New Delhi, Dec 3 () Telecom operators have proposed sector regulator Trai to fix a minimum price for mobile internet as no company on its own is in a position to decide on it due to fierce competition in the market, industry body COAI said on Tuesday.
<p> The Cellular Operators Association of India (COAI), in a letter to the Telecom Regulatory Authority of India (Trai), said that Reliance Jio, Bharti Airtel and Vodafone Idea have agreed that the data tariffs should be regulated, a move which was vehemently opposed by the industry players in the past.
</p><p> However, private telecom operators want call rates to continue to remain unregulated.
</p><p> "All the current telecom service providers in the private sector, namely Bharti Airtel Limited, Reliance Jio and Vodafone Idea limited are in complete agreement that Trai be requested to regulate tariffs by setting floor price for data services," COAI Director General Rajan S Mathews said in the letter dated December 3, 2019.
</p><p> The development comes following the three private telecom operators, which account for 90 per cent market share, raising mobile call and internet rates by up to 50 per cent from December 3 onwards.
</p><p> This is the first hike in the past five years in the country's telecom sector facing tariff war, with voice calls becoming almost free in 2016 and a steep 95 per cent fall in data prices to Rs 11.78 per GB at present from Rs 269 per GB in 2014.
</p><p> "We further submit that the tariff correction in the current level of fierce competition is not possible by any service provider voluntarily and thus the only option available is prescription of a minimum tariff for mobile data service by the authority," Mathews said.
</p><p> He said that a tariff correction for data services will not be out of sync with global trends as India has the lowest data tariffs globally, estimated to be around 50 times lower than the price in major developing and developed countries.
</p><p> Telecom Minister Ravi Shankar Prasad on Monday said mobile internet rate in the country remains by far the lowest in the world.
</p><p> Citing a March 2019 study which compared mobile data charges in 230 countries, Prasad said the average price of USD 0.26 per 1 gigabyte (GB) data in India compares to USD 6.66 in the UK and USD 12.37 for the same amount of data in the US.
</p><p> "...the Authority would be aware that unlike mobile data, voice services are considered as essential services especially by the subscribers at bottom of pyramid and therefore would need to be continued under the present forbearance regime," Mathews said.
</p><p> Mobile call and mobile internet rates are not regulated at present and are decided by the companies on their own.
</p><p> While the industry vigorously opposed regulating phone services rates in the past, Mathews in the latest communication to the Trai said that regulation of data price by setting floor price should be done as soon as possible.
</p><p> The move to raise mobile call and internet rates follows the Supreme Court judgment on October 24 this year, upholding the government's method of calculating revenue share that it should get from earnings of service providers.
</p><p> Vodafone Idea last month reported a consolidated loss of Rs 50,921 crore for September quarter -- the highest ever quarterly loss posted by any Indian corporate -- on account of liability arising out of the Supreme Court's order.
</p><p> The company has estimated liability of Rs 44,150 crore post the apex court order, and made provisioning of Rs 25,680 crore in the second quarter this fiscal.
</p><p> Vodafone Idea, which is reeling under massive debt of around Rs 1.17 lakh crore, had earlier cited acute financial stress on the company behind the decision to raise mobile call and data charges.
</p><p> Bharti Airtel had posted a staggering Rs 23,045 crore net loss for the second quarter ended September 30 due to provisioning of Rs 28,450 crore in the aftermath of the SC ruling on statutory dues.
</p><p> According to government data, the liabilities in the case of Bharti Airtel add up to nearly Rs 35,586 crore, of which Rs 21,682 crore is licence fee and another Rs 13,904.01 crore is the SUC (spectrum usage charges) dues (excluding the dues of Telenor and Tata Teleservices).
</p> The government is currently not considering any proposal on waiver of penalties and interest on outstanding licence fee based on adjusted gross revenue (AGR), or on extending the timelines for telecom companies to pay up their statutory dues.  PRS  RVK

Telcos propose Trai to regulate data tariff by fixing minimum price

Telcos are of the opinion that they are already investing a lot in 3G and 4G services, which is why they will not be able to bear the additional costs without any measures. "Any increase in operator costs, of which penalties are a part, puts upward pressure on tariffs," Rajan S Mathews, director general of Cellular Operators Association of India, told ET. COAI represents telecom companies operating on GSM tech such as Airtel, Vodafone and Idea. Companies using CDMA or dual technology, such as Tata and Reliance, are represented by the Association of Unified Service Providers of India (AUSPI). <br />

Telcos attempt an even deal; threaten to raise tariffs if call drop fine imposed

The company has changed most of the 2G and 3G recharge vouchers. As per the new rates subscribers would get 1.5 GB of 2G as against 3 GB for Rs. 255 earlier and 3 GB as against 4 GB for Rs. 755.<br />
<br />
The 1 GB 3G pack will now come with a 28 days validity of 28 days, but will cost Rs. 295 as against Rs 249. 1 GB of 2G would now set you back for Rs. 195 as against Rs 175 earlier, but will come with 28 days validity. <br />
<br />
The company has also reduced validity of some other packs.<br />

