Delhi continued to battle with air pollution for the 10th consecutive day post-Diwali as a dense layer of smog blanketed parts of the national capital on Sunday. Several parts of the national capital recorded very poor air quality levels on Sunday morning as per the data issued by the System of Air Quality and Weather Forecasting And Research (SAFAR-India). Today morning, Anand Vihar recorded an AQI of 351, Bawana 383, CRRI Mathura Road 323, Dwarka Sector 8 at 341, IGI Airport at 326, ITO 328, Lodhi Road 319, Mundka at 358, Najafgarh at 341, New Moti Bagh at 394, Okhla phase-2 at 339, RK Puram at 368, and Wazirpur at 366, as per SAFAR-India data. As of 5 pm on November 10, Delhi's AQI stood at 334, with Anand Vihar at 353, Dilshad Garden at 262, and Jahangirpuri at 377. For tomorrow, AQI in adjoining cities of Noida and Gurugram is forecasted to be at 208.92 and 77.51, respectively. Multiple visuals from Delhi's Kartavya Path showed the area surrounding India Gate engulfed by a layer of smog. The AQI in the area was recorded at 357 as of 7 am. High-rise buildings were also covered in smog in the Kalindi Kunj and surrounding locality, as the AQI was recorded as 323 in the area. An AQI is considered "poor" between '200 and 300', "very poor" at '301 and 400', "severe" at '401-450," and 450 and above is "severe plus." As the air pollution levels in the national capital reach "very poor," doctors say that even people with no history of respiratory diseases are suffering from breathing issues. Dr. Nikhil Modi, Senior Consultant for Respiratory Critical Care at Apollo Hospital, told ANI that apart from the regular patients, those who haven't had any respiratory issues in the past are showing up with symptoms such as runny noses, sneezing, coughing, and having increasing difficulties breathing. As it is, respiratory illnesses in the national capital are estimated to have shot up by around 15-20%. The Apollo doctor further suggested that the government close the schools for children as they remain vulnerable. Whenever the pollution levels have gone beyond a certain limit, the government has opted to close the schools, Dr. Modi said. "For the last few years, we have been seeing that the government has taken action. Whenever this pollution level has gone beyond a certain limit, they have opted to close the schools. This is important because children are from a vulnerable group. As adults, we are masked and can protect ourselves better, but children usually are not that effectively taking these measures. Secondly, their lungs are still in developing stages, so they are bound to have more harm due to this pollution," the doctor told ANI. Siddharth Singhal, Head of Health Insurance, Policybazaar.com, notes that while most standard health plans in India cover pollution-related ailments, it is always advised to also go for an OPD plan along with a health insurance plan to cover consultations, medications, and diagnostic tests that may be required frequently due to pollution. "Pollution levels in Delhi-NCR and some other parts of India have shot up post Diwali. Effects of this are very evident in the form of sore throats and breathing problems, among others. This can also result in respiratory ailments and chronic conditions like asthma, bronchitis, Chronic Obstructive Pulmonary Disease (COPD), pneumonia, and severe cases of respiratory or bronchial obstruction. Health insurance becomes critical to cover such expenses. Most policies typically cover emergency hospitalization for respiratory issues like asthma or COPD exacerbations requiring ICU or critical care," he adds.

