How to check BSE Odisha class 10 exam result 2020

The Odisha government, here on Wednesday, cancelled examinations for all Class XII pending subjects, conducted by <keyword id="9497564" type="COMPANY" weightage="20" keywordseo="the-council-of-higher-secondary-education">the Council of Higher Secondary Education</keyword> (CHSE), due to the spread of Covid-19 in the state. It also announced an alternative method of assessment, similar to the one announced by <keyword id="3372335" type="COMPANY" weightage="20" keywordseo="The-Central-Board-of-Secondary-Education">the Central Board of Secondary Education</keyword> (CBSE). School and Mass Education Minister Samir Ranjan Dash said examinations for all the pending papers of all streams - arts, commerce, science and vocational education - had been cancelled. These examinations were scheduled between March 23 and March 28. As per the proposed assessment method, students who have appeared in more than three papers, their marks in the best three subjects will be considered for the pending paper. For students who have appeared in three papers, their highest marks in two subjects will be considered for the remaining papers. "If the students are not happy with their marks, they can appear for improvement in the examination after the Covid-19 crisis is over," said the Minister. The department would try to publish the results by July 31, he added.

Odisha government is going to reduce school syllabus of upto class 12 by 30%

<ul><li>The Supreme Court today announced that the remaining board examinations for both classes 10th and 12th will not be conducted in July. </li><li>The Council for the Indian School Certificate Examinations (CISCE) also said that it will follow CBSE’s decision on the final exams and result. </li><li>This may also lead to further deferment of the entrance examinations including JEE Mains and NEET — which are scheduled in July. </li></ul>The Supreme Court today announced that the remaining board examinations for both classes 10th and 12th will not be conducted in July. This was after the Central Board of Secondary Education (CBSE) told the bench led by Justice J AM Khanwilkar to <a href="https://www.timesnownews.com/education/article/sc-decision-on-cbse-cancelled-cbse-not-to-conduct-remaining-12th-10th-exams-in-july/611798">cancel the exams due to the coronavirus pandemic</a>. The board has already scrapped class 10th and 12th exams across nearly 250 schools abroad. Those students will be awarded marks based on the practical examinations or internal assessment. Meanwhile, the Council for the Indian School Certificate Examinations (CISCE) also said that it will follow CBSE’s decision on the final exams and result. The marks will be awarded on the basis of internal assessment, it said. The decision was long pending after the parents requested the apex court to consider scrapping the remaining exams and promote students based on internal assessment and the marks obtained in the exams that have already been conducted. Moreover, state governments including Maharashtra, Odisha and Delhi had requested the government to do away with the pending exams. The Union Minister Ramesh Pokhriyal held a review meeting with the National Testing Agency (NTA), School Education and Literacy department and CBSE to plan and discuss the examination schedule and reopening of schools on June 8. The exams scheduled between March 19 to 31 were deferred for both classes due to the lockdown and violence in Northeast Delhi. It was decided that the CBSE exams will be held from July 1-15. This may also lead to further deferment of the entrance examinations including JEE Mains and NEET. The government may postpone the two competitive exams after multiple requests from students, teachers and parents. As per the current schedule rolled out by the Ministry of Human Resource and Development (MHRD), the JEE Mains exam is scheduled between July 19 and July 23, while NEET entrance will be held on July 26, 2020. On the other hand, CBSE board has already directed schools to promote all the students — from class 1 to 9 and 11 — without examinations.

