Mumbai, Jan. 5 Four 'benami' properties belonging to the absconding terrorist-don <keyword id="179979" type="General" weightage="20" keywordseo="dawood-ibrahim-kaskar" source="Orion">Dawood Ibrahim Kaskar</keyword> at Mumbake village in Ratnagiri district - where he and his family spent their early childhood - shall go under the auctioneer's hammer on Friday afternoon, officials said. The auction of these seized agricultural properties is slated in Mumbai under the Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act (SAFEMA) under the Ministry of Finance, New Delhi, the NDPS Act, 1985 and the Prohibition of Benami Property Transaction Act, 1998. (IANS - Dec. 22, 2023). The properties measure a total of 21,275 sq.metres where Dawood, 67, and his siblings spent their early childhood before coming to Mumbai in the late 1970s. They are: two farmhouse plots measuring 10,420.5 sq.metres (reserve price Rs 9.4 lakh) and 8,953 sq.metres (Rs 8 lakh), plus two small plots of around 171 sq.metres (Rs 15,440) and 1,730 sq.metres (Rs 1.5 lakh). Today's much-watched auction will be held in 3 modes - e-auction, public auction or sealed tenders - simultaneously. The government has kept a total reserve price of around Rs 19 lakh for all the properties which are categorised as 'agricultural land', currently abandoned and overgrown, with a dilapidated structure standing on one of the plots. The e-auction conditions stipulate that the properties will be sold on "as is where is" and "as is what is" basis, and it would be the responsibility of the successful bidder to get the property/properties transferred/registered in his/her name. As per available information on government records, the properties are free of any encumbrances, but the government has advised the prospective bidders to make their own independent inquiries pertaining to any encumbrances, the title, approved plans, etc. The notice by the Competent Authority, Surabhi Sharma's office said it shall not be responsible in any manner for any third-party claims/rights to these properties, and said that any bids should be made only after inspection and due diligence on all matters before bidding for them. In the past 10 years, the government has auctioned at least 11 properties belonging to Dawood or his kin in Mumbai and other parts of the state. The auctioned properties include: Hotel Raunak Afroz, Shabnam Guest House and six rooms in Damarwala building in Nagpada which earned around Rs 11 crore in 2017. In November 2020, Dawood's childhood home along with five other properties in Mumbake village were auctioned, but another plot in Lote village remained unsold owing to certain technical issues. Meanwhile, since the past few days prior to the auction, many locals and some outsiders were seen going around the property, one of plots protected by a boundary wall with the symbol of a Crescent Moon and Star engraved on the concrete wall, and thick overgrowth inside the plot. Currently holed up in Karachi, Dawood - most wanted in India for several crime and terror attacks, including the March 12, 1993 Mumbai serial bomb blasts case - was in the news in December 2023 after local reports surfaced claiming he was allegedly poisoned and battling for life in hospital. However, members of the dreaded D-Company denied these reports as "fake" and said Dawood was absolutely fit and fine.

The first of the buzz started in Mumbai on Sunday evening, but police and intel circles denied any such thing, though they assured that there is constant monitoring of all these types of reports emanating from neigbouring country. On Monday morning, the Pakistani media has apparently got on to it, with certain social media posts claiming that Internet, Facebook, X, etc were allegedly down after the reports on Kaskar's critical health cropped up on Sunday, and how he was reportedly battling for life in a Karachi hospital. Police and intelligence officials in Mumbai and New Delhi have so far kept mum on the situation claiming there are many such reports which keep surfacing regularly, but most are false alarms. Considered the most wanted terrorist here, India wants to lay its hands on Kaskar for involvement in multiple crimes, terror acts, narcotics, etc. in Mumbai and elsewhere, plus, also as 'a political trophy'. The prime cases for which India wants him include the March 12, 1993 Mumbai serial blasts -- ranked the worst-ever terror strike in India -- which claimed 267 people, much higher than the 166 who were killed in the terror attacks of November 26, 2008, that hit the country's commercial capital. According to the statements of his arrested brothers to Maharashtra Police, it was confirmed around seven years ago that Dawood was a permanent resident of Karachi, living in a palatial bungalow in the posh Sadar suburb, under high security. However, he had been under depression for the past few years after his third child and sole son Moin Nawaz (37), opted for a life of spirituality to become a Maulana-cum-preacher -- leaving question marks on his notorious dad Dawood's empire and legacy.

