Representatives of 11 political parties met Union Home Minister Rajnath Singh on Sunday to lodge their protest.<br /><br />Even the Manipur-based filmmaker and music composer Aribam Syam Sharma has decided to return his 2006 Padma Shri award in protest. <br /><br />

However, the upper house of Parliament, Rajya Sabha, will debate this bill in its ongoing session.<br /><br />Ahead of the debate, protests have broken out in the north eastern state of Assam, where citizens alleged that the new bill violates the Assam Accord, 1985 — which led to deportation of illegal immigrants in the state regardless of their religion. <br /><br />Last week families of around 855 martyrs of the anti-foreigners Assam Agitation of 1979-1985 returned the citation that the government had given them in 2016. <br /><br />Unrest over the issue has sparked violent protests in state for over a month now, and Assam police has reportedly grounded over 15 people. On Friday, two people<a href="https://www.ndtv.com/india-news/3-stage-nude-protest-outside-assam-secretariat-over-citizenship-bill-1986978"> stripped down </a>while a third person was found naked outside the Assam Secretariat in Guwahati, Assam.<br /><br />

The Bill makes illegal immigrants eligible for citizenship on the basis of religion. This may violate Article 14 of the Constitution which guarantees right to equality, according to public policy research organisation PRS.<br /><br />This includes amendments to permit cancellations of Overseas Citizens of India (OCI) — which permits foreign citizens of Indian origin to stay and work in India. “This is a wide ground that may cover a range of violations, including minor offences (eg. parking in a no parking zone),” PRS said.<br /><br /><strong>Violence in other parts of the country</strong><br /><br />Not just Assam, the bill faced protests from around the world — students from different universities in Assam gathered at Jantar Mantar in Delhi going against the central government holding placards that said ‘No to Citizenship Amendment Bill’, ‘Down with Citizenship Amendment Bill’ seeking the government to rollback the amendments.<br /><br />

The BJP has thought deeply about the Citizenship Amendment Bill before bringing it. We cannot leave a large swathe of people fleeing persecution hanging in mid-air. We believe that the Bill is necessary for the country,” he said.<br />

India’s Citizenship Bill is faced with growing protests

<ul class="summary-list"><li><a href="https://www.businessinsider.com/hong-kong-protests-china-law-uk-2020-11">Hong Kong residents are fleeing to the United Kingdom</a> after <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>'s crackdown on the city.</li><li>The exodus could cause <keyword id="24349" type="COMPANY" weightage="60" keywordseo="Hong-Kong">Hong Kong</keyword>'s notoriously high <a href="https://www.scmp.com/business/article/3130301/number-vacant-homes-hong-kong-may-surge-18-year-high-families-head-uk">rents to fall 10%</a> in 2021, per a new report.</li><li>The city could also have the highest number of vacant homes that it's seen in 18 years.</li></ul><p>For years, Hong Kong has been notorious for its astronomical real-estate prices. In 2020, it was named the <a href="https://www.businessinsider.com/most-expensive-cities-to-live-in-2020-1">world's priciest housing market</a> for the 10th year in a row.</p><p>But 2021 could be a year of major change for the city's real-estate market. Hong Kong residents have been <a href="https://www.businessinsider.com/uk-granting-five-passports-a-minute-hong-kong-residents-2020-12">flocking to the United Kingdom</a> since <a href="https://www.insider.com/china-national-security-laws-hong-kong-article-23-explainer-2020-5">China passed a controversial new national security law</a> last summer. In January, <a href="https://www.businessinsider.com/bno-visa-for-hong-kong-residents-launched-by-uk-lawmakers-2021-1">a new UK visa scheme</a> made it even easier for Hong Kongers to move there. The British government said it expects <a href="https://www.reuters.com/article/us-hongkong-security-britain-passports-idUSKBN2AI0YV">more than 300,000 Hong Kongers</a> to move to the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> in the next five years under the new scheme.