In a major step toward protecting students and their families, the Indian government has issued new guidelines aimed at curbing misleading advertisements by coaching centres. The Centre's crackdown addresses exaggerated claims like “100% selection” or “guaranteed job security” — promises that often lead to disappointment among students who invest time and money expecting a near-certain outcome. <h2>Protecting consumers, not shutting down coaching</h2>On Wednesday, the Central Consumer Protection Authority (CCPA) rolled out these guidelines in response to numerous complaints from the National Consumer Helpline. According to <keyword id="20003684" type="General" weightage="20" keywordseo="consumer-affairs" source="keywords">Consumer Affairs</keyword> Secretary Nidhi Khare, the government’s goal is not to shut down coaching centres but to ensure their ads don’t “undermine consumer rights.” “We have seen coaching centres deliberately concealing information from prospective students,” Khare said. “Therefore, we have come out with the guidelines to provide guidance to people involved in the coaching industry.” So far, the CCPA has issued 54 notices to violators and imposed penalties of around Rs 54.60 lakh. <h2>What’s prohibited?</h2>The guidelines lay out strict boundaries on what coaching centres can — and cannot — say in their ads. Here’s what the guidelines address: <ul><li>False Claims: Ads should not make unsubstantiated promises about “100% selection” or “100% job security.”</li><li>Course Details: No exaggerating or omitting information about courses, their duration, or outcomes.</li><li>Faculty Credentials: Qualifications of teachers must be presented accurately, with no fake credentials.</li><li>Fees and Refunds: All fees and refund policies must be transparent.</li><li>Selection Rates and Ranks: Coaching centres cannot claim high selection rates or exam rankings without proof.</li></ul>Additionally, they are not allowed to use successful candidates’ names, photos, or testimonials in ads without written consent from these individuals. Khare advised students to double-check the information provided by coaching centres. “Many UPSC students clear prelims and mains on their own and take only interview guidance from coaching centres,” she explained, encouraging students to verify the course details actually taken by successful candidates. The guidelines go beyond the broad term “coaching.” They define coaching as academic support, education, guidance, study programs, and tuition — but they exclude counselling, sports, and creative activities. The purpose of this definition is to keep the focus on academic and career-oriented programs, which are most prone to misleading ads. <h2>Full disclosure and consequences for violators</h2>Transparency is now mandatory, as coaching centres must display disclaimers and reveal essential course details. Facilities, infrastructure, and resources must be represented accurately, along with any required approvals or recognitions from authorities like AICTE or UGC. Khare, who also serves as the CCPA chief, stressed that coaching centres should accurately present the service, resources, and infrastructure provided. For instance, if they advertise “fully-equipped classrooms,” the guidelines require this to be an honest description. These guidelines come as a supplement to existing laws and are enforceable under the Consumer Protection Act. This means violators will face penalties, potentially similar to the Rs 54.60 lakh already imposed by the CCPA. The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

Instead, the few cafés and eateries I passed seemed to be outliers. The lack of street-level retail, bars and restaurants - not to mention green space - made the neighborhood feel unfriendly to pedestrians. While financial districts in general aren't known for being the most culturally vibrant neighborhoods, walking through the streets of New York City's Financial District, where I work, is a completely different experience than the one I had in Brickell.In Manhattan's Financial District, the bustling streets are overflowing with restaurants and fast casual dining options, bars (often mediocre, but they are there), and shopping. Like most of my millennial peers, I'm partial to lively, <a href="https://nacto.org/wp-content/uploads/2016/02/1_Natl-Assoc-of-Realtors-2015-Community-Preference-Survey.pdf" target="_blank" rel="noopener">walkable neighborhoods</a>, and from what I saw, while Brickell may be on the way to being one, it's just not there yet. Indian Railways and IRCTC have included "transgender as third gender" in the option alongside male and female in ticket reservation and cancellation forms, according to a news agency. 
 
The decision which was taken on a representation made by a lawyer will include the facility for reservations and cancellations, both online as well offline. 
 The Delhi-based lawyer had made the representation after the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> in February had asked him to approach the <keyword id="54441" type="ORGANIZATION" weightage="20" keywordseo="Railway-ministry">Railway Ministry</keyword> while disposing of his petition. 
 
The ministry in its circular referred to the direction of the apex court of April 2014, which had said that hijras, eunuchs, apart from binary gender, be treated as third gender for protecting their rights.

"It has, therefore, been decided to include the third gender/transgender option alongside male/female in reservation /cancellation requisition form. This information will be captured by the system and tickets to transgender will be issued on full fare," the circular stated.

