Finance Minister Nirmala Sitharaman on Tuesday announced a cut in customs duty on minerals such as lithium, copper and cobalt, which are critical for nuclear energy, renewable and other sectors, to give a fillip to the energy transition. In her budget speech in Lok Sabha, Sitharaman recalled that in the interim budget she had announced a strategy to sustain high and more resource-efficient economic growth, along with energy security in terms of availability, accessibility and affordability. "We will bring out a policy document on appropriate energy transition pathways that balances the imperatives of employment, growth and environmental sustainability," she said. Noting that minerals such as lithium, copper, cobalt and rare earth elements are critical for sectors like nuclear energy, <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword>, space, defence, telecommunications, and high-tech electronics, she proposed to fully exempt customs duties on 25 critical minerals and reduce BCD (basic customs duty) on two of them. This will provide a major fillip to the processing and refining of such minerals and help secure their availability for these strategic and important sectors, she said. She stated that energy transition is critical in the fight against climate change. To support energy transition, she proposed to expand the list of exempted capital goods for use in the manufacture of solar cells and panels in the country. Further, she stated that in view of sufficient domestic manufacturing capacity of solar glass and tinned copper interconnect, I propose not to extend the exemption of customs duties provided to them. Noting that steel and copper are important raw materials and to reduce their cost of production, she proposed to remove the BCD on ferro nickel and blister copper. "I am also continuing with nil BCD on ferrous scrap and nickel cathode and concessional BCD of 2.5 per cent on copper scrap," she said. About the PM Surya Ghar Muft Bijli Yojana, which was rolled out earlier this year, he informed the House that in line with the announcement in the interim budget, PM Surya Ghar Muft Bijli Yojana has been launched to install rooftop solar plants to enable 1 crore households obtain free electricity up to 300 units every month. The scheme has generated remarkable response with more than 1.28 crore registrations and 14 lakh applications, and we will further encourage it, he stated. She further stated that a policy for promoting pumped storage projects will be brought out for electricity storage and facilitating smooth integration of the growing share of renewable energy with its variable &amp; intermittent nature in the overall energy mix. She stated that nuclear energy is expected to form a very significant part of the energy mix for Viksit Bharat. Towards that pursuit, our government will partner with the private sector for setting up Bharat Small Reactors; research &amp; development of Bharat Small Modular Reactor and research &amp; development of newer technologies for nuclear energy, she informed the House. The R&amp;D funding announced in the interim budget will be made available for this sector, she added. The development of indigenous technology for Advanced Ultra Super Critical (AUSC) <keyword id="20421620" type="General" weightage="20" keywordseo="thermal-power" source="keywords">thermal power</keyword> plants with much higher efficiency has been completed, she informed the House. A joint venture between NTPC and BHEL will set up a full-scale 800 MW commercial plant using AUSC technology and the government will provide the required fiscal support, she added. Moving forward, the development of indigenous capacity for the production of high-grade steel and other advanced metallurgy materials for these plants will result in strong spin-off benefits for the economy, she pointed out. A roadmap for moving the 'hard to abate' industries from 'energy efficiency' targets to 'emission targets' will be formulated, she stated adding that appropriate regulations for the transition of these industries from the current 'Perform, Achieve and Trade' mode to 'Indian Carbon Market' mode will be put in place. She further stated that an investment-grade energy audit of traditional micro and small industries in 60 clusters, including brass and ceramic, will be facilitated. Financial support will be provided for shifting them to cleaner forms of energy and implementation of energy efficiency measures. The scheme will be replicated in another 100 clusters in the next phase, she stated. FM cuts customs duty on minerals critical for energy transition