Centralised data on suicide released by the National Crime Records Bureau (NCRB) showed that the number of students' deaths by suicide has increased in the recent years. With a total of 13,089 cases of suicide by students, the latest data shows that compared to 2020, the number increased by nearly 4.5 per cent in 2021. Nearly half of them were reported from the five states -- Maharashtra, <keyword id="6355554" type="General" weightage="80" keywordseo="madhya-pradesh" source="Orion">Madhya Pradesh</keyword>, <keyword id="20154" type="General" weightage="80" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword>, Karnataka and Odisha. According to the data, of total suicides committed by students, 14.0 per cent were reported in Maharashtra (1,834) followed by 10.0 per cent in Madhya Pradesh (1,308), 9.5 per cent in Tamil Nadu (1,246) and 6.5 per cent in Karnataka (855). While the report doesn't mention any specific reasons behind suicides, it said that 'failure in examination' was one of the reasons. On September 8, a 22-year-old medical aspirant ended her life by jumping from the nineteenth floor of a tower in her society as she could not clear the National Eligibility Entrance Test (NEET)-UG examination. The incident was reported from at Greater Noida's JP Aman Society in Sector 151. As per reports, an initial investigation revealed that the girl was unhappy after the declaration of her NEET result. In a similar incident, a 19-year-old Chennai girl allegedly died by suicide in Tamil Nadu's Ambattur after she failed to clear the NEET exam. The girl took the extreme step just hours after the results were declared. On June 30, a medical aspirant allegedly died by suicide over the fear of NEET. The 19-year-old from Choolaimedu (Tamil Nadu) was preparing for the medical entrance examination. Similarly, on April 30, two 17-year-old girls allegedly committed suicide in separate incidents after failing to clear Class 12 board examination in Balaghat and Tikamgarh districts of Madhya Pradesh. As per the Union Ministry of Education, the government and the <keyword id="44171" type="General" weightage="80" keywordseo="ugc" source="Orion">UGC</keyword> have taken several initiatives to check the incidents of harassment and discrimination of students. University Grants Commission (Redressal of Grievances of Students) Regulations, 2019 have been formulated to safeguard the interests of the students. The UGC has also notified 'UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009' and issued circular for strict compliance of the Regulations. Further, the ministry has undertaken various steps such as peer assisted learning, introduction of technical education in regional languages for students in order to ease the academic stress. The government's Manodarpan initiative, covers a wide range of activities to provide psychological support to students, teachers and families for mental and emotional well-being during the Covid outbreak and beyond. In addition, institutions conduct workshops/seminars on Happiness and Wellness, regular sessions on Yoga, induction programmes, extracurricular activities including sports and cultural activities and appointment of Student Counsellors for overall personality development and de-stressing students. Further, students, wardens and caretakers are sensitised to bring to notice the signs of depression in fellow students to the authorities so that timely clinical consultation may be provided.

