Lucknow, Jun 18 () Uttar Pradesh recorded its highest single-day spike in COVID-19 cases on Thursday, with 604 people testing positive for the disease in the last 24 hours, officials said as the total number of coronavirus cases rose to 15,785 in the state. The death toll from the novel coronavirus also increased to 488 after 23 fresh fatalities were reported from different districts of Uttar Pradesh, they said. The previous highest single-day spike in cases was on Wednesday when the state recorded 583 cases. Of the total infected people, 9,638 people have been discharged from hospitals after recovery. There number of active cases in the state stands at 5,659 , Principal Secretary (Health) Amit Mohan Prasad said. He said 16,546 tests were done on Wednesday. On an average, over 16,000 tests are being done in Uttar Pradesh everyday, Prasad said. The officer also said that the health department has started random sampling. "We have selected 72 districts where migrants have come and 1,682 samples were collected from there, and none of them were found positive," he said. The principal secretary said in the days to come, people working in medicine shops and dhabas and those involved in home delivery services will be randomly tested. Prasad appealed to the people to follow social-distancing norms, use face covers and take proper care of the aged, pregnant women, children and those suffering from comorbidities. More COVID-19 testing machines are being purchased using the Chief Minister's COVID Relief Fund, Additional Chief Secretary, Information, Awanish Kumar Awasthi said. He said the health department and medical colleges have been asked to send COVID-19 reports in time and ensure there is no backlog. UP sees record one-day spike of 604 COVID-19 cases

Guwahati, Jun 18 () One more person died of COVID- 19 in Assam on Thursday, raising the death toll due to coronavirus in the state to nine, while 82 people tested positive taking the total number of cases to 4,777, Health minister Himanta Biswa Sarma said. The person died in Diphu Medical College and Hospital and this is the second death from Karbi Anglong district. Out of the nine deaths, three cancer patients succumbed to the infection. Among the people who tested positive for the disease on Thursday, 22 are from Baksa, 14 from Karbi Anglong, 11 from Chirang, 9 from Dibrugarh, seven from Dhubri, five from Golaghat, two each from Sibsagar, Nagaon, Barpeta and Kamrup (M) and one each from Bishwanath, Nalbari, Charaideo, Tinsukia, Kokrajhar and Dhemaji, the minister said. Of the total 4,777 cases in Assam, nine people have died, 2,111 are active cases while three persons have migrated out, he said. Meanwhile, 12 more patients were released late on Wednesday night after they tested negative, taking the total number of patients discharged on Thursday to 243, he said. The state's recovery rate has improved to over 57 per cent with the number of discharged people reaching 2,654, higher than the number of active cases, he said. Meanwhile, the Assam Targeted Surveillance Program (ATSP), aiming to conduct more than 50,000 random tests during a week, continued for the second day on Thursday. "We aim to conduct more than 50,000 random testings in a weeks time, targeting vulnerable areas," he said. Under the ATSP, samples of people working in locations such as truck parking places, loading and unloading centres, godown areas, weigh bridges and dhabas will be collected and tested. Staff of hotels used as institutional quarantine will also be tested along with frontline officials like police personnel, the minister said. The ATSP will also cover family members/co-residents of homes of persons who have been released from institutional quarantine, he added. The minister said that the future course of action for containment of coronavirus pandemic in Guwahati shall be based on the result of these tests. The entire exercise was expected to be completed by June 27 and shall involve the deputy commissioner of each district who will ensure the availability of adequate facilities, the minister said. Assam reports one more COVID-19 death, 82 new cases

