The decision came after the <keyword id="6354705" type="General" weightage="20" keywordseo="Directorate-General-of-Civil-Aviation" source="Orion">Directorate General of Civil Aviation</keyword> (DGCA) conducted a spot audit of Air India in January, during which evidence was collected and fleet-wise random reports were analysed. "The analysis of reports and evidence revealed that <keyword id="20879472" type="General" weightage="20" keywordseo="air-india-limited" source="keywords">Air India Limited</keyword> operated flight(s) with both flight crew aged above 60 years flying together in a few instances. "... the operator was also found deficient in providing adequate weekly rest, adequate rest before &amp; after ultra-long range flights and adequate rest on layover to the flight crew, which violates the extant provisions of the <keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword> pertaining to FDTL," the regulator said in a release. Further, the DGCA said there were instances of exceeding duty periods, wrongly marked training records and overlapping duties. On March 1, the regulator issued a show cause notice to Air India with respect to the violations. "The operator submitted its response to the show cause notice, which was not found satisfactory. Pursuant to the non-satisfactory response submitted by the operator, a fine of Rs 80,00,000 has been imposed on the operator," the release said.

New Delhi, Aviation watchdog <keyword id="19899185" type="General" weightage="20" keywordseo="dgca" source="keywords">DGCA</keyword> has deferred the implementation of the revised flight duty norms for pilots that were to be effective from June 1, according to two civil aviation ministry officials. One of the officials on Tuesday said the revised norms have been deferred for some time to have wider consultations. The new norms provide for more rest time for pilots and seek to alleviate pilot fatigue. The latest decision comes less than two weeks after the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) told airlines that the deadline for implementing the revised Flight Duty Time Limitations (FDTL) norms will not be deferred. Another official said implementation of the revised FDTL norms has been deferred for some time to enable thorough consideration of all elements. The <keyword id="20738678" type="General" weightage="20" keywordseo="federation-of-indian-airlines" source="keywords">Federation of Indian Airlines</keyword> (FIA), comprising <keyword id="19896871" type="General" weightage="20" keywordseo="air-india" source="keywords">Air India</keyword>, <keyword id="19987725" type="General" weightage="20" keywordseo="spicejet" source="keywords">SpiceJet</keyword> and <keyword id="19899182" type="General" weightage="20" keywordseo="indigo" source="keywords">IndiGo</keyword>, had written at least twice to the regulator seeking more time for implementation of the revised FDTL norms that were issued on January 8. In a communication to the FIA earlier this month, the regulator said the airlines have to take all necessary steps to roll out the revised FDTL CAR (<keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword>) with effect from June 1, 2024. The revised norms provide for increased weekly rest time to 48 hours for pilots and limit the number of landings to two during night operations. Besides, the night hours for pilots will be extended to cover the period from midnight to 6 am whereas it was midnight to 5 am earlier. Also, all airlines have to compulsorily submit quarterly fatigue reports, which "should follow a non-punitive and confidentiality policy".

All Vistara aircraft will be operated by Air India and bookings for the routes operated by these aircraft will be redirected to Air India's website, the company informed. <keyword id="19896016" type="General" weightage="20" keywordseo="new-delhi" source="keywords">New Delhi</keyword>, Aviation regulator <keyword id="19899185" type="General" weightage="20" keywordseo="dgca" source="keywords">DGCA</keyword> has mandated that at least 25 per cent of the air traffic controllers, aircraft maintenance engineers, and personnel carrying out safety-sensitive work at an airport will have to undergo a breath analyser test daily. The revised <keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword> (<keyword id="19993399" type="General" weightage="20" keywordseo="car" source="keywords">CAR</keyword>) in this regard will come into force after three months, the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) said in a release on Thursday. Currently, the breath analyser test percentage required is 10 per cent and that has been increased to 25 per cent. It will be applicable for air traffic controllers, ground staff, aircraft maintenance engineers, and ground handling services personnel right. According to the regulator, revisions have been made to the CAR on the procedure for breath analyser examination of the personnel engaged in safety-sensitive work such as aircraft maintenance, air traffic control services, aerodrome operations, and ground handling services for detecting the consumption of alcohol. DGCA said the revision in the CAR will further enhance the level of safety and is an effective step in view of the increase in air traffic and ground movements at airports. The amended norms will be effective after three months from the date of issue in order to provide adequate time to the industry to suitably enhance the existing infrastructure for breath analyser tests at various locations, it added.

