With a win in nine seats and leads in three others, the CPI(ML) on Tuesday is all set for an impressive performance in the Bihar Assembly elections. The CPI(M) which competed on four seats has won two seats, and the CPI which contested in six seats has also won two seats. With the win in nine seats and leads in three others, the CPI(ML) hopes to be the biggest gainer in the Grand Alliance. In the 2015 assembly election, the CPI(ML) had bagged three seats. It had won seven seats in the 2005 polls. The party secured six seats in the 2000 election and in 2010, it had failed to get any seat. "The leads so far are on expected lines and we hope to catch up in three more seats. This was a different kind of election. This was more of a people's movement. We banked on young candidates like student leaders, candidates who were part of farmer struggles and working class people. That seemed to have worked. "The 25-point campaign charter of the Mahagathbandhan is the demands emerging in the course of the teachers' movement, skill workers' movement over the last few years. The Left parties have set the agenda, the people of Bihar set the agenda for us. This is a big gain for the Left," CPI(ML) general secretary Dipankar Bhattacharya said. Party leaders also highlighted how cadres worked among the poor, became first responders in crisis among their constituents and led movements against unemployment, corruption in education and farm rights, to gain the trust of voters. "We have been working with the poor in the state since the 1990s, mainly with the Dalits and the EBCs. We have played the lonely vocal opposition voice in the Vidhan Sabha on the rights of the poor. Over the last five years, we have built an image which is based on goodwill and faith. Electoral victories are not just about numbers, it is about chemistry. This time things came together. "This election, wherever the RJD and CPI(ML) have come together, the Grand Alliance has done well," N Balaji, the national president of CPI(ML) students' wing All India Students Association, said. On his party's decision to go with the RJD despite being opposed to it earlier, Balaji, who campaigned extensively in Bihar, said the party (RJD) currently led by Tejashwi Yadav and the one led by his father Lalu Prasad were "two different entities". CPI(ML) leaders also pointed out that this was perhaps the first time that the youth and student leaders had actively participated and some even contested the elections. Out of the 19 candidates that the party fielded this time, six are under 35 years of age and 10 are below 50. Among the party's winning candidates, Sandeep Saurav, 33, won from Paliganj constituency after defeating the JD(U) candidate. Saurav, a former JNUSU general secretary and an AISA activist, gave up his job as an assistant professor to fight the polls. CPI-ML's other candidate Manoj Manzil, 36, won by over 50,000 votes from Agiaon. He was earlier arrested after filing his nomination from the constituency. Manzil is known for leading the 'Sadak Par School' movement in Bhojpur against unemployment. He is also a prominent leader among the Dalit community. Ajit Kumar Singh (34), who won the Dumraon seat, is the state president of Revolutionary Youth Association. He is a former AISA Bihar state secretary and has completed his doctoral studies in history of farmers' agitation in Bihar. Singh, the heir of the Rampur royal family and son of the late Virbhadra Singh, a six-time chief minister of Himachal Pradesh, is trailing as his rival, actress-turned-politician Kangna Ranaut of the BJP, is ahead of him with over 70,000 votes. Another royal candidate is Rajmata Amrita Roy from the Krishnanagar seat in West Bengal, who is also trailing by over 50,000 votes against Trinamool Congress' (TMC) Mahua Moitra. Roy, married to the family of Maharaja Krishnachandra Roy, is revered as the "Rani Maa" or Queen Mother by the constituency, carrying a legacy rich in tradition and aristocracy.