The Central Pollution Control Board (<keyword id="68804" type="COMPANY" weightage="20" keywordseo="CPCB">CPCB</keyword>) has told the NGT that it has issued show cause notices for closure of operations to <keyword id="6354742" type="COMPANY" weightage="20" keywordseo="Flipkart">Flipkart</keyword> and <keyword id="6356684" type="UNKNOWN" weightage="20" keywordseo="patanjali">Patanjali</keyword> Peya as they are not registered with it and have not responded to its communications on the matter. In a report submitted to the National Green Tribunal, the CPCB has said the show cause notice under Section 5 of the Environment (Protection) Act, 1986, has been issued to these units on October 8, for closure of their operation and environment compensation for non-compliance of provisions of Plastic Waste Management (Amendment) Rules 2018. The CPCB further informed the NGT that four firms -- Hindustan Coca-cola Beverages Pvt Ltd, Pepsico India Holding Pvt Ltd, Bisleri International Pvt Ltd, and Ms NourishCo Beverages Ltd -- are registered with CPCB. 'However, they have not provided information for evidence based assessment of implementation of action plan for fulfilment of Extended Producer Responsibility (EPR) liability'. The documents submitted by them have not been endorsed by state pollution control boards (SPCBs) and accordingly, the show cause notice has been issued to these firms as well. It also informed the NGT that "Amazon Seller Service Pvt Ltd, Coca-Cola India Pvt Ltd, Parle Agro Pvt Ltd, Indian Railway Catering and Tourism Corp Ltd have been recently granted registration by CPCB as Brand Owner/producer under Plastic Waste Management (PWM) Rules,2018". It told the NGT that they are required to submit quarterly progress reports and comply with conditions stipulated in the registration certificate issued to them. With regard to the tribunal's direction on environmental audit of these firms, the CPCB said it has held deliberations with expert agencies on the matter. "Since, it will be for the first time that such an audit shall be conducted, a committee has been constituted to deliberate and suggest mechanism for conducting environmental audit as well as specify the agencies which can be engaged for such audits," the CPCB said. It said that directions under Section 5 of Environment (Protection) Act, 1986 has been issued to all SPCBs for identification of the Brand owners/ producers who are operating without registration from them and to take action against the defaulting units as per provisions of PWM Rules, 2018 which may include closure of their operations, and levying Environmental Compensation. The report said: "Further, CPCB receives applications for registration under Rule 13(2) of PWM Rules. Applications are examined by CPCB and clarification/information, if any, are communicated to the applicants. However, many such applicants have not responded to CPCB's queries. "As the applicants are non-compliant during this period, list of such applicants has also been forwarded to the State Board for taking action against the defaulting units as per provision of PWM Rules,2018 which shall include closure of their operations, and levying environmental compensation". The NGT has directed the CPCB to conduct environmental audit and recover fine from Amazon and Flipkart for violation of environmental norms. The green panel observed that the statutory regulators were not taking coercive measures, including invoking of "polluter pays" principle for enforcing the statutory norms against the e-commerce firms. The CPCB has earlier told the NGT that e-commerce giants need to fulfil their extended producer responsibility under the PWM Rules and need to establish a system for collecting back the plastic waste generated due to the packaging of their products, the CPCB had earlier told the NGT. "Primary responsibility for collection of used multi-layered plastic sachet or pouches or packaging is of producers, importers and brand owners who introduce the products in the market," it said. The submission came in response to a plea filed by a 16-year-old boy who has approached the tribunal to stop e-commerce giants Amazon and Flipkart from excessive plastic use in their packaging. Aditya Dubey, through his legal guardian, has pleaded the NGT to direct Amazon and Flipkart to stop excessive use of plastic in packaging the goods delivered by the firms. In the second plea, Aditya alleged violation of the PWM Rules by Coca-Cola India Pvt Ltd, Hindustan Coca-Cola Beverages Pvt. Ltd, Pepsico India Holding Pvt Ltd, Bisleri International Pvt Ltd, Parle Agro Pvt Ltd, Patanjali Peya Private Ltd, NourishCo Beverages Ltd, Indian Railway Catering and Tourism Corp Ltd in terms of principle of Extended Producer Liability. "The e-commerce companies are covered under the Plastic Waste Management Rules, 2016. But due to a lack of monitoring and implementation, the respondents continue to use excessive amounts of plastic in wrapping and packaging their sold items," said the plea, filed through advocate Meenesh Dubey. Dubey's plea had contended that the companies deliver items in cardboard boxes, which are too large as compared to the size of the items being delivered. "To ensure that the sold items do not move around in the outsized boxes, they wrap the items in multiple layers of plastic sheets and plastic bubble wraps and thereafter fill the large empty spaces in the boxes with additional sheets of single-use plastic," it had said. Flipkart, Patanjali issued show-cause notice for closure of units over registration under Plastic Waste rule

