The government has relaxed provisions of <keyword id="19948097" type="General" weightage="20" keywordseo="tds" source="keywords">TDS</keyword>/<keyword id="19950203" type="General" weightage="20" keywordseo="tcs" source="keywords">TCS</keyword> in the event of the death of the deductee/collectee before the linkage of PAN and <keyword id="19898107" type="General" weightage="20" keywordseo="aadhaar" source="keywords">Aadhaar</keyword> card. TDS is Tax Deducted at Source and TCS is Tax Collected at Source in India. The Central Board of Direct Taxes (CBDT), has issued a circular dated August 5, in view of genuine difficulties being faced by taxpayers. Through the circular, the government said it has relaxed the provisions of TDS/TCS, as per the Income-tax Act, in the event of death of deductee/collectee before linking of PAN and Aadhaar. In order to redress the grievances of the taxpayers wherein instances have been cited, of demise of the deductee/collectee on or before May 31, 2024 and before the option to link PAN and Aadhaar could have been exercised, the circular provides that there shall be no liability on the deductor/collector to deduct/collect the tax under the relevant section of <keyword id="19936187" type="General" weightage="20" keywordseo="income-tax-act" source="keywords">income tax act</keyword>, pertaining to the transactions entered into up to March 31, 2024. On April 23, 2024, CBDT extended the date for linking of PAN and Aadhaar May for the taxpayers (for the transactions entered into up to March 2024) to avoid higher TDS/ TCS, as per the income tax act. Under the provisions of the Income-tax Act, 1961, every person who has been allotted a PAN as on July 1, 2017 and is eligible to obtain <keyword id="20030312" type="General" weightage="20" keywordseo="Aadhaar-Number" source="keywords">Aadhaar Number</keyword>, is required to intimate his Aadhaar to the prescribed authority, on payment of a prescribed fee. Failure to do so shall attract certain repercussions under the income tax act. As per government, the PAN of taxpayers who have failed to intimate their Aadhaar, as required, shall become inoperative and the consequences during the period that PAN remains inoperative will be as follows: 1. No refund shall be made against such PANs 2. Interest shall not be payable on such refund for the period during which PAN remains inoperative 3. TDS and TCS shall be deducted /collected at higher rate, as provided in the income tax act.

The national capital has reported an "isolated" case of Japanese Encephalitis, official sources said on Thursday. All public health measures have been instituted as per the National Centre for Vector Borne Diseases Control (NCVBDC) guidelines, the sources said, adding there was no cause for concern. Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient was diabetic, had coronary artery disease, bilateral lower limb weakness and bowel and bladder incontinence, the source said. After the patient's blood sample was collected on November 6, he tested positive for Japanese Encephalitis. He was discharged on November 15, the sources said. According to the Integrated Disease Surveillance Programme data, in 2024, 1,548 Japanese Encephalitis cases were reported from 24 states and Union Territories, with 925 cases from Assam alone. The central government guidelines, two doses of the vaccine have been a part of the Universal Immunisation Programme since 2013. Adult <keyword id="24203625" type="General" weightage="20" keywordseo="Japanese-Encephalitis-vaccine" source="keywords">Japanese Encephalitis vaccine</keyword> has been introduced in high-burden states, sources said. "No outbreak of Japanese Encephalitis has been reported in Delhi in the past although occasional isolated cases have been reported from tertiary hospitals like AIIMS, Ram Manohar Lohia and Safdarjung among others - mostly from neighbouring states," a source said. While all public health measures have been instituted according to the NCVBDC guidelines, there is no cause for concern due to this isolated case of Japanese Encephalitis, the source said. The Japanese Encephalitis virus is normally carried by waterfowl and amplified in pigs from where it is accidentally transmitted to humans through the bite of infected culex mosquitoes. The infection may result in febrile illness and in a small proportion of cases cause neurological illness and may result in death, he said. There is no specific treatment for Japanese Encephalitis and there is no human-to-human transmission of the virus, the source said. Delhi reports 'isolated' case of Japanese Encephalitis

<ul><li>Delhi has reported a surge in <keyword id="20233512" type="General" weightage="20" keywordseo="Dengue-cases" source="keywords">dengue cases</keyword>, with 300 new cases reported in the last seven days.</li><li>This takes the total number of dengue cases reported in Delhi to 1,229 in 2024.</li><li>There has also been a rise in malaria and <keyword id="22649903" type="General" weightage="20" keywordseo="Chikungunya-cases" source="keywords">chikungunya cases</keyword>.</li></ul>Delhi has reported over 300 dengue cases in the past seven days, taking the total number of cases in the national capital so far this year to 1,229 as mosquito-borne diseases seemingly are on a slow but steady rise in the city, according to official data. Cases of malaria are considerably higher so far when compared to last year. Delhi has reported 363 malaria cases till this month while the figure stood at 294 in the corresponding month in 2023. As per a PTI report, the total malaria cases last year were 426. Most malaria cases are reported from the West Delhi zone. As for Chikungunya, 43 cases have been reported so far. This is nearly double than last year when the figure stood at 23. A total of 65 cases of the virus were reported last year. The most number of chikungunya cases have been reported from the South Delhi zone this year. Last week, the city witnessed a spike of nearly 250 cases of dengue in seven days. As per Municipal Corporation of Delhi's (MCD) data from January till September 21, a total of 1,229 dengue cases have been reported in the city with the death of a 54-year old registered in Lok Nayak Hospital, a senior official at the hospital had confirmed. Delhi reported 651 cases of dengue this month. Last month, a total of 256 dengue cases were reported in the city. The number of cases has become three-digit since August, it said. Last year, Delhi reported 3,013 dengue cases till the corresponding month, a manifold increase from 525 in 2022. A total of 9,266 cases were reported in the entire year while 19 dengue deaths were registered in the city last year. In September alone, the figure stood at 2,141 cases in 2023. The most number of cases this year are reported from the Najafgarg zone at 180. In a week, 45 cases have been reported in the area, the highest of all the zones besides the south zone where an equal number of cases were reported this week. The non-MCD areas governed by other agencies like NDMC, Delhi Cantt, and Railways, reported 312 dengue cases to the total tally, as per the data. To enforce mosquito control laws, the MCD has issued over 1.14 lakh legal notices and 39,338 challans to those who allowed mosquito breeding on their properties. Repeat offenders have been fined Rs 24.82 lakh, and police complaints have been filed against 9,241 people who didn't follow the rules, as per the data. The civic body also plans to increase fogging operations at major upcoming public events like Dussehra and Durga Puja and step up inspections and anti-larval measures in areas with high mosquito populations to curb the infectivity of the virus.