Lok Sabha polls: Royal family candidates heading towards a comfortable victory

The <keyword id="19895344" type="General" weightage="20" keywordseo="Enforcement-Directorate" source="keywords">Enforcement Directorate</keyword> alleged Saturday that the CPI(M) in <keyword id="19896018" type="General" weightage="20" keywordseo="Kerala" source="keywords">Kerala</keyword> was holding proceeds of <keyword id="19899231" type="General" weightage="20" keywordseo="money-laundering" source="keywords">money laundering</keyword>, as it attached a land parcel and <keyword id="20202062" type="General" weightage="20" keywordseo="bank-deposits" source="keywords">bank deposits</keyword> worth Rs 73 lakh of the political party in a <keyword id="19913348" type="General" weightage="20" keywordseo="probe" source="keywords">probe</keyword> linked to the Karuvannur Service Cooperative Bank "scam". Assets worth Rs 28.65 crore of various individuals and entities linked to the case have also been attached by the federal agency after a provisional order under the <keyword id="19912399" type="General" weightage="20" keywordseo="prevention-of-money-laundering-act" source="keywords">Prevention of Money Laundering Act</keyword> (PMLA) was issued. Official sources said the party may be nam<keyword id="19956083" type="General" weightage="20" keywordseo="ED" source="keywords">ed</keyword> as an accused in the next supplementary chargesheet to be filed in this case. If so, it will be the second political party to be arraigned as accused in a money laundering investigation after the Aam Aadmi Party. AAP has recently been named by the ED in the Delhi excise policy case. The CPI(M) vehemently denied the charges of wrongdoing and money laundering. The attached assets include 18 immovable properties, valued at Rs 28.65 crore, consisting of lands and buildings in Kerala of the beneficiaries of the "scam", including an immovable property worth Rs 10 lakh registered in the name of a district secretary of the Communist Party of India (Marxist) for a party office, the ED said in a statement. The attachment also includes eight movable properties, including a credit balance of Rs 63.62 lakh in eight "undisclosed" bank accounts of the CPI(M) local area committees in Thrissur, it added. The agency claimed that the CPI(M) received these funds from the beneficiaries as donations through the governing body and the party is "in possession of proceeds of crime" which has been invested in the purchase of immovable properties and credited to its five bank accounts in the Karuvannur Service Cooperative Bank Ltd. The bank is promoted by the party. The CPI(M) rejected the ED charges, saying it would legally and politically fight any move by the agency to arraign it in the case linked to the alleged multi-crore Karuvannur bank scam. Party state secretary M V Govindan alleged that the ED was trying to make opposition parties and their leaders accused in various cases due to political reasons. He also accused the central agency of attempting to create a smokescreen as it had failed to collect any evidence against the party. The ED believes that the land parcel attached by it was meant for the CPI(M) party office and was purchased using alleged kickbacks from the loanees or beneficiaries of the loans sanctioned by the Karuvannur Service Cooperative Bank. The agency has relied on the "confessional" statements of at least two accused in this case who claimed in their statements recorded before a judicial magistrate that the purported irregularities in the bank were orchestrated at the behest of CPI(M) Thrissur district committee leaders. The ED alleged that "bogus loans" were sanctioned by the Karuvannur Service Cooperative Bank on the same property multiple times without the knowledge of members of the society. "Investigation found benami loans were sanctioned to non-members against inflated property valuations in the names of other members and such loan funds were siphoned off and laundered by the accused beneficiaries," it said, adding that the loan amounts were disbursed in cash to avoid a money trail. "Such benami and illegal loans were sanctioned at the behest of the secretary and the governing body of the society in connivance with the then-bank manager, at the behest of the Thrissur district committee, CPI(M). "In return, the Thrissur district committee, CPI(M), collected money in the form of donations and salary cut from the beneficiaries and society committee members into their undisclosed and illegally opened bank accounts in the same society," the agency said. These funds, according to the ED, were utilised for the purchase of land worth Rs 10 lakh by the secretary of the Thrissur district committee of the CPI(M) for the construction of the party office, which has now been attached as proceeds of crime. Govindan said it has been a decades-long practice of registering the office and other assets of party units in the name of the respective district committees. What role does the party have in the office constructed by one of its local committees, he asked. But the ED is now trying to tarnish the image of the CPI(M) in the name of the assets of one such party unit, Govindan claimed. "We will fight it legally and politically. We haven't got any notice in this regard so far," he told reporters. The ED filed a chargesheet in this case against 55 accused entities in November last year. The money laundering case stems from 16 FIRs registered by the <keyword id="20086884" type="General" weightage="20" keywordseo="kerala-police" source="keywords">Kerala Police</keyword> (<keyword id="20146853" type="General" weightage="20" keywordseo="crime-branch" source="keywords">Crime Branch</keyword>) in Thrissur in 2010. Four people have been arrested by the ED in this case so far.