He had further demanded special coaches and reserved seats for the transgender community in all trains, for their "care and protection".

‘transgender as third gender’ box while booking railway tickets

(Eds: Updating with details) New Delhi, May 1 () A "limited" lockdown which includes suspension of air, train and inter-state road travel will continue to remain in force for two more weeks from May 4 across the country, but some activities would be allowed after classifications of districts into 'Red', 'Orange' and 'Green' zones based on COVID-19 risk profiling, the government announced on Friday. Educational institutions; all social, political, cultural and other kinds of gatherings; hospitality services; and religious places or places of worship for public will also remain shut across the country, a central government order said and added that movement of persons by air, rail and road would be allowed for select purposes as permitted by the Ministry of Home Affairs (MHA). Citing a letter issued by the Union Health Ministry on Thursday, the Union Home Ministry said in a statement that activities as per the classification of 'Red', 'Orange' and 'Green' zones will be permitted but a "limited" number of activities shall remain closed across the country. According to the health ministry, there are 130 'Red' zones in the country with maximum of 19 in Uttar Pradesh, followed by 14 in Maharashtra in the country. The number of 'Orange' Zone is 284 and 'Green' is 319. All the districts of the national capital have been put under 'Red' zone. A district will be considered as a 'Green' zone if there are no confirmed cases so far or there is no reported case for the past 21 days. The MHA statement said the restrictions were extended partially after a comprehensive review and in view of the lockdown measures having led to significant gains in the COVID-19 situation in the country. The total number of confirmed COVID-19 cases in India has risen to 35,365 with 1,152 deaths. The home ministry also issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into new zones with 'Red' signifying a hotspot.The statement said that the Union Health Ministry would be sharing classification of districts into zones to the states and union territories on weekly basis. The statement said that outside the containment zone falling within Red zones, certain activities are prohibited in addition to those prohibited throughout the country which includes plying of cycle rickshaws and auto-rickshaws, running of taxis and cab aggregators; intra-district and inter-district plying of buses; and, barber shops, spas and saloons. However, some activities have been allowed in the Red Zones with restrictions that includes movement of individuals and vehicles is allowed only for permitted activities, with a maximum of two persons (besides the driver) in four-wheeler vehicles, and with no pillion rider in the case of two-wheelers.Industrial establishments in urban areas including Special Economic Zones (SEZs), Export Oriented Units (EOUs), industrial estates and industrial townships with access control have been permitted. Construction activities in urban areas have been limited to in-situ construction (where workers are available on site and no workers are required to be brought in from outside) and construction of renewable energy projects. Shops in urban areas, for non-essential goods, are not allowed in malls, markets and market complexes. However, all standalone (single) shops, neighbourhood (colony) shops and shops in residential complexes are permitted to remain open in urban areas, without any distinction of essential and non-essential. Anything in a market in red zone will be shut. Has to be stand alone shop. In orange and green shops allowed in markets (except malls). E-Commerce activities in the Red Zones are permitted only in respect of essential goods. and private offices can operate with up to 33 per cent strength as per requirement, with the remaining persons working from home. All government offices shall function with senior officers of the level of Deputy Secretary and above at full strength, and the remaining staff attending up to 33 per cent as per requirement. Most of the commercial and private establishments have been allowed in the Red Zones which includes print and electronic media, IT and IT enabled services, data and call centres, cold storage and warehousing services, private security and facility management services, and services provided by self-employed persons except for barbers. The statement said that the Orange Zones, in addition to activities permitted in Red Zone, taxis and cab aggregators will be