Finance Minister Nirmala Sitharaman proposed to start 'Kisan Rail' through the public-private-partnership (PPP) mode for a cold supply chain to transport perishable goods in her budget speech. The Kisan Rail will comprise refrigerated coaches in Express and Freight trains. The Railways has developed a new design of refrigerated parcel vans with the carrying capacity of 17 tonnes for the transportation of highly perishable parcel traffic. What is Indian Railways's first Kisan Parcel Train

The Railway Board on Wednesday said it has arranged for more than 500 special trains to handle the return rush of travellers away in their home towns, beginning November 8 with the ending of Chhath Puja. "Special trains have been announced to accommodate returning passengers, with additional trains planned from the Samastipur, Danapur divisions and other divisions as needed to meet local demand," the Board said in a press statement. It said that the rush for Chhath Puja is set to begin after sunrise on November 8 and that it has arranged for 164 special trains to accommodate the high passenger flow on that day. "Following this, Indian Railways has planned 160 special trains for November 9, 161 for November 10, and 155 for November 11, ensuring sufficient capacity to manage the expected surge in travelers during the festive period," it added. According to the Railway Board, on November 4, Indian Railways carried a record number of passengers in a single-day, transporting 120.72 lakh people. "This included 19.43 lakh reserved passengers and 101.29 lakh unreserved non-suburban passengers -- the number exceeding the combined populations of Australia and New Zealand. On the same day, suburban traffic reached a record 180 lakh passengers, making it the highest single-day passenger figure of the year," the Board said. It also claimed to achieve a remarkable feat by transporting 65 lakh passengers on 4,521 special trains in last 36 days. "These additional services have played a crucial role in facilitating smooth travel during the ongoing Durga Puja, Diwali and Chhath Puja celebrations," it said. According to the Board, to meet the increased travel demand during the festival period from October 1 to November 30, Indian Railways announced a total of 7,724 special trains, marking a 73 per cent increase compared to the last year's 4,429. "This substantial expansion aims to ensure seamless travel during the peak festival season. Indian Railways has operated an average of 175 special trains per day over the past four days to carry passengers to their destinations for Chhath Puja," the Board said. Railways to ply over 500 special trains to accommodate festival return rush

Patna, Jul 2 () Bihar reported its highest single-day spike of 479 COVID-19 cases on Thursday, taking the tally to 10,683, while five people died due to the disease, rasing the death toll to 78, the health department said. The state capital experienced mayhem following explosion of more than 90 cases across the city, besides a fresh casualty in the district. One death each was also reported from Bhojpur, Kishanganj, Muzaffarpur and Rohtas districts. Patna has been the worst affected so far, accounting for 10 fatalities. The city reported 63 cases in just three police station areas of Patna sub-division, prompting the district administration to set up 18 containment zones. In addition, more than 30 people were found infected in localities like Boring Road, Kankar Bagh, Gola Road, Danapur, Digha, Phulwari Sharif, Sipara. The oldest patients happened to be both men and women in their 80s, an age group said to be most vulnerable to fatality in the face of the viral infection that has been declared a global pandemic. A handful of cases were also reported from rural areas of Patna district, which have been witness to sporadic spurts and account for a significant part of the districts tally that has been the highest in the state and now stands close to 900. Significant number of cases were also reported on the day from Gopalganj, Nalanda, Vaishali and Bhagalpur districts. All 38 districts in the state have reported COVID 19 cases and the worst affected ones, besides Patna, are Bhagalpur (515), Madhubani (479), Begusarai (459) and Siwan (438). However, the health department insisted that notwithstanding the galloping of the virus across the state, Bihar was doing well with a recovery rate that was significantly higher than the national average and a low death rate. The state boasts of a recovery rate of 76.92 per cent as against the national average of under 60 per cent. A total of 7,994 COVI-19 patients have recovered. The state has about 2,500 active cases now. Officials pointed out that the spurt could partly be attributed to a spruced up testing system. More than 7,000 samples were tested in the last 24 hours. Bihar reports highest single-day spike of 479 COVID-19 cases; five deaths