</p><p>In their wake, Hong Kong's infamously high <a href="https://www.scmp.com/business/article/3130301/number-vacant-homes-hong-kong-may-surge-18-year-high-families-head-uk">rents could drop 10%</a> and vacancy rates could hit an 18-year high, bringing a major shake-up to Hong Kong's real-estate market, according to the South China Morning Post, who cited a new report from Bloomberg Intelligence. </p><h2>An exodus from one of the world's priciest cities</h2><p>Hong Kong's high cost of living and housing inequality are well documented. While the wealthy drop <a href="https://www.businessinsider.com/most-expensive-home-hong-kong-mansion-photos-2018-9">hundreds of millions on mansions</a> and <a href="https://www.businessinsider.com/hong-kong-housing-disparity-luxury-development-sprawling-villa-2021-3">build "Versailles-like" villas</a>, many residents can only afford to <a href="https://www.businessinsider.com/hong-kong-coffin-homes-during-coronavirus-outbreak-photos-2020-2">live in tiny "coffin homes."</a></p><p>Even the COVID-19 pandemic and <a href="https://www.insider.com/what-is-going-on-in-hong-kong-china-protests-nba-apple">months of social unrest</a> didn't make have too much of an impact on Hong Kong's prices in 2020. <a href="https://www.bloomberg.com/news/articles/2020-10-05/covid-worsens-crisis-in-world-s-most-unaffordable-housing-market?sref=BLKWHazc">Rents stayed high</a> last year and <a href="https://www.reuters.com/article/hongkong-property/despite-politics-and-coronavirus-hong-kongs-enduring-love-affair-with-real-estate-idUKL4N2H51AV?edition-redirect=uk">home prices dropped only 4%</a> between May 2019 and October 2020, according to Reuters.</p><div type="image" title="'Vibrant Hong Kong' by @leemumford8 (UK)" height="1394" width="1859" msid="82175797" hostid="261"></div><p>But 2021 could be a different story. After <a href="https://www.insider.com/china-national-security-laws-hong-kong-article-23-explainer-2020-5">China passed a national security law last year</a> that threatened life imprisonment for pro-democracy protesters, the UK saw <a href="https://www.businessinsider.com/uk-granting-five-passports-a-minute-hong-kong-residents-2020-12">record numbers of Hong Kongers</a> applying for British National (Overseas) passports, known as BN(O)s, which allow them to live in the UK but don't automatically grant them the right to work.</p><p>The British government said it issued <a href="https://www.businessinsider.com/uk-granting-five-passports-a-minute-hong-kong-residents-2020-12">about 200,000 such passports</a> to Hong Kongers in the first 10 months of the year at a rate of about five passports every minute. </p><p>In January, the UK made it it even easier for Hong Kongers to live and work there, launching a new visa scheme for BN(O) holders to live and work in Britain and apply for citizenship after six years, according to <a href="https://www.gov.uk/government/news/hong-kong-bno-visa-uk-government-to-honour-historic-commitment">a government statement</a>. They can apply for the visas online from their homes in Hong Kong.</p><p>In total, roughly <a href="https://www.legislation.gov.uk/ukia/2020/70/pdfs/ukia_20200070_en.pdf">three million Hong Kong residents</a> are eligible to apply for BN(Os) and move to the UK, according to a British government study.</p><p>China denounced the UK government's recent move and said it would <a href="https://www.businessinsider.com/bno-visa-for-hong-kong-residents-launched-by-uk-lawmakers-2021-1">no longer recognize BN(O)s</a> as valid travel documents.</p><div type="image" title="london rutland gate mansion" height="1665" width="2221" msid="82175799" hostid="261"></div><h2>An <keyword id="57491" type="PERSON" weightage="60" keywordseo="Emigration">emigration</keyword> boom</h2><p>The influx of Hong Kongers to the UK over the past year has resulted in a <a href="https://www.businessinsider.com/hong-kong-rich-enquire-london-property-china-national-security-law-2020-7">surge in demand for luxury real estate in London</a>, local agents told Insider's Bill Bostock last summer.</p><p>In 2020, London homes that sold for 10 million pounds (about $14 million) or higher were "dominated" by buyers from Hong Kong and China, luxury real-estate agency Beauchamp Estates said in a January report provided to Insider.</p><p>Hong Kong, meanwhile, could have 66,683 homes sitting empty in 2021, up from 52,370 last year, according to the Bloomberg report.</p><p>"This is the <a href="https://asia.nikkei.com/Business/Markets/Property/Hong-Kong-exodus-tilts-real-estate-agencies-to-emigration-services">biggest emigration boom in Hong Kong's history</a>," Andrew Lo, a Hong Hong emigration consultant, told Nikkei Asia last month. "People from different levels of the society, aged from 18 to 80, are all talking about emigration."</p>