(Eds: With updates, details) Guwahati, Jun 18 () One more COVID-19 fatality was reported in Assam on Thursday, taking the death toll to nine, while the total tally of cases rose to 4,904 with 209 people, including 25 from an Army camp, testing positive for the viral infection, Health Minister Himanta Biswa Sarma said. The fresh death was reported from Diphu Medical College and Hospital and this is the second COVID-19 fatality in Karbi Anglong district. Of the nine deaths reported so far, four were in the last week and three of them were cancer patients. Meanwhile, 194 patients have been cured of the disease and discharged from various civil, district and model hospitals on Thursday. The state's recovery rate has improved to over 58 per cent as the total number of discharged patients reached 2,848, higher than the number of active cases, Sarma said. There are 2,044 active cases in the state while three persons have migrated out, he said, adding over 11,000 tests were conducted on Thursday in 12 laboratories. So far, 2,46,590 swab samples have been tested in the state for COVID-19, the health minister said. "We are pursuing the strategy of active tracing and testing in our bid to contain any further spread of coronavirus," he said. (Eds: Adding fresh inputs) Guwahati, Jun 18 () One more COVID-19 fatality was reported in Assam, taking the coronavirus death toll in the state to nine while 166 people including 25 from an army camp, tested positive pushing the tally to 4,861 on Thursday, Health Minister Himanta Biswa Sarma said. One person died in Diphu Medical College and Hospital and this is the second death from Karbi Anglong district. Of the nine deaths reported so far, three are cancer patients. Eighty-four people tested positive for COVID-19 in the night while 82 others were detected during the day, the minister said. Of the 84 cases reported during the night, 25 are from Misamari Military Camp in Sonitpur district, 16 from Kamrup (M), 14 from Hailakandi, 13 from Karimganj, eight from Tezpur, five from Nagaon, two from Lakhimpur and one from Golaghat Among the patients detected during the day, 22 are from Baksa, 14 from Karbi Anglong, 11 from Chirang, 9 from Dibrugarh, seven from Dhubri, five from Golaghat, two each from Sibsagar, Nagaon, Barpeta and Kamrup(M) and one each from Bishwanath, Nalbari, Charaideo, Tinsukia, Kokrajhar and Dhemaji, the minister said. Of the fresh cases, 21 are from Jorhat, 20 from Golaghat, 12 from Hailakandi, six each from Kamrup and Dibrugarh, seven from Karbi Anglong, four each from Dhemaji, Barpeta, Cachar, three from Bongaigaon, two each from Nagaon and Udalguri and one each from Dima Hasao and Sonitpur, while the location of two are yet to ascertained, he said. The minister said 231 patients were discharged from hospitals on Wednesday, taking the total number of those discharged to 2,642 which is higher than the number of active cases. The recovery rate in the state has climbed to 57 per cent, he said. The number of active cases stood at 1,953 while three persons have migrated out of the state. The state has so far reported eight deaths, he said. A second testing laboratory at the Guwahati Medical College Hospital (GMCH), the twelfth in the state, was inaugurated on Wednesday. The new VRDL lab with bio-safety cabinet has a capacity of conducting 400-500 tests daily, Sarma said. The minister also inaugurated a Digital Mammography Radiology Dept at GMCH. Also, Assam Targeted Surveillance Program (ATSP) was launched, Sarma said and termed it a crucial step towards combating COVID-19 effectively. "We aim to conduct more than 50,000 random testings in a week's time, targeting vulnerable areas", the minister said. Under ATSP, swab samples of people working in locations such as truck parking areas, loading and unloading centres, godowns, weighbridges and dhabas will be collected and tested. The staff of hotels used as institutional quarantine will also be tested along with frontline officials like police personnel, Sarma said. ATSP will also cover the family members and co-residents of homes of people who have been released from the institutional quarantine, he said. The health minister visited the Pandu FRU hospital here to monitor COVID-19 testing and said the future course of action for containment of the pandemic in Guwahati shall be based on these test results. The entire exercise was expected to be finished by June 27 and shall involve the deputy commissioners of each district who will ensure availability of adequate facilities, Sarma said. The state has so far tested 2,35,214 swab samples. Sarma also launched the affordable and sterile Viral Transport Media (VTM) kits, RT-PCR kits and RNA isolation kits developed by the Indian Institute of Technology, Guwahati. He congratulated the IIT faculty for developing the kits and said, "We want to identify and contain this disease at an early stage and it is vital that we have all the crucial kits and materials so that our frontline healthcare workers and doctors who are doing a commendable job do not face any hurdle." IIT, Guwahati, Director T G Sitharam said the institute has been at the forefront in the battle against COVID-19 and is supporting the Assam government in the fight. The institute received the request to provide VTM kits from the National Health Mission director and "we immediately acted upon this request and began production of