Patna, May 15 () The COVID-19 tally in Bihar breached the four-digit-mark on Friday after at least six people tested positive for the novel coronavirus, taking the total number of confirmed cases in the state to 1,005, a top official said. According to Principal Secretary, Health, Sanjay Kumar, five of the cases were reported from Khagaria district, while one person tested positive in Siwan. All of them are adult males. The state had reported its first couple of cases on March 22 and the tally crossed the 100-mark on April 19. The steep rise in incidence since then has been attributed, to some extent, to influx of migrants who have been returning to their native places in droves, by the 'Shramik Special' trains or hired vehicles. Bihar Health Department has put the number of "migrants testing positive" between May 4 and May 15 (till 10 AM) at 358. A total of 2.46 lakh people have come to the state by the rail route, ever since the first Bihar-bound 'Shramik Special' reached Danapur on May 2, officials said. Government officials coming in close contact with infected people have also been found to be vulnerable to the infection. The department on Friday confirmed that a young IAS officer of 2017 batch, posted in Nalanda district, was among those who had tested positive on Tuesday. In addition, more than 30 police personnel have tested positive across the state, 21 of them from Bihar Military Polices 14th battalion at Khajpura locality in Patna, where an infection chain was triggered with over 20 residents of a by-lane Bijli Gali having tested positive last month. Nonetheless, Bihar boasts of a good recovery rate and a low mortality rate. Till Friday morning, the number of those who have recovered stood at 412. Only seven persons have died most of them with co-morbidities the figure being a tiny fraction of the nationwide fatalities, though the state comprises 10 per cent of the country's population. The number of samples tested so far is 43,371, the department said. Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five-party Grand Alliance led by the young RJD leader Tejashwi Yadav. Counting will be taken up at 55 centres across 38 districts where the outcome will decide the fate of the Nitish Kumar government that has helmed the state for a decade and half. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav, who has thrown down the gauntlet at redoubtable Nitish Kumar, the battle-scarred veteran more than twice his age. The Election Commission is making sure that the winds of potential change cause no disruption in the counting process. According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these will be unsealed Tuesday morning after counting of postal ballots gets over. The state has 243 assembly constituencies and the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election. Kumar is a member of the legislative council and has not contested the assembly election. Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi both former chief ministers. Tejashwi's elder brother Tej Pratap Yadav is contesting from Hasanpur in Samastipur district. In addition, Tuesday's counting will also decide the political fate of nearly a score of ministers. Prominent among them are Nand Kishore Yadav (Patna Sahib), Pramod Kumar (Motihari), Rana Randhir (Madhuban), Suresh Sharma (Muzaffarpur), Shrawan Kumar (Nalanda), Jai Kumar Singh (Dinara) and Krishnanandan Prasad Verma (Jehanabad). With much of the NDA's election narrative focusing on RJD's association with "jungle raj", an allusion to the alleged collapsed law and order during the 15 years when Lalu-Rabri ruled the state in succession, the fate of "bahubalis", leaders known for strong arm tactics, will also be keenly watched. Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets. A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year. The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally. It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past. Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak. Prohibitory orders will be be place outside the counting centres to prevent people from gathering in large numbers, officials said. According to Srinivasa, while 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel. Additional Director General of Police (Headquarters) Jitendra Kumar said Bihar Military Police and local police will also chip in while senior officials will keep a watch through display screens connected to CCTV cameras installed at the counting centres. Bihar readies for D-day as polls forecast JDU-BJP win

