Amid border tension at eastern Ladakh, <keyword id="9949871" type="UNKNOWN" weightage="20" keywordseo="chinese-construction-activities">Chinese construction activities</keyword> were observed near the border at Uttarakhand. "Hut-like structures on the Chinese side, very close to Tinkar-Lipu pass of Nepal, were observed," sources said on Wednesday. "It was also found that China is engaged in construction activities in Chinese side of the General Area of Jojo village, Champa Maidan. The Jojo village is approximately seven to eight kilometres from Tinkar-Lipu pass of Nepal," said sources. Indian security agencies are now keeping close watch on movements of Chinese People's Liberation Army troops near Uttarakhand borders touching Nepal. With escalation in India and China border tension, Indian intelligence had flagged earlier that the Nepal government has directed its forces to "closely monitor" the activities of <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> at Lipulekh area. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. Nepal government's Ministry of Home Affairs issued directions to Nepalese Armed Police Force (NAPF) to closely monitor Indian Army activities in the general area of Lipulekh. Further at Lipulekh, 44 battalion of the NAPF have been deployed. It was also found that China has increased its troop deployment at Lipulekh. China has deployed 150 Light Combined Arms Brigade. The brigade was moved in August from towards the Lipulekh tri-junction. They have reinforced troops in Pala, around 10 km from the border. It was India's road construction to the Lipulekh area at 17,000 feet that had sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was aimed at shortening the travel time for pilgrims visiting the Kailash Mansarovar. Following this, Nepal brought out a new political map showing the contested area as its own. Nepal is also constructing more than 200 new border posts at Indo-Nepal border. Currently, Nepal has 130 permanent border posts. India and China are locked in a more than four-month-long standoff at multiple points, hitherto unprecedented along the border. China had changed the status quo on the Line of Actual Control at various places, moving inside Indian territories. India has objected to it and is taking up the matter with China at all levels. US and Indian troops are teaming up for tough training in the Himalayas near a tense border with China

India has reoriented around 50,000 troops whose main focus will be the disputed border with China. Sources said that the Mathura-based 1 strike Corp, earlier tasked to cross the western borders into <keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword>, has been reoriented from its position to disputed border areas with China. In addition to this, in the Central Sector - the least disputed portion of the border running along with Himachal Pradesh, Uttarakhand to Nepal, deployment has also been strengthened with at least division level troops. A Division of the Indian Army has at least 10,000 troops. The Panagarh based Mountain Strike Corps has been assigned to the Eastern sector of the border. The XVII Mountain Strike Corps, also called the Brahmastra Corps, has been assigned to hit back along with the eastern sector when the need arises. The Mountain Strike Corps was cleared by the <keyword id="6356303" type="COMPANY" weightage="20" keywordseo="Centre">Centre</keyword> about a decade ago but it had only one Division attached to it so far. The government is taking all requisite steps for strengthening of the Mountain Strike Corps. This reorientation of the troops will lessen the soldiers dedicated solely to Pakistan but at the same time, more acclimatized troops who can shift from the northern border to the western border with Pakistan will be available to Indian military planners. This gives the Indian defence establishment a higher level of maneuverability and flexibility vis-a-vis its neighbours. The reorientation comes when China is refurbishing its existing air-fields in Tibetan Plateau that will allow twin-engines fighter aircraft to be stationed, sources said. In addition, China has also brought troops from the Tibet Military region to the <keyword id="46500" type="LOCATION" weightage="20" keywordseo="Xinjiang">Xinjiang</keyword> region -- which largely extends from Karakoram pass to down south Uttarakhand. Further, they have deployed larger numbers of long range artillery and are rapidly building infrastructure in the Tibetan Plateau. India reorients around 50,000 troops to focus on the disputed border with China