New Delhi, Jan 29 () The NGT asked the Central Pollution Control Board on Wednesday to submit a fresh report on Amazon and Flipkart's compliance of plastic waste management rules, a day after the CPCB said the e-commerce giants need to collect the waste generated due to packaging of their products.
Hearing a plea filed by a 16-year-old boy to stop Amazon and Fli pkart from excessive plastic use in packaging, the National Green Tribunal said it is for the regulator CPCB to enforce the rules.
Advocate Balendu Shekhar, appearing for CPCB, told the bench headed by NGT Chairperson Justice Adarsh Kumar Goel about the non-compliance of plastic waste management rules by the e-commere giants, saying the e-commerce firms need to fulfil their extended producer responsibility under the rules.
They use excessive plastics for packaging but have not registered with CPCB, Shekhar said, adding the companies should obtain registration as brand owner after submitting relevant documents.
Advocate Sanjay Upadhyay, appearing for Amazon, told the green tribunal they will comply with all formalities on extended producer responsibility by June 30.
The bench, however, asked them to approach the CPCB and posted the matter for hearing on April 22.
On Tuesday, the CPCB told the NGT that as per provisions 9(2) of the Plastic Waste Management Rules, 2016, "Primary responsibility for collection of used multi-layered plastic sachet or pouches or packaging is of producers, importers and brand owners who introduce the products in the market.
"Amazon Retail India Private Limited and Flipkart Private limited are involved in packaging and selling of other companies' products and thus introducing plastic packaging in the market. They need to fulfil their extended producer responsibility under PWM Rules and should obtain registration as brand owner after submitting proper documents," CPCB said.
Aditya Dubey, the petitioner in the case through advocate Divya Prakash Pande, has pleaded the NGT to direct Amazon and Flipkart to stop excessive use of plastic in packaging.
Responding to the plea, Amazon India said it has been "relentlessly" working to reduce single-use plastic in its supply chain and is committed to eliminating its usage in their buildings by June 2020.
"Towards this, we have introduced 'paper cushions', which have completely replaced plastic dunnage across our fulfilment centres in India. We also ensure that packaging material in the form of corrugate boxes and paper cushions contains as high as 100% recycled content and is also fully recyclable. To reduce packaging waste and use of plastic, 'Packaging Free Shipment' (PFS) has now expanded to 20 cities within a year," an Amazon India spokesperson said Tuesday.
Flipkart said it has been "constantly striving to find eco-friendly alternatives for plastic packaging which is resilient and keeps the product safe during transit".
"The company firmly believes in the principle of 'business with a purpose' and we are aware of our responsibility towards the environment," a Flipkart spokesperson said.
Dubey's plea has contended that the companies deliver items in cardboard boxes, which are too large when compared to the size of the items being delivered.
The plea has also said that though the home-delivery service of e-commerce companies have been very useful for consumers, they have given rise to serious environmental challenges. Once goods are delivered, the plastic waste is thrown away in garbage and it ends up at landfill sites, it said.

Submit fresh report on compliance of plastic rules by Amazon, Flipkart: NGT to CPCB