Last week, the President of the United States, <keyword id="19919748" type="General" weightage="20" keywordseo="joe-biden" source="keywords">Joe Biden</keyword>, announced significant tariffs on a range of <keyword id="20139085" type="General" weightage="20" keywordseo="Chinese-products" source="keywords">Chinese products</keyword> to protect American workers from unfair trade practices. The targetted measures include a 100% tariff on <keyword id="6354973" type="General" weightage="20" keywordseo="electric-vehicles" source="Orion">electric vehicles</keyword>, a 50% tariff on semiconductors and solar cells, and a 25% tariffs on batteries, steel and aluminium products, some critical minerals, and essential health equipment like medical gloves, syringes and needles. In his address from the Rose Garden of the White House, Biden said America can continue to buy any kind of car they want, "but we're never going to allow China to unfairly control the market for these cars. Period." He claimed that the Chinese government has been investing state funds in various Chinese companies for years, spanning industries across the above-mentioned sectors. How does this brewing geopolitical <keyword id="20736760" type="General" weightage="20" keywordseo="trade-war" source="keywords">trade war</keyword> impact <keyword id="20742235" type="General" weightage="20" keywordseo="Indian-firms" source="keywords">Indian firms</keyword>? Experts say the impact could be in two ways, benefitting some sectors, while harming the few others. Let’s start with the bad news. <cmsannotation type="cmsannotation" annotationid="Threat to Indian firms" comment="subhead" text="Threat to Indian firms">Threat to Indian firms</cmsannotation> Beijing offers significant subsidies on most of these products, leading to surplus production that exceeds domestic and even regular export demand. Subsequently, Chinese companies are known to flood the global markets with surplus products at unreasonably low prices, forcing local manufacturers out of business in many countries, including <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword>. A prime example of this in practice can be found in the steel sector, where weak domestic demand is pushing the world’s largest steel producer China to offload surplus production into Indian markets at cheaper prices. Indian steel manufacturers are already struggling to compete with a glut of cheaper Chinese steel, with shipments nearly doubling year-on-year in the financial year ending March 2024. “India is already under grave threat of import because all major steel consuming economies are shutting their doors on these steel producing countries. We are highly vulnerable to surging and predatory import,” said Alok Sahay, secretary general of the Indian Steel Association, to Reuters. Global trade experts say that a majority of Chinese products are sold at unreasonably low prices in global markets because the companies in these sectors do not have to worry about profits. They are heavily subsidised by the Chinese government. <keyword id="20279291" type="General" weightage="20" keywordseo="Steel-Authority-of-India" source="keywords" meta.keywordsubtype="org" meta.entityname="Steel Authority of India" meta.hostid="261" meta.entityid="Steel Authority of India">Steel Authority of India</keyword>’s (SAIL) chairman Amarendu Prakash also said that they are keenly watching Chinese imports after the US tariff increases. Additionally, China has been accused of employing anti-competitive strategies like compelling foreign companies to transfer their technology in order to operate in China. These factors have led to the US effectively shutting its door on several Chinese products through heightened tariffs, and other developed markets like Canada are also likely to follow suit. White House also emphasised that it continues to consult with its partners and allies who are facing similar threats from China’s unfair trade practices and are keen on taking action. If more and more global markets restrict entry of Chinese products, the risk of the majority of such products being dumped in neighbouring India increases drastically. Trying to block Chinese excess production "is like squeezing a balloon. It shrinks in one place and pops out in another," William Reinsch, a trade expert at the Center for Strategic and International Studies in Washington, tells Reuters. <cmsannotation type="cmsannotation" annotationid="An opportunity also arises" comment="subhead" text="An opportunity also arises">An opportunity also arises</cmsannotation> While some products risk being dumped into the Indian market, in a few other cases, Indian firms could benefit from fresh openings in the lucrative US market. "Of the products affected, India has