these sterile and affordable kits. He said 89 cases were reported late on Wednesday night while 95 were detected in the evening. The state's COVID-19 recovery rate has improved to over 57 per cent with 231 patients discharged from hospitals on Wednesday, taking total recoveries to 2,642, which is higher than the number of active cases, Sarma said. Eight people have died so far and there are 2,041 active cases in Assam, while three persons have migrated out, the minister said. A second testing laboratory at the Guwahati Medical College Hospital (GMCH), the twelfth in the state, was inaugurated on Wednesday and the new VRDL lab with bio-safety cabinet has a capacity of conducting 400-500 tests daily, Sarma said. Chandigarh, Apr 19 () The Haryana government is set to give conditional relaxations in select sectors outside the coronavirus containment zones from Monday to kickstart the economic activities amid lockdown, an official said on Sunday."To deal with the adverse impact on economic activities caused by COVID-induced situation, Haryana government has finalised a system for starting the uninterrupted operation of industries and other establishments in the state beginning from April 20, as per consolidated revised guidelines issued by the government of India," a state government spokesperson said.Haryana Chief Secretary Keshni Anand Arora said that starting April 20 some industries, which do not come under containment zones, will resume operation while following the guidelines issued by the Centre. She further said owners of industries and factories will have to get permission to operate from the government through the SARAL portal and only then will passes be issued to labourers and other employees working there. Presiding over a meeting here on Sunday, Arora said that three types of 'colored passes' will be issued, in which green 'ordinary pass' will be issued to industries and business organisations, a red 'special pass' will be issued to those providing essential services in containment zones while a blue pass will be issued to those involved in construction work.The chief secretary also directed the deputy commissioners and superintendents of police in the meeting held through video conferencing that in consultation with the representatives of the industries in their respective regions, they can take a decision on the shifts and timetable of the industries, keeping in mind the guidelines of the Ministry of Home Affairs to prevent the spread of COVID-19 and to ensure that social distancing is strictly followed. Additional Chief Secretary Revenue and Disaster Management and Consolidation Department Dhanpat Singh said that registration of land, house etc. will be resumed from April 20. For this, the person who has to register will have to seek online appointment in advance. He directed the DCs to ensure that registration fees is not accepted in cash and will only be deposited online.As wheat procurement is set to begin across 1,800 centres from April 20, additional chief secretary of food, civil supplies consumer affairs department, P K Das said only those farmers who have received an SMS on their mobiles will come to the mandis to sell their produce.He further said that if any procurement centre is in a containment zone, then the procurement will be done only after the area is declared a non-containment zone. Additional chief secretary, agriculture, Sanjeev Kaushal said that more than 12,600 employees of the government procurement agencies have been deployed at procurement centres. Kaushal said that masks, thermal scanners and sanitisers will be utilised for the protection of farmers and social distancing will be ensured. In a major relaxation of the existing guidelines, he said that all conditions of the quantity restrictions for the wheat produce brought to 'mandi' by the farmer have been waived. Meanwhile, the government spokesperson said that for carrying out the operations of industries and other establishments, the committees will be constituted at block, town and city levels to scrutinise and approve the application received on the portal. The spokesman in a release said that opening of shops/ dhabas on highways/ will be strictly governed by home ministry guidelines.He said that in view of approaching summer season and new academic session, distribution of books to school and college students and sale of air conditioners, air coolers, fans and their repair shops may be treated as essential goods/services and allowed to remain open and operate outside containment zones. Registration of instruments pertaining to transfer of property and delivery of copies of revenue records, registration deeds, entries and attestation of mutations, attestation of affidavits etc. will start from April 20.
