India’s mining sector is the third largest employment generator. And, the industrial body said that the judgements rolled out by the court has cost India nearly 2.3 million jobs — directly and indirectly. This number excludes the petroleum and natural gas segment. “Although the mining sector employed 2.3 million people in 2011-12, various judgments, including bans and restrictions on mining by the Supreme Court, has led to a significant drop in employment in the mining sector,” Financial Express <a href="https://www.financialexpress.com/economy/supreme-court-judgments-led-to-around-2300000-job-losses-fimi/1715209/">reported</a> citing FIMI’s secretary general RK Sharma. The shutdowns have largely impacted operations in remote and tribal areas of the country. And, roughly <a href="https://www.businesstoday.in/current/slowdown-blues/mining-sector-stares-slump-lakhs-of-jobs-on-the-line/story/376712.html">264,000 jobs are on the line</a>. "We are staring at huge employment loss due to expiry of tenure of 329 non-captive mining leases on 31st March, 2020. Out of 329 non-captive, 48 are working mines. The closure of these mines will hit production of about 50-60 million tonnes of raw materials, mainly iron ore and is expected to result in loss of about 2,64,000 jobs, direct and indirect," he added. The apex court’s ban on mining activities led to the closure of several mines. This has led to a loss of around 1.28 million jobs in Karnataka and Goa mining sector alone, news agency IANS reported. This was after the Supreme Court suspended mining activities across Goa in 2012. The restrictions and penalties also resulted in loss of 50,000 direct jobs in Odisha. And the ban affected indirect employees even more. According to Sharma, the ratio of direct to indirect employment in the mining sector is 1:10. That means, there are 10 indirect jobs created against every direct job. New Delhi, Feb 14 () The Goa Mining People's Front (GMPF), representing lakhs of people employed in the mining industry in the state, on Friday said it has sought the government's intervention for enabling lasting solution for the resumption of mining activities in the state. "GMPF...on completion of two unfortunate years of the apex court's judgment which resulted in stoppage of the Goa mining industry, has appealed to the judiciary, the state government and the Government of India for their urgent intervention for enabling lasting solution for the resumption of mining activities in the state," it said in a statement. All the mining activities in Goa abruptly came to standstill in 2018, hitting over three lakh Goan livelihoods resulting in grave job loss and severe and critical unemployment in the state, it said. "It has been two years since the mining has been closed down the second time after the first closure in 2012. The economic condition of the people is bad apart from the falling government revenue, slowing down the general development process... People's patience is running out due to their economic conditions," GMPF President Puti Gaonkar said. Goa Mining People's Front seeks govt intervention for resumption of mining activities in state

New Delhi, Jan 23 () With the household income falling by more than half after the <keyword id="6355267" type="UNKNOWN" weightage="20" keywordseo="mining">mining</keyword> ban in Goa, incidences of domestic <keyword id="6355987" type="UNKNOWN" weightage="20" keywordseo="Violence">violence</keyword> have increased due to joblessness and financial crunch to run families, a report has claimed. The ban on mining has not only affected the families dependent on mining but also the families whose livelihoods are dependent on the ancillaries of the mining industry, the report titled 'Mining, A Prudent Perspective' based on a survey conducted across five major mining states in <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>, namely Goa, Chhattisgarh, Jharkhand, Odisha, and <keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword> said. Women and children are the worst sufferers due to the policy decisions to close down mining, the report by the Forum for Integrated Development and Research (FIDR), a non-profit, social change organisation, said.
 Of the 2,415 household surveyed, 70 per cent felt that mining had helped create jobs for them in the first place. Today, these jobs have vanished.
 Around 65 per cent of the respondents said that their family lives are under severe strain and are further getting destroyed due to indebtedness, bankruptcy, violence from moneylenders, drinking and other social vices.
 Twenty-seven per cent of respondents stated that mental instabilities have increased due to livelihood stress. Sixty per cent of the respondents said stoppage of mining had a high impact on their lives.
 Majority of those surveyed opined that legal instability and a weak mining policy has encouraged rapid depletion of investor confidence leading to uncertainty regarding the future of mining in India.
 Ninety per cent respondents have been vocal about the decline in the real estate prices which has severely impacted economic activities in the communities which were supposed to provide alternate livelihoods options.
 "This is another limiting factor for people's economic stability and future prospects.," it said.
 The FIDR survey indicates that in the five states, mining contributes to over 12 per cent (on an average) of the state GDP.
 The closure of mines has dimmed the chances of the states to contribute to the vision of five trillion economy of the country.