<keyword id="12864" type="COMPANY" weightage="20" keywordseo="Chennai">Chennai</keyword>, Nov 25 Gusty winds and rains lashed parts of Tamil Nadu on Wednesday leaving several areas inundated and authorities have housed over one lakh people in shelters as severe cyclone '<keyword id="10317634" type="COMPANY" weightage="20" keywordseo="nivar">Nivar</keyword>' hurtled towards the coast. 'Nivar would intensify into a very severe cyclonic storm and it is likely to cross the coast between Tamil Nadu and Puducherry before dawn on Thursday, the India Meteorological Department said. With rains drenching parts of the state, authorities have evacuated over one lakh people and housed them in shelters besides disconnecting power supply in vulnerable areas as a precautionary measure. While <keyword id="4430550" type="PERSON" weightage="20" keywordseo="Chief-Minister-K-Palaniswami">Chief Minister K Palaniswami</keyword> declared Thursday a public holiday for 13 districts, a <keyword id="6473907" type="UNKNOWN" weightage="20" keywordseo="government-order">government order</keyword> included three more districts considering the safety of people in view of the cyclone. Revenue Minister <keyword id="6435760" type="PERSON" weightage="20" keywordseo="r-b-udhayakumar">R B Udhayakumar</keyword> said 1,03,291 people including children have been housed in 1,000 relief centres. Food, water and all other essentials including masks to help prevent coronavirus have been made available to them in the relief centres, he said. A senior official said subsequently, the number has increased to 1,21,152. According to the government, these people have been housed in shelters at Ariyalur, Chengelpet, Chennai, Cuddalore, Nagapattinam, Perambalur, Ranipet, Thanjavur, Tiruvannamalai, Tiruvarur, and Villupuram districts. As a precautionary measure, electricity distribution was stopped to consumers in several regions falling under such districts and especially areas that have overhead power transmission lines witnessed power cut since noon. Civic authorities meanwhile removed banners and hoardings in several districts including Chennai and Vellore expecting squally winds. Police personnel placed barricades in arterial roads and important intersections in coastal districts to bar movement of vehicles and the government appealed to the people to stay indoors. Chennai airport authorities said Aircraft operations at the airport will remain suspended from 7pm of November 25 till 7am of November 26. The decision was taken considering the safety aspect of passengers and the severity of the approaching cyclone, they said. Southern Railway said eight trains including the Danapur - KSR Bengaluru Special were diverted skipping Chennai and 10 trains including the Chennai Central-Coimbatore Special were cancelled. The Chennai Metro Rail, which operated minimum services, said operations would end by 8 pm and services would resume tomorrow depending on the weather. In its latest bulletin, the IMD said Nivar would cross over betwen Karaikal and Mamallapuram "during the midnight of November 25 and early hours of 26 November." The storm, 250 km off Chennai and 190 km and 180 km from Puducherry and Cuddalore respectively, is very likely to move northwestwards and cross coasts as a "very severe cyclonic storm with a wind speed of 120-130 kmph gusting to 145 kmph." Under the influence of the cyclone, coastal and north interior Tamil Nadu, Puducherry and Kariakal regions are likely to receive rainfall at most places with heavy to very heavy showers at a few places and extremely heavy rains at isolated places. South coastal Andhra Pradesh is also likely to witness showers at most places today. Rainfall is expected to continue in many places in these regions on Thursday too with heavy rainfall at some places. Surplus water was released from Chembarambakkam lake, one of the key drinking water sources to the city, since it almost neared its full level, the government said. PWD officials said 1000 cusecs was released from the lake as the level stood at 22 feet of the total 24 feet. Chennai and its suburbs, which received heavy overnight rains, continued to witness intermittent showers coupled with strong winds with low-lying areas getting inundated and water entering houses in such localities. The government said it has nominated IAS official V Arun Roy to oversee relief activities in Chengelpet district. Civic body officials said stagnant water was pumped out by deploying heavy duty motors and fallen trees were being removed immediately. Thanjavur, Tiruvarur, Tiruvannamalai, Cuddalore, Kancheepuram, Chennai, Chengelpet, Tiruvallur, Ariyalur, Perambalur, Kallakurichi, Villupuram, Tirupattur, Vellore, Ranipet, Nagapattinam are the districts where the holiday is applicable tomorrow and Wednesday has already been declared a holiday.

While Karnataka battled to contain the rising number ofcoronavirus cases, government sources said a special flightcarrying 240 people would land here from London in the earlyhours of Monday.The government took a slew of decisions with regard tothe stranded people returning to Karnataka from abroad andother states. At a meeting chaired by Yediyurappa, it was decided theywill have to undergo tests and compulsory 14 days quarantine. The government also agreed to foot the train fare of thosereturning from other states but they will be allowed based onthe availability of quarantine facilities. According to an official release, it was decided that ifsomeone from Karnataka dies in other state, the body shall notbe brought back and similar would be the rule for those fromoutside whose death occurs in the state. The last rites shallbe performed wherever a person died.Meanwhile, eight special trains -- six from Bengalururegion and two from Mangaluru -- left for various destinationsin the country carrying over 9,000 passengers, a large numberof them migrant workers and students. The trains that left Bengaluru headed for Udhampur,Bankura, Gwalior, Danapur, Gorakhpur, Dinapur and Agartalawhile the other two were bound for Bihar and Uttar Pradesh,South Western Railway sources said. All the passengers were provided with meal and drinkingwater bottles. Each pack contained rice, chapati, biscuits,pickles and buttermilk, they said."No pantry car is there as a precautionary measure.Throughout the journey food will be provided from IRCTC basekitchens. Number of meals depend on duration of journey," theofficials added.A report from Mangaluru said the train to UP left around2 pm, while the train to Bihar in the evening. Both the trainscarried 1,150 passengers each. The incident happened at 11.30 pm on Tuesday when seven coaches of Kamayani Express, bound for Varanasi, and five bogies of Janata Express, bound for Mumbai, were crossing the bridge in Harda, some 160 km from Bhopal. 
 