permitted with one driver and one passenger only. Inter-district movement of individuals and vehicles will be allowed for permitted activities only. Four-wheeler vehicles will have maximum two passengers besides the driver and pillion riding will be allowed on two-wheelers.In the Green Zones, all activities are permitted except the limited number of activities which are prohibited throughout the country, irrespective of the Zone. However buses can operate with up to 50 per cent seating capacity and bus depots can operate with up to 50 per cent capacity. Schools, colleges, educational, training, coaching institutions and hospitality services including hotels and restaurants to remain close during lockdown. Places of large gatherings such as cinema halls, malls, gyms and places of political, cultural gatherings to remain shut. Religious places and places of worship will also remain shut. Movement of individuals for all non-essential activities shall remain strictly prohibited between 7 pm and 7 am during lockdown. Local authorities shall issue orders under appropriate provisions of law, such as prohibitory orders [curfew] under Section 144 of CrPC, for this purpose, and ensure strict compliance. In all COVID-19 zones, people above 65, those with co-morbidities, pregnant women, children below age of 10 to stay at home, except for essential works. OPDs, medical clinics shall be permitted to operate in red, orange and green zones with social distancing norms during lockdown. In red zones and outside containment areas plying of cycle-rickshaws, auto-rickshaws, taxis, opening of barber shops, spas, salons prohibited. In red zones movement of individuals, vehicles allowed only for permitted activities during lockdown and a maximum of 2 persons, besides driver, in four wheelers, no pillion rider on two wheelers. The home ministry said 'Aarogya Setu' app must for people living in COVID-19 containment zones. Sale of liquor, paan, tobacco to be allowed after ensuring minimum six-feet social distancing; not over 5 persons at one time at shop.These shops should not be located in markets and malls in urban areas. However, consumption of liquor, paan, gutka, tobacco etc., is not allowed in public places during lockdown. The home ministry said the containment zones shall be demarcated within Red (Hotspots) and Orange Zones by States and UTS and District Administrations based on the guidelines of the health ministry.The boundary of the Containment Zone shall be defined by District Administrations taking into account the following factors: mapping of cases and contacts; geographical dispersion of cases and contacts; area with well demarcated perimeter; and enforceability. The boundary of the Containment Zone will be a residential colony, mohalla, municipal ward, municipal zone, Police Station area, towns etc., in case of urban areas; and, a village, cluster of villages, Gram Panchayats, group of Police Stations, blocks etc., in case of rural areas. Protocol within Containment Zones. Intensive surveillance mechanism as outlined in the Standard Operating Protocol (SOP) issued by the health ministry is to be established within the Containment Zone. The local authority shall ensure 100 per cent coverage of Aarogya Setu app among the residents of Containment Zones. Wearing of face cover is compulsory in all public and work places and adequate stock of such face covers shall be made available. No separate or fresh permissions are required from authorities for activities already permitted to operate under the guidelines on Lockdown measures up to May 3. Marriages related gatherings shall ensure social distancing, and the maximum number of guests allowed shall not be more than 50.Last rites related gatherings shall ensure social distancing, and the maximum numbers allowed shall not be more than 20. Spitting in public places shall be punishable with fine, as may be prescribed by the State and UT local authority. Those who refuse to comply with any direction with regards to the lockdown guidelines can be punished with imprisonment for a term which may extend to one year or with fine, or with both. If such obstruction or refusal to comply with directions results in loss of lives or imminent danger thereof, shall on conviction be punishable with imprisonment for a term which may extend to two years. Whoever knowingly makes a claim which he knows or has reason to believe to be false for obtaining any relief, assistance, repair, reconstruction or other benefits can be punished with imprisonment for a term which may extend to two years, and also with fine, the order said. Union Budget 2017: Here are the highlights so far