opportunities in face masks, PPE, syringes &amp;needles, medical gloves, aluminium, iron, and steel. Opportunity may come in China also with retaliation, provided we have market access in products targeted by China," Ajay Sahai, Director General of the Federation of Indian Export Organisations (FIEO), told ANI. However, China is not likely to retaliate against the US tariffs at the moment, say experts, though the country’s Ministry of Commerce said it would take 'resolute measures to safeguard its own rights and interests' "China's economy is fragile. With household spending and the property market on the wane, manufacturing for export markets is one of its few bright spots. Beijing will not want to cut off its nose to spite its face. More broadly, China is desperately trying to encourage new foreign investment. Rash retaliatory action could spoil its case," Moody's Analytics explained in a recent report. Out of China's USD 420 billion exports to the US, only USD 18 billion is impacted due to the latest hike in tariffs — representing slightly over 4% and therefore considered marginal. But Sahai says that this market will continue to grow with time and provides an opportunity to India and other competitors to chip in the supply gap. Ajay Srivastava, the founder of the Global Trade Research Initiative (GTRI), also echoes Sahai’s opinions. He emphasised that the increased duties on Chinese face masks, syringes, needles, medical gloves, and natural graphite offer a substantial opportunity for India, as quoted by ANI. "By ramping up production and export of these in-demand products, India could enhance its trade footprint in the US market," he added. In terms of products like electric vehicles and semiconductors, India remains a net importer, and therefore, may not be in a position to capitalise right now. In the long term, however, as India begins semiconductor production at scale in 2025, there will be opportunities to export some of it to the US and other European countries, offering fresh impetus for domestic manufacturing. As the security risks associated with importing Chinese semiconductors prompts more and more trade barriers from the Western countries, demand for supply from India is likely to grow. Efforts are already underway for the establishment of four large semiconductor plants in India, with three located in Gujarat and one in Assam. Last fiscal year, Indian exports to the US dipped marginally by 1.32 per cent to $77.5 billion as against $78.54 billion in 2022-23. The new development now gives an unique opportunity to turn the tide over the next few years. Overall, some sectors like steel and aluminium do face a serious challenge due to the fresh US tariffs on Chinese products. US-China tariff war could benefit several sectors in India while harming a few others

<ul class="summary-list"><li>Replenishment ships are essential to resupplying carrier groups at sea with fuel, food and bombs.</li><li>The US is overhauling its aging ships while China has built a dozen.</li></ul>Involved in nearly every crisis since World War II, aircraft carriers have been called upon to assure allies, deter enemies, and strike directly at hostile targets.Yet for all their importance, their missions would be impossible if not for the US Navy's unsung workhorses: replenishment ships.Replenishment ships loaded with food, fuel and bombs are the reason US carrier strike groups can stay at sea for months at a time. This capability is increasingly vital for the US Navy's chief competitor, China. With the <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-shrinking-china-biggest-fleet-shipbuilding-taiwan-2024-4">largest navy in the world</a>, its lack of overseas military bases only makes the need for this capability greater.But replenishment ships also form the weakest link in the chain of <a target="_blank" class="" href="https://www.businessinsider.com/us-vs-chinese-navy-aircraft-carriers-2024-5">American</a> and <a target="_blank" class="" href="https://www.businessinsider.com/chinas-new-aircraft-carrier-more-to-learn-to-match-us-2024-5">Chinese carrier</a> groups. Often unarmed and full of explosive cargo, they are prime targets for any hostile force.