According to a new analysis, <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> contributed $1.28 billion in <keyword id="20000757" type="General" weightage="20" keywordseo="climate-finance" source="keywords">climate finance</keyword> through <keyword id="20401772" type="General" weightage="20" keywordseo="multilateral-development-banks" source="keywords">multilateral development banks</keyword> (MDBs) in 2022, surpassing the contributions of many developed countries. The study, conducted by the UK-based think tank ODI and the <keyword id="23038658" type="General" weightage="20" keywordseo="Zurich-Climate-Resilience-Alliance" source="Orion">Zurich Climate Resilience Alliance</keyword>, comes amid a renewed push by some developed countries to broaden the donor base for climate finance to include developing countries like China and <keyword id="50996" type="General" weightage="20" keywordseo="Saudi-Arabia" source="Orion">Saudi Arabia</keyword>. The report reveals that only 12 developed countries provided their fair share of international climate finance in 2022. These countries are -- Norway, France, Luxembourg, Germany, Sweden, Denmark, Switzerland, Japan, the Netherlands, Austria, Belgium and Finland. Researchers noted that the significant gap in climate finance is largely due to the United States failing to contribute its fair share. Australia, Spain, Canada and the United Kingdom also performed relatively poorly in this regard. The analysis has identified the top 30 non-Annex II countries that provided substantial climate finance to developing countries in 2022 through multilateral contributions to development banks and climate funds. This group includes former economies in transition like Poland and Russia, countries that have achieved high-income status since 1992, such as Chile, Kuwait, Saudi Arabia and South Korea, and middle-income countries with large populations, including Brazil, China, India, Indonesia, Mexico, Nigeria, the Philippines and Pakistan. India provided $1.287 billion in climate finance to other developing countries through MDBs in 2022, a sum larger than what was contributed by some developed countries like Greece ($0.23 billion), Portugal ($0.23 billion), Ireland ($0.3 billion) and New Zealand ($0.27 billion). China provided $ 2.52 billion in climate finance through MDBs in 2022, Brazil gave $ 1.135 billion, South Korea gave $1.13 billion and Argentina gave $1.01 billion. According to the United Nations Framework Convention on Climate Change (<keyword id="21931277" type="General" weightage="20" keywordseo="UNFCCC" source="keywords">UNFCCC</keyword>), adopted in 1992, high-income, industrialised countries (referred to as Annex-II countries) are responsible for providing finance and technology to help developing countries combat and adapt to climate change. These countries, including the US, Canada, Japan, Australia, New Zealand and European Union (EU) member states, such as Germany, France and the UK, have historically benefitted from industrialisation and contributed the most to greenhouse gas emissions. At COP15 in Copenhagen in 2009, these developed countries pledged to jointly provide $100 billion each year by 2020 to help developing countries mitigate and adapt to climate change. However, this target has not been fully met, leading to a significant finance gap. This shortfall has eroded trust and hindered climate action in developing countries. In May, the Organisation for Economic Cooperation and Development (<keyword id="19916574" type="General" weightage="20" keywordseo="OECD" source="keywords">OECD</keyword>) claimed that developed countries had met the long-standing $ 100 billion-a-year promise by providing nearly $ 116 billion in climate finance to developing countries in 2022, with nearly 70 % of the money given in the form of loans. The ODI researchers pointed out that many developed countries, despite performing well in terms of climate-finance contributions, would make "markedly less progress towards meeting their fair share if the finance provided was accounted for on grant-equivalence terms" -- in other words, if it reflected their real fiscal effort. The report calls for the inclusion of a "burden-sharing mechanism" in the New Collective Quantified Goal (NCQG) to provide clarity on each country's obligations and hold countries accountable. The NCQG refers to the new, larger amount that developed nations must mobilise annually, starting 2025, to support climate action in developing countries. Countries are expected to finalise the NCQG at this year's UN climate conference -- <keyword id="20082972" type="General" weightage="20" keywordseo="COP29" source="keywords">COP29</keyword> -- in Baku, Azerbaijan in November. The current $100 billion annual climate-finance goal is a collective commitment by developed countries. Its collective nature has meant that individual developed countries are not accountable for specific sums of money, potentially reducing the overall amount of climate finance provided due to the lack of individual scrutiny. The inclusion of a burden-sharing arrangement among developed countries could potentially strengthen the NCQG by fostering greater accountability and trust among parties, according to the ODI researchers. Many developing countries, including India, have recently advocated for such an arrangement to enhance accountability among developed countries.