December 2016 marked 15 years since the designation of <keyword id="4497764" type="UNKNOWN" weightage="100" keywordseo="International-Volunteer-Day">International Volunteer Day</keyword> by the <keyword id="6355833" type="ORGANIZATION" weightage="100" keywordseo="united-nations">United Nations</keyword>. The feeling of optimism, community spirit, and happiness in service that the act of volunteering evokes is in stark contrast to unfortunate reminders of hate and carnage that we witness across the world today. 
 
As Abraham Lincoln, arguably America’s most famous President said, “He has a right to criticize, who has a heart to help.” While philanthropy typically is associated with monetary actions, volunteerism symbolizes social responsibility. It is perhaps the oldest form of personal giving and cuts across societal and economic barriers. Manifestations of the spirit of volunteerism can be found in human society whenever there was a country forming or heightened human suffering. For example, in the U.S., it could be traced to the times when the west was being conquered. From the need to produce food to adjusting to new climate and combat diseases, community volunteerism was vital. What is impressive is that the wonderful community spirit continued to exist in the American society, thereafter. 
 
In 1736, Benjamin Franklin founded the first volunteer firehouse in the U.S. To this day, many small towns and cities have a volunteer fire department or more than 70% of firefighters in America are volunteers. Data presented in September 2015 showed that 62.2 million Americans, across all demographics and educational attainment had served as volunteers during the previous year. Many were engaged in food distribution; 9.2% in tutoring and teaching; a similar fraction in coaching and supervising in sports activities and helping in local hospitals in small communities. These volunteers are professors, doctors, small-shop owners, tradesmen, judges who come from all walks of life. The point is volunteerism is pervasive in all aspects of community life in the U.S. It is worth noting that volunteering work while at high school is a metric in most American college admissions. It is also a metric to go tuition free at some state community colleges. With such encouragement, there is a good chance that the volunteerism will continue to shape American society for ever. 
 In India, a much older and complex civilization, renunciation and charity are two highly venerated values of life. Volunteerism is an outcome of this and has therefore been more shaped by traditions and value systems rooted in the religion and cultural interactions. The tradition of shramdaan, offering to work in the service of humanity continues to be practiced by millions of Indians and thereby continues to create social capital. To cite some notable examples, Swami Vivekananda and his followers created the Ramakrishna Mission served by a new order of <keyword id="6470263" type="UNKNOWN" weightage="100" keywordseo="Social-workers">social workers</keyword> to address the issues of poverty, disease, and ignorance that were widely prevalent. Later during the freedom movement, the unique leadership of leaders such as Mahatma Gandhi, Nehru, Ambedkar and many others was instrumental largely in creating greater awareness about the role of voluntary or selfless service. They laid great emphasis on the role of voluntary social workers in nation building. 
 
Institutionalising volunteerism 
According to a global Gallup survey of 2010 that measured volunteerism across countries, India ranked a not very flattering 28 on a civic engagement score, much below the US that was ranked at the top with a civic engagement score of 60. The score was calculated on three parameters including ‘donation of money’, ‘volunteered time’ and ‘helping a stranger’ where the allocation for India was 28%, 18% &amp; 39% respectively. Our neighbours including Sri Lanka, Pakistan, Afghanistan and Bangladesh ranked much higher than India (with scores of 51, 42, 35 and 32 respectively). China however had a score of only 20, ranking it among the lower quadrant of nations. 
 
Corporate volunteerism has slowly emerged as a relevant and viable form of ‘giving’ and has emerged as an integral form of corporate CSR. In India a trend that began with MNCs has increasingly been replicated by Indian companies. While Indian laws have made a 2% contribution of profits to charity by corporates above a certain size mandatory, employee volunteerism is over and above that. For corporates, offering their most valuable asset counts for more than just financial support to needy communities. By giving back, businesses can drive social change and employ their skills, resources and manpower to support organizations and working in the social sector. Benefits that companies can reap through corporate volunteer programs go beyond creating positive social and environmental impact. Volunteer programs also not only help organizations attract the best talent but also keep them engaged through causes and initiatives that they may be personally invested in. A transformative relationship between the organisation and the community ultimately helps enhance the triple bottom line that is framed on social, environmental and financial indicators. 
 
Volunteerism and the National Skills Development Mission Another important consideration is that around 60% of India’s population will be in the working age group by 2020. Can we see corporate volunteerism create enduring partnerships with the National Skills Development Mission to help meet the government’s target to skill and employ 500 million people by 2022? Given that <keyword id="46431" type="CITY" weightage="100" keywordseo="India-Inc">India Inc</keyword>’s biggest concern is creating a funnel for skilled manpower, perhaps a new roadmap to addresses this requirement can be considered. I see volunteerism addressing this need very effectively. While the states have some aspirational targets, there is serious doubt about if they are doing everything required to succeed. Efforts to realign this can help develop a fool-proof institutional and delivery model that can screen and evaluate the rapidly scaling programmes at the state level. This convergence of engagement will utilise technical and non-technical manpower that India Inc is best equipped to provide (in combination with academic institutions). The network would thereby integrate universities and vocational training centres and India Inc along with the 30 industry-led sector skills councils (SSCs). These SSCs would then link up district head-quarters with state capitals and metros (where representatives of India Inc are located) and leverage or set-up e-learning centres to engage with relevant youth in need of these initiatives. 
 
Conclusion 
Volunteerism at the individual level needs to be encouraged and inculcated as a structured approach right from school and then through university and finally at the workplace to become an institutionalised and integral part of an individual’s life. HR professionals, should consider volunteerism as an important element while finalizing their selection of the candidate. There exists a huge opportunity for professionals across the value chain to volunteer their time and services – not just limited to doctors and teachers but also lawyers, architects, ad-professionals, engineers, scientists and several others. Due to healthier lifestyle, people live longer but the retirement age has not changed much; a lot of men and women have plenty to offer or volunteer to their community after retirement. The true potential of volunteerism can only be leveraged when it is recognised as an intrinsic part living in a community of people and of bringing about positive social change. India may be one the fastest growing economies but also has glaring disparities in terms of human development when looked at indicators of income, health, education and opportunity. Volunteerism, both institutional and individual can play an inexpensive and rewarding role in helping reduce some of these disparities.
