State-owned Oil and Natural Gas Corporation (<keyword id="6354737" type="General" weightage="100" keywordseo="ongc" source="Orion">ONGC</keyword>) has cancelled the bids received for its <keyword id="6392149" type="General" weightage="80" keywordseo="daman" source="Orion">Daman</keyword> upside gas development project off the western coast due to high price quotes, sources said. The project is crucial to ONGC's strategy of ramping up gas production from its shallow-water fields off India's west coast. Once completed, the project would lead to nearly doubling of current gas production of 4-5 million standard cubic metres per day. Sources aware of the matter said the bids ONGC received for the project were way higher than the company's internal estimates and so the tender has been cancelled. The tender would now be divided into separate packages and rebid. Engineering and fabrication contractor <keyword id="45475" type="General" weightage="20" keywordseo="larsen-toubro" source="Orion">Larsen &amp; Toubro</keyword> (L&amp;T) emerged as the lowest bidder when the bids were opened in December last year. It quoted a cost of USD 663.77 million to build the infrastructure needed to ramp up production from the field that lies about 60 kilometers off the west coast. A consortium of Afcons and Indonesia's Gunanusa Utama Fabricators emerged a distant second in the bidding, quoting close to USD 801.90 million. Vietnam's PTSC and Abu Dhabi's National Petroleum Construction Company (NPCC) were also among those initially chasing the contract, but did not participate in the bid process. Sources said L&amp;T's quote of USD 663.37 million was 36.77 per cent higher than ONGC's revised internal estimate of USD 485.03 million. L&amp;T offered a USD 1 million discount but this was not acceptable to ONGC, they said, adding that ONGC could have tolerated a maximum variation of 20 per cent over the internal price estimate. Daman upside gas development project envisaged building four new wellhead platforms, seven infield pipelines, a new process gas compressor module and the addition of low-pressure compression at the existing process platform. It also includes topsides modifications at existing wellhead platforms. The project has been in the works for years but has been delayed on several occasions due to unfavourable gas pricing. But a rise in domestic gas prices turned around the project's commercial viability. ONGC has been producing natural gas from Daman since 2016 and has spent an estimated USD 1 billion on offshore infrastructure at the field over the past five to six years. The project to raise production involved building infrastructure that could also handle gas from neighbouring B-12 and C-24 marginal fields. India's domestic crude oil and natural gas production has been dwindling in recent years and ONGC is under increasing pressure from the government to boost its output and reverse the declining trend. Projects like Daman are crucial for meeting those objectives but the scrapping of the tender would add to the delay in boosting output. ONGC scraps bids for flagship Daman gas field development over cost concerns

Lalubhai Babubhai Patel of Bhartiya Janata Party (BJP) has won the elections defeating Ketan Dahyabhai Patel(Cong) by around 10,000 votes. He got close to 43% votes while the Congress candidate got 31.62% votes. Daman and Diu came into existence as a separate union territory following the Goa, Daman and Diu Reorganization Act of 1987. Till then it remained as part of Goa after 1961 when it was liberated from the Portuguese rule. During the first bye elections from here in 1987, the Congress Party won from here. With its single Lok Sabha constituency, the union territory of Daman and Diu elected BJP’s Lalubhai Babubhai Patel from this seat who had a margin of 9,222 votes than Ketan Dahyabhai Patel of the Congress party. Both of them had pushed AAP’s Kessur Goan behind whose result showed up only 729 votes. In 2009, Lalubhai had fought as a BJP candidate and won by a good margin of 24,838 votes. Vallabhai Patel of the Congress party had then secured 28.97 votes from Daman and Diu constituency. In the Lok Sabha elections 2019, the top candidates contesting are BJP’s Lalubhai Patel, Congress party’s Ketan Dahyabhai Patel, and BSP’s Sakil Latif Khan. The independent candidate who is quite popular in the region and now trying to wage a tough battle with these candidates is Patel Umeshbhai Babubhai. The political experts say the entry of Umesh Patel and Sakil Khan has now made the game tougher for the ruling party.

New Delhi, Jan 23 () The new union territory of Dadra &amp; Nagar Haveli and Daman and Diu has been assigned new vehicle registration mark 'DD', the government said on Thursday.
 The Centre on Wednesday had designated Daman as the headquarters of the merged union territories of Daman and Diu, and Dadra and Nagar Haveli.
 "The Ministry of Road Transport and Highways (MoRTH) has assigned a new motor vehicle Registration Mark 'DD' to 'Dadra &amp; Nagar Haveli and Daman and Diu' for registration of vehicles," MoRTH said in a statement.
 The ministry has issued a notification to this effect, under the Motor Vehicles Act 1988.