After AAP, ED attaches land, bank deposits of CPI(M); says party holding proceeds of money laundering

New Delhi, About 82 per cent of the total income from unknown sources declared by national political parties in 2022-23 came from electoral bonds, according to a poll rights body. The Association for Democratic Reforms (ADR) also said that the analysis of the national parties' audit reports and donation statements filed with the Election Commission (EC) shows that the sources remain largely unknown. Out of the Rs 1,832.88 crore as income from unknown sources, the share of income from electoral bonds was Rs 1,510 crore or 82.42 per cent, according to the analysis of the financial reports for the fiscal year 2022-23 submitted to the poll panel, it stated. For this study, six national parties were considered -- the <keyword id="19931558" type="General" weightage="20" keywordseo="bharatiya-janata-party" source="keywords">Bharatiya Janata Party</keyword> (BJP), the Congress, the Communist Party of India (Marxist) (CPI-M), the Bahujan Samaj Party (BSP), the Aam Aadmi Party (AAP) and the National People's Party (<keyword id="20864989" type="General" weightage="20" keywordseo="npep" source="keywords">NPEP</keyword>). The BJP declared the highest income from unknown sources among the national parties at Rs 1,400 crore or 76.39 per cent of the total amount. The Congress declared an amount of Rs 315.11 crore (17.19 per cent). The BSP has declared that it did not receive any funds from voluntary contributions -- above or below Rs 20,000, sale of coupons or electoral bonds, or unknown sources of income, the ADR said. Though the amount of donations from electoral bonds has been highlighted for the national parties, state parties also get a substantial amount of money from electoral bonds, the NGO noted. Between the financial years 2004-05 and 2022-23, the national parties collected Rs 19,083 crore from unknown sources, it said. On its latest analysis for the financial year 2022-23, the ADR said among these unknown sources, the major contributor was income from electoral bonds, constituting a "massive 82.42 per cent of the total income from unknown sources". Further scrutiny revealed that out of the total income from unknown sources, Rs 1,510 crore came from electoral bonds, it said. In addition, the Congress and the CPI(M) have also declared a combined income of Rs 136.79 crore from the sale of coupons, constituting 7.46 per cent of the income from unknown sources, its analysis showed. The BSP received Rs 29.27 crore from other known sources of income which included bank interest (Rs 15.05 crore), membership fees (Rs 13.73 crore), gain on sale of immovable property (Rs 28.49 lakh) and interest on income tax refund for 2021-22 (Rs 20.65 lakh), the organisation said. The total income of the six national political parties in the financial year 2022-23 is Rs 3,076.88 crore, it said. Donations from voluntary contributions below Rs 20,000 formed 10 per cent of the income from unknown sources, totalling Rs 183.28 crore. Currently, political parties are not required to reveal the names of individuals or organisations giving less than Rs 20,000. The ADR has suggested stringent measures to enhance transparency and accountability in political funding. It advocates for full disclosure of all donors under the Right to Information (RTI) Act and proposes that the mode of payment for all donations, regardless of the amount, be declared in the audit reports submitted to the Income Tax Department and the EC. Moreover, the EC's recommendation to grant tax exemption only to parties contesting and winning seats in elections, along with the disclosure of donors contributing above Rs 2,000, has received support from the ADR. In a landmark verdict delivered last month, ahead of the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls, the <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> scrapped the government's electoral bonds scheme of anonymous political funding, terming it "unconstitutional" and ordering disclosure of the names of the purchasers, value of the bonds and their recipients.