The bill was named for George Floyd. Democrats blocked a weaker Republican bill in the Senate, and a compromise law is unlikely. Today the House will also vote and approve a bill to make Washington, DC a state. It has zero chance in the Republican Senate.</li><li><strong style="color: #222222;">It was definitely a noose. </strong><a href="https://www.insider.com/bubba-wallace-noose-photo-nascar-2020-6">NASCAR released a photo</a> of what it found in Bubba Wallace's garage, and it's a noose. The FBI says photographic evidence suggests it had been there for months, and thus wasn't a hate crime targeting Wallace. But it's sure a noose.</li></ul><h2><strong>VIEWS OF THE DAY</strong></h2><p><strong><div type="image" title="Trump Obama" height="1000" width="2000" msid="76652337" hostid="261"></div></strong></p><p><strong>Trump's latest effort to destroy <keyword id="6579869" type="PERSON" weightage="60" keywordseo="obamacare">Obamacare</keyword> is particularly stupid</strong></p><p>Has there ever been a more perverse use of time, energy, and taxpayer funds than the decade-long campaign to gut Obamacare? The Affordable Care Act was a mediocre law based on a <a href="https://www.politifact.com/factchecks/2010/apr/01/barack-obama/obama-says-heritage-foundation-source-health-excha/">conservative think tank's proposal</a> that provides a few bare protections for Americans — protections that every developed country in the world gives routinely. </p><p>And it was a magnificent gift to Republicans. It got them off the hook for having to do real healthcare reform — the kind that really would socialize medicine. It made Democrats responsible for all the delays and horrors that still plague American healthcare. And it took the best Democratic campaign message off the table. </p><p>But Republicans simply refused to accept the gift. In act after act of nihilistic self-sabotage, Republicans have spent a decade trying to destroy Obamacare (70 attempts to repeal it in the House! 70!)  <a href="https://www.businessinsider.com/trump-administration-urged-supreme-court-to-overturn-aca-amid-pandemic-2020-6">And last night, the Trump administration did it again.</a> </p><p>In the midst of a pandemic, as tens of millions of Americans lose jobs and health insurance, the Trump administration asked the Supreme Court to annihilate the ACA. The Trump administration is joining a bunch of red states in arguing that the entire law must fall because the individual mandate no longer has any tax penalty attached to it. </p><p>Wiping out the law would endanger the insurance of more than 20 million Americans. More importantly, it would abolish protections for people with pre-existing conditions, hurling all of us back down into the living hell where a health problem — a chronic illness, a bout with cancer — makes us uninsurable, and where were one illness from catastrophe and bankruptcy.</p><p>Needless to say, Trump offers no replacement for Obamacare. He doesn't have a better idea, because Obamacare <em>was </em>the conservative solution for the nation's insurance crisis. </p><p>Trump and the Republicans have now guaranteed a round of ads attacking them for trying to take away healthcare from millions of Americans during a pandemic. These ads will be extremely, 100% true. — <em>DP</em></p><p><strong><div type="image" title="Trump Hannity" height="834" width="1667" msid="76652338" hostid="261"></div>Trump reveals he has no vision for a second term</strong></p><p>Say what you want about <keyword id="6354484" type="PERSON" weightage="60" keywordseo="Donald-Trump">Donald Trump</keyword> circa 2016: He had a vision. It was a dystopian and delusional vision of a <a href="https://www.politifact.com/truth-o-meter/promises/trumpometer/promise/1397/build-wall-and-make-mexico-pay-it/">walled-off America</a> that would "<a href="https://www.brookings.edu/blog/markaz/2016/09/16/trumps-take-the-oil-madness/">take the oil</a>" from countries we'd previously invaded and left in ruins, but it was a vision.</p><p>In a <a href="https://www.youtube.com/watch?v=m0YKf-caVuY">Fox News town hall</a> hosted by Sean Hannity on Thursday, Trump was given the chance to lay out his second term ambitions in the friendliest media environment possible. </p><p>To fend off accusations that the media unfairly takes Trump's words out of context, here's his answer in total:</p><p><em>"Well, one of the things that will be really great, you know the word experience is still good. I always say talent is more important than experience. I've always said that. But the word experience is a very important word. It's an, a very important meaning.</em></p><p><em>I never did this before. I never slept over in Washington. I was in Washington, I think, 17 times. All of a sudden, I'm president of the United States. You know the story. I'm riding down Pennsylvania Avenue with our First Lady and I say, 'This is great. But I didn't know very many people in Washington. It wasn't my thing. I was from Manhattan, from New York. Now I know everybody, and I have great people in the administration."