<div type="image" title="USNS Supply is one of the two largest combat logistics ships in the US Navy's Military Sealift Command." height="1500" width="2100" msid="115143523" hostid="261" sizebytes="299192"></div><h2 id="3d01aa20-7b10-4f31-9c1e-4e4a0f3254e6">US replenishment ships</h2>The US Navy's Military Sealift Command's Combat Logistics Force (CLF) operates 17 fleet replenishment oilers, 14 dry cargo/ammunition ships, and two fast combat support ships.These ships are built to deliver wet cargo (mainly aviation and diesel fuel) and dry cargo like ordnance, food, and spare parts. Though US carriers are nuclear-powered, their escort ships still run on diesel, and their <a target="_blank" class="" href="https://www.businessinsider.com/newest-us-navy-supercarrier-underway-with-all-airpower-first-time-2023-3">air wings</a> require aviation fuel.The most capable replenishment vessels in the CLF are the fast combat support ships of the <a target="_blank" href="https://www.navy.mil/Resources/Fact-Files/Display-FactFiles/Article/2174658/">Supply-class</a>, the largest combat logistics ships in the MSC fleet.Equipped with four cargo booms for loading cargo, they are capable of carrying 156,000 barrels of fuel, 1,800 tons of ordnance, 400 tons of refrigerated store, and 250 tons of other dry cargo.<div type="image" title="Fleet replenishment oiler Henry J. They have five fuel-at-sea (FAS) stations that utilize long flexible refueling hoses that travel on the tensioned wire, and six replenishment at sea (RAS) stations that move supplies via the horizontal wire pulley systems on the tensioned line. In addition, the Supply-class ships have a helicopter hangar and deck with space for two helicopters at the stern, enabling helicopter transfer known as vertical replenishment, or VERTREP.The FAS/RAS stations, combined with aerial resupply, enable Supply-class vessels to replenish up to four ships at once. Only two Supply-class ships, the USNS Supply and USNS Arctic, remain in service.The backbone of the CLF's refueling fleet are the <a target="_blank" href="https://www.msc.usff.navy.mil/Ships/Ship-Inventory/Fleet-Replenishment-Oiler/">Henry J. Kaiser-class</a> fleet oilers. Built between 1984 and 1996, the ships are 677 feet long, displace around 41,000 tons, and can carry up to 159,000 barrels of fuel.The Kaisers can refuel two warships simultaneously. They lack a helicopter hangar, but have a deck at the stern where helicopters from nearby ships can sling-load pallets.Fourteen Kaisers are in active service with the MSC.Though effective for refueling, the Kaiser-class has limited space for dry cargo — only enough for 586 pallets, including frozen and chilled food. The Navy relies on 14 Lewis &amp; Clark-class dry cargo/ammunition ships to fill in the gap.The Lewis &amp; Clark-class ships can carry a massive 8,391 tons of dry cargo, including 1,716 tons of refrigerated stores. They also have tanks capable of carrying approximately 25,000 barrels of fuel.<div type="image" title="An MH-60S Sea Hawk helicopter delivers supplies to the USS Dwight D. Eisenhower from the fast combat support ship USNS Arctic." height="1331" width="2000" msid="115143525" hostid="261" sizebytes="207016"></div>The Kaiser-class replacement effort kicked off in earnest in 2016, when the Navy signed a design and construction contract with General Dynamics, a leading defense contractor and shipbuilder that reported $11.7 billion in revenue in its third-quarter earnings.Five years later, the lead ship of the new John Lewis-class was christened.The 746-foot-long, double-hull ships can carry 162,000 barrels of fuel, 6,675 tons of dry cargo, and 1,716 tons of refrigerated stores. A helicopter deck at the stern also enables VERTREP.Three John Lewis-class oilers — USNS John Lewis, USNS Harvey Milk, and USNS Earl Warren — are in service, and a fourth, USNS Robert F. Kennedy, is set to begin sea trials soon. Another was recently launched and two more are under construction.The class will soon become the main fleet oiler. An order for six ships was made in 2018, with options for three more exercised in 2022 and 2023. In September, the Navy signed a $6.7 billion contract for eight more John Lewis-class oilers with General Dynamics's National Steel and Shipbuilding Company. The Navy hopes to have 20 of the vessels in total, supplemented by 13 yet-to-be-designed light replenishment oilers.<div type="image" title="The Hulunhu fast combat support ship is part of a new class that was built to service China's carrier strike groups." height="1060" width="2000" msid="115143528" hostid="261" sizebytes="205312"></div><h2 id="02ad4c6d-8c78-4ca1-ab92-1b32a6c75d25">China's replenishment ships</h2>The US Navy has over <a target="_blank" href="https://www.usni.org/magazines/naval-history-magazine/2018/june/century-replenishment-sea">100 years of experience</a> building and operating replenishment ships. China's experience began in the 1980s.Its first replenishment ships could only carry about 10,500 tons of fuel. As China's fleet grew in the 1990s, it searched for a stopgap measure and found it in the Qinghaihu, an oiler built in Ukraine that was intended for the Soviet