About 82.4% of national parties' unknown income tied to electoral bonds says poll rights body

<ul><li>The Supreme Court of India has issued a notice to the Reserve Bank of India (<keyword id="30067" type="ORGANIZATION" weightage="20" keywordseo="RBI">RBI</keyword>) and the National Payments Corporation of India (NPCI) to show that data of Indian citizens collected by their payment platforms is not being misused. </li><li>According to the petition filed by Communist Party of India (CPI) Member of Parliament (MP) Binoy Viswan, the big four tech giants — WhatsApp, Google, Amazon and Facebook — don’t store the data of Indian users on servers in India despite RBI’s circular. </li><li>According to Viswan, they continue to store data overseas and share the data with their parent companies. </li></ul>The Supreme Court has issued a notice to the Reserve Bank of India (RBI) and the National Payments Corporation of India (NPCI) seeking directions to ensure that the data of Indian users collected by the United Payments Interface (UPI) platforms of Amazon, Google and Facebook-owned WhatsApp is not misused. The notice comes in response to a plea filed by a member of the Communist Party of India (CPI) Binoy Viswan back in September. It alleges that companies like Google, Amazon, and others are not complying with data protection guidelines set forth by the RBI and the NPCI. “We will issue notice. Here there is apprehension that the entire regime of payments will commence before the entire regulatory framework is put in place,” said the three-judge bench headed by Chief Justice of India (CJI) SA Bobde. The allegations leveled against Google, Amazon and WhatsApp According to the Reserve Bank of India (RBI), all multinational companies conducting financial transactions within India are required to keep the data secured on servers within the country. Senior advocate Shyam Divan, arguing on Viswan’s behalf, argued that this has still not been implemented despite the order being issued over two years ago, in April 2018. Opposition leaders in the <keyword id="48510" type="COMPANY" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> asked the government on Thursday to restore status quo ante as on April this year on the India-China border. Cutting across party lines, members in the Upper House of Parliament expressed their solidarity and support to the armed forces, which are facing a standoff situation against the Chinese army in eastern Ladakh. Leader of Opposition <keyword id="6360065" type="PERSON" weightage="20" keywordseo="ghulam-nabi-azad">Ghulam Nabi Azad</keyword>, <keyword id="6409376" type="PERSON" weightage="20" keywordseo="anand-sharma">Anand Sharma</keyword> and former defence minister A K Antony of the Congress asked the government to take efforts to restore the status quo ante of April and resolve the over-three-month-old border standoff. Some members such as Prasanna Acharya of the Biju Janata Dal (BJD) and <keyword id="6355496" type="PERSON" weightage="20" keywordseo="Sanjay-Raut">Sanjay Raut</keyword> of the Shiv Sena cautioned the government while entering into any agreement with China over the present situation. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> made a statement in the Rajya Sabha after the government and opposition agreed that there will be no discussion on the sensitive issue. Chairman M <keyword id="74369" type="PERSON" weightage="20" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>, however, allowed the members to seek a few clarifications on the statement, which was almost identical to the one Singh made in the Lok Sabha on September 15. Sharma said the country is proud of its Army and the sacrifices made by the soldiers to protect the border. "There should be no doubt on this and the entire nation would stand together," he said. Referring to the recent talks between the Indian defence minister and foreign minister with their Chinese counterparts and a statement on September 11, Sharma asked: "Do we understand that the restoration of the status quo ante will remain a non-negotiable and final objective for India?" Antony sought a clarification over Singh's statement in the Upper House. "You have to clarify that sovereignty means status quo ante as on the middle of April. That is the meaning of sovereignty," he said. Galwan Valley in eastern Ladakh was never a disputed site, the former defence minister said. "Even at Galwan Valley, our soldiers are now not allowed to patrol at the point at which they used to patrol earlier. In the Pangong area, in a more than eight-kilometre area they are not allowing us to patrol, the area which we used to patrol. Previously, we used to patrol till Finger 8 and now we are not being allowed to patrol till Finger 8," he added. The Army and the Indo-Tibetan Border Police (ITBP) should be allowed to patrol at the point where they used to patrol earlier, the Congress leader said. Azad said he stands with the armed forces and salute their valour. Being a citizen of the erstwhile state of Jammu and Kashmir, Azad said the people from there are ready to sacrifice themselves to defend the territory and integrity of the nation. "On behalf of my party, I would say at least on this China issue, we stand with the government. There should be no compromise. They should go back to the position where they were in April," the Congress leader said. RCP Singh of the Janata Dal (United) said China is an "ungrateful' country that always follows a "policy of aggression". He suggested that the government should negotiate with the neighbouring country from a position of strength. Tiruchi Siva and P Wilson of the Dravida Munnetra Kazhagam (DMK) expressed their solidarity with the armed forces. Raut said patience and valour are the traditions of India, but not of China. The neighbouring country has a "tradition of betrayal and we should always be careful with them," the Shiv Sena leader said. BP Baishya of the Asom Gana Parishad (AGP) said the people of the northeast are with the armed forces and salute their sacrifice. Ravi Prakash Verma of the Samajwadi Party (SP), K Keshava Rao of the Telangana Rashtra Samithi (TRS), Binoy Viswam of the Communist Party of India (CPI), Elamaram Kareem of the Communist Party of India (Marxist), Sanjay Singh of the Aam Aadmi Party (AAP) and Veer Singh of the Bahujan Samaj Party (BSP) also participated in the debate and expressed their solidarity with the armed forces.
