FDI in construction-development projects fell by over 38 per cent during the year ending March 2015 to $ 758 million compared to $ 1,226 million in FY14. 
 
FDI flow has remained weak this year with just $34 million of investments in the April-June quarter of this fiscal. The poor pick-up in the inflow is owing to the slow approval process. 
 Despite the ‘<keyword id="6354423" type="UNKNOWN" weightage="20" keywordseo="Ease-of-Doing-Business">ease of doing business</keyword>’ initiative, even the CM of Maharashtra is struggling to break the mafia impasse that stonewalls the approval process and runs an extortion racket under his nose. Even the Environment Ministry approvals have not improved and remain contentious. In a way this is good as cities barely have any capacity to carry the weight of high-rise towers. Ideally, construction in cities with a population over 5 million should be banned until and unless the municipal corporation can provide proof of the capacity per capita in terms of ability of the city to handle traffic, sewerage, and provide water and power. 
 
These cut-off capacities should be published on their websites permanently and should be sacrosanct in implementation or else all—Pune, Ahmedabad, Hyderabad, Chennai, Bengaluru, Kolkata and Mumbai—will follow Delhi in becoming dangerous cities (Already, 13 of the world’s 20 most polluted cities are in India). 
 
Delhi is bathing in dust as construction debris and dust are contributing to 45 per cent of the pollution in the city. So while the CM of Delhi is at his wits’ end over the odd-even car scheme, the real culprit goes unchecked. A city administration must develop city infra projects to raise the capacities of services before giving a nod to growth. 
 
As metro projects progress in a dozen Indian cities, as roads projects accelerate to reach 30 km per day, and as real-estate construction gathers momentum to build even higher towers dotting the skyline, we need to set a framework so that the growth of a city is not at the cost of the life of its citizens.

Why construction should be banned in Delhi

While there are nearly 5.68 lakh houses under various stages of construction in Delhi-NCR, any kind of periodic ban on construction by different agencies can only delay the projects, adding to the woes of the buyers. The maximum number of under-construction units is in <keyword id="18858" type="General" weightage="80" keywordseo="noida" source="Orion">Noida</keyword> and Greater Noida areas, accounting for nearly 2.70 lakh units, as per an estimate. On average, a one-month ban on all construction activity delays a project by at least 3-4 months, according to research by <keyword id="4695749" type="General" weightage="80" keywordseo="anarock" source="Orion">Anarock</keyword> consultants. As per the research, the areas in Delhi-NCR with the maximum under construction units presently include Greater Noida West, Yamuna Expressway, New Gurugram, Noida Expressway, Dwarka Expressway, Central Noida, Sector 150 (Noida), <keyword id="1464478" type="General" weightage="50" keywordseo="greater-faridabad" source="Orion">Greater Faridabad</keyword>, <keyword id="15299315" type="General" weightage="50" keywordseo="raj-nagar-ext" source="Orion">Raj Nagar Ext</keyword> (Ghaziabad), Sohna and Golf Course Ext Road. These areas together have more than 4 lakh units that are currently under various stages of construction. Greater Noida West alone has more than 1.37 lakh under-construction units currently. The air quality in Delhi-<keyword id="53426" type="General" weightage="100" keywordseo="ncr" source="Orion">NCR</keyword> has turned poor and heavy smog has started engulfing the region. This year too, to battle pollution, an action plan has been rolled out in advance, mandating that if the pollution levels breach certain levels (i.e., Stage III or 'severe'), authorities will have to enforce a ban on construction and demolition activities in NCR, except on essential projects (like railways, metros, airports, ISBTs, national security/defence-related projects of national importance). Apart from this, the construction of projects also gets hampered due to protests on the issue of land compensation. The Anarock research said that being periodic, the impact of these construction bans on overall property prices is almost negligible. Moreover, real estate prices in most cities are not so much a function of environmental concerns as of accessibility, proximity to the city centres or major employment hubs, urban mobility via various modes of public transport, and affordability. In Mumbai too, the city perennially experiences floods during monsoon, yet property prices remain steady. In fact, in the last two-and-a-half years since the pandemic, the Mumbai Metropolitan Region (MMR) has been the most active in terms of both new supply and new launches. As for Delhi-NCR, the region too has been very active. While developers restricted new supply, housing sales have been significant. In fact, the region has shed at least 23 per cent of its unsold stock in the last 2.5 years since the pandemic. Back in Q1 2020-end, the overall unsold stock in Delhi-NCR stood at 1.73 lakh units which have reduced to a little over 1.32 lakh units as of Q3 2022-end, said the Anarock research. New Delhi, May 11 () The Delhi government decided on Monday to provide another financial assistance of Rs 5,000 to the construction workers in the wake of the extended coronavirus lockdown. The decision was taken at a meeting of the Construction Workers' Welfare Board, chaired by Labour Minister Gopal Rai. There are around 40,000 construction workers registered with the board. It has also decided to launch an online portal where construction workers can register themselves. The government had also given Rs 5,000 recently to the construction workers due to the lockdown over the COVID-19 pandemic. BUNHMB