Navy.Ultimately, the Chinese opted to pursue a new design for its next replenishment ships: the <a target="_blank" href="https://www.globalsecurity.org/military/world/china/qiandaohu.htm">Type 903-class</a> oiler.These ships can carry around 11,000 tons of cargo, including some 10,000 tons of fuel. Like the Qinghaihu, the Type 903s have a helicopter deck and helipad.Nine ships were built between 2002 and 2018, all of which are in service.The Type 903s form the backbone of China's replenishment fleet, but they are not the most capable. That title goes to the PLAN's Type 901-class fast combat support ships.The ships, which NATO designated the "Fuyu-class," are 787 feet long, displace 45,000 tons, have a helicopter deck and hangars, and are equipped with 5 FAS and 2 RAS stations. They are primarily meant to service China's carrier groups and can keep up as they are propelled by four gas turbine engines.The size, mission, and speed of the ships are comparable to the US Navy's Supply-class. Two Type 901s have been built: the Hulunhu and the Chaganhu.<div type="image" title="Replenishment ships like the Lewis and Clark-class dry cargo and ammunition ships are essential to carrier operations but are highly vulnerable to attack." height="1333" width="2000" msid="115143527" hostid="261" sizebytes="344510"></div><h2 id="e54916fd-474c-416c-9f6b-46ac068eead5">'Weakest link'</h2>The important role these ships play is hard to overstate.Between October 2023 and May 2024 in support of <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-weapons-expenditure-cost-middle-east-conflicts-2024-10">Red Sea operations</a>, for instance, USS Supply <a target="_blank" href="https://gcaptain.com/usns-supply-crew-honored-for-exceptional-service-in-red-sea-operations/">replenished</a> US and allied ships 143 times, transferring over 87 million gallons of fuel and 14,928 pallets of supplies in the process.The Henry J. Kaiser- and Lewis and Clark-class vessels also enabled the continuous presence of <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-carrier-strike-groups-significant-combat-power-middle-east-2024-8">two carriers in the Middle East</a>.The PLAN's oilers, meanwhile, have extended the reach of its warships. <a target="_blank" href="https://digital-commons.usnwc.edu/cgi/viewcontent.cgi?article=1007&amp;context=cmsi-notes">Its contributions to international anti-piracy efforts in the Gulf of Aden</a> have, since 2008, almost always been made up of two surface combatants and one oiler, enabling each task force to stay on station for 4 months.The new Type 901s are already proving their worth. Last year, the Type 901-class oiler Chaganhu supported the Shandong carrier group during a series of exercises near Taiwan, Guam, and in the South China Sea. This included 620 aircraft sorties in just 18 days, <a target="_blank" href="https://news.usni.org/2023/07/14/japan-releases-fighter-scramble-data-against-chinese-aircraft">according</a> to the Japanese Ministry of Defense.In all, <a target="_blank" class="" href="https://www.businessinsider.com/chinas-growing-navy-conducts-first-dual-aircraft-carrier-drills-2024-10">Shandong</a> spent about as much time at sea as any US carrier in the western Pacific that year, due in no small part to its replenishment ships.Yet replenishment ships are also the weakest link in each country's carrier groups. The most obvious reason is that they are almost completely unarmed, making them defenseless. Their defenses are instead provided by escort ships.They also face additional challenges unique to each country. The US, for instance, faces a manpower shortage, limited <a target="_blank" class="" href="https://www.businessinsider.com/new-us-navy-warships-delayed-photos-2024-4">shipyard capacity</a>, and an aging fleet with ships approaching the end of their expected service lives.Military Sealift Command employs mostly civilian merchant mariners, but now has a recruiting issue of its own.The manpower issue has been serious enough for MSC to <a target="_blank" href="https://news.usni.org/2024/08/22/navy-could-sideline-17-support-ships-due-to-manpower-issues">propose sidelining 17 of its ships</a> — including two Lewis &amp; Clark-class ammo ships and one Kaiser-class oiler — so their crews could be sent to serve on other vessels.The Kaiser-class itself is aging quickly. Four of the active oilers are already past their 35-year service lives, while one, USNS Pecos, departed for deactivation last month.Ships can have their service lives extended, but American shipyards appear unable to <a target="_blank" href="https://thehill.com/opinion/national-security/4624326-almost-all-navy-shipbuilding-is-hopelessly-behind-schedule-as-war-looms/">keep