The BJP famously secured control of the Goa in 2017, despite not having a majority, by allying with local parties against the Congress. In March 2018, iron ore mining operations in Goa <a href="https://economictimes.indiatimes.com/industry/indl-goods/svs/metals-mining/mining-crisis-tests-under-fire-goa-government/articleshow/63381003.cms">were abruptly suspended </a>after the Supreme Court decided not to renew 88 mining leases after a technical review of the government’s lease renewal process. The Supreme Court felt that the leases had been renewed in haste and without taking into consideration a number of issues such as environmental impact. It’s order effectively shut down mining activity in the state. The ban has had a cascading effect on the economy. Mining reportedly contributes <a href="https://economictimes.indiatimes.com/industry/indl-goods/svs/metals-mining/mining-crisis-tests-under-fire-goa-government/articleshow/63381003.cms">20% of the state’s revenues</a> directly, in addition to indirectly supplementing the transportation and logistics sectors. It has also exacerbated the state’s unemployment problem. At the end of 2015-16, the unemployment rate in Goa <a href="https://timesofindia.indiatimes.com/city/goa/parrikar-revives-jobless-dole-proposes-rs-3000/month-aid/articleshow/63050523.cms">was touching 10%,</a> a figure that has likely gone up significantly since the ban. Around <a href="https://www.thehindubusinessline.com/news/elections/in-goa-the-mining-ban-weighs-heavily-on-elections/article26888384.ece">300,000 people</a> in the state are said to be dependent on mining as a source of their livelihoods, according to Girish Chodankar, the Congress candidate for the North Goa <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> seat, - roughly <a href="http://www.goastat.com/">a fifth </a>of the state’s population. In the aftermath of the closure, the BJP had promised to enable the commencement of mining operations but has so far been unable to extend these leases, having reportedly tried multiple options such as amending <a href="https://www.moneycontrol.com/news/business/economy/a-year-after-sc-ban-no-solution-in-sight-for-goa-mining-impasse-3549611.html">the Abolitions &amp; Declaration of Mining Leases Act.</a> Its efforts have likely been hindered by the sickness and eventual death of the state’s chief minister, <keyword id="6363133" type="PERSON" weightage="20" keywordseo="manohar-parrikar">Manohar Parrikar</keyword>, in March 2019. Over the course of his campaign, Parrikar’s successor, Pramod Sawant, has promised a solution for the mining crisis <a href="https://timesofindia.indiatimes.com/city/goa/mining-solution-in-six-months-cm-pramod-sawant/articleshow/68948554.cms">within six months </a>of elections. Even BJP leaders <a href="https://www.business-standard.com/article/news-ians/modi-promises-to-resolve-goa-iron-ore-mining-crisis-119041001292_1.html">Narendra Modi </a>and <a href="https://www.mid-day.com/articles/elections-2019-bjp-committed-to-resolving-goa-mining-crisis-says-suresh-prabhu/20755175">Suresh Prabhu</a>, the commerce and industry minister, have promised an end to the crisis. At an alection rally in the state capital, Panaji, Modi declared "I will leave no stone unturned vis-a-vis resolving this issue. We will definitely work whole-heartedly to remove the obstacles in the way of mining resumption”. Modi’s statement was in response to a three-day protest by the state’s mining workers, represented by the Goa Mining People’s Front (GMPF), in New Delhi. The case was originally scheduled to be heard in the Supreme Court again on April 15th but was subsequently delayed indefinitely. In a move that could also tilt the vote in favour of the Congress, the opposition party also has the <a href="https://scroll.in/latest/919926/goa-maharashtrawadi-gomantak-party-says-it-will-withdraw-support-to-bjp-led-coalition-government">support of Maharashtrawadi Gomantak Party (MGP)</a>, the BJP’s former ally, in the Lok Sabha elections. “This election, the anger of the mining community will decide the fate of the politicians,” Puti Gaonkar, the President of the GMPF, told <a href="https://www.thehindubusinessline.com/news/elections/in-goa-the-mining-ban-weighs-heavily-on-elections/article26888384.ece">the Hindu </a>yesterday. He further added that the BJP was in favour of prolonging the ban in order to auction the leases to big corporations like Jindal Steel and Adani. Beyond Goa’s beaches, lakhs of unemployed voters want the state's mines reopened

