"Further, India can share lessons on how to create an enabling environment, including investments in human and physical capital, as well as its learnings in moving beyond generic industry to expanding research and development innovator industry," Prasad said. The G20 more broadly can call upon its industry to ensure manufacturers include licensing and technology transfer for essential and emergency health supplies to different regions to ensure equitable access. Looking at Covid, some key lessons are that equity needs to be considered from the start and across the value chain. And, secondly, low-and middle-income country stakeholders need to be involved from the onset to ensure access partnerships take into account the context and needs of the countries they aim to support, she said. "Thirdly, vaccines alone are not enough. We need a toolkit with many interventions including tests, treatments, personal protective equipment and ancillary supplies," she said. "Related to that, efforts need to be multi-sectoral considering the cascading effect of a health emergency - water, sanitation, hygiene and infection prevention control measures are equally important," Prasad stated. Manufacturing of medical countermeasures needs to be geographically diversified to ensure resilience against global shocks, reduced lead times during an outbreak, and increase overall regional and global health security. "We need more investments in research and development for priority pathogens including those with limited market size and limited R and D investments and to create more incentives for industry to engage and increase risk-sharing between public and private sectors," Prasad said. Strengthening health systems needs to be an integral part of preparedness, including strengthening primary health care systems at the community level, she said, adding this will ensure systems are better prepared to deliver novel medical countermeasures (MCMs) when they become available. "Community engagement is essential to reduce hesitancy and increase trust and uptake in MCMs," she stated. On critical components of the global MCM coordination, she said, "We have the opportunity to ensure the world emerges from the Covid pandemic stronger than before." The Access to COVID-19 Tools Accelerator - ACT-A - partnership is "an example of what is possible if we work together. Building on the collaboration and lessons learnt from ACT-A we are now in a position to reinvigorate efforts to ensure more equitable global health outcomes," she said. "We cannot let 'peacetime' between pandemics and largescale health emergencies result in complacency. For the next pandemic, the world will need a diversified vaccine and product portfolio, expanded production spread across the world, and stronger and more resilient health systems," she said. Equity needs to be at the heart of access to medical countermeasures, and the emphasis of global collaboration needs to prioritise reaching the vulnerable, the hardest to reach and the most underserved, including women and children, she said. According to the <keyword id="83655" type="General" weightage="50" keywordseo="union-health-ministry" source="Orion">Union Health Ministry</keyword>'s report on Tuesday, 402 new coronavirus cases were increased in India, while the number of active cases rose to 3,903. The ministry's data, updated at 8 am, also indicated two fresh deaths from the virus, with one each reported in Karnataka and Himachal Pradesh. The overall death toll due to Covid-19 in the country now stands at 5,30,784. The health department has reported that Maharashtra recorded 155 new Covid-19 cases on Tuesday, more than double the number of cases detected the previous day, bringing the total totality to 81,38,653. Two patients also succumbed to the infection in the state. Maharashtra, Kerala, Delhi, Telangana, and Gujarat are among the states that have reported more coronavirus cases than others. At least three deaths related to H3N2 have been reported in India this season. H3N2 has been responsible for some of the worst flu seasons in recent times, characterized by longer and more severe illnesses resulting in increased hospitalizations and deaths. Of the last five severe influenza seasons, H3N2 has been the cause of three, including the current outbreak in India. According to the Integrated Disease Surveillance Project, India has recorded nearly 600 influenza cases, with 451 classified as H3N2. Haryana, Karnataka, and Gujarat have reported associated deaths, including an 82-year-old with comorbidities and a 52-year-old with liver cancer. As per Indian Council of Medical Research (<keyword id="6364396" type="General" weightage="50" keywordseo="icmr" source="Orion">ICMR</keyword>) data, 6% of hospitalized patients exhibited clinical signs of pneumonia and seizures, while 7% developed severe diseases requiring Intensive Care Unit attention, and 10% needed supplemental oxygen. Details on the most recent death recorded in Gujarat on March 14, 2023, are yet to be disclosed. To combat the situation, the Centre requested all states and union territories to adhere to operational guidelines for the integrated surveillance of respiratory pathogens that present as cases of influenza-like illness (ILI) or severe acute respiratory infection (SARI). Additionally, the centre requested that states take stock of their hospital preparedness, including the availability of drugs and medical oxygen, and assess vaccination coverage against Covid-19 and influenza. He said in a written reply that infection among children is mild and most of them remain asymptomatic. "Hence no specific action plan has been formulated in the current response phase to minimise the adverse effects of COVID-19 on such children," he said. Very rarely a severe illness, in form of multi-system inflammatory syndrome, has been identified, Vardhan said, adding this happens usually three to six weeks after the infection. The Department of Pediatrics, AIIMS, is documenting the long term effect of COVID-19 infection in children, he said. The minister was responding to a question on whether the government had formulated any action plan to control and minimise the adverse effects of COVID-19 in children aged 0-14. For appropriate management of COVID-19 cases, a three-tier arrangement of health facilities has been implemented -- <keyword id="8995444" type="COMPANY" weightage="20" keywordseo="covid-care-centre">COVID Care Centre</keyword> with isolation beds for mild or pre-symptomatic cases, Dedicated COVID Health Centre (DCHC) with