China has taken a sudden turn toward "gross aggression" against its neighbours, including India, and in the Indo-Pacific, a senior administration official said after the conclusion of the Quad ministerial in Tokyo, wherein the leaders vowed to coordinate in ensuring peace and stability of the strategically vital region. The foreign ministers from the Indo-Pacific nations known as the Quad group - the US, Japan, India and Australia - met in Tokyo on Tuesday in what was their first in-person talks since the coronavirus pandemic began. I mean, if you look at the conflict in the Himalayas between China and India, something that has been in the past handled according to unspoken or unwritten rules to prevent these things from getting out of control, and then you look at what happened here recently, where you've got actually people beating each other to death," the official said. "If you look at the single thing that's driving all this, it's a sudden turn toward gross aggression by the Chinese government in its entire periphery. India and China are locked in a nearly five-month-long border standoff in eastern Ladakh China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its man-made islands in the past few years. Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counterclaims. In the East China Sea, China has territorial disputes with Japan. The South China Sea and the East China Sea are stated to be rich in minerals, oil and other natural resources. They are also vital to global trade. Although the US lays no claims to the disputed waters, it has challenged China's growing territorial claims in the South China Sea by deploying warships and fighter jets to assert freedom of navigation and overflight patrols in the strategically vital region. Another US official said that the Chinese aggression certainly draws a big part of this. "But it's also about the different models that we stand for, democratic countries and an authoritarian model, and which ones will be sort of more successful in the long run. We obviously believe ours is the one to follow to ensure that countries can best deal with the problems that they face and the common challenges that we have," the official said. In Beijing there seems to be a race to get to certain goals, the official said. "They talk about their 2021 centenary goal, their 2035 goal, and their 2049 goal. They're accelerating. There's also been this unfortunately bashing of nationalism inside the People's Republic of China by the government, which then corners it to do things that it otherwise would have been able to back down from," the official said. A third official said that the problem also has to be framed correctly. "This isn't about a US-China dispute. This is about the free world versus Chinese authoritarianism. The secretary (Pompeo) speaks frequently about that, and that's the way he framed his discussions, and there was a lot of agreement around that table," he said. As a growing power, they need to understand that there are things that great powers do. They participate in arms talks when they have a nuclear capability with delivery systems. "These are all things that we've talked about they talk about, again, the US versus China," the official said. "It's everybody is saying if you're going to have these capabilities and if you're going to have this economic power - WTO, you should use it in ways that are acceptable to everybody and not exclusively for your benefit as part of a global system," the second official said. The Quad ministerial lasted for about three hours in Tokyo, during which the leaders discussed topics of mutual interest and concern. It is often preceded by muscle fatigue or soreness, according to Dr. Jane Moran, who chairs the International <keyword id="13106410" type="UNKNOWN" weightage="60" keywordseo="skating" source="Orion">Skating</keyword> Union (ISU) Medical Commission.Dr. Moran added that Usacheva type of injury is common among skaters during puberty, when the growth-plates are still open. "Training for adolescents must be adjusted during this period of their development," Dr. Moran said.Tutberidze's athletes' prime medal-winning years coincide with this period of development. Figure skating coaches generally try to avoid training potential competitors; but Tutberidze has made it a central part of her winning strategy. "They are like a stable of thoroughbreds competing and pushing one another," says Canadian skating official Ted Barton of the extremely disciplined training environment Tutberidze has created. After failing to find a coach willing to train her to jump, she switched to ice dance and signed on for a 36-city U.S. tour with the Russian Ice Ballet. When visa trouble and disappeared investors left them stranded and penniless in Oklahoma City, they found themselves in 1995 at the Oklahoma City YMCA. On April 19, 1995, when a bomb was set off at the Alfred P. Murrah Federal Building – just across the street from the YMCA – the entire troupe barely escaped with their lives. Tutberidze said she emerged from the building still holding her toothbrush, only to find a chaotic scene of injured people and cars on fire. "Russian women were always strong, but never as dominant until Eteri came along," Valeri Prudsky, one of the skaters Tutberidze was with during the 1995 bombing, said. "She made it happen for the women, she changed the world around."Prudsky is in awe of her staggering success and accolades. In 2018, President Vladimir Putin awarded Tutberidze with the<a href="http://kremlin.ru/supplement/5369/print"> Order of Honour</a> for her contributions to the sport in Russia. It's easy to forget that Tutberidze's dominance marks a<a href="https://www.nytimes.com/2014/02/05/sports/olympics/in-russia-skating-booms-again.html"> significant shift</a> in the world standings: the American women's figure skating heyday of the 90's when skaters like Michelle Kwan were able to hold their own against Russian counterparts, gave way to a strong Japanese field in the 2000's. Russian women didn't win their first Olympic gold until after Tutberidze was promoted to head coach in 2013. They've been winning ever since.Prudsky, who came up in the same elite Soviet figure skating schools as Tutberidze in Moscow in the 1980s, described Tutberidze as a skater of only modest talent, but great work ethic. He says the key to Tutberidze's success is her ability to seek out students who share her hyper-competitive work ethic. "She can push them to do things they did not know they could do," Prudsky said.