Let's help people now. #CoronaKarma""It just seemed like it was a kindred spirit that was walking the same path that we were," Castilla told Business Insider.She reached out to Cuban on Twitter with her contact information. Not long after, someone texted her Cuban's email address, so she followed up with an email. "He emailed me back almost immediately," Castilla said. Together, Cuban and Castilla developed a plan to help the community of Edmond, Oklahoma.<h2>The program went into action in less than a week</h2>Cuban and Castilla exchanged multiple emails and phone calls to discuss ways <keyword id="323374" type="COMPANY" weightage="60" keywordseo="Citizens-Bank">Citizens Bank</keyword> could allow customers to access funds before receiving their stimulus checks, and formed an overdraft line program that allows eligible customers to overdraw $900 from their accounts without paying overdraft fees or interest on the amount they borrow through the end of April. Castilla's team will consider extending that policy if the financial impact of the coronavirus continues to be severe.Whereas people who take out a loan would normally have to pay a bank interest on the amount they borrow, an overdraft line allows people to access money without paying interest later. The money from stimulus checks will replenish people's accounts, so the overdraft line is like a payment advance.Some customers had already been overdrawing their accounts in the weeks leading up to the program launch. But with an official program in place, customers now know they can overdraw by $900. "It gives them the ability to have basically a bank's backstop that items will clear up to that amount," Castilla said.Customers can request an overdraft line on the bank's website, and the staff approves the request as quickly as they can. People can access up to $900 within a couple hours, rather than waiting weeks for their stimulus checks to be deposited by the government. Castilla clarifies that customers don't so much "apply" for the program as they "request" access to the program. As long as the person requesting has been with Citizens Bank for at least 12 months, is in good standing with the bank, and knows they will receive their stimulus check by <a href="https://www.businessinsider.com/personal-finance/will-i-get-my-stimulus-check-2020-4" target="_blank" rel="noopener">direct deposit</a>, they can expect to be approved. <h2>Castilla said working with Cuban was 'like an episode of 'Shark Tank''</h2>Many people know Cuban as one of the investors in "Shark Tank," a reality TV show in which entrepreneurs pitch ideas to a panel of investors who decide whether they want to invest in the contestants' companies."It was very much like an episode of 'Shark Tank,'" said Castilla. "There was a little bit of a pitch from me, and then some investigative questions. Then some of his ideas, and we kind of ended it there with me having some things to go research and he was going to get back to me."They had originally talked about offering a loan program for customers, but when Cuban called her back, he brought his own idea: an overdraft program. "Then we very quickly were able to collaborate and get on the same page as to what a structure or program could look like," Castilla said. "Then I outlined it for him, and then he provided some feedback really quickly. Then I provided my final email about it. Very, very rapid fire, just like you see him on 'Shark Tank.'"Throughout the process, Cuban motivated Castilla to get the program up and running as fast as possible. Cuban and Castilla first touched base on a Thursday, and the program launched the following Monday. "It really helped me elevate my game," Castilla continued. "As a banker, you normally wait, you know, a week to make sure you went through all the compliance hoops and ensure you had the rigorous testing to make sure you were doing the right thing for the customer as well as not breaking any rules."But Cuban had higher expectations for Castilla and her team. He knew they could move quickly to help their customers — and they did. They realized they had the ability to put something together in 24 hours."She was direct, to the point, understood the goal, and went for it," Cuban told Business Insider in an email. <h2>Customers are taking advantage of the bank's new policy</h2>Since launching the overdraft line program at the end of March, <keyword id="9105924" type="UNKNOWN" weightage="60" keywordseo="citizens-bank-of-edmond">Citizens Bank of Edmond</keyword>'s overdraft volume has tripled. "It's a high amount of retail businesses in our community," Castilla said. "We have a lot of contract employees and sole proprietorships, so there's a lot of people struggling right now.""Oklahoma really got the double whammy of the coronavirus and <a href="https://markets.businessinsider.com/commodities/news/wti-oil-price-fall-negative-100-barrel-next-month-mizuho-2020-4-1029118352" target="_blank" rel="noopener">low oil prices</a>," she continued. "There's a lot of short-term anxiety because of the virus, and the longer-term anxiety about the recovery of the economy in the wake of oil."Castilla's team is continuing to be liberal about customers' overdrafts, even after they receive their stimulus checks."We are the neighbors to our customers, and so if they are continuing to have struggles, we are continuing to work with individuals to make sure we're not applying any type of collection pressure during this time of crisis," Castilla said. "We're just walking beside them and helping them through it."Castilla's team is also finding ways to help members of the Edmond community who don't necessarily bank with Citizens Bank. If people receive paper stimulus checks, the bank cashes them out at no cost. "That's been kind of the theme of our bank as we've gone through this crisis," said Castilla. However, Cuban wanted Castilla's team to serve as an example for other community banks."What [Cuban] was wanting to do was to have a bank to start off with, so that would encourage other banks to be able to provide similar programs," Castilla said. "He really wanted it to spread from one to another, to another, to another."Castilla announced the launch of the overdraft line program via Twitter, and <a href="https://twitter.com/mcuban/status/1244638702518915072" target="_blank" rel="noopener">Cuban retweeted her</a>. His retweet resulted in numerous banks reaching out to Castilla to ask about how she created the program. An Oklahoma bank CEO who responded to a tweet from Mark Cuban used his advice to get cash into customers' hands in less than a week

Many more are expected to follow in the coming weeks, as Switzerland's cherished bank secrecy slowly gets wound back.