</em></p><p><em>You make some mistakes. Like, you know, an idiot like Bolton. All he wanted to do was drop bombs on everybody. You don't have to drop bombs on everybody. You don't have to kill people."</em></p><p>He doesn't express a single policy ambition. He doesn't talk about completing the unfinished business of his first term. His only goal appears to be avoiding becoming a one-term "loser" — <a href="https://www.businessinsider.com/donald-trump-worried-son-don-jr-would-be-a-loser-2018-6">his greatest fear</a>. — <em>Anthony Fisher</em></p><p><strong>Facebook's <em>real</em> customers are starting to get mad</strong></p><p>On Thursday, <a href="https://www.businessinsider.com/verizon-joins-facebook-ad-boycott-2020-6">Verizon announced that it is pulling advertising from Facebook and Instagram</a> until Facebook "can create an acceptable solution that makes us comfortable." The problem, according to Verizon, is that it is finding its ads next to conspiracy theories and hate speech on Facebook's platforms. </p><p>Verizon isn't the only company pulling its business. Last week civil rights groups released a statement calling on companies to pause spending on social media in the month of July. Brands like Eddie Bauer and Ben &amp; Jerry's have already pulled their advertising. One of the world's biggest advertisers, Unilever, <a href="https://www.businessinsider.com/unilever-halt-ads-facebook-twitter-2020-6">announced this afternoon</a> that it's pulling its ads from Facebook and Twitter for the rest of the year</p><p>Will this change anything? Facebook says no. Carolyn Everson, vice president of Global Business Group at Facebook said in a statement that Facebook doesn't make policy decisions based on revenue pressure (funny, I know), but on principle.</p><p>Tell that to Google, which has continued to incrementally improve YouTube since advertisers boycotted that platform in 2017 and again last year. </p><p>Facebook probably won't completely change its DNA and hire millions of people to monitor political speech because of an advertising boycott. But angry advertisers will have more of an impact that a million people embracing the movement to #DeleteFacebook. The GOP's stupid crusade against Obamacare

142 million voters go to polls today in 20 states—  here’s a look at the key issues in every state

<p>Having <a href="http://www.businessinsider.com/jeff-flake-trump-voting-actions-2017-7" target="_blank" rel="noopener noreferrer">complained about Sen. Tom Cotton and David Perdue seeks to address&#xa0;the first two questions.</p><p>On the first question, it&#xa0;would greatly reduce "chain migration," which is admission based on familial links to US&#xa0;citizens, and instead emphasize skills. Potential immigrants would be awarded "points" for things like English proficiency, being of working age, holding an advanced degree or being offered a high salary by an American employer.</p><p>The applicants with the most points would be admitted. This is broadly similar to systems currently used in Canada and Australia.</p><p>CNN's Jim Acosta <a href="http://www.businessinsider.com/jim-acosta-stephen-miller-immigration-statue-of-liberty-2017-8" target="_blank" rel="noopener noreferrer">was aghast at the idea that immigrants</a> would be rated for English proficiency, suggesting this would result in just taking immigrants from the UK and Australia. But <a href="http://www.politico.com/magazine/story/2017/08/02/immigration-stephen-miller-jim-acosta-trump-215451">as Rich Lowry notes</a>, there are 125 million English speakers in India alone. Lots of people around the world learn English as a second language, and this does not have to be a bar to diversity. Plus, the&#xa0;idea that English is central to American identity happens to be <a href="https://www.nytimes.com/2017/08/02/upshot/the-great-political-divide-over-american-identity.html?_r=0">widely popular with voters</a> across the political spectrum.</p><p>So, like Flake, I think a points system is&#xa0;all well and good. Immigrants who score high on these factors contribute the most to the US&#xa0;economy and are the easiest to integrate into US&#xa0;society. But that fact makes the other prong of the proposed White House policy puzzling: An overall reduction, by about half, of the&#xa0;number of green cards that may be issued each year.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><h2>Better-calibrated immigration policy should <em>increase</em>&#xa0;US capacity to take immigrants</h2><p>Immigration restrictionists like to note that immigration is already at high levels compared to most of the US's&#xa0;last 100&#xa0;years. But Canada and Australia&#xa0;- the supposed immigration policy models that restrictionists&#xa0;point to&#xa0;- have more foreign-born residents as a share of their population today than the United States does.