The toll is expected to go further up. The <a href="http://www.businessinsider.in/searchresult.cms?query=indian+railways">Railways</a> has announced a compensation of Rs 2 lakh to the families of the deceased, Rs 50,000 to grievously injured and Rs 25,000 to those with minor injuries. 
 
Meanwhile, <a href="http://www.businessinsider.in/searchresult.cms?query=shivraj+singh+chouhan">Madhya Pradesh Chief Minister Shivraj Singh Chouhan</a> will visit the site later in the day. <a href="http://www.businessinsider.in/searchresult.cms?query=Nitish+Kumar">Bihar Chief Minister Nitish Kumar</a> also condoled the deaths. 
 
"Seven bogies of Kamayani Express and engine plus three coaches of Janata Express were derailed between Khirkiya and Bhirangi stations near Harda. The mishap took place around 11.30 PM on Tuesday as base material of the tracks got washed away in heavy rains. Nearly 25 passengers suffered injuries," West Central Railway PRO Piyush Mathur told news agency PTI. 
 
Search operations have been launched and few coaches also fell in the river. Bhopal Railway PRO told PTI that more than 250 passengers were rescued so far. 
 
Meanwhile, Minister of State of Railways Ministry Manoj Sinha said it was not a manmade disaster but a natural calamity.

 Once known as a backward state, <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> has made a strong bid for a mention on the world's infotech map as <keyword id="5269" type="POSITION" weightage="40" keywordseo="Chief-Minister">chief minister</keyword> <keyword id="6358190" type="PERSON" weightage="40" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> unveiled the 20km <keyword id="6403839" type="UNKNOWN" weightage="100" keywordseo="Free-Wi-Fi">free Wi-Fi</keyword> zone, the longest across the globe, at a function christened e-Bihar summit in Patna on Wednesday. Kumar also unveiled a 'city surveillance and dial 100' scheme under which at least 100 CCTV cameras installed in different localities of the state capital became operational. A state data centre has also been opened for storing of the 'data' collected by these cameras. 
 
Speaking on the occasion, CM Kumar announced an IT City would be developed on a 200-acre plot at Rajgir. He also said the government has in principle approved an infotech building on a plot of one lakh sq ft and another on a plot of 5 lakh sq ft in Patna. Besides, an infotech park is coming up on the outskirts of the city. 
 Kumar asked the information technology department officials to hold roadshows in select cities across the country to <keyword id="54921" type="ENTERTAINMENT" weightage="40" keywordseo="spread">spread</keyword> awareness about the progress made by Bihar in the field of information technology. "Our state should now be the IT industry's fave destination," he said. 
 The state's free <keyword id="47655" type="TECHNOLOGY" weightage="100" keywordseo="Wi-Fi">Wi-Fi</keyword> zone is the longest in the world since China's 3.5km zone was treated as the longest so far. The 'city surveillance and dial 100' project is first of its kind in the country as it integrates the surveillance of the city, vehicle tracking and dial 100 control centre schemes. An automated number plate recognition system has been installed on 11 roads, which will automatically note the registration number of the vehicles entering and exiting the city. "It was with this surveillance system's help that the Patna police rescued the son of a city-based trader from Ara within 24 hours of his kidnapping recently," CM Kumar said. 
 IT minister Shahid Ali Khan said free Wi-Fi facility would be provided at all the tourist spots in the state. Principal secretary (IT) N K Sinha said Bihar might be a late entrant to this sector but "we are on the cusp of IT revolution". <keyword id="6372077" type="CITY" weightage="40" keywordseo="Nasscom">Nasscom</keyword> president R Chandrashekhar and Beltron MD Atul Sinha were among those who also spoke at the e-Bihar event.