New Delhi, Apr 20 () Stating that the outbreak of coronavirus has further worsened the economic situation in Goa with state debt reaching over Rs 20,000 crore, a body representing mine owners on Monday appealed to the Centre to resume mining in the coastal state. According to Goa Mineral Ore Exporters Association (GMOEA), an industry body dedicated to promoting, supporting, protecting and increasing Goa's mineral export trade, the Covid-19 pandemic has further worsened the economic and employment situation of Goa because of sudden drop in tourists arrivals. The contraction in tourism will lead to additional losses for the state and will increase unemployment to the tune of almost 75,000 jobs. Moreover, the state is also witnessing closures of several industries due to the extent of the pandemic. "The state debt of Goa has reached dangerous levels of over Rs 20,000 crore as per recent state budget figures. This sharp increase in debt levels can be attributed to shutdown of mining activities which has led to revenue loss of Rs 7,000 crore in the last 2 years," the statement said. Mining in Goa came to a halt in March 2018, after the Supreme Court quashed the renewal of 88 mining leases. At present it is not possible to restart the tourism industry unless the contagion is overcome globally. However, mining can be undertaken even during the present period of lockdown with certain safety procedures and practices, the statement said. It further noted that the suspension of mining has resulted in no provisions/contributions to the District Mineral Funds (DMF) nor the Goa Iron Ore Permanent Fund (GIOPF) and as a result of which the financial capabilities of these funds to undertake any public interest projects. "Despite not being permitted to work for 70 of the last 96 months, the industry still has paid stamp duties, land revenue conversion payments in excess of Rs 1,500 crore, provisions to the government funds such as DMF and GIOPF in excess of Rs 700 crore and foreign exchange of over USD 1 billion," GMOEA President Ambar Timblo said. Covid-19 worsened Goa's economic situation, state debt zooms to over Rs 20,000 cr: GMOEA

In a bid to boost the subdued domestic supply scenario, the State-run <keyword id="763900" type="COMPANY" weightage="80" keywordseo="National-Mineral-Development-Corporation-Ltd">National Mineral Development Corporation Ltd</keyword> (<keyword id="71792" type="ORGANIZATION" weightage="80" keywordseo="NMDC">NMDC</keyword>) has raised <keyword id="6357528" type="COMPANY" weightage="80" keywordseo="Iron-ore">iron ore</keyword> prices by Rs 250-300 a tonne for June. But the decision taken by the NMDC will add to the problems of Indian steel-makers. 

	The country’s biggest iron ore producer has raised the price of lump variety by Rs 300 per tonne while the price of the fines or lower grade iron ore has gone up by Rs 250 per tonne for, a company source said. The lump variety contains more iron and is mostly used by domestic steel-makers.
 

	Following the hike, iron ore fines price will go up to Rs 3,160 a tonne from the previous Rs 2,910 and lump prices will rise to Rs 4,600 per tonne from Rs 4,300 a tonne.
 

	The price rise has not gone well with the private sector steel-makers who do not have captive mines. They described NMDC's move as an attempt to take advantage of the domestic short-supply scenario, mainly after the partial ban in Odisha.
 On May 16, the <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword> had ordered closure of 26 mines due to non-renewal of year-old leases. The apex court also directed the state to decide on reopening them within six months. The state acted swiftly and allowed eight iron ore mines, including those of <keyword id="532123" type="ORGANIZATION" weightage="40" keywordseo="Tata-Steel-and-Steel-Authority-of-India">Tata Steel and Steel Authority of India</keyword> (SAIL), to reopen in the recent past. "Currently, steel companies are not in a position to absorb any increase in costs. <keyword id="6357251" type="CITY" weightage="40" keywordseo="Essar-Steel">Essar Steel</keyword> is forced to pass on cost increase to its customers," an Essar Steel spokesperson said, commenting on the hike. Essar Steel requires 15 million tonnes of iron and <keyword id="45609" type="CITY" weightage="40" keywordseo="JSW-Steel">JSW Steel</keyword> needs 20 million tonnes per annum for their plants at full capacity. 

	NMDC had lowered the price of lump by Rs 200 in May, but iron ore fines prices remained the same last month. The company reviews prices every month.
 

	The company kept lump prices unchanged in March and April while it had raised the rates of iron ore fines by Rs 100 per tonne in February. Sluggish market conditions forced NMDC to hike rates marginally thrice since November 2012.
 

	Iron ore supply was not sufficient since the ban on mining in Karnataka and Goa. Although the ban has been lifted in these two states, production is yet to pick up.