Dawood Ibrahim Kaskar lives in Pakistan's Karachi and has married a Pathan woman while still being married to his first wife Mizabin Alishah <keyword id="322820" type="General" weightage="80" keywordseo="parkar" source="Orion">Parkar</keyword>, the son of <keyword id="586210" type="General" weightage="80" keywordseo="haseena-parkar" source="Orion">Haseena Parkar</keyword>, and nephew of the underworld don has told the National Investigation Agency (NIA). His first wife is aware of the second marriage and keeps in touch with the two through different apps, he added. This claim has been made by the NIA in its charge sheet filed in connection with a terror case lodged against Dawood, NCP leader <keyword id="6605138" type="General" weightage="80" keywordseo="nawab" source="Orion">Nawab</keyword> Malik and others, including Parker. Earlier, Parkar had claimed that he wasn't in touch with the don. The charge sheet reads that Dawood, after leaving India, had been operating his gang through Chotta Shakeel, Anees Ibrahim Sheikh, Javed Chikna, Tiger Memon, Iqbal Mirchi and Haseena Parkar. NIA has alleged in the case that the accused usurped a property (Goawalla compound) worth Rs 11.28 crore along with Nawab Malik in connivance with D-Gang. "<keyword id="17811" type="General" weightage="80" keywordseo="mallik" source="Orion">Mallik</keyword> and Haseena Parkar eyed the Goawalla compound, and Mallik made inroads into the property by illegally occupying Kurla General stores, which was later regularised in the name of his brother Aslam Mallik. He, later on, took over Solidus investment, which had a shed in that property. Salim Patel worked at the behest of Haseena Parkar and acquired power of attorney from Munira Plumber, the actual owner of the land, to clear encroachments. "Eventually, Haseena Parkar was controlling half the property and <keyword id="1612673" type="General" weightage="80" keywordseo="nawab-mallik" source="Orion">Nawab Mallik</keyword> the other half. Later Nawab Mallik took over the remaining property from Haseena Parkar, which is proceeds of crime," read the charge sheet. It has been alleged that the proceeds of crime are controlled through two companies Solidus and Mallik infrastructure, the directors of which are Nawab Mallik, Mallik's wife Mehjabeen and sons Faraz and Aamir. Commercial, agricultural and residential properties related to Nawab Mallik had been provisionally attached by the ED. Haseena Parkar also transferred her interest in the property held through Salim Patel for the beneficial interests of Nawab Malik and Nawab Malik paid a substantial amount (Rs 55 lakh) to Haseena Parker, in cash. In 2005-06, Aslam Malik, along with Faraz Malik, met Salim Patel and Haseena Parkar for dealings of the Goawalla compound. Aslam had mentioned to Parkar that he was handing over Rs 55 lakh (in cheque) and Rs 5 lakh (in cash) to Parkar. Haseena Parkar's son Alishah Parkar confirmed that Salim Patel, who used to work for Haseena, used to handle the Goawala compound dispute and that Mallik took over the property from them. Sardar Khan, an accused in the 1993 blast case, would stay at the Goawala compound and Mallik knew about him. Salim Patel was a member of NCP and would work for Haseena Parkar, he was also associated with Nawab Mallik. Haseena Parkar, Salim Patel and Nawab Mallik indulged in a criminal conspiracy to grab 3-acre land of the Goawala compound. Sardar Khan was involved in property and used to work for Nawab Mallik after the property was usurped. Nawab Mallik and Haseena Parkar got into a criminal conspiracy and Nawab paid Rs 55 lakh to Parkar, of which Rs 5 lakh in cash and cheque were paid respectively by Faraz and Aslam Mallik to Parkar and Rs 15 lakh to Salim Patel and Rs 5 lakh to Sardar Khan. Solidus paid Rs 20 lakh as the registry rate when the actual rate was Rs 3.54 crore. Nawab Mallik introduced fake tenants to lower registry value. Faraz was summoned five times, Mehjabeen twice, and Aamir thrice, by the investigating agencies but none of them appeared.