</p><p>When advocating for reductions in total immigration,&#xa0;restrictionists tend to point to practical problems created by immigration&#xa0;- for example, while immigration overall improves the finances of the federal government by generating more payroll tax revenue, it burdens the finances of certain state and local governments, which must provide services to immigrants with low incomes who pay few taxes.</p><p>But that problem is conditional: If the immigrants being admitted overwhelmingly tend to be prosperous and of working age, fiscal effects&#xa0;are no longer a reason to worry about the capacity of the United States to admit immigrants.&#xa0;</p><p>If we are improving our immigration policy to ensure we are admitting exactly the right immigrants, shouldn't that make us inclined to admit more immigrants rather than less?</p><h2>But some people just don't like immigrants</h2><p>Of course, some of the impulses to restrict immigration&#xa0;that animate the Trump administration are not purely economic, or even purely practical - and can therefore extend even to immigrants who make enormous economic and social contributions.</p><p>In 2015, White House chief strategist Steve Bannon <a href="http://www.huffingtonpost.com/entry/steve-bannon-disgusted-asian-ceos-silicon-valley_us_582c5d19e4b0e39c1fa71e48">complained on this radio show</a> that "two-thirds of the CEOs in Silicon Valley are from South Asia or Asia, I think." First of all, this isn't close to true; HuffPost, which first reported the 2015 interview, cited a study showing that less than 14% of Silicon Valley executives are even of Asian <em>descent</em>. Second of all, so what if it were true? Well, Bannon says "<span>a country is more than an economy. We're a civic society."</span></p><p><span>But this doesn't necessarily have to be the view that drives the whole Trump administration. After all, Bannon's guest in that segment was Donald Trump, who complained that it's <em>too hard</em> for talented foreign students to remain in the US to work after graduating from elite American institutions.</span></p><p><span>"We have to be careful of that, Steve," Trump said. "You know, we have to keep our talented people in this country."</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></span></p><h2><span>This proposal isn't actually going to happen</span></h2><p><span>Nothing very similar to the immigration proposal announced on Wednesday is going to become law. The segment of the country that holds Bannon-style views on immigration is simply too small. It would need 60 votes to pass the Senate; it will draw objection from all of the Democrats and many pro-immigration Republicans.</span></p><p><span>But it is possible to imagine a more moderate reshaping of&#xa0;immigration policy, reasserting the American prerogative to choose who immigrates here with an eye toward the national interest, without operating from a baseline assumption that immigration is bad and burdensome. This would be a&#xa0;policy that warmly welcomes large numbers of immigrants and chooses those immigrants deliberately&#xa0;- and that draws support from interest groups, like tech firms and hospital systems, that would find it easier&#xa0;to do business if they could more easily hire skilled workers from abroad.</span></p><p><span>Some of you will shout, "that was what the <a href="http://www.businessinsider.com/marco-rubio-immigration-flaw-2015-8" target="_blank" rel="noopener noreferrer">Gang of Eight bill</a> did!" Well, yes and no.</span></p><p><span>One problem with the Gang of Eight bill, the bipartisan immigration reform plan backed by Flake that was blocked by House Republican leaders in 2013, was that it catered to the needs of American firms that wished to hire low-skilled foreign workers, in addition to those who wished to hire high-skilled ones. Though&#xa0;admitting high-skilled workers has good effects for American consumers - for example, by driving down the cost of services like medical care -&#xa0;the desirability of admitting low-skilled workers to compete for jobs is much more dubious.</span></p><p><span>Another problem was that the Gang of Eight bill created&#xa0;a path to citizenship for unauthorized immigrants that would have led to an enormous fraction of green cards&#xa0;- perhaps one-fifth of all the green cards issued&#xa0;over a period of decades&#xa0;- being granted not on the basis of merit, but based on who got here when, even without authorization. In large numbers, the bill would have allowed immigrants to choose the United States, instead of the other way around.