A total of 478 technical snag-related occurrences were reported in planes between July 1, 2021 and June 30, 2022. "During operations, an aircraft may experience technical snags due to malfunctioning of components/equipment fitted on the aircraft which require rectification by the airlines for continued safe, efficient and reliable air transport service. These technical snags are reported by the flight crew on receiving an aural or visual warning in the cockpit or an indication of an inoperative/faulty system or while experiencing difficulty in operating the aircraft," said Minister of <keyword id="14580236" type="General" weightage="50" keywordseo="civil-aviation-jyotiraditya-scindia" source="Orion">Civil Aviation Jyotiraditya Scindia</keyword> in the <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> on Thursday. A total of 177 surveillance, 497 spot checks and 169 night surveillance have been carried out by <keyword id="6354705" type="General" weightage="50" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="80" keywordseo="dgca" source="Orion">DGCA</keyword>) on engineering and maintenance aspects of scheduled operators during the last one year (July 1, 2021 - June 30, 2022). Based on the violations found during surveillance, spot checks, night surveillance carried out during 2021-22, enforcement action has been taken by DGCA against responsible personnel of the airline operator in 21 instances of violations, which inter-alia includes suspension of license, withdrawal of post holder (approved personnel to the airlines involved in the maintenance of aircraft), issuance of warning letters, etc. The DGCA has laid down regulations under <keyword id="394497" type="General" weightage="50" keywordseo="civil-aviation-requirement" source="Orion">Civil Aviation Requirement</keyword> (<keyword id="6358816" type="General" weightage="50" keywordseo="car" source="Orion">CAR</keyword>) which requires that the aircraft is maintained in accordance with the manufacturers' guidelines and all snags reported on the aircraft are rectified before the aircraft is released for flight. Further, CAR lays down the requirements for the approval of maintenance organisation which mandates the organisation to have required manpower, equipment and literature commensurate to the type and fleet to be maintained. Under the system, airline operators are required to ensure that the aircraft are maintained in a continuous state of air-worthiness and all defects are rectified, said the Minister. DGCA has a laid down mechanism of conducting surveillance, spot checks, night surveillance etc. of the airlines/organisations and personnel to ensure safety of passenger and aircraft. The findings made during surveillance, spot checks and night surveillance are provided to the airline for taking corrective action. The action taken to correct the observations are reviewed. DGCA takes enforcement action in accordance with laid down procedures which may consist of warning, suspension, cancellation including imposition of financial penalty to the personnel involved/airline, said the reply. Civil Aviation reports 478 technical snag-related occurrences in planes within a year

New Delhi, <keyword id="175577" type="General" weightage="20" keywordseo="commercial-pilot-license" source="Orion">Commercial pilot license</keyword>s will now be valid for ten years, with the government amending rules as part of efforts to further improve ease of doing business in the aviation sector. Till now, the validity of Commercial Pilot License (CPL) was for five years and after completion of that period, it had to be renewed. The civil aviation ministry amended the Aircraft Rules, 1937. Among various changes made, the validity of licenses in relation to Airline Transport Pilot License (ATPL) and CPL holders has been increased from five years to ten years. "This change is expected to reduce administrative burden on pilots and aviation authorities like DGCA, promoting a more streamlined and efficient licensing process," the ministry said in a statement on Monday. Besides, rules have been amended to address concerns related to the display of lights in the vicinity of an aerodrome. It has also been clarified that the term 'light' encompasses lantern lights, wish kites, and laser lights. Also, the government's jurisdiction over those exhibiting such lights has been extended from 5 kilometres to 5 nautical miles around an aerodrome. "It is made explicit that the government possesses the authority to take action against individuals displaying lights that disrupt the safe operation of aircraft or pose hazards to the operating crew. "Should such lights remain unattended for 24 hours, the government is empowered to enter the location and extinguish them," the ministry said. Simultaneously, the matter should be reported to the relevant police station for legal action under the Indian Penal Code (IPC). When the source of the observed light is unidentifiable or if it shifts locations, the airport or airline operator is obligated to promptly report the incident to the local police station, initiating potential criminal proceedings. Another amendment is that the requirement for validation of foreign licenses has been removed. "This change signifies aligning the regulations with the evolving needs of the aviation sector," the ministry said. Further, the requirements related to continued competence for <keyword id="6414849" type="General" weightage="80" keywordseo="air-traffic-controller" source="Orion">Air Traffic Controller</keyword> (ATC) license holders have been liberalised. According to the ministry, this change offers increased flexibility to accommodate situations with limited movements or watch hours. ATC license holders must complete a minimum of ten hours of simulated exercises, including emergencies. Subsequently, they must undergo a skill assessment for their respective rating within ten consecutive days of commencing these exercises, it said. The ministry said the amendments to the Aircraft Rules, 1937, notified on October 10, mark a crucial shift in promoting ease of doing business and ensuring safety and security within the aviation sector. India is one of the fastest growing aviation markets in the world. Airlines are expanding their aircraft fleet and will be hiring more pilots to cater to rising air traffic demand.

In a release, the <keyword id="6354705" type="General" weightage="50" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (DGCA) said the airline's resumption plan for operating 15 aircraft and 114 daily flights has been reviewed and accepted. "The acceptance is subject to the outcome of the writ petitions/ applications pending before the Hon'ble High Court of Delhi &amp; Hon'ble <keyword id="6355809" type="General" weightage="20" keywordseo="nclt" source="Orion">NCLT</keyword>, Delhi," it said. Go First may resume scheduled flight operations on the availability of interim funding and approval of flights scheduled by DGCA, the release said. Further, the regulator has directed Go First to ensure compliance with all the applicable regulatory requirements and the continued airworthiness of the aircraft engaged in operations. The airline's Resolution Professional (RP) submitted the resumption plan to DGCA on June 28, and subsequently, the regulator conducted a special audit of the carrier's facilities in Mumbai and Delhi. "DGCA has ensured that the findings of the special audit have been adequately addressed by Go First," the release said, adding that the resumption plan was amended on July 15.