Fear of failure drove 13,089 students to suicide in 2021; Maha tops list

The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. (Eds: Adding details from order) New Delhi, Jul 13 () The Supreme Court Monday dismissed a plea seeking restrictions on devotees in this year's Amarnath Yatra pilgrimage due to COVID-19 pandemic, saying these issues fall within the "domain of the executive arm of the state".The apex court said the issue as to whether Amarnath Yatra 2020 should or should not be held is a matter which must be left to the "competence of the local administration" and any decision that is arrived at has to be "based on law and on relevant statutory provisions holding the field". A bench headed by Justice D Y Chandrachud observed that the principle of separation of powers requires that administrative decisions "must be taken where they are entrusted, namely by the executive arm of the state". The top court passed the order while hearing a plea filed by 'Shri Amarnath Barfani Langars Organisation' (SABLO) which had sought a direction to the Centre, Union Territory of Jammu and Kashmir and Shri Amarnathji Shrine Board to restrict access of pilgrims in the Yatra this year in wake of coronavirus outbreak. "Entertaining a writ petition under Article 32 at this stage would necessarily involve this court taking over an executive function of oversight over the local administration. We decline to exercise the jurisdiction under Article 32 to take over these powers under the rubric of judicial review," the bench, also comprising Justices Indu Malhotra and K M Joseph, said. "We have to respect principle of separation of powers," the bench orally observed during the hearing, while refusing to entertain the plea which had also sought a direction for 'live darshan' of Lord Shri Amarnath Ji Shrine by way of the internet and on television. In its order, the bench said the decision as to whether a pilgrimage should be permitted and, if it is permitted, the safeguards which should be observed, are matters which fall within the domain of the executive. "In arriving at a decision, the administrative authorities must bear in mind statutory provisions governing the field and policies and administrative circulars issued in pursuance of statutory provisions. An assessment of the situation will be based on ground realities. This assessment lies in the domain of the administrative functions of the state," the bench said. It said the duty of court is to step in where the decision making process is flawed by a failure to observe statutory or constitutional requirements and is either contrary to law or failure to take a decision results in a breach of a statutory duty or a fundamental right. "Once a decision is taken, its validity can be tested on procedural and substantive grounds including proportionality and manifest arbitrariness. The power to take a decision on whether a pilgrimage should take place in a given situation lies with the executive arm of the state," it said. The bench dealt with the contention of senior advocate Devdutt Kamat, appearing for the petitioner, that the top court had earlier put restrictions on the Puri Rath Yatra of Lord Jagannath. The apex court later modified the order to allow Rath Yatra at Puri, the bench said during the hearing. Referring to the order passed in Puri Rath Yatra matter, the bench said it indicated that order of restraint was premised on the information furnished to the court by the authorities that it was "well nigh impossible to ensure that there is no congregation." "It was on the basis of the affidavit that was filed by the state of Odisha and on the proposal of the Chairman of the Puri Jagannath Temple Administration that the modification was issued, subject to conditions," the bench noted while referring that order was later modified to allow the holding of Puri Rath Yatra. "This only goes to emphasise that the decision turned upon the view which was taken by the administration of the exigencies of the situation and on whether the religious congregation arising out of the procession at Puri could proceed in a safe and orderly manner," it said. Dealing with the issue raised in the plea concerning this year's Amarnath Yatra, the bench said, "The issue as to whether the Amarnath Yatra 2020 should or should not be held is a matter must be left to the competence of the local administration." It said the court will step in where parameters for judicial review arise. "The petitioners are at liberty to provide such inputs as they may be advised to furnish having regard to their experience of assisting in the pilgrimage in the past," the bench said. During the hearing, the bench observed, "We are ill-equipped to determine whether a Yatra should be held in a particular terrain or not." The Jammu and Kashmir administration, on July 5, had decided to permit Amarnath Yatra by restricting the number of pilgrims to 500 per day by road from Jammu to the 3,880-metre-high cave shrine. The Shrine Board is reportedly planning to allow the yatra for a period of 15 days only. The move was challenged by SABLO in the top court saying it will not be possible to carry out the norms of physical distancing, wearing of masks and other steps to prevent COVID-19 transmission at high altitudes. Kamat said during the hearing that the organization was not against the conduct of rituals pertaining to Yatra, but was only seeking to restrict participation of people from all over the country. Given the uncertainty in the current environment, <keyword id="6359483" type="DOMAIN" weightage="20" keywordseo="Crisil">Crisil</keyword> expects the steel demand to contract by 14-17 per cent for the fiscal considering that the nationwide lockdown is likely to continue through Q1 with some after effects in Q2. "The demand is expected to contract by 14-17 per cent assuming that the construction and production activities will begin at the end of the first quarter," the agency said. However, maintaining a pessimistic approach, assuming that partial lockdown continues through Q2 and construction activities and automobile production begin from Q2 FY21, demand contraction will increase to 22-25 per cent. "On a quarterly basis, steel demand would be a washout in the first quarter of this fiscal, given the pan-India lockdown that would hurt construction. All automobile plants have also been shut, which will further weaken demand prospects," the agency said. Also, since there is also no respite from the capital goods industry in the current scenario, demand will pick up only from the second half of this fiscal, it noted. Crisil further stated that a full-fledged recovery will take longer because of weak demand from infrastructure on account of lower capex by government, as funds are diversion towards health and public welfare. "Building and construction would contract this fiscal on account of weak demand from real estate and private individual home builders. Also, supply constraints for the automobile sector as well as muted demand with estimated gradual recovery only in the second half would lead to sluggish wholesale offtake," the agency said. However, it may be noted that on April 15 the government issued guidelines allowing construction activities in non-COVID-19 hotspots and has identified 170 districts as hotspots, while 207 districts as non-hotspots. Crisil further maintained that weakening capacity utilisation amid the virus outbreak would also weigh on industry capex, thereby dampening demand from the capital goods segment. "While demand would contract in the second quarter as well, pent-up demand release, especially in construction and infrastructure, would aid growth in the second half. No capacity additions are expected during the year since steel players have postponed capex plans," Crisil said. According to the agency, contracting demand growth will push the sector's utilisation level down further to 67-70 per cent (to be lower for electric arc furnace/induction furnace players), adding to the pain from the weakening to 76 per cent seen in fiscal 2020. Prior to the outbreak, 10 million tonne of steel capacity was expected to come on board in the second half of this fiscal. On steel prices, Crisil noted that global prices will continue to weaken amid slack demand. "While <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>'s activity picked up in March from its Covid-induced slump in February, steel demand in the first quarter of calendar year 2020 is estimated to have declined 30-40 per cent on-year. This has led to high inventory levels of 100 million tonne. While activities have begun to resume in China, we believe the demand would remain muted in the first half. "Property sales are also expected to drop significantly in 2020, thus crimping steel demand in China by 10-15 per cent for the year," it said. Moreover, the export market for China steel is almost non-existent as other economies grapple with Covid, leading to a four per cent year-on-year fall in prices to USD 486 per tonne for the first quarter of the year. "China steel prices are expected to correct further owing to weak demand, with the resultant fall in prices taking steel to USD 440-470 per tonne for 2020. This comes on 13 per cent decline in steel prices in China in 2019," it added. Crisil also expects EBITDA margin for the sector to contract by 100-150 basis points this fiscal. "Lower coking coal prices should limit margin erosion since prices would likely ease to USD 140-150 per tonne in 2020 from USD 177 per tonne in 2019. We expect iron ore prices to remain range-bound with an upward bias since tepid demand will offset the price rise owing to high bid premiums in Odisha auctions," it said.