New Delhi, Nov 20 () The National Green Tribunal has directed the Central Pollution Control Board (CPCB) to revise its mechanism for setting up of new industrial units as also expansion activities in critically polluted areas.
A bench headed by NGT Chairperson Justice Adarsh Kumar Goel also warned that it will "coercive action" against the heads of State Pollution Control Boards (SPCBs) for failing to take concrete action against violaters.
It said the CPCB data shows increasing air, water and soil pollution and violators of law cannot be allowed to have a free run at the cost of environment and public health.
The tribunal reiterated that "meaningful action" has to be taken by the SPCBs and a report on that should show the number of identified polluters, extent of closure of polluting activities, environmental compensation recovered, cost of restoration of the damage to the environment otherwise there will be no meaningful environmental governance.
"This may be failure of rule of law and breach of trust reposed in statutory authorities rendering their existence useless and burden on the society.
"On default, the tribunal will have no option except to proceed against the Chairman and the member secretaries of the SPCBs by way of coercive action under Section 25 of the National Green Tribunal Act, 2010 read with Section 51 CPC," the bench said in a recent order.
The NGT said that "coercive" action may include replacement of persons heading such boards or direction for stopping their salaries till meaningful action is taken for compliance of order.
"Such action taken reports strictly in terms of law and order of this Tribunal referred to above may be furnished by the SPCBs on or before January 31, 2020 to the CPCB," the bench said.
It asked CPCB to prepare a tabulated analysis and file a consolidated report before this tribunal before February 15, 2020 by email.
Contending that economic development cannot take place at the cost of public health, the NGT had directed the CPCB to shut down polluting industries in "critically polluted" and "severely polluted" areas within three months.
On the basis of a study jointly carried out by the CPCB and SPCBs in 2009-10, industrial clusters were notified as Polluted Industrial Areas (PIAs) and they were ranked as 'critically polluted area' (CPA), 'severely polluted area' (SPA) and 'other polluted areas' (OPAs), depending upon the Comprehensive Environmental Pollution Index scores.
The tribunal took note of a media report which said that the CPCB had started a process to rank 88 industrial clusters across the country based on their pollution levels.
The report said that the CPCB has recently completed the analysis of the levels based on air and water quality and hazardous waste generated by these clusters.
According to the media report, the state pollution control committees and the CPCB had conducted surveys in 2009-10 to check pollution levels in the 88 notified industrial clusters. Thereafter, the CPCB had ranked these clusters under 'critical' and 'serious' categories. PKS SA

India’s top environmental tribunal has ordered the Delhi government to pay ₹250 million to the national pollution control agency so it can tackle the city’s air problem

These teams visited different parts of Delhi and the neighbouring cities including Ghaziabad, Faridabad, Noida and Gurgaon to keep a check on the status of the quick action. Looks like the citizens are now showing concern towards the environment they’re living in since around 576 complaints were lodged on Friday itself. Come Saturday, fines escalated to ₹4.2 million from the 465 complaints that were registered. CPCB also said that most of the complaints that were registered on Saturday were specific to illegal construction and demolition activities. This covered 167 of the total complaints registered. But despite air pollution being the most trending topic of concern for the national capital, people have continued with their regular practices of industrial emission and garbage burning. Along with this, a lot of complaints were related to the vehicular emission, traffic congestion and pollution from the generators. Also the internet has shown a positive <a href="https://www.hindustantimes.com/india-news/rs-80-lakh-penalty-imposed-in-two-days-for-polluting-activities-in-delhi-ncr-cpcb/story-SNU9QumRAXuHQdtcAdfYVI.html">response</a> towards the situation since 376 of the total complaints were through the ‘Sameer App’ launched as a government initiative to combat the worsening air pollution levels and around 89 were through social media platforms and e-mail messages. But there’s a lot to achieve still since the <keyword id="2071721" type="PERSON" weightage="20" keywordseo="Air-Quality-Index">Air Quality Index</keyword> (AQI) was <a href="https://www.financialexpress.com/india-news/over-rs-83-lakh-penalty-imposed-on-sunday-for-violating-pollution-norms-cpcb/1372399/">recorded</a> to be 336, which still falls under the ‘very poor’ category according to the CPCB and is still worsening at an alarming rate. The pollution levels were recorded to be the worse this Monday. The government is working rigorously towards the problem and directed the transport department and traffic police to intensify the checking of polluted vehicles in order to control the pollution levels.

India’s ‘Clean Air Week’ crackdown resulted in the collection ₹8.3 million in fines