</span></p><p><span>A third&#xa0;problem is that the federal government lacks credibility to insist that it will enforce immigration law effectively going forward, which is a key promise to make when you do a large amnesty for unauthorized immigrants. This credibility problem has only gotten worse since 2013, as Democrats have shifted&#xa0;so far left on immigration that many have come to treat enforcement as inherently illegitimate.</span></p><p><span>Hillary Clinton ran on a promise that she would not deport unauthorized immigrants unless they had criminal records&#xa0;- a position that is similar to having no immigration policy, and that does not inspire confidence that Democrats would&#xa0;seek to enforce whatever new immigration policy is adopted. </span></p><p><span>Republicans, who have protected employers from penalties for employing unauthorized workers, also do not inspire confidence about future enforcement. Even Trump, who has been eager for public shows of immigration enforcement, has yet to seriously take on employers.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></span></p><h2><span>The compromise that should, but won't, be reached</span></h2><p>Some sort of amnesty will eventually be necessary. But it will be more politically palatable&#xa0;- and may not have to cover as large a number of people&#xa0;- if the US first has its ducks in a row on immigration, with credible enforcement and a policy designed <a href="http://www.businessinsider.com/democrats-immigration-trump-2017-2">explicitly from the purpose of advancing a national interest</a>.</p><p>A points system could be part of meeting that test. But to be politically viable and to be credible as "America First" policy, it should admit a lot more people than the Trump administration says it wants. Because, as Flake notes, the right immigrants provide great benefits to the American economy and American society.</p><p>I doubt we'll end up there.</p><p>Too many people in Trump's orbit are driven by Bannon-style concerns, disliking immigrants rather than wanting to optimize immigration. There's an immigration deal that should be reached, but won't

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Olivier Douliery-Pool/Getty Images</span></p><p class="caption">Donald Trump.</p></div><p></p></div></div>President Donald Trump, who pledged to work with Democrats to protect "Dreamers" - young people brought illegally to the United States as children - called on Sunday for money to fund a border wall and thousands more immigration officers to be part of any deal.</p><p>Trump's list of immigration "principles," laid out in a document seen by Reuters, is likely to be a non-starter for Democrats, who are seeking a legislative fix for the Deferred Action for Childhood Arrivals (DACA) program that Trump ended last month.</p><p>The proposal includes a crackdown on unaccompanied minors who enter the United States, many of them from Central America. The plan was delivered to leaders in Congress on Sunday evening.</p><p>The White House wants the wish list to guide immigration reform in Congress and accompany a bill to replace DACA, an Obama-era program that protected nearly 800,000 "Dreamers" from deportation and also allowed them to secure work permits.</p><p>The inclusion of border wall funding in the list could prompt Democrats to accuse Trump of rowing back earlier suggestions that he would keep the wall issue separate from an initiative to help DACA recipients. The White House priorities, if enacted, could result in the deportation of Dreamers' parents.</p><p>On Sunday, Chuck Schumer and Nancy Pelosi, the minority leaders from the Senate and House, respectively, issued a joint statement rejecting the White House's proposals.</p><p>"The Administration can't be serious about compromise or helping the Dreamers if they begin with a list that is anathema to the Dreamers, to the immigrant community and to the vast majority of Americans," the two leaders said in the statement.</p><p>"We told the President at our meeting that we were open to reasonable border security measures alongside the DREAM Act, but this list goes so far beyond what is reasonable. This proposal fails to represent any attempt at compromise. The list includes the wall, which was explicitly ruled out of the negotiations," they added.</p><p>"If the President was serious about protecting the Dreamers, his staff has not made a good faith effort to do so."</p><p>The proposals also include a request for funds to hire 370 more immigration judges; 1,000 attorneys for the Immigration and Customs Enforcement agency; 300 federal prosecutors and 10,000 additional ICE agents to enforce immigration laws.