Of the ₹403.1 million allocated for the construction of toilets, not one rupee has been spent. The money has been lying ‘idle’ in the non-interest generating current accounts of the government. The Modi government’s flagship mission was launched on October 2nd, 2014. The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies -- South Delhi Municipal Corporation (South DMC), <keyword id="6356596" type="ORGANIZATION" weightage="20" keywordseo="north-delhi-municipal-corporation">North Delhi Municipal Corporation</keyword> (North DMC), East Delhi Municipal Corporation (East DMC), Delhi Urban Shelter Improvement Board (DUSIB), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). According to the report, the <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> government had initially promised to construct 200,000 toilet blocks in slums/JJ clusters and unauthorised colonies in its manifesto but failed to deliver on the promise. In fact, the few toilets that were constructed were done from the <keyword id="75926" type="ORGANIZATION" weightage="20" keywordseo="municipal-board">Municipal Board</keyword>’s own funds. The audit pointed to a lack of planning, the skewing of some guidelines and the failure of an adequate monitoring and evaluation mechanism as reasons for the government’s inability to follow through on its commitment. The key findings were as follows:- <ul><li>The implementation bodies underestimated the number of toilets they needed to construct. The three types of toilets that come under this scheme include - household toilets, community toilets and public toilets. According to the audit, the total number of household toilets the civic bodies had expected to construct (September 2015) was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>Out of the six civic bodies, only the East Delhi Municipal Corporation saw the need to construct household toilets in its area. And there too, only 11,117 toilets were projected to be constructed by East DMC whereas the government had projected a need for 56,734 toilets.</li><li>The South Delhi Municipal Corporation and Delhi Cantonment Board didn’t see the need to construct any community toilets but the government had projected a requirement of 718 and 408 community toilets respectively.</li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. However, the North Delhi Municipal Corporation and East Delhi Municipal Corporation found the necessity of constructing only 205 and 120 public toilets as against 4,116 and 1,972 respectively projected by the central government.</li><li>The South Delhi Municipal Corporation cited space constraints as a reason for not projecting any requirement for construction of community toilets and public toilets.</li><li>“South and North DMCs did not consider unauthorized colonies for projecting requirement of Individual Household Toilets stating that they do not have jurisdiction over them thereby leaving unauthorized colonies out of Mission coverage with regard to Household Toilets.”</li><li>The audit also pointed out that the Delhi government only spent ₹20.3 million on public awareness programme against ₹51.7 million released for this purpose. The audit said, ”this was indicative of inadequate efforts on the part of these implementing agencies to educate the households to avail the benefit of household toilets.”</li><li>The audit noted that the finances were irresponsible managed. There were delays in releasing funds to the implementing agencies, which was exacerbated by the fact that some funds were allocated incorrectly. Furthermore, the implementation agencies did not make use of whatever funds they did receive.</li><li>The report added that the Delhi Urban Shelter Improvement Board (DUSIB), which is responsible for making slums and JJ clusters open defecation free, did not receive the state’s share from the government which accounted for 60% of the amount required. The DUSIB later refunded the entire amount of ₹68.6 million it had received from the centre under the Mission.</li><li>Finally, the audit noted that the oversight and monitoring mechanism set up to ensure the implementation of the Mission was ineffective. “The State level High Power Committee (HPC) headed by the Chief Secretary is responsible for approval of plan and projects, sanction of allocation of resources, and monitoring of outcome of the Mission. The audit noted that the HPC met four times since inception of the scheme; discussed the identification of beneficiaries; sought an action plan for scheme implementation, ordered the timely release of funds received from the GoI as well as the State share to the implementing agencies; and requested timely submission of utilisation certificate. Many of these issues were discussed repeatedly in every meeting without much progress thereon.”</li></ul>