Lok Sabha Elections 2019 candidate list for Daman & Diu

<ul><li>Indian states of Kerala, Rajasthan, and <keyword id="6354780" type="LOCATION" weightage="20" keywordseo="Karnataka">Karnataka</keyword> have been ranked as the top performing states in the school education. </li><li>Uttar Pradesh ranks last in terms of performance in school education, according to <keyword id="2665691" type="COMPANY" weightage="20" keywordseo="Niti-Aayog">NITI Aayog</keyword>. </li><li>In terms of learning outcomes, Andhra Pradesh tops for language and Mathematics. </li></ul>Indian states of Kerala, Rajasthan, and Karnataka have been ranked as the top performing states in the school education as per by <keyword id="3823228" type="PERSON" weightage="20" keywordseo="School-Education-Quality-Index">School Education Quality Index</keyword> (SEQI) by government think tank <a href="https://inbministry.blogspot.com/2019/09/niti-aayog-releases-school-education.html">NITI Aayog</a>. The report was rolled out to examine the state of education across the country. “The education index aims to bring an ‘outcome’ focus to education policy by providing states and UTs with a platform to identify their strengths and weaknesses and undertake requisite course corrections or policy interventions,” it said. Kerala ranks highest at 76.6% while Uttar Pradesh scored 36.4% — with the worst performance. According to the conclusions, <keyword id="41646" type="LOCATION" weightage="20" keywordseo="Haryana">Haryana</keyword>, Meghalaya, Daman &amp; Diu have shown most improvement, compared to the previous year. Amongst union Territories, Chandigarh has secured the highest position scoring 82.9%, followed by Dadra and Nagar Haveli. “Quality school education is a function of a targeted focus on learning outcomes, efficient governance structures, provision of necessary infrastructure and ensuring equitable academic opportunities. “SEQI exists in a symbiotic ecosystem, which converges efforts across the government to evolve an education landscape which resonates with the ideals of a youthful nation and which realises the potential of every single child across India,” said Amitabh Kant, CEO of Niti Aayog. In terms of learning outcomes, Andhra Pradesh tops for language and Mathematics. The School Education Quality Index assessed states on the basis of learning outcomes, access, equity and infrastructure and facilities, and government processes aiding outcome. The <keyword id="826" type="CITY" weightage="80" keywordseo="Goa">Goa</keyword> government is considering banning consumption of liquor in <keyword id="6478239" type="UNKNOWN" weightage="80" keywordseo="public-places">public places</keyword> to check nuisance, a senior official said today. 
 
"There are complaints from common people about consumption of liquor in public places, which leads to littering and other nuisance. The existing excise law needs to be amended for the same," Goa's Excise Commissioner Menino D'Souza told PTI. "The state excise department would amend the Goa, <keyword id="6392149" type="CITY" weightage="80" keywordseo="Daman">Daman</keyword> and Diu Excise Act, 1964, which would give powers to the department's inspectors to punish the offenders," he said. 
 
The department has already formed a committee headed by former excise commissioner Ashok Desai to review the existing excise law, D'Souza said. 
 According to government records, there are 332 wholesale liquor shops in Goa, besides 9,445 bars and restaurants serving <keyword id="6359858" type="UNKNOWN" weightage="80" keywordseo="alcohol">alcohol</keyword>. 
D'Souza said the state tourism department has already amended the Goa Tourist Places (Protection and Maintenance) Act to check the nuisance of drunken people at tourist places. 
 "The tourist places are defined as beaches and other spots, and India Reserve Battalion (IRB) of <keyword id="65767" type="ORGANIZATION" weightage="80" keywordseo="goa-police">Goa Police</keyword> have been asked to take action against those found <keyword id="31485" type="UNKNOWN" weightage="80" keywordseo="drinking">drinking</keyword> at these places. It is working as a deterrent," he said. 
 
The tourism department took the step after groups of errant tourists were found drinking and breaking glass bottles on the beaches, resulting in several injuries, he said. 
 
However, D'Souza said, the ban needs to be introduced in a balanced way. "There are many families who go on picnics where they drink in open spaces. They don't create nuisance. The ban should not affect such kind of picnics," he said. 
 
The department is also considering to ban liquor consumption in public places during certain hours. 
 
"We can even restrict the timings so that there is a control (on the problem)," he said. 
 
Shops selling cheap liquor on wholesale basis have mushroomed in the state and this has heightened the problem of nuisance caused by drunken people.