oxygen supported isolation beds for moderate cases and Dedicated COVID Hospital (DCH) with ICU beds for severe cases, he said. Guidelines on clinical management of COVID-19 have been issued, Vardhan said. They also provides for management of complications. On whether the government has made any assessment of adverse effects of COVID-19 on <keyword id="6354774" type="ORGANIZATION" weightage="20" keywordseo="Mental-health">mental health</keyword> of children and has provided psychological support through healthcare professionals, Vardhan said the <keyword id="263716" type="COMPANY" weightage="20" keywordseo="ministry-of-education">Ministry of Education</keyword> has initiated a programme called 'manodarpan' covering a wide range of activities to provide psycho-social support to students, teachers and families for mental health and emotional wellbeing. There is a national toll-free helpline 8448440632 to provide tele-counselling for students, parents and teachers to help cope with the situation, he said. The standard operating procedure for health and safety protocols for reopening of schools issued by the Ministry of Education has incorporated guidelines for promoting emotional well-being of students and teachers, the minister said. The <keyword id="210071" type="COMPANY" weightage="20" keywordseo="Ministry-of-Health">Ministry of Health</keyword> set up a 24/7 helpline through NIMHANS, Bangalore, on March 29, 2020 to provide psycho-social support to the affected population, divided into different target groups, Vardhan said. Two central mental health institutions -- namely LGB Regional Institute of Mental Health, Tezpur and Central Institute of Psychiatry, Ranchi -- along with various states and UTs were also on-boarded to extend the services in regional and local languages. He said guidelines and advisories on management of mental health issues, catering to different segments of the society, were issued. New Delhi, Jul 5 () To ensure seamless power supply to the world's "largest" COVID-19 care centre here in a "record time", more than 100 workers and officials of discom BRPL worked round the clock to lay 22-km-long cable underground and install 24 transformers for a load of 23 MW, its spokesperson said on Sunday. The 10,000-bed Sardar Patel Covid Care Centre in south Delhi was inaugurated by Lieutenant Governor Anil Baijal on Sunday. "The (electrification) task was completed in a record time of nearly 15 days with over 100 discom officials and workers toiling round the clock under the direct supervision of the company' senior leadership team and in close coordination with government agencies," said the BSES Rajdhani Power Limited(BRPL) spokesperson. The transmission chain involved laying 22-km-long cable underground and installing 24 transformers for a load of 23 MW, he said. Initially, BRPL had been entrusted with providing an electricity supply load of 18 MW, but the power load was subsequently increased to 23 MW looking at the requirements, he said. In order to ensure safety of the premises, most of the transformers set up there are dry-type, which don't have requirement of oil and are maintenance free. Also, to keep the electricity infrastructure free from waterlogging during the monsoon, four water-pumps have been installed, said the spokesperson. The power lines at the facility conform to the best international standards and will be remotely controlled from the Supervisory Control and Data Access (SCADA) centre in Kalkaji. The distribution infrastructure will also be scanned using hot-spot technology and load balancing to prevent faults, he said. A quick response team (QRT) with senior engineers has been stationed at the premises 24X7 to take care of any contingency, he added. The care centre, set up on the Radha Soami Satsang Beas compound in Chhatarpur, will treat mild and asymptomatic coronavirus patients. Authorities say it is the largest of its kind in the world. The CDC noted that the monkeypox virus transmission requires close contact with an infected person, CNBC reported. Although it can spread through respiratory droplets as well, but not nearly as easily as Covid-19, they said. A monkeypox patient with lesions in their throat or mouth can spread the virus through respiratory droplets if they are around someone else for an extended period of time. However, the virus does not spread easily that way, <keyword id="14024391" type="General" weightage="20" keywordseo="Dr-Jennifer-McQuiston" source="Orion">Dr Jennifer McQuiston</keyword>, a CDC official was quoted as saying. "This is not Covid," McQuiston said, adding "Respiratory spread is not the predominant worry. It is contact and intimate contact in the current outbreak setting and population." For example, nine people with monkeypox took lengthy flights from Nigeria to other countries without infecting anyone else on the planes, according to McQuiston. "It's not a situation where if you're passing someone in the grocery store, they're going to be at risk for monkeypox," she said. It is primarily spread through sustained physical contact such as skin-to-skin touch with someone who has an active rash, CDC officials said. The virus can also spread through contact with materials that have the virus on it like shared bedding and clothing. According to the World Health Organization (WHO), the current outbreak of the monkeypox virus is primarily spreading through sex among men, as seen in several cases in many European countries, particularly the UK and Spain. While the virus itself is not a sexually transmitted infection, which are generally spread through semen and vaginal fluids, the most recent surge in cases appears to have been spread among men who have sex with other men, WHO officials said, emphasising that anyone can contract monkeypox. The lesions that characterise monkeypox are the source from which the virus spreads, and people are most infectious when these lesions appear on the skin, Dr John Brooks, a medical epidemiologist at the CDC's division for AIDS prevention, was quoted as saying. However, Brooks said front-line health-care providers should use the standard precautions for infectious diseases when treating a patient with monkeypox, including wearing a N95 respirator mask, gloves and a gown if contact with the patient is particularly close. The WHO has identified about 200 confirmed or suspected cases. No-associated deaths have been reported so far. While the global health body has warned of a surge in cases even as surveillance increases, it has assured that the virus is also containable.