up with demand</a> for new ships and maintenance for active ones, with some estimating that the Navy is as many as 20 years behind in needed maintenance.The backlog may be why only one Kaiser-class oiler, <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-fired-captain-didnt-fix-steering-problem-near-miss-2024-9">USNS Big Horn</a>, was present in the Middle East during tensions between Israel and Iran in late September. This almost caused major problems when the ship accidentally <a target="_blank" class="" href="https://www.businessinsider.com/us-navy-fuel-ship-damaged-incident-middle-east-2024-9">ran aground</a> and could no longer operate, forcing the Navy to rely on two Lewis &amp; Clark-class ammunition ships for refueling duties despite their smaller capability. The incident exposed <a target="_blank" href="https://responsiblestatecraft.org/refueling-navy-middle-east/">just how fragile UNREP networks can be</a>.China, meanwhile, has just 12 oilers despite having the world's largest navy, which puts a considerable strain on those ships. Additionally, its logistical network is hampered by a lack of overseas naval bases, which can serve as refueling and resupply stations for the oilers.China has the <a target="_blank" class="" href="https://www.businessinsider.com/chinas-shipbuilding-power-players-making-warships-at-a-rapid-pace-2024-9">largest shipbuilding industry</a> in the world, however, enabling it to quickly build more oilers and convert some of its merchant ships into replenishment ships. US vs. Chinese replenishment ships: The workhorses that keep aircraft carriers operating

Ride the dragon.There was a moment of grace on Tuesday for investors, market analysts, and finance's top brass when Beijing <a target="_blank" href="https://www.businessinsider.com/china-economy-aggressive-monetary-stimulus-interest-rate-rrr-2024-9">announced measures</a> to try to reinvigorate China's croaking economy. Pan Gongsheng, a governor of the People's Bank of China, the country's central bank, announced that 800 billion yuan, or about $114 billion, would be injected into the stock market. Policymakers also said they were discussing raising a fund designed to stabilize stocks and announced rules allowing Chinese banks to keep less money in reserve, freeing up 1 trillion yuan to go out asloans. They also lowered the People's Bank of China's medium-term lending rate and key interest rates for banks and customers. Since the pandemic, China's leader, Xi Jinping, has done little to stop the bleeding in the country's property market or to get China's ailing consumers to start spending money again. The <a target="_blank" href="https://markets.businessinsider.com/index/shanghai_composite">Shanghai Composite</a> lost nearly a quarter of its value. <a target="_blank" href="https://www.businessinsider.com/china-xi-jinping-recession-economy-american-companies-profits-trade-war-2024-9">American companies in China are getting crushed</a>. Foreign investors are pulling record amounts of money out of the country. This week's announcements sent Wall Street into a state of rapture, hoping that the Chinese Communist Party is now, as in years past, prepared to catch a falling knife. The Golden Dragon index — a collection of Nasdaq-traded companies that do most of their business in China — rallied 9% following the announcements. Financial-news talking heads heralded this as a clear sign from Beijing that policymakers were getting real about stopping China's descent into a deflationary funk. There would be more mergers and acquisitions! Lower rates could mean more private-equity activity! The famous Beijing "bazooka" could finally be on the way!But honey, they are delusional.Xi's Beijing lacks the will and the power to turn China's economy around. At the heart of its problems is a lack of consumer demand and a property market going through a deep, slow-moving correction. Xi is ideologically opposed to jump-starting consumer spending with direct stimulus checks. No will. As for the power, Goldman Sachs estimated that <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-04-15/china-real-estate-crisis-private-builders-face-553-billion-gap-to-finish-homes?sref=E0nAM78N">returning China's apartment inventory to 2018 levels</a> would require 7.7 trillion yuan. China's property market is so overbuilt and indebted that the trillions in stimulus needed to fix the problem — and make the local governments that financed it whole again — would make even a rapacious fundraiser like <a target="_blank" href="https://www.businessinsider.com/how-much-sam-altman-wants-seven-trillion-openai-compare-costs-2024-2">OpenAI CEO Sam Altman blush</a>. The "stimulus" China's policymakers are offering is a drop in a well, and they know that. Wall Street should too. But I guess they haven't learned.The measures the CCP announced are intended to make it easier for Chinese people to access capital and buy property, but access to debt is not the problem here. People in the country do not want to spend money because they are already sitting on large amounts of real-estate debt tied to declining properties. Seventy percent of Chinese household wealth is invested in property, which is a problem since analysts at Société Genéralé found that housing prices have fallen by as much as 30% in Tier 1 cities since their 2021 peak. Land purchases helped fund local governments so they could spend on schools, hospitals, and other social services — now that financing mechanism is out of whack. Sinking prices in these sectors, or what economists call deflation, has spread to the wider economy. The latest consumer price inflation report showed that prices rose by just 0.3% in August compared to the year before, the lowest price growth in three years, prompting concerns that deflation will take hold, spreading to wages and killing jobs. Given that context, many Chinese people are not eager to spend. Consumers are trading down to <a target="_blank" href="https://www.businessinsider.com/china-economy-so-bad-people-wont-buy-cheap-alibaba-items-2024-7">cheaper products</a>, and second-quarter retail sales grew by only 2.7% from the previous year. In a recent note to clients, the business surveyor China Beige Book said that business borrowing had barely budged since all-time lows in 2021, during the depths of the pandemic. Bottom line: It doesn't matter how cheap and easy it is to access loans if no one wants to take one out."These mostly supply-side measures would certainly be helpful if the problem in China was that production was struggling to keep up with growth in demand," Michael Pettis, a professor of finance at Peking University and a Carnegie Endowment fellow, said in a recent post on X. "But with weak demand as the main constraint, these measures are more likely to boost the trade surplus than GDP growth."The most direct way to spur demand in a deflating economy is to send checks to households. But again, <a target="_blank" href="https://www.businessinsider.com/china-xi-jinping-recession-economy-american-companies-profits-trade-war-2024-9">Xi doesn't want to do that</a>. The Chinese president <a target="_blank" href="https://archive.nytimes.com/sinosphere.blogs.nytimes.com/2013/10/30/a-lonely-passion-chinas-followers-of-friedrich-a-hayek/">is a follower of the Austrian economist Friedrich Hayek</a>, who believed that direct stimulus distorts markets and leads to uncontrollable inflation. This flies in the face of what economists would recommend for China's situation, but those who criticize the way Xi does things <a target="_blank" href="https://www.businessinsider.com/zhu-hengpeng-china-economist-disappears-after-criticizing-xi-jinping-wechat-2024-9">tend to disappear</a>.It's clear that Beijing's recent moves won't solve China's core economic problems. And Wall Street's excitement misses another key problem: The measures aren't even all that big. Call it a bazooka or a blitz or whatever, but this stimulus is tiny compared with what we've seen from the CCP in the past. In 2009, the government <a target="_blank" href="https://www.businessinsider.com/get-ready-for-a-epic-stimulus-spending-out-of-china-in-the-final-couple-weeks-of-december-2009-12">dropped 7.6 trillion yuan</a> to save the economy during the global financial crisis. In 2015, it injected over $100 billion into ailing regional banks and devalued its currency to <a target="_blank" href="https://www.businessinsider.com/china-currency-devaluation-a-sign-of-weakness-2015-8">boost flagging exports</a>. The CCP has shown that it's willing to take dramatic action to stabilize the economy. The price of that action, though, is massive debt built up all over the financial system, held especially by property companies, state-owned enterprises, and local governments. In the past, monetary easing calmed gyrations in the financial system, but growth has never been this slow, and debt has never been this high. The problem does not match the price tag here.The Chinese Communist Party has a bubble on its hands, and it doesn't want to blow much more or see it burst in spectacular fashion. Plus, there's Xi, who seems fairly uninterested in restructuring the property market. He wants government investment to focus on developing frontier technology and boosting exports to grow the economy out of its structural debt problems. But those new streams