The program requires the banks to hand over some previously hidden information and face penalties equivalent to up to 50 percent of the assets they managed on behalf of wealthy Americans.
The number that join this scheme is key for larger banks facing criminal investigations, so-called category one banks, in the United States, such as Credit Suisse, Julius Baer and Pictet &amp; Cie.
A failure to win broad cooperation in the program could hold up settlements for the bigger banks, which have seen their talks with U.S. justice officials frozen pending a solution for the wider industry.
Following is a list of banks which have said they will take part in the government-brokered program by grouping themselves into categories depending on whether they had U.S. clients.

But the bare-chested equestrian's disposition has seemingly shifted since he launched an unprovoked, full-scale war in <keyword id="11985141" type="UNKNOWN" weightage="60" keywordseo="ukraine" source="Orion">Ukraine</keyword> back in late February. His cheeks are puffy, he's fidgety, and his speeches bombastic and filled with vitriol.The war in Ukraine has been so disastrous for the Russian military that many have begun to wonder what led Putin to miscalculate so badly. Some have guessed that he's <a href="https://www.businessinsider.com/national-security-veterans-warn-against-characterizing-putin-irrational-madman-2022-3">suffering from mental decline</a>. Others have rumored that Putin is seriously ill, drawing broad conclusions from minute aspects of his behavior. Even the wiggling of the Russian leader's foot has been enough to prompt a wave of speculation over his health. But three intelligence and military experts in the US who spoke to Insider say they're not putting much weight on the continuing speculation that the Russian leader is in physical decline — a theory that has not been endorsed by doctors or medical experts. Jeffrey Edmonds, former director for <keyword id="11894337" type="UNKNOWN" weightage="60" keywordseo="russia" source="Orion">Russia</keyword> on the National Security Council and an ex-CIA military analyst, told Insider he's "not seeing anything truly credible" to back-up the notion that Putin is unwell."What I and others have seen is a definite change in his demeanor," Edmonds said, adding that Putin is "normally the voice of calm in Russia but publicly has become more emotional and angry." This suggests that Putin is "not comfortable with something," Edmonds added.Putin is overseeing a war that's estimated to have killed 15,000 Russian troops, possibly far more, in a matter of months. A staggering number of Russian generals have been killed. Ukrainian roads have effectively become graveyards for Russian tanks. The Russian military, which was widely expected to roll over Ukrainian forces within days, failed to take Kyiv.Meanwhile, the US and its allies have moved to isolate Moscow both economically and politically, slapping a slew of unprecedented sanctions on Russia that have contributed to skyrocketing inflation and supply shortages <a href="https://www.nytimes.com/2022/05/26/world/europe/russia-economy-sanctions.html">reminiscent of the Soviet era.</a> The head of Russia's central bank this week warned that the coming months would be <a href="https://www.yahoo.com/now/russian-central-bank-slashes-rate-073234368.html">"difficult for both companies and citizens."</a>But Putin has shown no signs of giving up. He's been obsessed with Ukraine for years — essentially viewing it as territory that belongs to Moscow — and top Russia watchers say <a href="https://www.businessinsider.com/putin-will-never-give-up-ukraine-as-long-as-hes-in-kremlin-2022-4">Putin will never abandon his goal of subjugating Ukrainians</a>. As long as he's in the Kremlin and oversees the largest nuclear arsenal in the world, Ukraine faces an existential threat. With so much power centralized in Putin, his health is an understandable subject of interest for both the public and intelligence community. That said, it's still a topic that even US spy agencies are likely in the dark about, the experts said.