<ul><li><keyword id="68804" type="COMPANY" weightage="20" keywordseo="CPCB">CPCB</keyword> has directed the <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword> NCR to implement the plan which includes stricter control of pollution caused by vehicles and industries. </li><li>According to the document, the <keyword id="2738619" type="PERSON" weightage="20" keywordseo="Badarpur-Thermal-Power-Plant">Badarpur Thermal Power Plant</keyword> needs to be closed soon. </li><li>The state has also been ordered to undertake satellite-based monitoring and conduct research work regarding similar issues.</li></ul>Delhi’s air pollution problem seems to be a persistent one. The capital has often ranked 999 on the<a href="https://www.indiatimes.com/news/india/delhi-air-today-measures-999-on-air-quality-index-its-safe-to-breathe-at-150_-264558.html"> Air Quality Index</a> even without the excuse of ‘Diwali’, which can easily lead to health problems. However, in order to make the air breathable, <a href="http://cpcb.nic.in/">Central Pollution Control Board</a> (CPCB) recently directed the Delhi NCR to implement the entire plan created to curb pollution, officially called “Comprehensive Action Plan (CAP) for Air Pollution Control in Delhi and NCR”. This has been done under Section 5 of the Environment Protection Act and therefore, it is a legally binding document which is mandatory to be implemented. This <a href="https://timesofindia.indiatimes.com/city/delhi/cpcb-enforce-full-pollution-action-plan/articleshow/64876345.cms">order was given by CPCB </a>after the Union government had notified the implementation of CAP in March. However, a lot of important points were left out since there was no agreement on the timeline of their implementation. The points that were left out included tightening pollution under control (PUC) norms for post 2000 vehicles, on-board diagnostic systems in vehicles and enforcement of air pollution control norms in all industries. These are now mandated to be implemented in the Capital. According to the document, the Badarpur Thermal Power Plant is to be closed by mid-2018 after the Tughlakabad substation is commissioned. The 900 acres of fly-ash ponds at the Badarpur Plant will also be restored. Along with the plant, the plan mandates strict enforcement of air pollution control measures in all industries even if they are located in the 110 unauthorised colonies of Delhi. Delhi is also mandated to get 10,000 buses by the end of this year. However, to minimise the peak movement of the vehicles on the street, the government is also expected to introduce staggered traffic timings by mid-year. Penalties are also to be imposed on visibly polluting vehicles. Long term plans include the expansion of the CNG programme across NCR by ensuring conversion of bus and auto fleets. The Delhi NCR Metro was also supposed to make changes and has already submitted a proposal to get 602 new coaches which the Delhi government is examining right now. Apart from these rules, the plan lays down norms for the government too. The state had been ordered to undertake satellite-based monitoring for tracking agriculture waste burning and enforcing policies to stop them. It is also expected to undertake research work regarding the health impacts, exposure impacts, source apportionment amongst others. The expertise of various institutions will be sought by the government to develop protocols for assessment of the research proposals. The government in the Capital has also been mandated to support any research works or scientific studies being done by academic and research institutions about similar issues.

Here's what India has planned for cleaning Delhi’s air

In order to control traffic and resulting pollution, the <keyword id="67999" type="ORGANIZATION" weightage="100" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> (<keyword id="68804" type="COMPANY" weightage="100" keywordseo="CPCB">CPCB</keyword>) has directed governments of Delhi-NCR cities to consider introducing flexible office timings, so that peak-hour traffic can be reduced. 
 
The Centre has informed about CPCB's directions before the Supreme Court, to a bench headed by CJI TS Thakur. 
 
The motive behind this step is to ensure that the SC knows about the anti-pollution measures that the centre is taking, so that it can reconsider the ban and tax imposed in Delhi-NCR on diesel cars of engine capacity of more than 2000 cc. 
 
Coming back to the proposal, the CPCB is of the opinion that flexible office hours will contribute a lot in the reduction of peak-time traffic to and from Delhi-NCR destinations, especially considering the number of people travelling to and from Noida and Gurgaon. This results in regular morning and evening snail-like traffic on roads connecting Delhi to other NCR cities. 
 
Talking of Gurgaon, the road connecting Delhi and Gurgaon also leads to the Delhi Airport, which results in further traffic and delays. 
 
While the governments are yet to decide on flexi office timings, other measures include adding particulate filters to diesel vehicles, introducing early alarm system for probable traffic congestions, route diversion, decongesting pathways, prevention of parking on roadsides and non-designated spaces and impounding of visibly polluting vehicles, as reported by <a href="http://economictimes.indiatimes.com/news/politics-and-nation/have-flexible-office-timings-to-reduce-peak-traffic-central-pollution-control-board/articleshow/53109485.cms">ET</a>. 
 
Other than this, CPCB has set a 30-day deadline, by when state governments will need to start synchronising traffic lights, install vapour recovery system in fuel stations, introduce mechanised vacuum sweeping of roads, and close unauthorised brick kilns.