of income have yet to materialize for China, and establishing them will take time and working through trade conflict, principally with the US and the European Union. Consider the easing measures we're seeing as something like a moment for markets to catch their breath — a respite from what has been a constant stream of bad economic news. International travel has thus been eased by the steady growth in affordable technology, states the paper. It further states that the government administration and the tourism industry stakeholders in India may undertake various strategic interventions to promote the outbound tourism market. Speaking at the launch of the report, Mary M Mutuku, Deputy High Commissioner of Kenya to India said that Kenya is not only committed to deepen the relations between India and Kenya but also promoting Kenya as a preferred tourist destination. "Currently, the India market is among the top 5 Kenya's key sources of tourists, and this has the potential to grow even further," she said in her brief address. To attract more <keyword id="110519" type="General" weightage="20" keywordseo="Indian-tourists" source="Orion">Indian tourists</keyword> to Kenya, Mutuku stated that Kenya has put in place the necessary infrastructure to ease travel in the country. Rate hike and cuts impacts foreign investments Generally, large institutional investors borrow funds from the US and other developed economies, and invest in India, China and other emerging countries, anticipating economic growth, and hence, potential for increased returns in the times to come. This influx of funds is crucial for growing countries, since they use it to develop their infrastructure, which will in turn, bolster their economic growth. The cost of raising funds from countries like US is relatively cheaper, given the interest rates here are not very high. On the other hand, borrowing costs in emerging countries like India are higher. At present, India's repo, or borrowing rate, at which banks borrow funds from <keyword id="19899808" type="General" weightage="20" keywordseo="rbi" source="keywords">RBI</keyword>, stands at 6.5%. While this may seem like a trivial difference, it decides the fate of trillions of dollars of investments. Even a 25-basis point hike or cut could bring about a significant difference when such huge sums are involved. So, when Fed decides to hold the interest rate stable, or hike the same, it makes borrowing to invest in international markets expensive for investors. At the same time, it makes investing in US treasury bonds more lucrative and economically favorable, since investors are set to earn higher returns from them. As a result, investors rush to withdraw their money from other economies, and invest it in their own country i.e. the US. For instance, in January 2024, Fed decides to keep the interest rate stable between the range of 5.25% to 5.5%. As a result, <keyword id="19991358" type="General" weightage="20" keywordseo="Indian-markets" source="keywords">Indian markets</keyword> saw an outflux of foreign investment that month, with investors withdrawing Rs 6,593 crores from markets. Between March 2022 and July 2023, the Fed hiked interest rates about 11 times. As a result, during FY23, foreign investors remained net sellers, liquidating Rs 40,936 crore from Indian markets. When Fed decides to slash rates, which makes borrowing cheaper, investors are encouraged to raise more funds, and invest more heavily in developing countries. This anticipation of funds stimulate the stock markets in a positive manner, which is why it is beneficial situation for countries like India, which, eventually, see greater investments from US and other economies. China and India are generally seen as favorite destinations for investors. With the Chinese economy in doldrums at the moment, India can expect higher foreign direct investments (FDI) in the months to come. Just yesterday, China cut down interest rates on about $5 trillion worth of its outstanding loans, in a bid to spur consumption and borrowing in the economy. But do not expect any immediate boosts in the equity market, as many experts caution. There have been many instances in the past where rate cuts did not boost equities immediately. This is because rate cuts are not the sole factor driving investments. If the corporates report slowed earnings, or weak growth, investors are bound to be discouraged from investing in the country. Your best bet is to invest in sectors which have traditionally withstood market downturns, like insurance, telecoms and pharmaceuticals, and reduce exposure to sectors which are significantly affected by market cycles (think PSUs, auto, metals etc).
