social distancing at public places. COVID-19 tally in Karnataka breaches 9,000 mark; Bengaluru reports 196 new infections

Bengaluru, Terming him an unfortunate victim of insensitive bureaucratic red-tapism, the High Court of Karnataka has directed the authorities to release the arrears of a <keyword id="6790010" type="General" weightage="20" keywordseo="village-officer" source="Orion">Village Officer</keyword> dating from 1979 to 1990. The Village Officer's 88-year-old son has been fighting a legal battle for decades to secure the arrears amounting to Rs 37,000. "It is unfortunate that the Village Officer became another victim of insensitive bureaucratic red tapism and died without receiving the compensation. His son who is an octogenarian is still fighting for his father's right. It is rather too surprising that the State has taken an untenable stand that the petitioner's father was not entitled for the compensation because he was not sanctioned ad hoc compensation," a division bench of Justice P S Dinesh Kumar and Justice <keyword id="15285945" type="General" weightage="80" keywordseo="t-g-shivashankare-gowda" source="Orion">T G Shivashankare Gowda</keyword> noted in their recent judgement. <keyword id="5584817" type="General" weightage="80" keywordseo="t-s-rajan" source="Orion">T S Rajan</keyword>, the son of the late <keyword id="19504197" type="General" weightage="80" keywordseo="t-k-sheshadri-iyengar" source="Orion">T K Sheshadri Iyengar</keyword>, a resident of Rajajingar in Bengaluru, approached the High Court in 2021 with a writ petition. His father was working as a 'Patel' in Thangali village, Kadur Taluk, Chikkamagaluru district. As per an order passed by the HC and upheld in an appeal (1997) subsequently, the petition filed by the Karnataka State Patel's Sangha was allowed and Rajan's father was also one of the beneficiaries. The order specified a compassionate allowance of Rs 100 per month from August 1979 to June 1990. Rajan's father filed several applications and representations for the allowance but it was not granted. After his father's death, Rajan submitted a representation to the Tahsildar of Kadur requesting for the payment. It was rejected in 2017. Rajan then approached the Karnataka State Administrative Tribunal, which also rejected his application, following which he approached the HC. The Tahsildar had rejected the request made by the petitioner on the ground that his father had not received ad hoc allowance. Rajan's advocate argued before the HC that such an endorsement by the <keyword id="51011" type="General" weightage="80" keywordseo="state-government" source="Orion">State Government</keyword> is unsustainable in law because it was for the government to sanction and release the ad hoc allowance also. The HC in its judgement rejected the contentions of the State and said, "The contention urged on behalf of the State Government that since the petitioner has not been granted the ad hoc compensation and therefore, he is not entitled to claim the arrears is rather surprising. We may record that it is not disputed by the government that the petitioner's father was working as Patel of <keyword id="19504196" type="General" weightage="80" keywordseo="village-thangali" source="Orion">Village Thangali</keyword>." The HC rejected the Tahsildar's endorsement and said, "Once, there is no dispute that petitioner's father was working as Village Officer of Thangali Village, State ought to have considered the claim for arrears. In view of the same, the reason recorded by the Tahsildar that the petitioner is not entitled to arrears as his father did not receive the ad hoc allowance is wholly untenable." The HC ordered that the State should calculate and pay the arrears as well as the ad hoc allowance at the rate of Rs 100 between 1979 and 1990. Further, the allowance and arrears from 1990 to 1994 should be paid at the rate of Rs 500 per month, the HC said. It also ordered a simple interest of 10 per cent on the amount from the date of entitlement. The payment is to be made within three months, the court ordered.

State-owned Bank of Baroda on Tuesday reported a profit-after-tax of Rs 507 crore in the March quarter, helped by lower provisioning for bad loans. Effective April 1, 2019, the bank amalgamated <keyword id="6359442" type="COMPANY" weightage="20" keywordseo="dena-bank">Dena Bank</keyword> and Vijaya Bank with it. The numbers for the quarter/year ended March 31, 2020 are not comparable with that of same period of the year ended March 31, 2019. Bank of Baroda had reported a net loss of Rs 8,875 crore in the same period last year. The provisions for non-performing loans declined by 69.23 per cent to Rs 3,190 crore as against Rs 10,368 crore in the same quarter of last year. For the full year, the bank reported a net profit of Rs 546 crore as against a net loss of Rs 8,340 crore during FY19. Paytm has been facing the pressure from competition as according to <a href="https://www.theinformation.com/articles/once-dominant-paytm-stalls-in-india">reports</a>, its monthly active users in December 2019 too were at 40 million, down from 45 million a year earlier. Paytm reached out to Business Insider to say that "Paytm Wallet &amp; other payment methods (net-banking, cards, IMPS etc) available on our app has continued to grow and we register a huge number of transactions. Overall, Paytm continues to dominate digital payments and has over 50% market share of mobile payments to merchants. We have the largest offline merchant network in the country with over 17 million merchants." The spokesperson added that "Paytm has over 10 million daily transacting users and our overall user base is much more than the combined UPI base of all players." According to the TechCrunch report which cited data from National Payments Corporation of India, Google Pay had 540 million UPI transactions, PhonePe had 460 million while Paytm saw 120 million. According to NPCI, the total UPI transactions in May hit 1.23 billion. However, Paytm has clarified that " UPI consists of just a minor percentage of all digital payments happening in the country. The largest majority of payments is made on wallets, cards, and net banking." PhonePe, which claims to have 200 million registered users, has been slowly increasing its merchants user base as well and now has over 10 million merchants onboard. It has also diversified to financial services and offers travel insurance as well. Meanwhile, Amazon Pay too is offering more to users. In April, it launched the pay now, buy later option for its users. WhatsApp will be the real challenge for Google Pay But the next big challenge will come from Facebook;s WhatsApp, which has 400 million monthly active users in India – thanks to the Reliance Jio-Facebook deal. Analysts at Bernstein expect WhatsApp Pay’s penetration to increase to 30% (from the current 10%) by FY25. WhatsApp Pay has been in the testing mode in India since 2018, and has been caught up with regulatory hurdles. But its bank of already existing users (through WhatsApp), will make it easier to conquer the market. And that is visible already. According to Bernstein’s hypothesis, WhatsApp has already garnered 10.7% of the market in the first phase of rollout since the approval came in February. The subsequent phases will be much bigger and a lot more competitive. “Payments remains the missing link, the tie up could be a potential game changer with WhatsApp Pay integration with JioMart,” said the report by Bernstein. Google Pay has a solid lead over PhonePe, Paytm and Amazon Pay⁠ in India⁠— but its biggest challenge is yet to come