They put an ad on Facebook and ended up finding a place to live easily.The two-bedroom house is slightly under 1,200 square feet and is located in Doi Saket, about 20 minutes east of Chiang Mai city, the capital of Chiang Mai province. It had everything they needed, including air conditioning and even an oven.Their house in Chiang Mai isn't that different from their house back in Florida. Both had two bedrooms, except the couple had a bigger kitchen and a garage back in the US."It was comfortable. It felt like it was well-built, and he said it would take care of any kind of maintenance that was required. He even takes care of the lawn, so that's a bonus," Jones said, referring to their landlord.<div type="image" title="The kitchen." height="961" width="1280" msid="114409034" hostid="261" sizebytes="80470"></div>Rent is 18,000 Thai baht, or about $540, each month.The house sits on an acre of land, and while the couple has neighbors about 25 yards to their left, they "never hear anything," Jones said.He said the local market is a five-minute walk away, with bigger grocery stores nearby that stock Western brands as well. Coffee shops are aplenty in their neighborhood, and there's even an Italian restaurant for when their pasta craving hits.<h2 id="f01d24d8-9e3b-4284-a75d-d4b3466433c6">Finding their community</h2>Despite Jones and his wife not knowing anyone in Chiang Mai before their move, they found a community quite easily.A large part of it is thanks to their new neighbors — also expats — who showed them around.<div type="image" title="The office." height="964" width="1280" msid="114409040" hostid="261" sizebytes="70930"></div>Their neighbors also brought them to "Sunday Coffee," a weekly, informal gathering of expats at a local café."There are probably between 12 and 15 expats that meet there every Sunday, from France, New Zealand, America, just so many different countries, and they're all English speakers," Jones said. "I sat there, and I absorbed information from people who have been here for 20, 30 years."Jones said some of these people have gone on to become his good friends. They meet up regularly for lunch and go on hikes."I never saw this coming. He told BI that he's able to <a target="_blank" class="" href="https://www.businessinsider.com/boomer-moved-thailand-cheaper-retirement-lives-off-pension-travels-world-2024-8">save about 40% of his income</a> while living there.Likewise, life has become a lot simpler for Jones and his wife now that they're in Chiang Mai.Jones says that his monthly budget is $2,100, although his expenditure typically comes up to around $1,800. It's just like all the stress, having your head on the swivel, all of that stuff just disappeared," he said.Being in law enforcement back in Florida meant that he had seen a lot of trauma while on the job. Some of these incidents stayed with him long after he clocked out of his shifts."On the weekends, if my wife and I were going to a movie or somewhere, we would pass by places that I could look at and say, 'That homicide happened over there' or 'That rape happened over there,'" he said. "You relive those things in your head over and over again when you live in the same place where you've seen all this stuff."Living in Chiang Mai has given him "a new beginning where none of that occupies my mind anymore," he said.Thanks to <a target="_blank" class="" href="https://www.osac.gov/Country/Thailand/Content/Detail/Report/33ef53fa-45cf-409c-8398-1c49361d4481">low crime rates</a> and <a target="_blank" class="" href="https://www.siam-legal.com/thailand-law/are-guns-legal-in-thailand/">strict gun control laws</a>, Jones also feels safer in Chiang Mai than in the US. But I look forward to Mondays now. I look forward to planning my week out," Jones said. These violations include overspeeding, using mobile phones while driving, not wearing seat belts, riding without helmets, triple riding on two-wheelers, red-light jumping, and stop-line violations. But it doesn't stop there! Among the new additions are wrong-side driving, illegal number plates, overloaded goods vehicles, broken or folded door mirrors, and illegal parking. "We will soon expand to cover 13 types of violations," Anucheth added, hinting at an even more stringent road regime. <h2>Eyes in the sky</h2>With a road network stretching over 14,000 km, more than 12 million registered vehicles, and around 40,000 traffic intersections, Bengaluru’s streets can get chaotic. To tackle this, Bengaluru’s AI system is leaving nothing to chance. The AI can do more than just catch rule-breakers; it can even detect waterlogged areas, cattle on the road, potholes, and unattended objects, ensuring smoother traffic flow. What’s more, these AI-based systems are equipped with <keyword id="22598445" type="General" weightage="20" keywordseo="Automatic-Number-Plate-Recognition" source="keywords">Automatic Number Plate Recognition</keyword> (ANPR) and can process video feeds from multiple sources, including surveillance cameras, body-worn cameras, and even social media feeds. So, even if you're accidentally caught on a neighbour’s camera violating a traffic rule, you could still be fined. “Instead of procuring additional cameras, we decided to obtain AI-based automatic violation detection licences to utilise our existing infrastructure for traffic enforcement and management," Anucheth explained. That means the city is becoming smarter without splurging on extra gadgets. <h2>Expect more fines</h2>In 2023 alone, <keyword id="21352185" type="General" weightage="20" keywordseo="Bengaluru-traffic" source="keywords">Bengaluru Traffic</keyword> Police booked nearly 90 lakh cases and collected a record Rs 185.1 crore in fines. With the expanded AI system, these numbers are expected to soar even higher. Commuters along major arterial roads such as the Electronics City Elevated Expressway, Mysuru Road to Goraguntepalya, and Bellary Road should be particularly mindful. "No violation can escape the hawk eyes of our powerful cameras," said Karnataka’s Additional Director General of Police, Alok Kumar, after catching a bus driver talking on his phone while driving. <h2>Management, not just enforcement</h2>But Bengaluru’s AI isn’t just catching violators — it’s also helping ease the flow of traffic in a majorly congested city. AI is playing a crucial role in optimising <keyword id="21296378" type="General" weightage="20" keywordseo="traffic-signals" source="keywords">traffic signals</keyword> to reduce congestion and manage traffic patterns. With its Automatic Traffic Counting and Classification (ATCC) feature, these <keyword id="21635811" type="General" weightage="100" keywordseo="AI-cameras" source="keywords">AI cameras</keyword> will help monitor the types of vehicles clogging up different junctions, offering better insights for road management. To that end, Bengaluru has also introduced AI-powered traffic signals, which automatically adjust the timing of traffic lights based on real-time traffic conditions. This system, deployed across many important junctions in the city, monitors vehicle flow and helps reduce bottlenecks by adjusting traffic lights dynamically. In an ideal world, this will mean that there would be no more sitting at a red light when the road ahead is empty. With over 9,000 cameras being installed across the city under the Safe City project and access to 4,600 body-worn cameras, Bengaluru’s traffic police are bringing in a new era of high-tech enforcement. Hopefully, this will help with better <keyword id="20413755" type="General" weightage="20" keywordseo="traffic-management" source="keywords">traffic management</keyword> in the city — a problem that needs to be solved at the earliest.

That was the name of it."There was even an 'Alpha Cop' poster made. Wernick recently posted on X that the poster appears in Wade and Vanessa's apartment in "Deadpool 2." "Christmas Saves Deadpool" was eventually put out to pasture once Fox was bought by Disney.