The Delhi government has failed to make even one toilet under the Swachh Bharat Mission

New Delhi, Jan 31 () Agriculture crop residue burning as well as construction and demolition waste continues to be major concerns, the Economic Survey said on Friday adding that Delhi's public-private-partnership model in construction-related waste management should be replicated by other states and cities.
 Emphasising on the need to use recycled products in construction, the Survey lauded the Delhi public-private-partnership (PPP) model in construction and demolition (C&amp;D) waste management as it supports the Swachch Bharat Mission and supporting the Sustainable Development Goals.
 "Burning of agricultural residues, leading to rise in pollutant levels and deterioration of air quality, is still a major concern though the total number of burning events recorded reduced due to various efforts taken," the Survey said.
 However, continuation of this practice by farmers is reported every year starting winter and serious concerns about its impact on air quality are raised, it said.
 About 178 million tonnes of surplus crop residues are available in the country. Burning of these residues leads to rise in pollutant levels and deterioration of air quality.
 Varieties of surplus crop residues are burnt especially in northern States of Punjab, Haryana, Uttar Pradesh and Rajasthan depending on the agro-climatic region.
 However, about 50 per cent of all crop residue burnt in the country are residues of rice crop. Emission pollutants released due to burning depends on the type of crop residue.
 Unscientific disposal of C&amp;D waste is one of the key contributors to the air and water pollution, the Survey said and added the annual consumption of construction materials (sand, soil and stone) in India is estimated to be 3,100 million tonnes.
 As per a study conducted by IIT Kanpur in 2015, C&amp;D is a key contributor towards particulate matter emissions in Delhi. Therefore, investing in a circular economy driven approach in C&amp;D waste management should have large payoff in terms of avoiding health and environmental damage, it added.
 A C&amp;D recycling facility in Delhi was set up in 2009 by Municipal Corporation of Delhi and IL&amp;FS Environmental Infrastructure and Services Ltd at Burari to address the waste generated during Commonwealth Games preparations.
 Since then, the Burari facility along with two other C&amp;D recycling facilities in Delhi are together recycling over 2,650 tonnes per day C&amp;D waste. All three Delhi plants have together processed over 5 million tonnes C&amp;D waste. LUX DRR