In a country with 1.25 billion population, health care can be a complicated concept. With policies and laws around health care and supportive system warped in time, India has turned into one of the lowest organ donating countries in the world to have woken up to the concept. This problem has two sides to it. Statistics show that less than one in a million donate their organs, or pledge their organs for donation. 
 Firstly, it would be around the practices and beliefs surrounding the death of a person. Second and most important one is creating the infrastructure that aids <keyword id="48430" type="UNKNOWN" weightage="100" keywordseo="Organ-donation">organ donation</keyword>. First issue is something that is rooted in the Indian psyche. Second one, though can be helped in a short span of time if systems are speeded up, needs some focused work on part of the government to take the cause of organ donation further. 
 
After all, this is a country where 200,000 people need a new kidney every year. And 100,000 need a new liver. But then, only 2% to 3% of the total demand comes close to even being met. There is also a huge paperwork and <a href="http://www.businessinsider.in/searchresult.cms?query=red+tapism+">red tapism</a> involved in the process. As if this is not enough, there is hardly any awareness among people about organ donation. As a result, when a person is declared <keyword id="106702" type="UNKNOWN" weightage="100" keywordseo="brain-dead">brain dead</keyword>, it becomes the prerogative of the family members to ensure organ are donated or preserved, based on the infrastructure of the hospital. This is centered around the urban areas, and rural pockets still suffer both ways – as donors and as receiver as well. 
 
It so happened that the country lost one of its prominent politicians to a liver related complication since he did not get his match on time. Former CM of <a href="http://www.businessinsider.in/searchresult.cms?query=Maharashtra">Maharashtra</a> lost his battle against liver problem, since he did not receive help in time, in the form of a donor. 
 
Finding a donor is the most difficult thing in India, owing to bureaucratic hurdles and lack of awareness. Under the law, it is easy for the close relatives to donate an organ, or a part of it to their family member. Though there has been a preliminary draft pertaining to organ donation under discussion, the pace at which it is moving has created anxiety among the health care workers since this could mean if the draft needs a revision or an amendment, it could take another lifetime to bring it by.

However, when it comes to organ donation, the hurdles are not only too many, but also make the waiting a drudgery owing to the life-threatening condition of people who await an organ replacement. The scenario is the same across private and government hospitals, with no difference whatsoever. 
 
Because, according to the existing rules, if the potential donor is not related to the receiver, the donation has to be okayed by a state level committee that includes government officials and doctors from the hospital. 
There have been a lot of efforts underway to change the reality, in order to aid better organ donation and create better awareness about the process. 
 
Some cities such as Mumbai, Bengaluru and Chandigarh are experimenting with doubling up driving licenses as organ donation cards as well. But, this plan is pretty much at a nascent stage. 
 
In the given scenario, Chennai in Tamil Nadu is surging ahead in organ donation while conducting great awareness drives for organ donation and better <a href="http://www.businessinsider.in/Boost-for-Mumbai-infrastructure-Centre-clears-coastal-road-project/articleshow/47587254.cms">infrastructure</a> for harvesting organs from a donor to the recipient. 
 
Another aspect that is making organ donation a tough thing in India is the illegal trade of organs which has been happening since long. Intermittently, some quaint little town in north or south India jolts the country with a flourishing racket of organ trade with international agencies being involved. This is posing a huge risk to modification of laws pertaining to organ donation being involved since the stringent laws came into being in early 90s after one such racket gave a strong jolt to the nation that hadn’t even woken up to the concept yet. The infamous ‘kidney’ racket had everyone running for cover as the skeletons started tumbling from the closet of the government as well, apart from well known surgeons. 
 
However, this is the least of all deterrents for the organ donation laws to undergo a better change since the country itself is in need of organs harvested from <a href="http://www.businessinsider.in/A-Bilingual-Brain-is-More-Developed-Oui-or-No/articleshow/40387890.cms">brain</a> dead patients. While the private hospitals in urban areas are better off, the hospitals in rural areas and government hospitals in most urban areas lack the infrastructure to meet the need. This needs to be addressed sooner than later.