<h2>Wishful thinking</h2><div type="image" title="Russian Prime Minister Vladimir Putin rides a horse during his vacation outside the town of Kyzyl in Southern Siberia on August 3, 2009." height="952" width="1268" msid="91870092" hostid="261"></div>The conjecture over Putin's health has emanated from a number of questionable sources.Ukraine's military intelligence chief, Major General Kyrylo Budanov, in <a href="https://news.sky.com/story/ukraine-war-military-intelligence-chief-optimistic-of-russian-defeat-saying-war-will-be-over-by-end-of-year-12612320">a mid-May interview</a> with Sky <keyword id="11893589" type="UNKNOWN" weightage="60" keywordseo="news" source="Orion">News</keyword> claimed without evidence that Putin has cancer and said that a coup to supplant the Russian leader was in motion. Meanwhile, ex-British spy Christopher Steele recently <a href="https://news.sky.com/story/ukraine-war-ex-british-spy-and-russia-expert-christopher-steele-backs-claims-vladimir-putin-is-ill-12612937">told Sky News</a> that Putin is "increasingly ill" and his leadership is in jeopardy. Steele — who's known for compiling the discredited dossier filled with <a href="https://www.businessinsider.com/steele-dossier-allegations-trump-russia-mueller-investigation-2019-1">salacious, unverified claims</a> about Donald Trump's Russia ties — cited unnamed "sources in Russia and elsewhere."Lawmakers in Washington like Sen. Marco Rubio of Florida, the top Republican on the Senate Intelligence Committee, have also chimed in. "I wish I could share more, but for now I can say it's pretty obvious to many that something is off with Putin," Rubio <a href="https://twitter.com/marcorubio/status/1497393912821915648?s=20&amp;t=Z7r4zpUqb74XR7yJIMAxYQ">said</a> in a tweet in late February. The fact that many of the recent claims on Putin's health have come from Ukraine's military intelligence chief, who might be trying to undermine the Russian leader's authority and sow discord in the halls of the Kremlin, offers fair reason to question their veracity.Reporting from the Russian outlet <a href="https://www.proekt.media/en/investigation-en/putin-health/">Proekt</a> has turned up evidence that Putin has chronic back problems, that he has repeatedly disappeared from public view for several days, and that he has at times traveled with an extensive medical team. But none of that behavior is especially unusual for a 69-year-old autocrat <a href="https://www.businessinsider.com/putin-signs-law-allowing-him-stay-in-power-russia-2036-2021-4?utmSource=twitter&amp;utmContent=referral&amp;utmTerm=topbar&amp;referrer=twitter">bent on staying in power for life.</a>The rampant speculation may also be a sign of wishful thinking that Putin's death would somehow end the brutal war, said Kevin Ryan, a retired US brigadier general and former defense attaché to Russia. Ryan said he's not seen "any evidence" that Putin is close to death or suffering from something that debilitates him, and emphasized that even if he died it wouldn't necessarily foster a ceasefire or end to hostilities in Ukraine."Of course everyone is going to die, but I don't think this war is the creation of only Putin," Ryan said, adding, "His death might affect its course, but the ruling circle which supported him will still be there."<h2>'This is all circumstantial'</h2><div type="image" title="Vladimir Putin scratching his head." height="1333" width="1777" msid="91870094" hostid="261"></div>A great deal of the theorizing over Putin's health has been a product of discussion over his physical appearance and behavior in public.<a href="https://www.dailymail.co.uk/news/article-10824485/New-footage-Putin-bizarrely-twisting-foot-adds-rumours-Vladimirs-health.html">British tabloids</a> and <a href="https://twitter.com/LouiseMensch/status/1517132397959077888?s=20&amp;t=kuB3PtjUaXI2rHzr7ZBZog">various commentators</a> have suggested Putin has Parkinson's disease, zeroing in on the Russian leader <a href="https://www.businessinsider.com/video-shows-putin-twitching-foot-prompts-new-illness-speculation-2022-5">tapping and twitching his foot</a> during meetings. Others have focused on Putin's face appearing more bloated than usual as potential evidence that his health is in poor shape. But these are not, by themselves, inherent signs of a serious medical condition."I can find no evidence that I can tell of parkinsonism in Putin," Ray Chadhuri, a neurologist at the University of London, <a href="https://www.dw.com/en/putin-and-parkinsons-what-experts-say-about-his-health/a-61597476">told DW</a> in April after viewing a video clip of Putin with Russian Defense Minister Sergei Shoigu that was at the center of the Parkinson's speculation. Former Director of National Intelligence James Clapper told Insider he was struck by recent images of Putin showing him with a swollen face, which he said raised questions as to whether the Russian leader might be receiving some form of treatment that's causing the swelling. But Clapper underscored that "this is all circumstantial," and said he doubts whether the US intelligence community "knows for sure whether he's ill or not.""That sort of info is traditionally very hard to come by," Clapper said, adding that it's still a "legitimate line of inquiry."