After Pakistan, China is also creating a dispute at the border with India as if it was part of a "mission", Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said on Monday, as Indian and Chinese troops remain locked in a standoff in eastern Ladakh for over five months. The defence minister, speaking at an online event after inaugurating 44 bridges, said India is not only facing the situations along the frontiers resolutely, but it is also bringing in major development including in border areas. "You are well aware of the conditions created along our northern and eastern borders. First it was Pakistan, and now also by China, as if a border dispute is being created under a mission. We have a border of about 7,000 km with these countries where the tension continues," Singh said. The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir. A majority of these bridges are expected to significantly improve movement of troops in areas along the border with China in Ladakh, Sikkim and Arunachal Pradesh sectors, officials said. Both India and China held a series of diplomatic and military talks to resolve the border standoff. However, no breakthrough has been achieved to defuse the situation. Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development. The defence minister also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. This 450 metre-long tunnel would ensure all-weather connectivity across Nechiphu pass. The bridges inaugurated by Singh included 10 in Jammu and Kashmir, eight in Ladakh, two in Himachal Pradesh, four each in Punjab and Sikkim and eight each in Uttarakhand and Arunachal Pradesh. In his address, Singh complimented the Border Roads Organisation (BRO) for their achievements in improving infrastructure in border areas and said that dedication of 44 bridges in one go in itself was a record. He said the annual budget of BRO that varied from Rs 3,300 crore to Rs 4,600 crore in years between 2008 and 2016, saw a substantial rise and is pegged at over Rs 11,000 crore in 2020-21. "There was no reduction of this budget despite COVID-19," he said Singh said construction of the bridges will benefit both the civilian population as well as the military in the areas. "Our armed forces personnel are deployed in large numbers in areas where transport is not available throughout the year," he said, noting improvement in border infrastructure will significantly help armed forces. "These roads are not only for strategic needs, but they also reflect equal participation of all stakeholders in the development of the nation," Singh said. The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period. The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates. "I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added. Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes. The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region. India-China border dispute created as if part of a 'mission', says Indian Defence Minister

Military options on the table if India-China talks fail says Chief of Defence Staff General Bipin Rawat

As China's commitment for disengagement at the border in Eastern Ladakh remains unsatisfactory, India has directed its armed forces to prepare for a long haul, sources said on Tuesday. The revelation came during a review meeting on Tuesday afternoon in the South Block as deliberation took place over the fifth round of Corps Commander level talks. The members of the China Study Group along with Defence Minister Rajnath Singh and External Affairs Minister S. Jaishankar met to discuss the results of dialogue during the fifth round of Corps Commander level talks. Sources said that Chinese disengagement plan at <keyword id="1255425" type="PERSON" weightage="20" keywordseo="Pangong-Lake">Pangong Lake</keyword> and Depsang remains "unsatisfactory". It was also decided that there was no question of diluting India's stand. "Future strategies for disengagement at the border to be chalked out and till then forces have been told to plan for a long haul," said a source privy to the meeting. It was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km Line of Actual Control (LAC). The fifth round of talks took place between the 14 Corps commander Lt General Harinder Singh and South Xinjiang Military District chief Major General Liu Lin at Moldo on August 2 and it lasted for 10 hours. India found that the Chinese side has started the build-up in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Intelligence agencies also alerted that China has also mobilised soldiers near Uttarakhand's Lipulekh Pass, a tri-junction between India, Nepal and China situated atop the Kalapani Valley. India had urged China to remove forces from Pangong Lake and Gogra where disengagement has not taken place. At Pangong Lake, China has strengthened their positions between Finger-5 and 8, and India is to take up this move very strongly. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. The People's Liberation Army (PLA) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The Chinese troops are also in Depsang which continues to block Indian soldiers from going to their traditional patrolling in the region. The Depsang Plains, a table-top plateau to the north of Galwan, remains a major hotspot due to its strategic location providing access to the logistical hub and airstrip at Daulat Beg Oldie and the critical Karakoram Pass in the north. Since the PLA troops are not moving back as per consensus, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> has kicked off the massive logistical exercise for advance winter stocking with rations, specialised clothing, prefabricated shelters, Arctic tents and other equipment to maintain. India has deployed over 35,000 troops in Ladakh. China is not complying with the roadmap for a complete pullback that was drawn out during the Corps Commander level meet on July 14. Indian Army plans for the long haul as talks with China remain unsatisfactory