</p><p>"The president has made clear he wants Congress to act and pass responsible immigration reform in conjunction with any legislation related to DACA," said White House spokeswoman Lindsay Walters.</p><p>Trump told Congress it had six months to come up with legislation to help Dreamers, who are a fraction of the 11 million illegal immigrants in the United States, most of whom are Hispanic.</p><p>The document calls for tighter standards for those seeking U.S. asylum, denial of federal grants to "sanctuary cities" that serve as refuges for illegal immigrants, and a requirement that employers use an electronic verification system known as "E-Verify" to keep illegal immigrants from securing jobs.</p><h2>Hard line</h2><p><div class="KonaFilter image-container display-table center"><div><div class="image on-image"><p class="source"><span>Associated Press/Craig Ruttle</span></p><p class="caption">Activists supporting Deferred Action for Childhood Arrivals (DACA), and other immigration issues gather near Trump Tower in New York, Tuesday, Aug. 15, 2017.</p></div><p></p></div></div>Trump campaigned for president on a pledge to toughen immigration policies and build a wall along the U.S. border with Mexico. He vowed repeatedly that Mexico would pay for the wall, but began prodding Congress earlier this year to approve funding. Mexico has said it would not pay for the wall.</p><p>Trump's suggestion after a meeting with Democratic leaders Chuck Schumer in the Senate and Nancy Pelosi in the House of Representatives that wall funding would not have to be part of a DACA fix alarmed some of his supporters.</p><p>A White House official told Reuters on Sunday the principles were a guide for the legislative process it hopes Republicans and Democrats will take up.</p><p>"Funding for the wall is a priority for the administration. Whether it is part of DACA or there is a different pathway to get it done, it will remain a priority," he said, adding it would be up to Trump to determine what was negotiable and what was not in a future deal.</p><p>The official said the White House would be pushing for "legal status" for the Dreamer population but would not be advocating for citizenship.</p><p>Republicans in Congress have introduced several bills that would include aspects of Trump's priorities, but many Democrats and immigration groups see the proposals as too harsh.</p><p>The White House's wish list targets the flow of unaccompanied minors into the United States. It would require such children to be treated the same, regardless of their countries of origin "so long as they are not victims of human trafficking and can be safely returned home or removed to safe third countries," the White House document said.</p><p>It would also expand the list of "inadmissible aliens" to include members of gangs, those who have been convicted of an aggravated felony, and former spouses and children of drug and human traffickers if they receive benefits from such behavior.</p><p>Trump's White House so far has not been able to achieve a major legislative victory, casting doubt on the potential for a breakthrough on immigration reform, which Republican and Democratic presidents have tried before without success.</p><p>Trump's Republicans have failed so far to repeal and replace President Barack Obama's Affordable Care Act, known as Obamacare, and a White House plan for tax reform still needs more support.</p>    <div class="margin-top">        <h3>NOW WATCH: <a href="http://www.businessinsider.com/donald-trump-border-wall-prototype-construction-san-diego-senate-house-mexico-tijuana-san-diego-california-2017-10">Construction has started on a prototype of Trump's border wall</a></h3>        <div>                    </div>    </div>

It is necessary that we do not give opportunity to such abuse."</p><p>China has installed a modern surveillance state in Xinjiang. Many members of the Uighur diaspora have moved there in recent decades, enticed by the similarities between the Turkish and Uighur languages and cultures.</p><p>Turkey is currently home to some 35,000 Uighurs, <a href="https://uk.reuters.com/article/uk-china-xinjiang-turkey-widerimage/without-papers-uighurs-fear-for-their-future-in-turkey-idUKKCN1R81FV">Reuters reported this March</a>, citing the Istanbul-based East Turkestan National Center.</p><p>That number includes many former detainees in China's prison-like camps, where guards reportedly force Uighur inmates to sing patriotic hymns in order to get food, and <a href="https://www.businessinsider.com/life-inside-china-internment-camps-for-uighur-minority-in-xinjiang-bbc-report-2018-8">subject them to physical and mental torture</a>.