<h2>The original Quad Queen</h2>Surya Bonaly, who rose to fame in the 90s for performing backflips, is proud of her lesser-known achievement: in 1992, she became the first woman to attempt a quad on Olympic ice. Jaishankar and Pompeo are in the Japanese capital to attend a ministerial meeting of the Quad or Quadrilateral coalition comprising India, the US, Australia and Japan. In November 2017, the four countries gave shape to the long-pending proposal of setting up the "Quad" to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence. India will be the most consequential partner for the US in the <keyword id="1551039" type="PERSON" weightage="20" keywordseo="Indo-Pacific">Indo-Pacific</keyword> this century, <keyword id="209172" type="POSITION" weightage="20" keywordseo="US-defence-secretary">US Defence Secretary</keyword> <keyword id="4786381" type="PERSON" weightage="20" keywordseo="mark-esper">Mark Esper</keyword> said Tuesday ahead of the 2+2 Ministerial Dialogue between the two countries next week. Esper on Tuesday told a Washington audience that he and the Secretary of State Mike Pompeo would be travelling to New Delhi next week for the 2+2 Ministerial with their respective Indian counterparts Defence Minister Rajnath Singh and External Affairs Minister <keyword id="491850" type="PERSON" weightage="20" keywordseo="S-Jaishankar">S Jaishankar</keyword>. The exact dates of the ministerial have not been officially announced yet. "Secretary Pompeo and I will be there next week. It's our second 2+2 with the Indians, the third ever for the United States and India. And it's very important. India will well be the most consequential partner for us, I think, in the Indo Pacific for sure in this century," Esper said in response to a question during a webinar organized by The Atlantic Council think-tank. To another query, he said, "India is the world's largest democracy, a very capable country, very talented people. And they face of every day with the Chinese aggression in the Himalayas specifically along that Line of Actual Control." "So, like so many other countries in that region, I've spoken with them (Indians). I've travelled from Mongolia all the way down south to New Zealand and Australia, from as far as Thailand to Palau in the Pacific island countries. They'll recognize what China is doing," he said, adding that in some cases, it's very overt, and in many more cases it's very opaque, what they're doing. "But they are putting political pressure, diplomatic pressure, and in some cases like India, military pressure on countries to bend to their way. We just can't put up with that. We need all countries to follow those international rules-based order, to follow the norms that have served us so well," Esper said. The issue is not about China's rise, it's all about how they rise, said the Defense Secretary. "That's what we talk about in all these forums. Last week we had a Five Eyes Forum, right, the US, New Zealand, UK, Canada, and UK. Anyways, we have the Five Eyes Forum and we talked about the challenges in the Indo-Pacific and how do we cooperate together, how do we confront these challenges to sovereignty, to the international rules-based order, to freedom of navigation," he said. The Indo-Pacific is a biogeographic region, comprising the Indian Ocean and the western and central Pacific Ocean, including the South China Sea. China claims nearly all of the South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam claim parts of it. "So, you see a lot more closer collaboration come out, and this will be reflected in our meetings next week in New Delhi as well when we travel there," Esper said, adding that there are a number of things that the US has been discussing with the Indians for some time. "We've made good progress on a number of them, but we'll release information on that when it's appropriate," Esper said. Formed in 2018, the 2+2 Ministerial Dialogue meetings reflect the two country's ever increasing convergence on the strategic issues. "Last year, we conducted our first ever tri-service military exercise, Tiger Triumph, with India. And in July, the USS Nimitz conducted a combined exercise with the Indian Navy as it transited the Indian Ocean. We also held our first-ever US-India defense cyber dialogue in September as we expand our collaboration into new domains. Together, these efforts will strengthen what may become one of the most consequential partnerships of the 21st century," Esper said. The United States, Japan, India and Australia are likely to sign an agreement to take steps to build secure semiconductor chip supply chains when they meet in Washington for the Indo-Pacific Quad summit next week, according to a report Japans Nikkei newspaper. The move is aimed at reducing the dependence for semiconductor chips on an increasingly assertive China. Prime Minister Narendra Modi will be attending the first in-person Quad summit to be hosted by U.S. President Joe Biden in Washington. The Nikkei report is based on a draft of the joint statement that is expected to be issued at the summit. The draft says that in order to create robust supply chains, the four countries will ascertain their semiconductor supply capacities and identify vulnerability. The statement also says the use of advanced technologies should be based on the rule of respecting human rights, the newspaper said on its website. The <keyword id="10389950" type="General" weightage="20" keywordseo="chip-shortage" source="Orion">chip shortage</keyword> is worldwide and even Indian auto and smartphone manufacturing companies have been affected. The U.S. Senate has already approved by an overwhelming majority the legislation to provide a staggering $190 billion package to beef up the country's ability to compete with Chinese technology. The bill authorises the largest ever funding in American history for technology research, semiconductor development and manufacturing, as well as subsidies for robot makers and chipmakers. The computer chip shortage has hit automobile production in major US companies such as GM at a time when global demand is reviving. U.S. Commerce Secretary Gina Raimondo has said the funding is on a scale that could enable the setting up of as many as seven to 10 new U.S. semiconductor plants. US President Joe Biden is continuing with his predecessor Donald Trump's hard line as far as China is concerned. He has blacklisted over 50 Chinese companies because of their links to Beijing's "military-industrial complex." US companies and investors are barred from entering into any deals with these companies.