Army chief Gen MM Naravane will arrive in Nepal on Wednesday on a three-day crucial visit, which Indian officials here say will deepen the long-standing bonds of friendship between the two armies and provide an opportunity for both sides to explore avenues to further strengthen bilateral defence partnership for mutual benefit. Naravane's visit is largely aimed at resetting relations with the Himalayan nation after the ties came under severe strain following a bitter border row. Gen Naravane is visiting Nepal at the official invitation of Nepal Army chief Gen Purnachandra Thapa. Indian Embassy spokesperson Naveen Kumar said that Gen Naravane's visit "will deepen the long-standing and customary bonds of friendship between the two armies." "His visit will provide an opportunity for both sides to discuss the bilateral defence partnership and explore avenues to further strengthen it for mutual benefit." Gen Naravane will pay homage at the martyrs' memorial at the Army Pavilion on Thursday morning and receive a guard of honour at the Nepal Army headquarters, according to Nepal Army sources. He will hold formal talks with his Nepalese counterpart at the Nepal Army headquarters on Thursday. Mutual interests between the two armies and bilateral relations will mainly feature during the talk, Nepal Army sources said. The <keyword id="78682" type="PERSON" weightage="20" keywordseo="Indian-army-chief">Indian Army chief</keyword> will also gift an ambulance and medical equipment for a mobile field hospital to be operated by the Nepal Army. He will also hold interaction with senior officials at the Nepal Army headquarters. He will also pay a courtesy call on President Bhandari after the ceremony. Gen Naravane will attend a dinner reception hosted by Nepal Army chief at Nepal Army headquarters. Gen Naravane will address the student officers at the Army Command and Staff College at Shivapuri, in the outskirts of Kathmandu on Friday morning. In the afternoon, Gen Naravane will meet Prime Minister and Defence Minister K.P Sharma Oli at the Prime Minister's Official Residence at Baluwatar before wrapping up his visit. "I am delighted to be visiting Nepal on their kind invitation and to meet my counterpart Gen Purna Chandra Thapa, Chief of the Army Staff of the Nepali Army. I am sure this visit will go a long way in strengthening the bonds of friendship that the two armies cherish," Gen Naravane said in New Delhi ahead of the visit. The Chief of Army Staff said he was also grateful for the opportunity to call on Prime Minister Oli. India's decision to send the Army Chief to Nepal to reset the ties is seen as part of a larger exercise by New Delhi to rejuvenate relations with Myanmar, the Maldives, Bangladesh, Sri Lanka, Bhutan and Afghanistan in the wake of greater efforts by China to expand its influence in the region. The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8. Nepal protested the inauguration of the road claiming that it passed through its territory. Days later, Nepal came out with the new map showing Lipulekh, Kalapani and Limpiyadhura as its territories. After Nepal released the map, India reacted sharply, calling it a "unilateral act" and cautioning Kathmandu that such "artificial enlargement" of territorial claims will not be acceptable to it. In June, Nepal's Parliament approved the new political map of the country featuring areas which India maintains belong to it. In its reaction after Nepal's lower house of parliament approved the bill, India termed as untenable the "artificial enlargement" of territorial claims by the neighbouring country. India said Nepal's action violates an understanding reached between the two countries to resolve the boundary issues through talks. Nepal Prime Minister Oli has been asserting that Lipulekh, Kalapani and Limpiyadhura belong to Nepal and vowed to "reclaim" them from India. The Lipulekh pass is a far western point near Kalapani, a disputed border area between Nepal and India. Both India and Nepal claim Kalapani as an integral part of their territory - India as part of Uttarakhand's Pithoragarh district and Nepal as part of Dharchula district.

The Indian authorities have came to know two weeks ago that Chinese troops were reinforced in Pala, around 10 km from the border. In July itself, around 1,000 troops were deployed near Pala and a permanent post was built there by China. "A fortnight back, 2,000 more additional troops were deployed at the post," sources said. India's road construction to Lipulekh lake at 17,000 feet had sparked a diplomatic row between the India and Nepal as Kathmandu claimed the area to be its territory. The road will shorten the travel time for pilgrims visiting the Kailash Mansarovar. Nepal also brought out a new political map showing the contested area as its own. India and China are locked in a more than three-month-long standoff at multiple points, hitherto unprecedented along the border. China had changed the status quo on <keyword id="9262087" type="COMPANY" weightage="20" keywordseo="the-line-of-actual-control">the Line of Actual Control</keyword> at various places, moving inside Indian territories. India has objected to it and is taking up the matter with China at all levels. China has built up troops, artillery and armour in three sectors of Line of Actual Control -- western (Ladakh), middle (Uttarakhand, Himachal) and eastern (Sikkim, Arunachal). The border tension between India and China has not been resolved despite several rounds of military and diplomatic talks. China's commitment for disengagement at the border in Eastern Ladakh remains unsatisfactory and India has directed its armed forces to prepare for a long haul.