Experts predict an overall increase in the Idea’s data tariffs in other circles too. <br />
<br />
The new rates came into effect from June 3.<br />

China's tariffs would target energy and agricultural products, such as ornamental fish, whiskey, and coal - which would affect some states more than others.</p><p>Business Insider used US Commerce Department data to determine the number of tariff-eligible goods from each state shipped to China in 2017.</p><p>Because of the US database's limitations, the totals include some foreign-sourced goods that may not be subject to China's tariffs. Those goods represent a small portion of the overall values.</p><p>Additionally, the database measures exports using a system called Origin of Movement. This measures where exports are sent from rather than where they are produced. While research shows that Origin of Movement can be a solid proxy for production, the Census Bureau data may provide an undercount for some upstream producers.</p><p>For instance, some farmers in the Midwest ship their soybeans to Louisiana for transport, which increases the count for Louisiana. Given the fact that Louisiana still relies on the shipping and sales for its economy, the data is still helpful to evaluate the pain from the tariffs - but it may undercount the lost value to some upstream producers.</p><p>There are eight US states that exported more than $1 billion worth of tariff-eligible goods to China in 2017:</p>

Trudeau said the tariffs were not designed to hurt the American people, but rather defend Canada's interests and send a message to the Trump administration.</p><p>Using US Census Bureau data on exports and the list of goods subject to the tariffs, Business Insider determined exactly which states will get hit hardest by the Canadian crackdown.</p><p>The biggest losers from the US-Canada trade fight are industrial states in the Midwest:</p><ul><li>Ohio would be the hardest hit. The EU announced tariffs on just over $7 billion worth of US goods on Wednesday on goods ranging from industrial steel to rice to flip-flops.</p><p>The list of goods subject to the new EU tariffs was carefully selected to send <a href="http://www.businessinsider.com/trump-tariff-trade-fight-european-union-mexico-tariffs-list-2018-6">a political message to Trump and congressional leaders</a> while also minimizing the damage on EU consumers. The tariffs will also not hit every state in the US equally.</p><p>To breakdown the effect by state, Business Insider used US Commerce Department data to determine the amount of tariff-eligible goods from each state sent to the EU in 2017. (Due to the US database's limitations, the totals include some foreign-sourced goods that may not be subject to the EU tariffs. Those goods represent a small portion of the overall values.)</p><p>On opposite ends of the spectrum, New York sent over $1.5 billion worth of tariff-eligible goods to the EU last year while Wyoming sent just under $100,000 of tariff-eligible goods.</p><p>Following New York, Michigan is the second-hardest hit state with $825 million worth of exports now subject to tariffs. California ($688 million), Tennessee ($562 million), and Pennsylvania ($408 million) round out the top five most vulnerable states.</p><p>For a few of the top states, the bulk of the hit comes from just one product. For example, over $1 billion worth of New York jewelry will be subject to the tariff, roughly two-thirds of the state's total. Whiskey is the source of most of Tennessee's troubles as the liquor makes up just over $466 million of the state's $562 million total tariff-eligible goods. In fact, the international financial institution <a href="https://www.business-standard.com/article/economy-policy/india-is-not-a-tariff-king-says-world-bank-official-on-trump-s-remarks-118103101278_1.html">slammed Trump’s comment</a> calling India a ‘<a href="https://www.livemint.com/Politics/L5sKtcdGYDOJDLuFOSlEeO/India-may-have-to-pay-a-price-for-protectionism.html">tariff king’</a>.<br /><br />While India certainly has relatively higher tariffs in comparison to the rest of the world, data with the World Bank indicates that it’s not even the highest among the South-Asian countries.<br /><br /><a href="https://www.business-standard.com/article/economy-policy/india-is-not-a-tariff-king-says-world-bank-official-on-trump-s-remarks-118103101278_1.html">According to Shanta Devarajan</a>, a Senior Director for Development at the World Bank, while tariffs in India certainly high circa 1991, they have since then reduced high taxes levied on many goods. In comparison to ten years ago, the taxation system is much more liberal.<br /><br />Devarajan believes that liberalisation has actually helped India to boost its economic growth. <br /><br />Trump had earlier <a href="https://kashmirobserver.net/2018/business/india-tariff-kingwants-trade-deal-us-keep-me-happytrump-36608">alleged that India imposes tariffs as high as 100% on many American goods</a>. He even cited an example of Harley Davidson motorcycles on which India had imposed a 100% tariff. <br /><br />The US President added that many other American products also face high tariffs, which act as a barrier to entry in the Indian market, instigating that consumers are worse off since, as a result of these high tariffs, they will have access to fewer imported products.<br />