This is a headache for the Delhi government because it wishes to share losses on a soon-to-be-built Metro line with the central government. The Delhi metro criss crosses three different states that fall within the National Capital Region. The finance department of the DMRC, which is a 50-50 joint venture between the two, clarified last week that losses are calculated for the entire network as a whole as opposed to individual lines - a glaring problem for a metro system that has been built in phases. If there isn’t a system to adequately share the loss from each new phase of the Metro system, then it could delay the construction of future lines. This will affect people living outside Delhi, as the new lines of the Delhi Metro are expected to connect people in the outer National Capital Region to Delhi. The news comes as construction on the Phase IV of the Delhi Metro, which is expected to cost <a href="https://www.financialexpress.com/infrastructure/delhi-metro-phase-iv-fate-of-the-project-still-hangs-as-centre-and-delhi-government-work-to-iron-out-issues/1433445/">₹450 billion</a>, <a href="https://timesofindia.indiatimes.com/city/delhi/metro-ph-iv-work-may-not-start-before-6-months/articleshow/67631654.cms">has been stalled</a> after being approved in December 2018. This is largely due to the ongoing friction between the state government of Delhi, which is run by the Aam Aadmi Party, and the BJP-led Union Housing and Urban Affairs Ministry over the sharing of operational costs and losses. The Delhi government reportedly wants equal loss-sharing and also wants the DMRC to act as a guarantor for the loan extended by <keyword id="6395487" type="COMPANY" weightage="20" keywordseo="japan-international-cooperation-agency">Japan International Cooperation Agency</keyword> (JICA) for the phase’s construction. If it gives in, this could reportedly cause the central government to give in to other states with similar demands. The absence of a system to calculate individual losses also affects the arrangement for the existing phases of the Metro network. The Delhi government and central government are required to share costs on Phase I and Phase II while the former is expected to bear all the losses for Phase III. The rail network’s losses have come under scrutiny following two consecutive rate hikes that were imposed in 2017. India’s largest Metro rail does not have a mechanism in place to calculate the profitability of different lines: Report

New Delhi, Nov 27 () Terming huge crude oil import a "big economic challenge" for the country, Union Minister Nitin Gadkari on Wednesday urged automakers to focus on alternative fuel vehicles as well and ensured Government's support in the venture.
 Gadkari also stressed the need for diversifying agriculture towards power and energy to meet the goal of bio-fuel generation.
 "I am giving you the confidence from the government that we are all supporter of this sector...you have lot of apprehensions about the future policy but the government is keenly interested to support and encourage you for new development (alternative fuel vehicles). ....go ahead with old manufacturing but also encourage alternative fuel," Gadkari said addressing 'NuGen Mobility Summit 2019' .
 He said the government's approach is "import substitute, pollution free and cost effective" alternative to crude oil and the prime minister has specially given instructions to the Cabinet Secretary and Principal Adviser to work in this direction including on coal gasification and making methanol from that.
 "The problem which is related to our economy is that our import bill is 20 per cent of our capital cost...it is a big economic challenge for the country. ..This is the time we have to find out some solution," the minister said stressing that the automobile sector is one sector which provides good revenue to the government with maximum employment potential.
 Promising that the problems of the automobile sector will be resolved, Gadkari said the intention of the government was not to create obstacles for them.
 Citing popular brands like Toyota and Hyundai, he said when these can manufacture flexi engines in Brazil why can't they do so in India where consumers can choose from various options including the alternative fuel.
 The road, transport and highways minister said India is the fastest growing economy and by 2030 it is expected to become the third largest economy in the world.
 Apart from crude oil imports, another major problem faced by the economy is in the agriculture sector with surplus production of sugar, rice and wheat, he said adding that there is a need for diversification of agriculture and forest towards producing alternative fuel power and energy.
 About highways sector he said the road construction pace has reached 30 km a day and the government was constructing 22 new express highways including Rs 10,000 crore Dwarka express highway.
 "Meerut Express Highway being constructed at a cost of Rs 9,000 crore is going to be complete before March...My ministry is spending Rs 50,000 crore for road construction around Delhi," he said.
 Besides, he said 60 per cent of the contracts for Rs one lakh crore Delhi-Mumbai express highway on a new alignment passing through tribal areas have already been awarded and it would prove to be a growth engine for the country.
 On policy related to scrapping of old vehicles he said it is in final stages and India will become the biggest automobile hub after the policy comes into force given availability of cheap labour, skilled manpower and technology. NAM \