</p><p>Many Uighurs in Turkey still have relatives living in Xinjiang, and regularly stage large-scale protests calling for the release of their loved ones.</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/mans-family-vanished-saw-son-2-years-later-in-china-propaganda-video-2019-2">This man's family vanished in China's most oppressed region. The project has seen Chinese investment flow into developing countries, and critics have described the initiative as "<a href="https://www.businessinsider.com/chinas-debt-trap-diplomacy-hits-philippines-with-exorbitant-loans-2018-3">debt-trap diplomacy</a>."</p><p>Erdogan heaped praise on the Belt and Road during his China visit, with both <a href="https://www.dailysabah.com/diplomacy/2019/07/01/turkey-strong-supporter-of-belt-and-road-erdogan-tells-chinese-press">Turkish</a> and <a href="http://www.chinadaily.com.cn/a/201907/03/WS5d1bab0aa3105895c2e7b428.html">Chinese</a> media reporting his eagerness to work alongside China on new projects in the region.</p><p>Turkey may also want to become closer to China militarily, having <a href="https://www.businessinsider.com/erdogan-military-foreign-policy-plans-s400-buy-tension-with-us-2019-7?r=US&amp;IR=T">bristled with the US</a> over its arms programs and foreign policy.</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/turkey-unveils-new-stealth-fighter-concept-2019-6">Turkey unveils new stealth-fighter concept as the US prepares to kick its ally out of the F-35 program</a><br /></em></p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Evan Vucci/AP</span></p><p class="caption">Erdogan and President Donald Trump give a press conference in the White House in May 2017.</p></div><p></p></div></div></p><p>The Organization of Islamic Cooperation - a 57-country consortium that calls itself "the collective voice of the Muslim world" - followed a similar pattern of speaking up, then rowing back their comments about Xinjiang.</p><p>Experts told Business Insider earlier this year that this behavior could be the <a href="https://www.businessinsider.com/islamic-world-stopped-calling-out-chinas-muslim-persecution-2019-4?">result of Chinese threats against the countries if they do speak up</a>.</p><p>Adrian Zenz, an independent researcher into the Xinjiang surveillance state, <a href="https://twitter.com/adrianzenz/status/1146089203383570433">tweeted</a> after Erdogan's visit to Beijing: "I guess the Muslim world's actual care for their spiritual brothers is essentially zero."</p><p><em><strong>Read more:</strong> <a href="https://www.businessinsider.com/islamic-world-stopped-calling-out-chinas-muslim-persecution-2019-4">A wave of Islamic countries started to stand up to China over its persecution of its Muslim minority. This effectively renders them stateless, which precludes them from finding work, both outlets reported.</p><p>For this reason many Uighurs in the country are unemployed. Many Uighurs lack work or residency permits in the country.</p></div><p></p></div></div></p><p>Erdogan's conspicuous silence in Beijing is making Uighurs even more uncertain about their future.</p><p>Alip Erkin, an activist who runs the Uyghur Bulletin network, told Business Insider: "Wary of growing Chinese economic influence in Turkey and its increasingly cozy relations with China, Uighurs fear for even more restrictions on political activities and media coverage of what is going on in East Turkestan."</p><p>Many Uighurs refer to Xinjiang as East Turkestan. Uyghur is an alternative spelling.</p><p>"Lasting uncertainty of legal status is forcing them to seek permanent resettlement elsewhere through various official and unofficial means," Erkin said.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Roman Pilipey/Pool via Reuters</span></p><p class="caption">Xi and Erdogan in Beijing on July 2, 2019.</p></div><p></p></div></div></p><h2>'A delicate balancing act'</h2><p>The fate of Uighurs in Turkey remains unclear, but they haven't lost all hope yet.</p><p>Ankara has sent mixed messages to the Uighur diaspora in recent weeks, with the government granting over 146,000 residence permits to Uighurs from China, Iraq, Uzbekistan, and Turkmenistan in a gesture of support just five weeks ago.</p><p>"You don't need to worry," Turkish Interior Minister Süleyman Soylu told an audience on the day, referring to Uighurs, <a href="http://www.hurriyetdailynews.com/thousands-of-turkic-migrants-granted-residence-permits-143924">according to Hurriyet Daily News</a>. He went on to say that the country will do all it can to ensure Uighurs "reach tomorrow as citizens of the Republic of Turkey."</p><p>Erkin called this "a reassuring message to Uighurs living" in Turkey.
